Use the official CBIC rate schedules as a starting point, then confirm the exact classification, conditions, notification text, amendments, and effective date before putting a GST rate on an invoice. A product name or a search-result percentage is not enough: the legal treatment can change with material, composition, use, transaction context, place of supply, and conditions attached to the entry.

This guide gives an auditable process for checking goods and services in India. It explains what each official lookup route does, how to resolve competing classifications, and how to keep evidence for a later review. It does not determine the rate for any particular product or service.

What you need to establish before looking up a rate

GST classification starts with the supply, not with a percentage. Write down what is actually being supplied and collect the facts that could move it into a different tariff heading or service entry.

For goods

  • Plain-language product description and the proposed HSN or tariff item, if already known.
  • Material and composition, including the relative proportion of materials where relevant.
  • Physical form, finished state, packaging, and whether it is a part, accessory, set, or composite product.
  • Principal use and any technical characteristics that distinguish it from similar goods.
  • Whether the transaction is a domestic movement, import, export, supply to a specified customer, or another context covered by a condition.
  • Invoice quantity, unit, and any facts needed to test a value-based or other qualification in the schedule.

For services

  • A precise description of the activity and the service category you believe applies.
  • What the supplier actually does, rather than the name used in a proposal or contract.
  • Customer type, location, place-of-supply facts, and whether an exemption or special condition could apply.
  • Contract scope, bundled elements, reimbursements, and any principal-to-agent or intermediary features.

Keep source documents with these facts: specifications, bills of materials, contracts, statements of work, photographs, and import or export paperwork. CBIC’s rate FAQs demonstrate why this matters: questions framed as “What is the HS code and GST rate for lac or shellac bangles?” can turn on the product’s material or other descriptive features. The wording is a useful search pattern, not a ruling that every item described that way has one predetermined classification.

Use the CBIC GST rates page as your first lookup

CBIC’s GST rates service provides official schedules for goods and services. Use its classification fields and descriptions to locate a possible entry, then read the complete row rather than copying a headline rate.

Search by the most specific description available

  1. Open the current CBIC GST rates page from the CBIC GST homepage.
  2. Choose the goods or services schedule that matches your supply.
  3. Search with a relevant description and, where known, the HSN chapter, section, heading, or tariff item. Try the technical term used in the tariff as well as the commercial product name.
  4. Review nearby entries. A close wording match can still be wrong when composition, use, processing, or an exception differs.
  5. Open the full schedule text for each plausible result and save the entry you are evaluating.

An earlier CBIC rate-finder press release describes searches by HSN chapter, section, heading, and tariff item, together with tax-component fields. That historical description explains the kinds of fields a rate tool may expose; it is not evidence that an older interface or mobile tool remains available. The current CBIC page is the lookup point.

Read every tax component

The schedules separate the components that may apply to a taxable supply:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Column What it represents What to check
CGST Central Goods and Services Tax component Whether the entry shows a central component for the relevant supply.
SGST/UTGST State GST or Union Territory GST component Whether the supply is treated as intra-State and which state or Union Territory component is relevant.
IGST Integrated Goods and Services Tax component Whether an inter-State or other transaction calls for the integrated component.
Compensation cess A separate cess column where the schedule provides one Whether the goods or service and the stated conditions bring the cess into play.

Do not add CGST and SGST/UTGST to an IGST amount, or assume that a rate shown in one column applies in every transaction. The applicable combination depends on the nature and location of the supply and on the entry’s conditions.

Read conditions, exclusions, and explanatory text

Two goods or services that sound similar can have different treatment because one entry is limited by a material, end use, customer, value, packaging, or other qualifier. A row can also contain an exception that removes a supply from the apparent general rule.

Questions to ask for each candidate entry

  • Does the description match the complete product or activity, not just one feature?
  • Is the entry limited to a named material, composition, process, use, or class of customer?
  • Does an explanation, note, exclusion, or “subject to” clause change the result?
  • Is the item a composite or mixed supply requiring a separate analysis?
  • Does the entry state a condition that must be documented on the invoice or in business records?
  • Does the table show a compensation cess in addition to GST?

When a search returns multiple plausible headings, make a side-by-side comparison using the exact facts supporting each option. Do not select the first result merely because its wording resembles the catalogue name.

Verify the notification and every relevant amendment

The rate schedule is a navigation and lookup aid. The operative legal details are in the applicable notification, read with later amending notifications and the effective date.

Navigate the Central Tax (Rate) index

  1. From CBIC’s GST resources, open the Central Tax (Rate) notifications index.
  2. Filter or scan by the notification number, issue date, and subject that correspond to the rate entry or exemption you are checking.
  3. Open the full notification, not only the index line.
  4. Identify the original entry and then follow each amendment listed for it. Read the consolidated wording where supplied, while retaining the individual amendment documents in your file.
  5. Note the effective date and compare it with the date of the supply, invoice, receipt of payment, and any other time point relevant to your tax analysis.

The index lists notification numbers, dates, and amendment subjects; it is a finding aid, not a substitute for the notification text. A notice displayed on the CBIC homepage may point to a rule change or a rate/classification clarification, but the underlying document must be inspected before you rely on it.

Build a date check

Write the dates in your working paper rather than relying on a page’s current appearance:

  • Date the goods were supplied or the service was performed.
  • Date of invoice and, where relevant, receipt of payment.
  • Issue date and effective date of the original rate notification.
  • Issue and effective dates of every amendment that could alter the entry.
  • Date on which you retrieved the official text.

Rate tables and notifications are volatile. Check the latest official text immediately before issuing an invoice, filing a return, or correcting a prior position. A notification issued after your transaction date may not govern that earlier supply, while an amendment with a stated retrospective effect requires careful reading of its wording.

How to check a service rate

Service descriptions often overlap, and the commercial label may not match the legal entry. Start with the activity performed, identify the most specific service classification available in the CBIC schedule, and then read the associated conditions and notification.

  1. Describe the deliverables, personnel, process, and customer outcome in plain language.
  2. Search the CBIC services schedule for the likely service category and related descriptions.
  3. Check whether the entry is taxable, exempt, or conditional, and read any value, recipient, location, or documentation requirement.
  4. Open the notification relevant to the selected service and verify amendments and effective dates.
  5. Check the place-of-supply and intra-State/inter-State facts before choosing CGST plus SGST/UTGST or IGST.

CBIC’s returns FAQ gives this direction: “Please refer to the Notification relevant to the service selected or in case of doubt, contact the jurisdictional officer for clarification on the applicable rate of tax / cess.” Treat that as a practical escalation rule when the schedule and your facts do not produce a defensible answer.

Resolve two possible treatments systematically

When two entries look possible, compare the same five axes instead of arguing from a product name or a percentage:

Comparison axis Evidence to assemble Decision question
Classification Exact HSN or service description; material, composition, use, process, and contract facts Which entry describes the supply in full?
Notification history Original notification, amendment numbers, issue dates, and effective dates Which wording governed on the transaction date?
Conditions and exceptions Schedule notes, exemption conditions, recipient or value restrictions, and required documents Are all conditions satisfied, or does an exception apply?
Tax component Place-of-supply and movement facts Should the transaction use CGST with SGST/UTGST or IGST?
Compensation cess Cess column and the entry’s qualifying conditions Is a separate cess payable in addition to GST?

Record why the rejected entry does not fit. This is more useful in an audit or internal review than saving only the selected percentage.

Use CBIC FAQs as interpretation examples, not as a substitute for law

The GST Rates FAQs are useful for seeing how CBIC frames classification questions and how details such as material or composition can distinguish entries. Search the FAQs for patterns such as “What is the HS code and GST rate for…” to find comparable examples.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An FAQ answer is still an example. Match your own product or service to the current schedule and notification, and check whether the facts in the example actually match yours. Do not extend an answer about one form, material, or use to a different supply without testing the distinctions.

Check a GST registration separately from checking a rate

If your task is to verify a customer or supplier’s registration, use the GST Portal’s “Search Taxpayer” function, not the rate schedule. The portal guide documents lookup by GSTIN or UIN.

  1. Open the GST Portal’s taxpayer-search option before login.
  2. Enter the GSTIN or UIN and complete the displayed verification step.
  3. Use the pre-login result for the basic profile details described by the portal.
  4. Log in when you need the additional details the guide says are available after authentication.

A GSTIN lookup can help confirm registration details; it does not classify your supply or decide whether CGST, SGST/UTGST, IGST, or cess applies.

Create an internal rate-decision record

For recurring invoices, keep a short decision file for each materially different product or service. Include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The plain-language description and the facts used: material, composition, use, process, customer, and transaction context.
  • The candidate HSN or service classification and the exact schedule wording.
  • CGST, SGST/UTGST, IGST, and compensation-cess treatment shown for the entry.
  • Notification number, issue date, effective date, and all amendments reviewed.
  • Copies or saved PDFs of the official pages and notifications, with the retrieval date.
  • The reasoning for accepting one entry and rejecting close alternatives.
  • The name of the person who approved the position and the date for the next review.

This record is an internal control, not a replacement for professional advice or a binding ruling. Its purpose is reproducibility: another reviewer should be able to follow the same facts and official text and understand how the invoice treatment was chosen.

Common mistakes and how to correct them

Copying a search-result percentage

Why it fails: the result may omit a condition, a different tax component, or a cess column. Correction: open the full row and notification, then document the transaction type.

Classifying by marketing name alone

Why it fails: similar names can conceal different materials, compositions, or uses. Correction: obtain technical and contractual facts before selecting the heading.

Using an old rate card

Why it fails: notifications and amendments can change the wording or effective date. Correction: start from the current CBIC index and trace the amendment history for the transaction date.

Confusing registration verification with classification

Why it fails: a valid GSTIN does not tell you the rate for a supply. Correction: use GST Portal taxpayer search only for profile checks; use CBIC schedules and notifications for tax treatment.

Applying one component in every location

Why it fails: CGST plus SGST/UTGST and IGST depend on the nature and location of the supply. Correction: establish place-of-supply facts before preparing the invoice.

Ignoring uncertainty

Why it fails: an ambiguous classification can affect tax, interest, documentation, and customer disputes. Correction: preserve the competing analyses and contact the jurisdictional officer when the applicable tax or cess remains unclear.

A quick pre-invoice checklist

  • Have you described the actual goods or service rather than relying on a catalogue label?
  • Have you collected material, composition, use, process, customer, and transaction-context facts that could affect classification?
  • Have you checked the current CBIC goods or services schedule?
  • Have you read the complete entry, conditions, exclusions, and all tax-component columns?
  • Have you checked compensation cess separately?
  • Have you opened the relevant Central Tax (Rate) notification and traced amendments?
  • Have you confirmed the effective date for the transaction?
  • Have you determined whether CGST with SGST/UTGST or IGST applies?
  • Have you saved the official sources and your reasoning?
  • If uncertainty remains, have you sought clarification through the appropriate jurisdictional channel?

When to escalate

Escalate before invoicing when the product could fit multiple headings, a service is bundled or conditional, an exemption appears to depend on facts you cannot prove, the notification history is unclear, or the financial exposure is material. CBIC’s stated route is to consult the notification relevant to the selected service and, in case of doubt, contact the jurisdictional officer for clarification on the applicable tax or cess. For complex or disputed positions, obtain advice from a qualified GST professional and retain the written analysis with your records.

Because CBIC pages, schedules, and notifications can change, perform the final check on the official site immediately before relying on a rate or rule. The homepage’s notices are useful pointers to current developments, but the underlying notification or rule text controls the particulars.

Frequently Asked Questions

Can I decide a GST rate from the product name alone?

No. Confirm the product’s material, composition, use, processing, and transaction context, then match those facts to the complete CBIC schedule entry and applicable notification.

Where do I find the notification that supports a rate?

Use CBIC’s Central Tax (Rate) notification index to locate the notification number, issue date, and subject, then open the full notification and trace subsequent amendments and effective dates.

Does GST Portal taxpayer search tell me the GST rate?

No. GSTIN or UIN search checks registration details. Rate and cess treatment require classification against CBIC schedules and notifications.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do if two HSN or service entries appear possible?

Compare exact classification facts, notification dates, conditions and exceptions, CGST/SGST/UTGST versus IGST treatment, and compensation cess. If the issue remains unresolved, contact the jurisdictional officer.
