Radio Pakistan’s September 19 implementation report said the rollout had begun to include 20-year-old motorcycles and rickshaws. That is a dated implementation statement, not a general assurance that every older vehicle or every category is accepted under all later versions of the scheme.

What to check before sending an SMS
Have the details exactly as they appear in the vehicle record. The registration instruction reported by Radio Pakistan requires four pieces of vehicle and identity information in addition to the command word:
- Your CNIC number.
- The vehicle’s number plate.
- The first letter of the vehicle’s registration province.
- The vehicle registration date.
Keep the registration book or other official record nearby while composing the message. Do not guess a province letter or registration date. If the plate, date or province letter does not match the government record, the SMS may fail or require manual assistance.
Use only the official short code stated in current government instructions. The reports reviewed for this guide identify 9771; do not send CNIC or vehicle information to an unverified number claiming to represent the scheme.

How to register by SMS to 9771
Registration and fuel redemption are separate actions. First submit your vehicle and CNIC details with REG. Only after registration should you request a token.
Compose the registration message
Use this structure, with one space between each field:
REG [CNIC number] [vehicle number plate] [first letter of registration province] [vehicle registration date]
Replace each bracketed item with your own information. The brackets are explanatory and must not be typed into the SMS.

- Send the message and retain the reply for your records.
Government reporting said the registration SMS would be free. That refers to the announced registration message; ordinary mobile-account conditions or later service charges are not established by the reviewed reports, so check the current operator and government instructions if a charge appears.

What a failed registration can mean
A rejection or no response does not prove that the vehicle is ineligible. It can indicate a formatting error, a mismatch with the excise record, a temporarily unavailable service, or a registration that is outside the scheme’s covered records. Recheck the four fields once. If the details are correct, use an announced facilitation desk or the official assistance channel rather than repeatedly sending sensitive information.
How to request and use the fuel subsidy token
Request the token
After registration, send a separate SMS containing only TOK to 9771 before going to the petrol station. The official implementation report says the reply supplies a token number.
Redeem at a petrol station
- Wait until you have the token response before travelling to the station.
- Show the token number to the station staff.
- Follow the station’s instructions for the subsidized transaction and retain the message until the purchase is complete.
The reports do not establish that every station participates permanently or that a token can be used at any station in every district. An October 1 government review said all petrol pumps were facilitating citizens at that point, but that was a status report for October 1, 2026, not a permanent guarantee. If a station cannot process a valid token, ask whether another participating station or a facilitation desk is available.
How much relief is available?
The amount and timing changed between the initial ECC approval and the later implementation update. Treat the figures below as dated descriptions rather than a single timeless entitlement.

The September 19 report also said implementation had begun to include 20-year-old motorcycles and rickshaws. Because the two reports describe an update in the operating arrangement, check the newest official announcement before planning fuel purchases, especially if your vehicle is near a category or engine-capacity boundary.
September 2026 rollout timeline
The dates help explain why different figures may appear in messages, news stories or station instructions:
- September 14: The ECC approval described the initial categories, non-commercial condition, one-vehicle limit and the first benefit structure.
- September 15–16: The Prime Minister directed facilitation arrangements for citizens and petrol-station owners.
- September 19: Radio Pakistan reported the operating arrangement with category-specific token limits and the inclusion of 20-year-old motorcycles and rickshaws.
- October 1: A Government of Pakistan review, reported by Radio Pakistan, gave nationwide registration, beneficiary, token and district figures and said a round-the-clock call centre had been arranged.
A later message or station notice can therefore supersede an earlier amount or cadence. Keep the date of any instruction you rely on and verify it through a current government channel.
How to check eligibility online in Gilgit-Baltistan
The Excise and Taxation Department of the Government of Gilgit-Baltistan provides a “PM Fuel Relief Programme / Check Your Eligibility” link on its official site. The department says the checker verifies information against GB Excise records and displays vehicle and subsidy details without showing the owner’s personal information.

This is a regional checker, not an established nationwide service. Use it when the vehicle is recorded in Gilgit-Baltistan. The reviewed official material does not say that it can verify vehicles registered in Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Islamabad Capital Territory or another jurisdiction.
What the GB checker can tell you
- Whether the vehicle record is found in the GB Excise database.
- Vehicle-related details shown by the department.
- Subsidy details returned for that record.
It does not replace the SMS registration and token process described for the national scheme, and it should not be treated as proof that an applicant meets conditions that the page does not display.
What if the vehicle is not registered in your name?
The official material reviewed does not answer this scenario directly. The ECC wording refers to one vehicle per “user/owner,” but it does not state whether a person may register a vehicle owned by somebody else, whether the CNIC must match the registered owner, or how a shared family vehicle is handled.

Costs, limits and what the announcements do not establish
The government announced that the registration SMS would be free. The reviewed notices do not list a separate application fee, token fee or payment to a facilitation desk. Do not pay an agent simply because someone claims a fee is needed to create an eligibility record.
The reported limits are tied to the vehicle category and the token period, not to an unlimited monthly discount. Under the September 19 arrangement, the two- and three-wheeler description refers to one token per week and four per month, while the up-to-800cc description refers to up to ten litres every ten days at Rs. 100 per litre. Those limits should not be blended with the September 14 approval figures. A station’s ability to process a token and the amount currently credited are operational questions that can change with new instructions.
The announcements reviewed do not specify a nationwide online eligibility portal, a permanent list of participating stations, a correction procedure for mismatched records, or a published call-centre number. Treat each as unresolved unless a current official notice supplies the detail.

Radio Pakistan reported on September 15 and September 16 that the Prime Minister directed facilitation arrangements for citizens and petrol-station owners. A desk may be useful when the SMS service cannot match an otherwise valid record, when a station cannot read a token, or when an applicant needs help interpreting the required fields.

Round-the-clock call centre
An October 1 report said a 24-hour call centre had been arranged for citizens and petrol-station owners. The reviewed reports do not publish a phone number. Verify any number through a current government announcement before sharing CNIC or vehicle information.
Information to take with you
- The phone containing the registration and token messages.
- Your CNIC details.
- The vehicle registration record showing the plate, province and date.
- A note of the time and wording of any error message.
Never pay an intermediary to “unlock” a token or disclose an SMS verification code to someone who contacts you unexpectedly.
Privacy and fraud precautions
A CNIC number, plate number and registration date are sensitive identifiers when combined. The legitimate process described in the government reports uses the short code 9771 and the commands REG and TOK. Treat messages from other numbers, social-media accounts or unofficial websites as unverified until confirmed through a government channel.
- Check the recipient number before pressing send.
- Do not post your full CNIC or token publicly.
- Keep screenshots only on a device you control, and redact the CNIC if sharing an error with support.
- Do not install an app or pay a fee merely because a message claims it is required for subsidy eligibility.

Common mistakes to avoid
- Sending

- Typing a plate or registration date from memory rather than the official record.
- Assuming a commercial vehicle qualifies because it falls within the engine-size limit.
- Registering several vehicles when the one-vehicle rule applies.
- Using the GB checker as if it covered vehicles registered outside Gilgit-Baltistan.
- Relying on the September 14 amount without checking the later operating schedule.
- Travelling to a station before receiving the token response.
A practical eligibility decision checklist

The key practical distinction is that an eligibility category does not itself dispense fuel. Registration creates the record; the later token is the step used for redemption. Since the operating amounts and token cadence were revised during September 2026, verify the latest announcement immediately before a trip.
