To verify a construction contractor in Eswatini, check two separate records: the Construction Industry Council (CIC) contractor directory for construction registration, category and grade, and Government Online Services for the company’s legal identity and, where available, its company identification number (CIN). Match the legal entity and representatives across those records, the CIC certificate, the contract and payment details. A match is a useful identity and registration check—not a guarantee of workmanship or financial reliability.
Check both construction registration and company identity
The two checks answer different questions. CIC’s directory is for construction-sector registration and lists registered contractors, consultants and artisans. Government Online Services lets you search company names and verify company details using a CIN. A company record alone does not establish that the entity has the CIC registration appropriate for your project; a CIC listing alone does not establish every detail of the company’s corporate status or prove that a particular representative can bind it.

Before searching, ask the contractor for its full legal name, CIN, CIC registration certificate, claimed category and grade, and the exact legal entity that will sign the contract and receive payment. A trading name or similar-sounding company name is not enough to identify the contracting party.
How to verify a contractor step by step
- Search the CIC directory. Open the CIC contractor directory, search using the legal name and apply the relevant category filter. The directory page also offers a downloadable PDF.
- Check the relevant listing. Compare the entity name, work category, grade, specialisation, and displayed contact or address information with the contractor’s certificate and proposal. A firm can appear in more than one work category; check the one that covers the work in your proposed contract.
- Look up the company through Government Online Services. Use Company Name Search to search the name. Ask the contractor for its CIN and enter it in Verify Company Details. The verifier identifies its output fields as Company, Directors and Shareholders. For a provisional entity, the separate provisional-company verifier accepts a provisional CIN and displays particulars including registration date, company name, objective, addresses, applicant and expiry date.
- Match the records to the transaction. Compare the company returned by the government service with the CIC listing and certificate, written quote, contract, invoice and payment instructions. Check that the person representing the company is consistent with the recorded directors or other documented representatives. If the signatory’s authority is unclear, ask for written evidence of authority. Neither registry check should be treated as verification of signing authority or of a bank account.
- Resolve discrepancies with CIC before proceeding. If the listing is missing, the certificate is unclear or details conflict, contact CIC to confirm the certificate number, category, grade and current validity. CIC publishes registration contact details at its registration page. Its website also links to a certificate-verification tool; do not assume what fields or results that tool provides if you cannot access it.
- Check again near award and payment. CIC announced that its 2026/2027 annual registration and renewal cycle had opened and said contractors should renew before the deadline. The notice did not state the deadline, so check CIC’s current notice or contact the registration office for the date and for confirmation of a particular contractor’s current status.
What CIC categories and grades tell you
CIC’s categories include building works (B), civil works (C), electrical works (E), mechanical works (M), specialist works, consultancy practices, individual artisans, joint ventures, and manufacturers or suppliers. The category and specialisation should fit the work the contractor is offering to perform. Registration in one discipline should not be assumed to cover every kind of construction work.

CIC says its construction-firm grading process considers best annual turnover, largest completed contract and available capital. It describes grades as a way for project owners to qualify tenders for consideration for particular contracts. For example, CIC’s grading page says a B2 firm may be considered for general building works up to E25 million. Treat that as CIC’s published example, not a universal procurement rule: check the current grade table and the specific tender’s eligibility requirements.
A grade is a capacity-screening signal, not proof of workmanship, insurance, present-day solvency, safety performance or satisfied clients. Assess those issues separately using relevant references, project records and supporting documents.

What registration does—and does not—prove
CIC says its register is used for construction contractor registration and that construction-sector workers are required to register. Its FAQ says registration makes a contractor eligible to tender for and be awarded construction work; its registration overview says public-sector clients must consult the register and request the certificate when considering construction tenders. These are CIC’s published descriptions of its requirements and process, not a substitute for checking current legal text or the rules for a particular procurement.

A registry match is not a general endorsement. In addition to the two registration checks, assess references and completed projects, insurance, written scope and payment terms, applicable permits, safety arrangements, and credentials for named professionals. Those are separate due-diligence checks, not findings established by the registry pages.

CIC’s FAQ also states that it prohibits awarding contracts to foreign contractors unless the wanted skill is unavailable in the country, in which case the project owner must seek Council approval to engage the earmarked foreign contractor in partnership with a local contractor for skill transfer. This is CIC’s published explanation; consult CIC and current applicable legal requirements for guidance on a specific project.

If you cannot find the contractor
- Try the exact legal name and any spelling variation supported by company documents; check the relevant category filter and the downloadable directory.
- Ask for the CIC certificate and CIN, then use Government Online Services to check the company identity.
- Do not infer construction authorisation from a company-name result alone; company identity and CIC construction registration are separate checks.
- Before awarding work or paying, ask CIC to clarify a missing listing, conflicting particulars or an expired or unclear certificate. The Council publishes registration contacts at [email protected] and +268 2404 9848 / 8481 / 1497.
