How to Check a Rental Property’s Expenses Before You Buy

Before you buy, treat the seller’s expense summary as a claim to verify—not a budget. Match it to bills and invoices, check local taxes and association charges independently, get current insurance and repair quotes, inspect the property, and build your own cash-flow budget. The actual costs depend on the address, property condition, lease terms, coverage, and local rules.

1. Request the records behind the seller’s numbers

Ask for a year-by-year operating history supported by bills, statements, invoices, and other source documents. A rounded estimate or listing pro forma may help you identify questions, but it cannot show by itself what the property has actually cost to operate.

  • Property tax bills, assessment notices, and any correspondence about reassessment.
  • Insurance declarations, renewal notices, premiums, coverage limits, deductibles, and exclusions.
  • Utility bills, with service addresses and billing periods visible.
  • HOA or condominium statements, budgets, fee schedules, reserve information, and special-assessment notices.
  • Repair and maintenance invoices, service contracts, pest-control records, warranties, and permits where available.
  • Property-management statements and invoices for legal, accounting, or other professional services.
  • Current leases and any documents showing which party is responsible for each utility or other charge.

IRS recordkeeping guidance for U.S. rental owners identifies receipts, canceled checks, and bills as examples of documents that support income and expense records. Reconcile seller totals against bank or management statements when available. Check that the documents cover a representative period, not just a favorable month or year.

Look for costs that the summary may obscure

  • Missing months or years, or bills that do not match the property address or billing period.
  • A one-time repair presented as a recurring cost—or a repair omitted because it happened before the period summarized.
  • Charges paid by a tenant, an association, or another party rather than by the owner.
  • Personal expenses mixed into property expenses, or owner-paid services that you would not continue.
  • Current charges that may change after a sale, such as an insurance premium, tax assessment, or management arrangement.

Confirm tenant-paid responsibilities in the lease rather than relying only on the seller’s description. If a bill is missing, ask for it; do not silently treat an unsupported estimate as a verified expense.

2. Verify public charges and get current quotes

Property taxes

Look up the property’s local assessment record and latest tax bill, then contact the assessor or tax authority if you need to understand how the assessment and rate apply. A previous owner’s bill is historical evidence, not necessarily a forecast for your ownership: a sale or reassessment can change the amount. Ask about the assessment basis, billing cycle, and any pending changes rather than assuming the current bill will continue unchanged.

Insurance

Request a quote for the specific address and intended rental use. Give the insurer accurate details about the building’s age, condition, features, and the coverage you are considering. Compare limits, deductibles, exclusions, and the treatment of water or other risks—not just the headline premium. Ask whether flood or other supplemental coverage may be needed for the location. A homeowner policy or the seller’s existing premium may not reflect the coverage and price available for your planned use.

Utilities and association charges

Ask the seller or utility providers for recent bills. Identify seasonal variation, fixed service fees, and who is contractually responsible for each service. For a condominium or HOA property, request current dues, the association budget, reserve or maintenance responsibilities, pending assessments, and rules that could affect renting. Association charges and responsibilities can change; confirm the current documents rather than relying on an old listing.

The Consumer Financial Protection Bureau (CFPB) includes taxes, insurance, utilities, HOA fees, maintenance, and repairs among ownership-budget items and notes that costs vary. Its guidance also points buyers to local tax records and authorities. Those categories are a checklist, not a property-specific estimate.

3. Inspect the property and price the work it needs

Arrange an independent inspection early enough that its findings can inform your decision. The CFPB recommends choosing an inspector who is accountable to you and gives a complete inspection and an honest opinion. An inspection is not an appraisal: it assesses condition, while an appraisal addresses value for a different purpose.

Attend if possible, review the report, and follow up with qualified specialists when the general inspection flags a system, defect, or hazard that needs closer evaluation. Ask for written, local repair estimates instead of assigning a guessed replacement cost. Consider the report alongside seller disclosures, available permits and maintenance records, and specialist assessments; an inspection does not guarantee that every defect will be found.

Turn findings into a work schedule

  • Immediate: safety, habitability, or other work that must be addressed before or soon after occupancy.
  • Near term: systems or components likely to need repair or replacement in the period you are evaluating.
  • Routine: recurring upkeep and service items supported by records or quotes.

Depending on the purchase contract and local rules, inspection findings may help you decide whether to proceed or negotiate repairs or a credit. Do not assume a seller must agree, or that a particular remedy is available: contract terms and market circumstances matter.

4. Build a cash budget that separates regular bills from lumpy costs

Prepare monthly and annual views from verified amounts. Mark each figure as documented, quoted, or still uncertain, and keep the billing period visible. Include costs even when the seller’s present arrangement differs from yours—for example, owner-paid utilities or the property-management fee you expect to incur.

Operating-cost checklist

  • Property taxes, using the local bill and your assessment questions.
  • Rental-property insurance and any relevant supplemental coverage.
  • Utilities you will pay as owner.
  • HOA or condominium dues and any known assessments.
  • Property management and service-contract charges.
  • Routine maintenance, pest control, and legal or accounting services as applicable.
  • Carrying costs during vacancy, including owner-paid utilities and other bills that continue when the property is not rented.
  • Financing costs, calculated from your own loan terms.

Keep irregular repairs and likely replacements on a separate schedule based on inspection findings and written bids. Do not bury them in a single generic expense ratio, and do not assume a universal reserve percentage: the cited official guidance does not establish one. Show a documented-current case and separate plausible changes, such as a new insurance quote, a possible tax reassessment, or an identified repair.

Keep closing costs and one-time work separate from recurring operations. Then calculate your financing and cash-flow view using your own loan terms and assumptions. Rent, vacancy, financing, local law, and future costs vary; an expense review alone cannot establish a particular return.

Use the same basis to compare properties

For more than one candidate, compare the same periods and categories: verified annual tax and assessment basis; insurance premium, limits, exclusions, and deductibles; owner-paid utilities; association dues, responsibilities, and assessments; maintenance history; inspection findings and written repair bids; management and service fees; lease terms and expense responsibilities; financing and closing costs; and relevant hazard exposure. A comparison is only useful when the records and assumptions are comparable.

5. Keep tax treatment separate from affordability

For U.S. federal tax purposes, IRS guidance lists common rental expenses such as insurance, interest, legal and professional fees, management, repairs, taxes, utilities, and depreciation. It distinguishes ordinary repairs and maintenance from improvements, which may need to be capitalized and recovered through depreciation. The treatment depends on the facts and applicable rules.

A deduction does not reduce the invoice you must pay, and tax treatment does not show whether a property is affordable or economically worthwhile. Do not assume every item claimed by the seller will be deductible for you, or that improvement costs can be deducted immediately. Keep tax analysis distinct from the cash budget and consult a tax professional about your ownership structure and circumstances.

Why national averages are poor substitutes for property records

A CFPB monthly payment worksheet has cited a 1.1% national median annual property-tax rate and $750 annually for homeowner’s insurance. The worksheet’s publication year is not established, it says these costs vary, and the insurance figure is not a current quote for a rental property. Treat both figures only as illustrative references—not as an estimate for a particular address. Local tax records and current, property-specific quotes are more useful.

Taxes, premiums, utility bills, repairs, and association charges depend on location, building characteristics, condition, coverage, and the intended use. U.S. federal tax guidance and CFPB homebuyer material cannot determine state or local landlord-tenant rules, disclosure requirements, insurance availability, or the actual costs of an unidentified property; verify local requirements with the relevant authorities and qualified professionals.
