Start with the Microsoft 365 admin center if you can reach it: open Health > Service health at admin.microsoft.com. If the portal or its Service health page is unavailable, use Microsoft’s unauthenticated Service Health Status page. The public page is a fallback; the authenticated dashboard is more precise because it shows incidents and advisories affecting your tenant.
Use this order during an outage
A connectivity failure does not automatically mean Microsoft 365 is down. Check Microsoft’s service reports first, then compare what they say with the symptoms in your organization. This sequence separates a Microsoft incident from a problem on your network, identity path, device, or internet provider.

- Reach the admin center if possible. Sign in at admin.microsoft.com with an administrator account and open Health > Service health.
- If the portal is blocked, open the public Service Health Status page. It does not require authentication and is intended as a backup when an active issue prevents access to the admin center or Service health.
- Check Microsoft’s global network-health page for wider context. It reports significant issues detected in Microsoft’s network or internet connectivity between customers and Microsoft’s network, but Microsoft warns that updates there can be delayed.
- Compare the report with your own symptoms. A clear dashboard cannot prove that a particular user’s network route, DNS, identity provider, device, or local infrastructure is working.
Microsoft describes the purpose of Service health this way: “If you’re experiencing problems with a cloud service, you can check the service health to determine whether this is a known issue with a resolution in progress before you call support or spend time troubleshooting.” See Microsoft’s Service health guidance.
Check the tenant dashboard in the Microsoft 365 admin center
Sign in and open Service health
- Go to admin.microsoft.com.
- Sign in with an account that has an administrative role.
- In the left navigation, select Health, then Service health.
Microsoft identifies Service Support admins and Helpdesk admins as roles that can view service health, in addition to other administrator roles that include the permission. If your account cannot see the page, ask an administrator with the required role to check it rather than assuming that no incident exists.

Do not grant broad administrative rights just to obtain a status check. Use an existing account with the documented viewing permission, and keep a second authorized administrator available for emergencies. If the person diagnosing the outage cannot authenticate because the identity path itself is failing, another administrator may still be able to check from a different connection.
Read the Overview page
The Overview shows current service health, active incidents and advisories, and organization issues that require action. Open an item to read its incident detail and latest update instead of relying only on the color or headline shown on the dashboard.
Capture the incident title, incident identifier, affected workload or feature, start time, current status, scope, and stated next-update time. Those details let you compare Microsoft’s description with your own timeline and give support a precise record if the event is later closed.

Use Issue history for resolved events
Issue history lets you review resolved events within the available seven-day or 30-day view. The period available to you can vary with the view Microsoft exposes, so use the date range shown in the portal. History is useful for confirming whether a problem is recurring, but it does not replace the live status of an active event.
A historical match is evidence of a possible pattern, not proof that today’s failure has the same cause. Compare the affected service, feature, geography, and user population before linking two events.
If you cannot sign in or the portal will not load
Open the public Service Health Status page
Microsoft provides an unauthenticated Service Health Status page as a backup when an active service issue blocks the admin center or the Service health function. Because it does not require a tenant sign-in, it can be reached from a separate connection, device, or network while your normal Microsoft 365 access is failing.
The public page is broader than your tenant dashboard. It may show a Microsoft-wide event without confirming that your organization is affected, and it may not include the tenant-specific details visible after you regain portal access. Return to Health > Service health as soon as the admin center becomes reachable.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesA public page that loads successfully proves only that this particular web request reached Microsoft’s status service. It does not prove that Outlook, Teams, SharePoint, Exchange Online, or authentication is working for your tenant. Conversely, a failure to load the public page can reflect your ISP, DNS, proxy, firewall, or regional internet path rather than a Microsoft service incident.
Try a different path before drawing a conclusion
- Open the public page from a mobile connection instead of the affected office network.
- Ask an administrator in another location to check the tenant dashboard.
- Try a different browser or a private window if the page itself loads but the sign-in flow loops.
- Record the time, affected users, locations, error text, and tested networks. These details help distinguish a tenant incident from a local access failure.
- Keep the original connection available for comparison; switching paths without recording which one worked can hide a split-path problem.
If every path fails, the absence of a visible incident is not proof that Microsoft 365 is healthy. It may mean that your route to Microsoft’s services, authentication, DNS, proxy, or the status page itself is impaired.

Use Microsoft’s network-health page for broader context
Microsoft’s network health status guidance covers significant problems Microsoft detects in its network or in internet connectivity between customers and Microsoft’s network. It is useful when the symptom looks regional or network-wide and the tenant portal cannot be reached.
Microsoft cautions that updates on this manually updated network-health page may be delayed. It also recommends the admin-center Service health dashboard for more detailed, tenant-targeted impact information. Treat the global page as corroborating context, not as the final answer for one tenant.

For a one-time outage, use the tenant dashboard whenever it is reachable, the public status page when authentication or portal access is blocked, and the global page to add network context. These channels complement one another; they are not interchangeable status guarantees.
Understand advisories, incidents, and status labels
Advisory versus incident
An advisory means some users may be affected while the service remains available. An incident is a critical issue in which a service or a major function is unavailable. The distinction describes the reported service impact; it does not tell you whether every user or every region is affected.
Status labels you may see
- Investigating: Microsoft is examining the reported problem.
- Service degradation: The service remains available, but performance or a feature is impaired.
- Service interruption: The service or a major function is unavailable.
- Restoring service: Remediation is under way and availability is returning.
- Extended recovery: The main fault may be addressed while recovery work continues for affected users or data.
- Service restored: Microsoft considers the reported service impact resolved.
- False positive: The report was closed because the suspected service issue was not confirmed.
Always read the incident’s latest update, affected services, tenant or region scope, start time, and next update time. A green or clear dashboard only means that Microsoft is not currently reporting a matching issue; it cannot validate an individual network path.
Status changes also affect what you should do next. During Investigating, preserve evidence and avoid unrelated production changes. During Restoring service or Extended recovery, retest periodically rather than assuming that every user recovers simultaneously. After Service restored, check remaining failures against your local dependency list and use support if the impact persists.
Separate Microsoft infrastructure from your own access path
Microsoft’s monitoring documentation distinguishes detected problems involving Microsoft infrastructure, third-party infrastructure, and customer infrastructure. This framing matters because a Microsoft 365 symptom can be caused by an external identity provider, a security gateway, a proxy, DNS, a firewall, or another part of your organization’s environment even while Microsoft’s service is operating.
Use the pattern of failures as evidence:
- Many users, locations, and networks fail at once: a Microsoft incident or an upstream internet event becomes more plausible.
- Only one office, VLAN, ISP, or VPN path fails: investigate local routing, DNS, proxy, firewall, or VPN controls.
- Only sign-in fails while already-open sessions work: examine authentication, federation, conditional access, or the identity provider.
- Only one application or feature fails: compare the affected workload with the incident’s listed service and feature scope.
- Users can reach Microsoft 365 from a mobile connection but not the corporate network: the organization’s egress path is a stronger suspect than a global outage.
Detailed monitoring views and scenarios can depend on tenant eligibility. Microsoft’s documentation on connecting to Office 365 monitoring is available at Microsoft 365 monitoring.
Use a small comparison matrix
Test one affected user from the normal network and an alternate connection, then test one apparently unaffected user from the normal network. Record whether the failure is in sign-in, loading a workload, sending or receiving data, or only a particular feature. This four-point comparison helps reveal whether the boundary follows the user, device, account, location, or network. Do not make broad DNS, firewall, VPN, or conditional-access changes solely because one test fails; preserve the original state until the scope is clear.

What to do when your problem is not listed
Report an issue from Service health
If an administrator can open Service health but the observed problem is not listed, select Report an issue and submit the form. Microsoft says it can assess related data and reports from other organizations and may add an incident or advisory if the cause originates in its service.

Include the practical facts that make correlation possible:
- First observed time and time zone
- Specific Microsoft 365 workload and feature
- Number of affected users and locations
- Exact error text or error code
- Whether the failure occurs on another network, browser, device, or account
- Recent changes to identity, DNS, proxy, firewall, VPN, or conditional-access configuration
Submit one coherent report with representative examples rather than repeatedly filing identical reports. Keep a copy of the incident number or confirmation and add later test results through your normal support process.
Continue through normal support when impact remains
If the incident is marked restored but users still cannot work, follow your organization’s normal support process or open a support request. A closed Microsoft incident does not prove that every tenant-side dependency recovered at the same time. Keep the incident number, timestamps, and the tests you performed with the support request.
Check Message Center for planned maintenance
Planned maintenance is tracked in Message Center, not in Service health. If users report a scheduled change rather than an unexpected interruption, review the relevant Message Center communication and its stated schedule, scope, and administrator actions.

Operational options for teams that need continuous visibility
A one-off outage does not require additional software, paid equipment, or a special monitoring product. Organizations with an operations workflow can automate or centralize status checks, but they should confirm current technical requirements before implementation.
Microsoft 365 Service Communications API
The Microsoft 365 Service Communications API provides real-time service-health information and Message Center communications for operational integrations. Before implementing it, verify the current authentication, permissions, throttling, and licensing requirements in Microsoft’s service documentation; those requirements can change. Design alerts to preserve the incident identifier, status transitions, affected workload, and update text so operators can distinguish a new outage from a continuing update.
Mobile Admin App
Microsoft’s service-health and continuity documentation also describes status access through its mobile Admin App. This can provide a separate access route when a desktop browser or office network is unavailable, but it still depends on the app, account, and mobile connection being usable.
Microsoft 365 Management Pack
The same documentation describes a Microsoft 365 Management Pack for System Center Operations Manager. It is an enterprise monitoring option, not a prerequisite for checking an individual outage. Confirm supported workloads and current availability before designing it into an alerting system.

These options are documented in Microsoft’s service health and continuity description.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to interpret Microsoft’s uptime figures
Microsoft’s service description lists recent worldwide uptime figures, excluding U.S. Government DoD and GCC High. They are historical aggregates for Microsoft’s stated population and quarter, not a live test of your tenant or network.
| Period | Worldwide uptime reported by Microsoft | Scope qualification |
|---|---|---|
| 2025 Q1 | 99.988% | Microsoft’s worldwide figure; excludes U.S. Government DoD and GCC High |
| 2025 Q2 | 99.995% | Microsoft’s worldwide figure; excludes U.S. Government DoD and GCC High |
| 2025 Q3 | 99.991% | Microsoft’s worldwide figure; excludes U.S. Government DoD and GCC High |
| 2025 Q4 | 99.954% | Microsoft’s worldwide figure; excludes U.S. Government DoD and GCC High |
Do not use these percentages to decide whether a live outage is occurring. They do not establish availability for a particular tenant, region, workload, or moment. They also should not be converted into a promise about an individual user’s experience or your organization’s service-level expectations.
A practical outage checklist
- Record the exact start time, time zone, affected users, locations, workloads, and error messages.
- Check Health > Service health in the admin center.
- Open the incident detail and latest update; note status, scope, and next update time.
- If the portal is inaccessible, check the unauthenticated Service Health Status page from another network.
- Check the global network-health page for broader context, while allowing for its possible update delay.
- Test one affected account from a different network and one unaffected account from the original network.
- Compare authentication, DNS, proxy, firewall, VPN, and endpoint behavior before changing production settings.
- Use Report an issue when the problem is absent from Service health.
- Review Message Center for planned maintenance.
- Open or update a support request if impact continues after Microsoft marks the incident restored.
Frequently asked questions
Can I check Microsoft 365 service health without signing in?
Yes. Use Microsoft’s unauthenticated Service Health Status page when the admin center or Service health is inaccessible. It is a broad fallback, not a replacement for the tenant-specific dashboard.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Which Microsoft 365 status source is most accurate for my organization?
When reachable, Health > Service health in the admin center is the strongest source for tenant impact because it shows relevant incidents, advisories, organization issues, updates, and history. The public page is less targeted, and the global network-health page may be delayed.
What if Service health says everything is normal but users still cannot connect?
Investigate the access path: compare locations and networks, test authentication separately from workload access, and review DNS, proxy, firewall, VPN, identity-provider, and endpoint behavior. A clear dashboard does not validate a particular route to Microsoft.
Do I need a Global Administrator role to view Service health?
Not necessarily. Microsoft specifically lists Service Support admins and Helpdesk admins as roles that can view service health, along with other roles that include the permission. If the page is missing, ask an authorized administrator rather than assigning unnecessary privileges.
How long does Issue history remain available?
The portal provides an available seven-day or 30-day view. Use the date range shown in your tenant. The history view is for resolved events and should not be treated as the live state of an active incident.
Why does the public status page show an incident that I do not see in my tenant?
The public page reports broader Microsoft events and may not indicate that your tenant, region, or workload is affected. Recheck the authenticated dashboard when access returns and read the listed scope and affected services.
Best Value
Where do I find planned maintenance?
Review Message Center. Microsoft tracks planned maintenance there rather than in Service health, along with the schedule, scope, and any administrator action.
What should I do after Microsoft closes an incident?
Retest the affected workflows and compare the remaining failures with your local dependencies. If users still cannot work, follow your normal support process or open a support request with the incident number, timestamps, errors, affected users, and tests already completed.
