It can—but a power bank’s 140W rating alone does not prove that it will charge your particular laptop at 140W, or even that the laptop accepts charging through the USB-C port you plan to use. Check the exact laptop model’s USB-C charging support, compare its required USB Power Delivery (USB PD) input with the bank’s output from one port, and verify the cable and any shared-output limits.
What does a 140W rating actually tell you?
It describes a power capability, not universal compatibility. The USB Implementers Forum (USB-IF) says USB Power Delivery’s 28V fixed level enables up to 140W; its explainer also lists 36V for up to 180W and 48V for up to 240W. Those figures describe protocol capability, not what every laptop, power bank port, or cable will support. USB-IF’s USB Power Delivery explainer explains the levels.

For a particular setup, the laptop and bank need a compatible charging path and must negotiate a mutually supported level. The bank’s total headline wattage is not enough to establish that: its output from the port you will use is what matters.
Check the laptop’s model, port, and expected input
- Identify the exact laptop model. Use the model number, not just the product family name. Open the manufacturer’s official specifications or manual and find the guidance for charging and USB-C ports.
- Confirm that the chosen USB-C port accepts power. A USB-C connector does not by itself mean the port can charge the laptop. Port capabilities can vary between models and even between ports on a device.
- Find the expected input. Note the recommended adapter wattage and, if the maker provides it, the USB PD voltage, current, or charging profiles the laptop accepts. Use the laptop maker’s documentation rather than inferring support from the connector or the adapter included in a product listing.
For example, Dell’s guidance for Latitude and Precision laptops documents variation in USB-C Power Delivery capability. Apple’s instructions are specific to USB-C-charging Macs: Apple says those Macs can use a USB PD adapter or display, and advises using at least the minimum recommended adapter wattage for the best charging experience. Do not treat either maker’s guidance as a rule for every laptop.

Compare the laptop with the power bank’s actual port output
Read the bank’s technical specifications or port labels and find the USB-C port’s individual output profiles, including voltage and current. Compare those with the laptop’s documented input. A 140W maximum may be available only from a particular port or under particular conditions; the number does not tell you which profiles that port supplies.
Check what happens when you use another port at the same time. Some banks share or reduce output across ports, so the profile available to the laptop may change when another device is connected. USB-IF says power-bank ports should be labeled to indicate their capabilities, particularly when the ports differ. See its USB Type-C compliance guidance.

Make sure the cable suits the power level
Use a cable rated for the power required by the charging setup; USB-C plugs at both ends do not establish a cable’s power capability. Check the cable’s specifications and the laptop and bank makers’ guidance for the required type and arrangement.

What to expect if the laptop accepts less than 140W
If the laptop and power bank negotiate a lower level that both support, the laptop may charge more slowly than it does with its recommended adapter. Under heavy use, the incoming power may not keep pace with consumption. A lower wattage may still be usable, but the result depends on the laptop model, its workload, and the charging guidance from its manufacturer.
Apple specifically says lower- or higher-wattage USB PD adapters can charge USB-C Macs, while recommending at least the Mac’s minimum recommended wattage for the best charging experience. Microsoft cautions that some PCs may require a manufacturer-specific charger and says the charger and cable must support the levels needed for fastest charging. See Apple’s Mac adapter guidance and Microsoft’s advice for a PC that charges slowly or discharges while plugged in.
