To check whether Exchange Online is down for your organization, sign in to admin.microsoft.com, open Health > Service health, and inspect the Exchange Online entry. Open any active incident or advisory to see affected services, tenant impact, Microsoft’s latest update, and whether the issue requires action in your environment.
The admin-center view is the best first check because it is scoped to services available to your tenant. If the portal itself is unavailable, use Microsoft’s unauthenticated Service Health Status page or the @MSFT365status account as fallback channels. A missing incident does not prove that every Outlook scenario is healthy: report the problem from Service health and run Microsoft’s Outlook connectivity diagnostic when appropriate.

What the Microsoft 365 Service health page tells you
Microsoft describes Service health as the place to determine whether a cloud-service problem is already a known issue with a resolution in progress. It can prevent you from treating a Microsoft-side incident as an isolated Outlook fault, while also showing when Microsoft has detected a problem in your organization that requires customer action. The official procedure is documented in Microsoft’s Microsoft 365 service-health guidance.
Service health is not a general internet uptime meter. It is a tenant-aware administrative view. The services and impact shown depend on the signed-in organization, so the page can be more useful than a public status announcement when only certain tenants, regions, workloads, or account types are affected.

Incident versus advisory
An incident normally indicates a service degradation or outage that is actively affecting users. An advisory is information about a condition, planned change, or potential impact that may not represent a current outage. Read the issue title, affected services, user impact, start time, and latest update rather than relying only on a color or short status label.
Microsoft action versus customer action
The Overview separates active issues Microsoft is working on from issues detected in your organization’s environment that need action by your administrators. That distinction is important: a problem classified as customer infrastructure, third-party infrastructure, or a tenant configuration issue may not be fixed by waiting for Microsoft’s next update.
How to check Exchange Online service health
- Sign in with an administrator account. Go to admin.microsoft.com. Microsoft says Service Support administrators and Helpdesk administrators can also view service health, in addition to other administrative roles with the necessary permissions.
- Open Service health. In the left navigation, choose Health > Service health. You can also select the Service health card on the admin-center home dashboard.
- Find Exchange Online. In the Overview, locate the Exchange Online service and read its health column. Look for active incidents and advisories, not just the overall status banner.
- Open the issue details. Select a matching incident or advisory. Read the stated impact, affected capabilities, start time, current status, and latest update. Check whether Microsoft identifies a subset of users, regions, mail flow, authentication, Outlook connectivity, or another Exchange scenario.
- Determine ownership. Note whether the issue appears under Microsoft-managed active issues or under problems detected in your organization that require customer action.
- Check history when the symptoms started earlier. Open Issue history to review resolved incidents and advisories. Microsoft documents history for the preceding 7 or 30 days, depending on the view and service-health experience available to your tenant.
Microsoft says incident communications are updated hourly unless the incident itself specifies a different cadence. An unchanged message for less than an hour does not necessarily mean that work has stopped; use the timestamp on the latest update when deciding whether information is current.

How to interpret the status you see
| Status view | What it is useful for | What it cannot prove |
|---|---|---|
| Exchange Online in the tenant’s Service health Overview | Checking whether Microsoft has identified an issue relevant to services available to your organization. | It cannot guarantee that a newly emerging or highly localized fault is already listed. |
| Incident or advisory details | Understanding affected features, user impact, Microsoft ownership, mitigation, and the next update. | A broad title such as “Outlook” does not mean every Outlook client, protocol, or user is affected. |
| Issue history | Comparing the time of your symptoms with recently resolved incidents or advisories from the preceding 7 or 30 days. | A resolved entry does not establish that a new symptom has the same cause. |
| Public Service Health Status page | Getting unauthenticated information when the admin center cannot be reached. | It is a fallback and lacks the tenant-specific context of the admin-center view. |
Use the tenant-specific page first whenever it is reachable. Microsoft’s incident-readiness guidance describes the public status channel as a way to obtain information when normal administrative access is unavailable, not as a replacement for the tenant view.
What to do when several people cannot use email
Multiple reports from different users make a service-side problem more plausible, especially when they involve different devices, networks, and Outlook clients. They are a troubleshooting clue, not proof of an Exchange outage. Record the first observed time, affected users, locations, clients, and symptoms while you check Service health.

Report an issue from Service health
- Return to Health > Service health in the Microsoft 365 admin center.
- Choose Report an issue.
- Describe the users and services affected, the start time, error messages, and whether webmail, mobile, and desktop clients fail in the same way.
- Submit the report and monitor Service health for a new incident or advisory.
Microsoft says it can compare related telemetry and reports from other organizations. If the evidence indicates a Microsoft service problem, it may add an incident or advisory. A report is therefore useful even when the page is currently green, but submitting one does not guarantee that Microsoft will publish an incident.
Run the Outlook connectivity diagnostic
If the problem appears limited to Outlook connectivity, an administrator can run Microsoft’s Outlook User Connectivity diagnostic. It is intended to investigate connection failures rather than establish that Exchange Online is globally down.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThe diagnostic is not available for Microsoft 365 Government, Microsoft 365 operated by 21Vianet, or Microsoft 365 Germany. In those environments, use the support and service-health options provided for that cloud.
Compare clients and networks
- If Outlook on the web works but the desktop client does not, investigate client authentication, cached credentials, add-ins, local networking, and profile state before declaring an outage.
- If one user fails while colleagues in the same tenant work normally, treat it as an account, device, network, or permission investigation first.
- If many users fail across separate networks and clients, keep the Service health incident and report-an-issue paths open while collecting evidence.
Information to collect before escalating
Good evidence helps Microsoft match an unlisted symptom to an existing event. Record the exact UTC or local start time, the number of affected users, their locations and domains, and whether the failures are internal, inbound, outbound, or all mail flow. Note the client and access path used by each tester: Outlook desktop, Outlook on the web, mobile, SMTP submission, or another workload. Preserve exact error text, correlation or request IDs, screenshots, and the most recent successful test. This record also helps you recognize whether the scope is expanding or shrinking between hourly updates.
Do not test only one account repeatedly. Use representative users in different locations and, where policy permits, different networks. A controlled comparison of a working and failing account can reveal whether the problem follows a tenant, a user, a device, or a network. Avoid changing many settings while Microsoft is investigating; uncontrolled profile, DNS, or authentication changes can obscure the original symptoms.

When the admin center is unavailable
If admin.microsoft.com cannot be reached, use Microsoft’s unauthenticated Service Health Status page. You can also check @MSFT365status for updates on certain events. These channels can confirm a broad Microsoft communication, but they may not show whether your particular tenant, region, or workload is included.
Try the admin center again from a separate network or browser when possible. A failed login, DNS problem, corporate proxy, or local browser issue can make the portal appear unavailable even when Microsoft’s administrative services are operating. Do not infer Exchange health from the accessibility of a single Microsoft web page.
Use Monitoring for deeper Exchange scenarios
Microsoft’s Monitoring experience provides service-specific scenario pages. The Exchange Online monitoring documentation describes organization-level and priority-account scenarios with near-real-time signals. It groups detected problems into three broad ownership categories:
- Microsoft infrastructure: a Microsoft-managed service or platform condition.
- Third-party infrastructure: a dependency outside Microsoft’s own infrastructure that may require coordination or customer action.
- Customer infrastructure: a condition in the organization’s environment, configuration, network, identity system, or connected service.
Open the scenario details to see which category applies and what action is recommended. This classification is more useful than treating every red indicator as an Exchange Online outage.
Preview eligibility and licensing limits
Do not confuse enhanced Monitoring with basic access to Service health. Microsoft documents certain Monitoring incident and advisory views as preview capabilities that require all of the following:

- The new Microsoft 365 admin center must be enabled.
- The organization must have at least 5,000 qualifying licenses across Office 365 E3, Microsoft 365 E3, Office 365 E5, or Microsoft 365 E5.
- The organization must have at least 50 monthly active users for at least one core service: Teams, OneDrive, SharePoint, Exchange Online, or Office apps.
Those thresholds apply to the described enhanced monitoring views, not to ordinary Service health access. Smaller tenants should still use the standard Exchange Online status, issue details, history, and report-an-issue functions.
How to distinguish an Exchange outage from an Outlook problem
| Observed pattern | Most useful next check | Reasoning |
|---|---|---|
| Many users, different devices and networks, fail at the same time | Service health, incident details, and Report an issue | A shared service or dependency is more plausible, although a common identity or network control can produce the same pattern. |
| One user or one computer fails | Outlook User Connectivity diagnostic and local client checks | The scope points first to a profile, credentials, device, network, or account condition. |
| Outlook desktop fails but Outlook on the web works | Client connectivity, cached credentials, profile, add-ins, and local network | Web access demonstrates that at least one access path is functioning; it does not test every Exchange feature. |
| Mail flow is delayed for many users | Exchange Online incident details and message-flow symptoms in the report | Describe whether inbound, outbound, internal, or all mail is affected so Microsoft can match the scenario. |
| No incident is listed but the organization remains affected | Report an issue, run the connectivity diagnostic where eligible, and continue monitoring | Service-health publication can lag a new or narrowly scoped problem. |
Microsoft’s own wording is a useful decision rule: “If you’re experiencing problems with a cloud service, you can check the service health to determine whether this is a known issue with a resolution in progress before you call support or spend time troubleshooting.”
Historical uptime figures: useful context, not a live verdict
Microsoft’s worldwide service-uptime table reports the following figures for 2026:
| Reporting period | Worldwide uptime reported by Microsoft | How to use it |
|---|---|---|
| 2026 Q1 | 99.526% | A historical worldwide aggregate; it does not indicate the current state of Exchange Online or an individual tenant. |
| 2026 Q2 | 99.994% | A historical worldwide aggregate; it does not confirm that a present symptom is or is not an outage. |
The table does not yet list Q3 or Q4 2026. Microsoft states that these worldwide figures do not apply to U.S. Government DoD or GCC High. They are context for service performance, not a substitute for the tenant-specific Service health page or incident details. The source is Microsoft’s Service health and continuity documentation.

A practical escalation checklist
Use this sequence when email complaints continue:
- Confirm the scope: users, locations, domains, devices, Outlook versions, Outlook on the web, mobile clients, and mail-flow direction.
- Check Health > Service health and open any Exchange Online incident or advisory.
- Read the impact statement and latest update; note the update timestamp and expected next communication.
- Check Issue history if the problem began before the current shift or appears related to a recently resolved event.
- If no matching issue appears, submit Report an issue with concrete times, users, errors, and affected features.
- For client-specific failures, run the Outlook connectivity diagnostic if your cloud supports it.
- Use the public status channel or @MSFT365status only as fallback information when the admin portal cannot be reached.
- Escalate through your Microsoft support process with the incident ID, diagnostic results, timestamps, and a list of tested access paths.
Common mistakes to avoid
- Checking only a public status page: it may not show tenant-specific impact.
- Assuming green means every scenario works: newly emerging, localized, or client-only faults may not yet appear as incidents.
- Calling every Outlook error an Exchange outage: isolate user, device, network, and client scope first.
- Ignoring customer-action items: a problem in identity, networking, or a connected dependency may require your team to act.
- Treating a historical uptime percentage as a current status: quarterly worldwide aggregates cannot diagnose an individual tenant.
- Expecting enhanced Monitoring in every tenant: the preview views have the documented admin-center, license, and monthly-active-user eligibility requirements.
- Refreshing without recording evidence: repeated page checks do not replace timestamps, error text, client comparisons, and a clear affected-user count.
- Assuming an advisory is an outage: advisories can describe planned changes or potential impact, so read the scope and action guidance.
Bottom line for helpdesk and Microsoft 365 administrators
Start with the tenant-specific path: Microsoft 365 admin center > Health > Service health > Exchange Online. Read the incident details and ownership category, then check history for recently resolved events. If multiple users are still affected without a matching incident, report the issue from that page and gather diagnostic evidence. Use the Outlook connectivity diagnostic for client-connection cases, and rely on the public status page or @MSFT365status only when the admin portal is unavailable. This workflow separates a Microsoft-managed Exchange incident from a local Outlook problem without assuming that an unlisted incident means Microsoft is healthy in every respect.

Frequently Asked Questions
How do I check Microsoft 365 service health?
Sign in to admin.microsoft.com, select Health > Service health, and inspect Exchange Online in the Overview. Open any incident or advisory for impact, affected services, and the latest update.
Who can view Microsoft 365 service health?
Administrators with the required permissions can view it. Microsoft specifically lists Service Support administrators and Helpdesk administrators among the roles that can access service health.
What if Exchange Online is not listed as having an incident?
A green page does not rule out a new, localized, or client-specific fault. Use Report an issue on the Service health page, compare affected and working users, and run the Outlook User Connectivity diagnostic when your cloud supports it.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Is the public Microsoft status page enough to diagnose my tenant?
No. It is an unauthenticated fallback for times when the admin center cannot be reached. The tenant-specific Service health view is better for identifying services and impact relevant to your organization.
How often does Microsoft update an incident?
Microsoft says incident communications are updated hourly unless the incident specifies a different cadence. Check the timestamp on the latest update rather than assuming an unchanged message means no work is occurring.
Why can Outlook fail when Exchange Online has no incident?
The cause may be a user account, desktop profile, cached credentials, add-in, device, local network, identity system, third-party dependency, or a narrowly scoped service problem that has not yet been published. Compare Outlook on the web, desktop, mobile, users, and networks before escalating.
The Bottom Line
Check Microsoft 365 admin center > Health > Service health > Exchange Online first. Read the incident scope and ownership, use Issue history for recent events, report unlisted multi-user problems, and reserve the public status page for portal outages. A missing incident is a reason to gather better evidence—not proof that every Outlook and mail-flow path is healthy.
