A clean result on one layer does not cancel a failure on another, and no consumer check can prove that every internal component is original.
Start before the phone receives your accounts
Keep the phone at its welcome screen or in a temporary, offline state while you inspect it. Do not add your Google account, work profile, banking apps or other sensitive credentials until the checks are complete. The aim is to document the device as received, then test its existing security state without changing that state.

Record the baseline
Before setup, photograph the front, back, edges, ports, camera area, SIM tray and any warning screen. Write down:
- the exact model name and storage variant shown on the handset and packaging, if available;
- the serial number and IMEI as displayed by the phone;
- the seller’s description of repairs, replacements, faults and previous use;
- the Android version, build number and any warning text shown during boot.
These records let you compare the physical phone with its software identity and give the seller or a service provider evidence of the condition at handover.

1. Inspect the exterior for signs of opening or replacement
Use bright, angled light and examine the phone before you rely on software checks. You are looking for disturbed fasteners, disturbed adhesive or parts that do not fit as they should. Each sign is a risk indicator, not proof of malicious tampering: a legitimate battery, screen or back-cover repair can leave similar evidence.

Compare the physical identity with the seller’s description
A replaced screen, battery or rear cover may be acceptable if it was disclosed and correctly fitted. An undisclosed repair, a model label that does not match the phone’s shape, or an IMEI and serial number that do not match the seller’s paperwork is a reason to pause. Photograph discrepancies rather than attempting to open the handset yourself.
Understand what a visual inspection cannot prove
Android’s security specifications describe software and boot-chain attestation; they do not provide a universal consumer procedure for detecting every physical modification. A phone can look perfect after a careful repair, and a phone with visible tool marks may have received an authorised service. Physical evidence therefore has to be considered alongside the boot and software checks below.

2. Check the bootloader and verified-boot state without unlocking it
The boot chain is the strongest built-in evidence about whether the installed operating system is the manufacturer’s certified image. On a normally secured device, the bootloader reports a locked state and verified boot accepts the software it is authorised to load.

Do not enable OEM unlocking as a test
Do not turn on the developer option for OEM unlocking, issue an unlock command, or enter fastboot merely to see what happens. Android’s compatibility requirements call for tamper-evident storage of bootloader state, physical confirmation for a lock-to-unlock transition, rollback protection and secure erasure during state changes. The documented state-change command is fastboot flashing [unlock | lock]; it is not a diagnostic shortcut. Android Open Source Project documentation states that state transitions wipe the data partitions and ask for confirmation before deletion. Running one can destroy the evidence you are trying to preserve and can leave the phone in a different security state.
Observe the normal boot sequence
- Power the phone on normally and read every message before dismissing it.
- Record whether the bootloader is reported as LOCKED or UNLOCKED, if the device displays that status.
- Note any warning that verified boot has failed, that the operating system is not trusted, or that a custom recovery or modified image is present.
- Allow the device to reach the standard setup screen without selecting an unlock, wipe or developer option.
An unexpected UNLOCKED state, a verified-boot failure, a custom recovery screen or a warning that the image is not trusted is a stop signal for a used phone sold as ordinary, unmodified stock hardware. Preserve photographs and screen recordings, do not sign in, and contact the seller or an authorised service provider.
Why the state change is significant
Unlocking is not a harmless inspection step. The required wipe protects data because an unlocked bootloader permits a different image to be loaded. A device that was previously unlocked may have been relocked later, but the wipe and warning history will not tell you whether its internal parts were changed. Treat the boot state as evidence about the current boot chain, not as a complete history of the chassis.
3. Use Play Integrity when a trusted diagnostic exposes its verdict
On Android 13 and higher, Play Integrity’s MEETS_DEVICE_INTEGRITY verdict includes hardware-backed proof that the bootloader is locked and that the loaded Android operating system is a certified device-manufacturer image. MEETS_STRONG_INTEGRITY adds a recent-security-update requirement for all relevant partitions.

These verdicts are normally consumed by apps and services rather than shown as a general-purpose consumer dashboard. Report a pass only when a diagnostic you trust explicitly displays the verdict for that device. An app opening normally, signing in, or showing a generic “secure” message is not evidence that either verdict was returned.
Interpret the verdicts conservatively
- A displayed
MEETS_DEVICE_INTEGRITYresult is evidence about the bootloader and certified image at the time of the check. - A displayed
MEETS_STRONG_INTEGRITYresult adds evidence about the recency of security updates on supported Android 13-or-later devices. - No displayed verdict is not the same as a failure; the app may simply not expose the result, or the phone may not support that check.
- A positive verdict does not authenticate the screws, display, storage chip, modem or other physical components.
4. Check Play Protect certification and run the scan
Google Play Protect addresses potentially harmful applications. It is useful for finding software risk, but it is not a forensic examination of the handset.
Review certification in the Play Store
Open the Google Play Store, open the account menu, enter Settings, and look for the About section and its Play Protect certification status. Menu names and placement vary by Android version and manufacturer, so use the Play Store’s own search or settings navigation if the labels differ. Record whether the device is certified or not certified.

Open the Play Protect page from the Play Store account menu or from the phone’s security settings, start a scan, and review the last-scan time and the list of apps scanned. Google describes Play Protect as automatically scanning Android apps every day and working to prevent installation of harmful applications. A detected harmful app, an unexplained warning or a scan that cannot complete should stop setup until the seller or an authorised technician explains it.

A clean scan reduces the likelihood of a currently detected harmful app; it does not prove that the chassis was never opened, that storage or modem hardware is original, or that a hidden hardware implant is absent. Certification is also only one software signal and must be considered with the boot state and physical inspection.

Open the phone’s About phone page and its security or system-update pages. Labels differ, but the records you need are consistent:
- Android version;
- Android security-patch date;
- Google Play system update date, where the phone shows one;
- build number;
- model, serial number and IMEI;
- any warning text about certification, integrity or updates.
Compare those values with the model physically printed or engraved on the phone and with the seller’s description. An implausibly old patch, a build that does not belong to the stated model, an IMEI or serial mismatch, or software that identifies a different device is a reason to stop. A current patch lowers maintenance risk, but it cannot establish that an earlier owner did not replace a component.

Separate patch age from update support
The patch date tells you when the installed security fixes were published for that device; it does not promise future updates. Record the date rather than relying on a seller’s statement that the phone is “up to date.” If the seller cannot explain an unusually old patch or a missing Google Play system update, treat that as an unresolved maintenance problem even when Play Protect reports no harmful app.
Use all four evidence axes together
Make the decision by keeping physical evidence, boot-chain evidence, software health and maintenance state separate. A clean result on one axis never cancels a failure on another.

What to do when a check fails
- Stop entering personal, financial, enterprise or investigative credentials.
- Photograph the exact warning, the relevant settings page and the physical condition. Keep the original notes with the IMEI and serial number.
- Do not unlock, relock, wipe or flash the phone in an attempt to “fix” the result; those actions can change its evidence and, for state transitions, erase data partitions.
- Ask the seller for a written explanation and repair documentation. If the explanation does not resolve the discrepancy, use the seller’s return process.
- For a phone that must be trusted despite an unresolved concern, take it to the manufacturer or an authorised repair centre and request a documented inspection.
Limits of a clean result
Passing every available check is strong evidence about the current software and boot chain, not a certificate of untouched hardware. The phone may still have been opened, repaired with a non-original part, or modified in a way outside the attested chain. Play Protect may find harmful applications while missing a hardware change; conversely, a clean scan says nothing about a replaced storage chip or an interposer.
For high-value credentials, enterprise access or sensitive investigations, use the manufacturer’s or an authorised repair centre’s inspection process and obtain a documented chain of custody. That is the appropriate escalation when the consequences of a hidden modification exceed what consumer checks can establish.
The Bottom Line
Do not sign in until the phone has an explained physical condition, a locked and normally verified boot chain, a trustworthy Play Protect result, and a plausible patch and software identity. If any layer fails, preserve the evidence and stop rather than trying to unlock or reflash the device.
