1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsUse the Department of Labor’s FLAG Case Status Search for PERM (ETA Form 9089) applications filed on or after May 31, 2023. Enter the complete case number, including dashes. Cases filed before that date are directed to the legacy PLC system. After checking the case-specific status, compare it with OFLC’s monthly queue data; queue months and average days are administrative indicators, not promised decision dates. As of October 5, 2026, OFLC says a filer may contact the PERM Helpdesk when the application was filed more than three months before the month shown on the processing-times page.
1. Identify which PERM status system applies
The filing date determines where you search. The FLAG status-search page covers PERM applications filed on or after May 31, 2023. If the application was filed before May 31, 2023, the FLAG page directs you to the legacy PLC system instead.

| Filing date | Status system | What to use |
|---|---|---|
| May 31, 2023 or later | FLAG Case Status Search | Search with the complete FLAG case number, including dashes |
| Before May 31, 2023 | Legacy PLC system | Follow the legacy-system direction shown by the Department of Labor |
This cutoff is about the PERM application’s filing date, not the date you happen to check the record. If you search a pre-cutoff case in FLAG, you may not get a result because the record belongs to the older system.

Allow time for a newly submitted case to receive its number
A newly submitted application can first appear in a temporary “pre-submitted” phase. The FLAG FAQ says, “Usually cases will remain in the ‘pre-submitted’ phase for under fifteen minutes, after which the status will update to ‘submitted,’ and your official case number will become available.” The permanent number is assigned after that initial transition.

Fifteen minutes is a usual interval, not a guarantee that every submission will update on exactly that schedule. If a new submission remains pre-submitted longer than the usual window, check the live FLAG instructions and the submission information you have rather than treating the delay as a denial or a substantive case problem.
Use every character, including dashes
When the official number is available, copy the entire number exactly as displayed. FLAG’s search expects the complete case number, including its dashes. Omitting a prefix, suffix or dash can prevent a match even when the underlying application is in the system.
Search multiple cases when necessary
The FLAG interface permits up to 30 case numbers in one search. That is useful for an employer or representative checking a group of filings, but each number still needs to be complete. Keep the result associated with the correct employee and filing date before interpreting the status.

3. Search a case in FLAG
- Open the Department of Labor’s FLAG Case Status Search for PERM.
- Confirm that the application was filed on or after May 31, 2023. For an earlier filing, use the legacy PLC route identified on the FLAG page.
- Enter the complete PERM case number, preserving every character and dash.
- If you are checking a batch, enter no more than 30 case numbers in the search.
- Submit the search and open the matching record.
- Use Case Details to review the submitted application PDF and any actions made available for that record.
Case Details is the place to verify that the returned record is the application you intended to check. Do not rely only on a partial number or a remembered filing date when several applications are being handled together.
4. Understand the status categories and labels
The 2024 FLAG user guide organizes records into initiated, pending-case-number, assigned-case-number and historical groupings. Within the assigned group, examples of labels include Analyst Review, RFI Issued and Audit Review. The portal’s categories and wording can change, so the live label on your record controls what the system is currently reporting.

Initiated and pending-case-number groupings
These groupings relate to the early record and case-number process. A newly submitted application may be visible before its permanent number is available, which is why the “pre-submitted” transition matters. A temporary early status should not be read as an approval, denial or prediction of the final determination.
Assigned-case-number groupings
Once a permanent number is assigned, the record can show a processing label such as Analyst Review, RFI Issued or Audit Review. These are case-specific status labels. They tell you what grouping the portal is displaying, but the status page does not by itself provide a guaranteed decision date or explain every reason a case has remained in that stage.

Historical groupings
Historical categories separate completed or otherwise past records from currently active groupings. Read the current status and the available Case Details actions together; a historical placement is not the same thing as an active pending stage.
5. Read OFLC’s processing-times page correctly
OFLC updates PERM processing information monthly. The page presents two different kinds of information that are easy to confuse:
- Priority-date snapshots: the filing month OFLC is showing for a particular queue, such as Analyst Review or Audit Review.
- Average processing days: an administrative average for determinations during a stated period.
Neither measurement is an individual appointment date. A case with an earlier filing date can still take longer than a later case because material facts and individual circumstances differ.

Published figures as of October 5, 2026
| Measure | Published figure | How to read it |
|---|---|---|
| PERM priority date shown for Analyst Review | December 2025 | Queue snapshot published as of October 5, 2026 |
| PERM priority date shown for Audit Review | December 2025 | Queue snapshot published as of October 5, 2026 |
| PERM reconsideration requests to the Certifying Officer | May 2026 | Queue snapshot published as of October 5, 2026 |
| Average time for PERM Analyst Review determinations | 336 calendar days | Average for August 2026 determinations |
OFLC did not publish an Audit Review average for August 2026 on that page. That absence is different from a zero-day average and should not be used to estimate an individual audit case.
“Actual processing times for each employer’s PERM application may vary from the average depending on material facts and individual circumstances of the case.” — OFLC, Processing Times page
The 336-day figure is therefore a historical administrative average for the specified August 2026 determinations. It is not a service-level promise, a countdown that starts when you search, or a commitment that every Analyst Review case will be decided within 336 days.
6. Compare your record with the queue without treating it as a deadline
Compare like with like
First match your case’s displayed stage to the corresponding queue category. An Analyst Review case should be compared with the Analyst Review priority-date snapshot, while an Audit Review case should be compared with the Audit Review snapshot. A reconsideration request belongs with the reconsideration-to-the-Certifying-Officer line, not with the ordinary Analyst Review line.
Use the filing month and the page’s as-of date
Note your application’s filing date and the date printed on the processing-times page. The October 5, 2026 figures above are a snapshot from that date. When OFLC posts a new month, the comparison changes even if your case status has not changed.

Separate a queue position from elapsed days
A priority month answers, “Which filing month is the queue page currently displaying for this category?” An average-days figure answers, “How long did the relevant group of determinations take on average during the stated period?” They measure different things and should not be combined into a personal projected decision date.
Do not infer the reason for a delay
The status search and queue page do not establish why a particular application is still pending. They cannot tell you, from elapsed time alone, whether additional review, an RFI, an audit issue or another case-specific circumstance is responsible. Use the displayed status and official notices rather than guessing from the calendar.
7. Decide when an OFLC inquiry is appropriate
OFLC’s October 5, 2026 guidance gives a specific administrative threshold: if an application was filed more than three months before the month shown on the processing-times page, the filer may contact the PERM Helpdesk. The comparison is between your filing date and the queue month displayed for the applicable category; it is not a promise that every case crossing the threshold will receive an immediate decision.
- Identify the queue category that matches your case’s current status.
- Record the priority month shown for that category on the current OFLC processing-times page.
- Compare your application’s filing date with that displayed month.
- If the application is more than three months earlier than the month shown, use the helpdesk contact information published on the live page.
- When you write, identify the case with its complete number and give a concise description of the status shown in FLAG.
As of October 5, 2026, the published PERM Helpdesk addresses were [email protected] and [email protected]. Re-check the current OFLC page before sending a message because administrative contact details and instructions can change.

For your own records
- The complete case number, including dashes.
- The PERM filing date and the system that applies to that filing generation.
- The exact status label currently displayed in FLAG or the legacy PLC system.
- The date of the OFLC processing-times snapshot you used.
- The matching queue category and priority month.
Keeping these items together prevents a common error: comparing a case in one stage with a queue figure for another stage, or using an old monthly snapshot as though it were current.

For an OFLC helpdesk message
Use the official address shown on the live page and state the issue in administrative terms: identify the case, state the displayed status, give the filing date and explain how it compares with the published queue month. Avoid presenting the average processing time as a promised deadline or asking the helpdesk to predict a decision date that the published data cannot establish.
9. Troubleshoot common status-checking problems
The search returns no case
- Verify the filing date. A case filed before May 31, 2023 belongs in the legacy PLC system.
- Copy the full number, including every dash.
- Check for a transposed digit or an omitted prefix or suffix.
- If the application was submitted very recently, allow for the initial pre-submitted period before the permanent number appears.
The record is still pre-submitted
DOL says this phase usually lasts under fifteen minutes. A longer interval is outside the usual period, but it is not evidence by itself of a denial. Confirm the submission information and follow the current FLAG guidance for a record whose number has not yet become available.
The label does not match an older screenshot or email
FLAG’s interface and categories can change. Treat the current portal label as authoritative for the present search, and use the user guide’s groupings only to understand the general organization of initiated, pending-number, assigned-number and historical records.
You are checking more than 30 cases
FLAG permits up to 30 case numbers per search. Divide a larger list into additional searches and preserve the case-to-employee or case-to-filing association in your own records.
The queue page appears behind your case
Monthly queue data is a snapshot, not a live position counter. A case can remain pending while the displayed month changes slowly, and an average can move independently of the priority-date line. Use the three-month inquiry threshold rather than treating a stale-looking page as proof that a decision is overdue.
10. What not to do when processing takes longer than expected
- Do not treat 336 days as a guaranteed maximum. It is an average for Analyst Review determinations in August 2026.
- Do not substitute an average for a status. The case-specific FLAG or PLC label is the record of your application; the queue page is an aggregate administrative snapshot.
- Do not assume the cause of the delay. The official status pages do not diagnose an individual case from elapsed time alone.
- Do not withdraw or appeal solely because time has passed. The official material covered here explains status checking and when an administrative inquiry may be appropriate; it does not establish an individualized legal strategy.
- Do not rely on an old helpdesk address without checking. Confirm the current contact details and threshold on OFLC’s live page.
11. When individualized legal advice may be needed
OFLC’s helpdesk is an administrative status channel. It can be appropriate for a case that meets the published inquiry threshold, but it is not a substitute for individualized immigration legal advice. Questions about the effect of an RFI, an audit, a reconsideration request, a withdrawal decision or another case-specific strategy require facts that a public status page does not provide.
If you need advice about those consequences, gather the complete case record and seek a qualified immigration professional who can review the application, correspondence and employer circumstances. Do not infer a legal recommendation from the queue month, the average-days figure or a single portal label.
12. A quick decision checklist
- Was the PERM application filed on or after May 31, 2023? Use FLAG; otherwise use the legacy PLC route.
- Do you have the complete case number with dashes?
- If the case is new, has the usual under-15-minute pre-submitted interval passed?
- What exact status label and grouping does the portal show?
- Which OFLC queue category matches that status?
- What priority month and as-of date are shown on the current processing-times page?
- Are you distinguishing the queue snapshot from any published average?
- Is your filing more than three months earlier than the displayed month?
- If so, have you checked the live page for the current PERM Helpdesk address?
- Are you avoiding a withdrawal, appeal or other legal decision based only on elapsed time?
This sequence keeps the case-specific record, the filing-generation cutoff and OFLC’s aggregate data separate. That is the safest way to respond to a long wait without turning an administrative estimate into a promise.
