How to Check GST Treatment of Delivery Charges on an E-Commerce Invoice (India)

On an Indian GST invoice, delivery, freight or transport charged by the goods supplier in connection with the sale is generally included in the value of that supply. The label “delivery” does not create a separate GST rate: first identify who charged the amount, where it is documented and whether it is part of the goods supply or a separate service. The e-way-bill rule for marketplace shipping is a separate, narrower question.

The short answer

Start with the supplier named on the tax invoice, not with the wording of the line item. If the seller of the goods charges freight, transport, packing or delivery as part of the sale, those amounts generally form part of the transaction value under Section 15(2)(c) of the Central Goods and Services Tax (CGST) Act. The seller should include the amount in the taxable value and calculate GST on the resulting supply.

Where delivery is inseparable from the goods transaction, the arrangement can be a composite supply. Section 8 then applies the GST treatment of the principal supply. In a CBIC example, cycle parts that cannot be supplied without cartage, unloading or transportation are treated at the cycle-parts rate. You cannot determine the tax treatment merely by reading “delivery charge” on a checkout screen.

A marketplace may instead charge a fee under its own arrangement and issue a separate bill or receipt. That situation requires you to identify the actual service provider and the contractual flow. The seller’s goods invoice and the marketplace’s separate charge should not be merged automatically. Also keep customer-invoice GST analysis separate from the e-way-bill consignment-value question.

XKDOUS 2 Pack Invoice Books, 2-Part Carbonless Receipt Books
  • Two-Part Carbonless Invoice Book: Each invoice book has 50 sets of invoices, each with a white/light yellow section, with the yellow section retained in the invoice book to maintain detailed records.
  • Consecutively Numbered: Enlarged red 6-digit numbers in the upper right corner of each invoice receipt book help you quickly navigate through your orders.
  • Wraparound Divider Flap: A thick folded cardboard divider is integrated into the back of each invoice book for use between each two-part sales order to prevent the written content from rubbing off on subsequent copies of the invoice, resulting in wasted invoices.
  • 2 Packs/50 Sets (100 Sets Total): Each invoice book provides 50 sequentially numbered carbonless sets of 2 invoice books for long-term use.
  • Customizable Space: Each invoice book for small business has space at the top to add a company seal or sticker.

Why the line description is not enough

“Delivery”, “shipping”, “freight”, “handling” and “transport” are commercial descriptions, not GST classifications. Two orders can use the same label while having different suppliers, invoices and tax consequences. For each charge, establish four facts:

  • Who charged it? Was it the merchant selling the goods, the marketplace, or an independent logistics provider?
  • Where is it recorded? Is it on the merchant’s tax invoice, on a separate marketplace tax invoice, or only on an order summary or receipt?
  • What does it pay for? Is it an incidental amount for delivering the purchased goods, or a separately supplied transport service?
  • Which document are you checking? A customer tax invoice, a marketplace bill, and an e-way bill serve different purposes.

These facts determine whether the amount belongs in the seller’s taxable value, requires analysis as another supply, or is simply an amount shown in an order interface without being the merchant’s charge.

The GST rules that control the result

Section 15: transaction value and incidental expenses

Section 15(1) uses the price paid or payable as the transaction value when the supplier and recipient are unrelated and price is the sole consideration. Section 15(2)(c) adds incidental expenses charged by the supplier, including commission and packing, and amounts charged for anything done by the supplier in relation to the supply at or before delivery.

That is why seller-charged freight or delivery ordinarily increases the taxable value of the goods supply. CBIC FAQ answer 68 addresses the question, “All expenses like freight / transport / packing which are charged in Sales Invoice are taxable in GST? How to charge in bill?” Its answer is: “All expenses will have to be included in the value and invoice needs to be issued accordingly. Please refer to Section 15 of CGST Act and Invoice Rules.”

Adams Sales Order Book, 2-Part, Carbonless, White/Canary, 4-3/16 x 7-3/16 Inches, 50 Sets per Book (DC4705)
  • QUALITY INVOICES: Adams Order books provide a professional invoice or customer receipt; a great way to create and maintain a professional image for small businesses and service providers
  • 50 TWO-PART CARBONLESS FORMS: Customers get the perforated white top copy; retain the canary and pink copies for your records
  • WRAP-AROUND COVER: Fold the back cover between sets to keep invoices neat and legible
  • ROOM FOR CUSTOMIZATION: A blank space at top leaves room for your company stamp; a big savings over custom-printed forms
  • CONSECUTIVELY NUMBERED: Large 6-digit numbers in the upper right hand corner help you thumb through orders quickly

The rule concerns amounts charged by the supplier in relation to the sale. It does not say that every amount appearing beside an online order is automatically part of that supplier’s invoice. The identity of the charging party and the underlying arrangement remain essential.

Section 8: composite and mixed supplies

A composite supply consists of naturally bundled supplies provided together in the ordinary course of business, with one principal supply. Section 8 treats the whole composite supply as the principal supply for GST. If goods cannot be supplied without the associated cartage, unloading or transportation, CBIC’s cycle-parts example illustrates why the goods rate can govern the combined transaction.

A mixed supply is treated differently: Section 8 applies the rate of the supply that attracts the highest rate among the bundled items. Do not call an arrangement “mixed” merely because an invoice has several lines. Classification depends on how the supplies are bundled and supplied, not on the number of descriptions printed on the document.

For a normal sale in which the merchant arranges delivery as an incident of supplying the goods, the practical question is usually whether the delivery amount is included in the goods supply’s value. A separately contracted transport service may require a different analysis, especially when another entity is the supplier.

Rule 46: what the invoice must show

CGST Rule 46 requires prescribed particulars including the description of goods or services, total value, taxable value, tax rate and tax amount, along with other applicable details such as supplier and recipient information and place-of-supply particulars where relevant. The rule does not prescribe a special magic label for a delivery line.

Accordingly, inspect the numbers and the supplier identity rather than rejecting an invoice because it says “shipping” instead of “freight”, or because the delivery amount is grouped with the goods. The invoice should make the taxable value and tax calculation understandable and should contain the particulars applicable to that transaction.

Step-by-step: check a delivery charge on an e-commerce invoice

  1. Download the actual tax invoice. Use the PDF or electronic tax invoice issued for the order, not only the shopping cart, dispatch email or payment receipt. Record the invoice number, date and the legal name and GST details of the issuer.
  2. Identify the charging supplier. Confirm whether the issuer is the merchant that supplied the goods, the marketplace operator, or another business. The marketplace name shown in an app header may not be the supplier named on the invoice.
  3. Locate the delivery amount. Check whether freight, transport, packing, shipping or delivery appears as a line on the merchant’s sales invoice. If it is absent, look for a separate tax invoice or bill from the marketplace or logistics provider.
  4. Read the order and supply terms. Determine who promised delivery, who collected the money, and whether the fee is described as an amount charged by the seller or as a platform/logistics service. Preserve the checkout terms and payment record if the documents conflict.
  5. Test for an incidental seller charge. If the goods supplier charged the amount in connection with the sale, Section 15(2)(c) generally points to including it in the value of that supply. Do not remove it from taxable value simply because it is displayed on a separate line.
  6. Consider composite-supply treatment. Ask whether the delivery activity is naturally bundled with, or necessary to provide, the goods. If so, Section 8 may apply the principal-supply treatment. The invoice’s delivery wording alone cannot answer this classification.
  7. Reconcile the calculation. Add the relevant seller-charged incidental amount to the goods value before checking the taxable value, then verify the stated rate and tax amount. Where a separate entity issued a separate bill, reconcile that document independently rather than forcing it into the merchant’s calculation.
  8. Check mandatory particulars. Verify the description, total value, taxable value, tax rate, tax amount, supplier details and applicable address or place-of-supply information required by Rule 46. Keep the invoice and related order records together.
  9. Separate the e-way-bill check. If you are preparing or auditing an e-way bill, perform a separate consignment-value analysis. Do not treat an e-way-bill FAQ as a complete answer to the customer invoice’s GST treatment.
  10. Escalate unresolved facts. Ask the seller or a GST professional to identify the supplier and nature of the charge using the contract, invoice, payment flow and delivery terms. A tax conclusion cannot be made reliably when those facts are missing.

Common arrangements compared

Arrangement Where the amount appears How to analyse GST value What to verify
Merchant sells goods and charges freight or delivery Merchant’s sales tax invoice Generally include the seller-charged amount in the value of the goods supply under Section 15(2)(c). If bundled, apply the principal-supply rule for a composite supply. Merchant is the issuer; amount is connected with the sale; taxable value and tax calculation include it.
Marketplace displays shipping but merchant includes the amount on its invoice Merchant’s tax invoice, even if the marketplace collected payment Analyse it as part of the merchant’s supply when the merchant is the supplier charging it. Payment collection by an intermediary does not by itself change the invoice issuer. Invoice issuer, contractual seller, and wording of the charge.
Marketplace or another provider charges a separate amount Separate tax invoice, bill or receipt from that provider Do not automatically add it to the merchant’s goods invoice. Determine what service was supplied, by whom, and under which arrangement. Separate supplier’s GST details, service description, tax treatment and whether the merchant’s invoice also includes a delivery amount.
Shipping is shown only in an order summary and not as a merchant charge Checkout page, receipt or payment record The summary alone does not establish the merchant’s taxable value. Obtain the applicable tax invoice or separate bill and identify the charging party. Whether a tax invoice exists, who received the payment and what the terms say the amount represents.

Worked examples without assuming a tax rate

Seller-charged delivery on the goods invoice

Suppose a merchant invoices goods at ₹10,000 and lists delivery at ₹500 on the same sales invoice. If the merchant charged the ₹500 in relation to supplying those goods, the Section 15 approach generally produces a taxable value of ₹10,500 before applying the rate applicable to the supply. The calculation is about valuation; the correct percentage still depends on the goods and the applicable law on the transaction date.

If the delivery is part of a composite supply whose principal supply is the goods, Section 8 supports applying the principal-supply treatment to the combined supply. The invoice should show a coherent taxable value, rate and tax amount rather than taxing the delivery line by an assumed standalone rate merely because it is separately displayed.

Separate marketplace charge

Assume the merchant’s tax invoice shows only the goods, while the marketplace issues a separate document for shipping. Do not copy the merchant’s goods value into the marketplace document or assume that the marketplace charge has the goods’ rate. First establish whether the marketplace supplied delivery itself, arranged it as an agent or collected an amount on someone else’s behalf. The two documents may require separate GST analysis.

Different documents for e-way-bill purposes

An e-way bill may use a consignment value that does not mirror every amount a consumer sees during checkout. That does not authorize changing the customer tax invoice. Complete the invoice review under Section 15, Section 8 and Rule 46, then apply the e-way-bill rules to the movement of goods.

The e-way-bill point: useful but narrow

CBIC’s e-way-bill FAQs, dated 24 March 2018, state that shipping charges charged by e-commerce companies but absent from the merchant’s invoice need not be included in the consignment value. This answers a specific e-way-bill question about consignment value. It does not decide the GST treatment of every marketplace delivery fee, prescribe what must appear on every customer-facing invoice, or convert a separate delivery service into a non-taxable amount.

When an audit or transport check asks for consignment value, document the calculation and the invoice used. When a customer or accounts team asks whether GST was charged correctly, examine the supplier, supply classification and taxable value instead. Using the 2018 FAQ as a blanket rule for all marketplace shipping can produce the wrong result.

Red flags and how to resolve them

  • Delivery is taxed at a rate chosen solely from the word “delivery”. Request the basis for the classification and identify the principal supply or separate service.
  • The merchant invoice omits a seller-collected freight amount. Ask the seller to reconcile the invoice with the order terms and payment record under Section 15.
  • The same fee appears on two documents. Check for duplicate collection and determine which entity actually supplied or charged the service before recording input tax or expense.
  • The marketplace name and supplier name differ. Use the legal supplier and GST details printed on each invoice, not the brand shown in the app.
  • The invoice has a delivery line but no taxable-value explanation. Check Rule 46 particulars and request a corrected or clarified invoice if the values, rate or tax amount cannot be reconciled.
  • An e-way-bill answer is being used to justify the customer invoice. Separate the consignment-value exercise from the GST valuation exercise and retain both calculations.
  • Documents conflict with the checkout promise. Preserve the order terms, invoice, payment confirmation and delivery-provider bill, then ask the supplier or a GST professional to resolve the factual mismatch.

Practical records for sellers and accounts teams

Sellers should configure invoice software so that delivery-related amounts can be traced to the order, supplier and tax calculation. Whether the system uses one combined line or a separate freight line, retain the underlying value, rate and tax amount required by the invoice rules. Keep marketplace settlement statements separate from the customer invoice ledger so that commissions, shipping collections and refunds are not confused with the seller’s taxable value.

For each order, retain the tax invoice, order confirmation, payment settlement, delivery terms and any separate logistics invoice. A reconciliation sheet can record: goods value, seller-charged incidental amounts, separate provider charges, taxable value, tax rate, tax amount, invoice issuer and e-way-bill consignment value. This makes it easier to explain why an amount appears on one document but not another.

Buyers reviewing business purchases should obtain the tax invoice in the name and GST details needed for their records. Check that the supplier’s stated taxable value and tax amount agree with the transaction, and ask for clarification before claiming credit when a separate marketplace document is incomplete or inconsistent.

What can and cannot be concluded from an invoice

An invoice can show who issued the document, what was described, the taxable value, rate and tax amount, and the addresses or place-of-supply details required for that transaction. It may not, by itself, reveal whether a marketplace acted as principal, agent or payment intermediary, or whether delivery was contractually inseparable from the goods. Those questions require the order terms and payment flow.

GST law and rates can change, and marketplace contracts differ. The conclusions above reflect Section 15, Section 8, Rule 46 and the cited CBIC FAQs. For a disputed or high-value transaction, obtain current professional advice using the exact invoice and contract rather than relying on a generic “shipping” label.
