How to Check a Crypto Wallet Address for Sanctions Before Sending Funds

For a U.S.-focused pre-send check, use the U.S. Treasury’s Office of Foreign Assets Control (OFAC) Sanctions List Search tool. Paste the recipient’s complete digital-currency address into the ID # field, select the search control, and inspect any result against the correct currency. OFAC’s address lookup is exact-match only. A match requires a pause and appropriate investigation; no match is not proof that the wallet, recipient, or transfer is safe or permitted.

What an OFAC wallet-address check actually tells you

OFAC publishes sanctions information that can include digital-currency addresses as identifying information associated with a blocked person or entity. Its search tool can tell you whether the exact address string you submitted appears in the searchable list at that moment. It cannot, by itself, prove who controls an address, identify every address connected to a sanctioned person, or decide whether a proposed transfer is lawful.

This procedure is specifically an OFAC/U.S. procedure. U.S. persons and people or organizations otherwise subject to OFAC jurisdiction have sanctions obligations for digital-currency transactions just as they do for transactions denominated in traditional fiat currency. Your citizenship or residence, the location and structure of a business, the parties involved, and the transaction itself can affect which rules apply. An OFAC search is therefore one control, not a universal sanctions clearance for every country.

OFAC’s own guidance makes the limitation explicit: “OFAC’s digital currency address listings are not likely to be exhaustive” (FAQ 562, dated March 19, 2018). Treat the search as a documented screening step, not as a guarantee.

Before you search: identify the transaction you are screening

Confirm the governing authority

Start by asking whether OFAC is relevant to you. The documented steps below are appropriate for a person or organization that may be subject to U.S. sanctions jurisdiction. If another country’s sanctions laws also apply, you may need that authority’s lists and procedures as well. When the amount, counterparty, or business consequences are material, ask a qualified sanctions or compliance professional which regimes and controls apply.

Copy the complete destination address

Obtain the recipient’s full alphanumeric address from the person or service that will receive the funds. Do not rely on a shortened display, a screenshot, or an address copied from an unrelated transaction. OFAC describes a digital-currency address as an alphanumeric identifier representing a potential digital-currency destination associated with a wallet.

Record the asset and network

Write down the asset you intend to send and the network on which the address will be used. OFAC’s address entries identify the currency alongside the address. A visually similar string used on a different network is not the same screening question, and sending on the wrong network can create a separate operational loss even when sanctions screening is clear.

Preserve a review record

For a personal transfer, a dated note containing the address, asset or network, search time, and result is usually enough to reconstruct what you checked. A business should use its approved case or transaction record. Save the exact address as submitted and the relevant list-entry details rather than relying on memory.

How to check the address in OFAC’s Sanctions List Search

  1. Open OFAC’s live Sanctions List Search tool. Use the official tool immediately before the intended transfer because list contents and applicable rules can change. The procedure described here follows OFAC FAQ 594, published May 18, 2021.
  2. Choose the identifier field. Put the wallet address or other digital-currency hash in the field labeled ID #. OFAC specifies this field for digital-currency address queries; do not put the address in a name field.
  3. Paste the full address without editing it. Compare the pasted text with the source address character by character. A missing character, an extra character, or a copied address from the wrong asset can change the result.
  4. Run the search. Submit the query using the tool’s search control. Wait for the result page to load completely before recording the outcome.
  5. Understand the matching rule. The ID # field does not use fuzzy logic. OFAC states: “The ID # field does not use fuzzy logic, so only exact matches will be returned when searching for digital currency addresses with the Sanctions List Search tool.” A near match, typo, or related address will not be returned as an address hit.
  6. Inspect every returned entry. If a result appears, compare the complete address and the currency label with your intended asset and network. Read the associated listed party, program, and other identifying information. Do not treat a similar-looking result as a confirmed match or dismiss an exact result without following your applicable review process.
  7. Pause when the result could be a match. Do not send, reroute, split, or retry the payment to avoid the result. Escalate the case for the appropriate sanctions investigation before taking further action.
  8. Document a no-result accurately. Record that the submitted address produced no exact listed-address result in that search. Do not write “approved,” “safe,” or “cleared,” because the search does not establish any of those conclusions.

How to interpret the result

Search outcome What it establishes What it does not establish Next action
Exact address result The submitted string matches a listed digital-currency address entry, subject to checking the currency and the current entry. It does not, by itself, complete the identity or legal analysis, or prove that every transaction involving the address is identical in circumstance. Stop the transfer and investigate under your sanctions or legal procedures. For a consequential transaction, involve qualified compliance counsel.
No exact address result The submitted string did not return an exact listed-address result in that search. It does not prove that the recipient is not blocked, that the address is not controlled by a sanctioned person, or that the payment is permitted. Check the copied address and asset again, apply any other controls required for your situation, and retain the dated result.
Similar-looking or uncertain result There may be a transcription, currency, or identity issue requiring human review. It does not justify either sending or rejecting the transaction without comparing the full entry and context. Hold the transfer and resolve the discrepancy through the responsible compliance process.

Why a no-match is not a sanctions clearance

OFAC’s address lists are not complete inventories

OFAC warns that its published digital-currency address listings are not likely to be exhaustive. A sanctioned person may use an address that has not been published, or an address may become relevant after your search. The tool’s coverage is therefore different from a guarantee that every risky wallet is known.

Some blocked persons or categories may not appear on the SDN List

OFAC’s guidance also explains that certain blocked persons or categories are not necessarily listed individually on the Specially Designated Nationals and Blocked Persons List. The 50 Percent Rule is an important example: entities owned, directly or indirectly, 50 percent or more in the aggregate by one or more blocked persons can be blocked even when the entity itself is not separately named on the SDN List. A wallet search cannot resolve that ownership question.

Ownership and transaction context still matter

An address is an identifier, not a reliable declaration of its controller. A no-match does not establish who will receive the funds, whether an intermediary is involved, or whether another sanctions restriction applies to the proposed transaction. Those questions require context beyond a single string lookup.

Address lookup versus name lookup

Search type Field or information used Matching behavior Practical implication
Digital-currency address The complete alphanumeric address or hash in ID # Exact match only; no fuzzy logic One wrong character can produce no result, so verify the copied address and currency.
Person or entity name A name entered in the name-search fields The search tool describes fuzzy logic for names Name results can help identify a listed party, but they are a different search from the address query and do not turn a no-match address result into clearance.

Do not substitute one search for the other. If you know the recipient’s legal name and your procedures require name screening, perform that review separately. The exact-match rule applies to the digital-currency address query in the ID # field.

What to do when the address appears in the results

Stop before broadcasting the transaction

Do not sign or broadcast the transfer while a potential sanctions match is unresolved. Do not change one character, send to a second address supplied after the hit, or divide the amount into smaller transfers. Those actions do not resolve the underlying sanctions question and can create additional compliance concerns.

Compare the complete entry

Check the full address, the currency identified by the entry, the listed party, and the relevant sanctions program. Confirm that the result is not a transcription or asset mismatch. Keep the original search details so another reviewer can reproduce the comparison.

Escalate rather than self-clear

OFAC’s general guidance treats potential matches as matters for investigation under an organization’s procedures. A personal user facing a credible match should not attempt to make a legal determination from the search screen alone. Contact the exchange or service’s compliance channel when appropriate and obtain qualified professional advice before proceeding.

For businesses and frequent senders: make the lookup one control in a larger program

A one-time manual search may be a sensible first step for an occasional, low-value transfer, but it is not a complete program for a business. OFAC’s virtual-currency industry guidance recommends tailored, risk-based controls rather than a single universal checklist.

  • Screen customer and counterparty information. Address checks should be accompanied by the name and entity screening your risk assessment requires.
  • Screen transactions and rescreen over time. A clean result today can become outdated when lists change or a previously unlisted address is later identified.
  • Use contextual transaction monitoring. Review the transaction pattern, geography, counterparties, and other red flags relevant to the business, not just the destination string.
  • Consider blockchain-analytics capabilities where justified. OFAC guidance discusses tools that can identify connections to listed addresses or other sanctions risks. Such analytics supplement, rather than replace, official-list review and human investigation.
  • Define escalation and recordkeeping rules. Specify who can release a hold, what evidence resolves a false positive, and how searches, decisions, and reports are retained.

The appropriate depth of controls depends on the business’s exposure and risk profile. No named commercial provider is endorsed by OFAC merely because a tool offers address screening.

Common mistakes that invalidate the check

  • Searching the wrong field: putting a wallet address in a name field can produce an irrelevant result. Use ID #.
  • Expecting fuzzy address matching: the address query returns exact matches only. Never assume a visually similar result will be found.
  • Checking the wrong asset or network: confirm the currency label and intended network before comparing the entry.
  • Using an old screenshot: list data and sanctions programs can change. Run the live search at the time of the transfer.
  • Calling no result “safe”: the list is not exhaustive, and some blocked categories may not be separately listed.
  • Assuming the address proves ownership: the string alone does not identify the person controlling it.
  • Trying to evade a potential match: changing the destination or splitting the payment is not a compliance solution.

How to create a useful review record

A record is most useful when another person can reproduce the same check. Note the complete address exactly as submitted, the asset and network, the date and time with time zone, and the fact that the query was made in OFAC’s ID # field. Record whether the result was an exact listed-address result or no exact result. If a result appeared, preserve the currency label, listed party, sanctions program, and the reason the case was held or escalated.

Do not alter the address in your notes to make it easier to read. If your wallet or exchange displays a shortened version, retain the full underlying string. A screenshot can supplement the record, but it should not replace the copied text and timestamp. For a business, follow the organization’s retention schedule and case-number process; for an individual, a dated note in a secure location is preferable to relying on browser history.

Questions to resolve before pressing send

Ask whether the person or service supplied the address through a trusted payment request, whether the currency and network match the intended transfer, and whether the address changed after you began the check. A changed destination is a new screening question, even if the recipient and amount are unchanged. Repeat the exact-address lookup for the new string rather than assuming an earlier result carries over.

Also separate operational confirmation from sanctions screening. A successful address lookup does not confirm that the wallet can receive the asset, that a memo or tag is unnecessary, or that a transaction is reversible. Those are payment and custody issues. Conversely, a technically valid address can still require a sanctions hold. Keeping these questions separate helps prevent a clean technical transfer from being mistaken for legal clearance.

A concise pre-send checklist

  1. Determine whether you or the transaction may be subject to OFAC jurisdiction and whether other sanctions regimes also apply.
  2. Copy the complete recipient address from the intended payment request.
  3. Record the asset and network that will be used.
  4. Open OFAC’s live Sanctions List Search tool.
  5. Paste the address into the ID # field and run the search.
  6. Remember that this address query is exact-match only.
  7. If an entry appears, compare the full address and currency, hold the transfer, and escalate for investigation.
  8. If no entry appears, record only that no exact listed-address result was returned; do not treat it as legal clearance.
  9. Apply any required name, transaction, ownership, or jurisdictional controls before sending.

Keep the check current

OFAC’s FAQs and guidance cited for this procedure include FAQ 560 (March 19, 2018), FAQ 562 (March 19, 2018), FAQ 563 (June 6, 2018), FAQ 559 (October 15, 2021), FAQ 594 (May 18, 2021), and FAQ 91, updated August 21, 2024. Those dates describe the published guidance, not a promise that list contents or legal requirements remain unchanged. Use the live official search and current sanctions guidance at the time you intend to transfer funds.

The practical rule is narrow but important: an exact address hit is a reason to stop and investigate, while an exact no-hit is only the result of that one search. Neither outcome, standing alone, answers every sanctions or legal question surrounding a crypto payment.

Frequently Asked Questions

Can I check a crypto wallet address against OFAC sanctions?

Yes. OFAC’s Sanctions List Search tool accepts a digital-currency address or hash in the ID # field. The procedure is specific to OFAC and does not replace checks required by another jurisdiction or by your own compliance program.

Where do I paste a wallet address in OFAC’s search?

Paste the complete address into the field labeled ID #, not into a name field. Copy it without shortening or editing it, then verify the currency and network before relying on the result.

Does OFAC use fuzzy matching for crypto addresses?

No. OFAC says the ID # field does not use fuzzy logic, so only exact address matches are returned. A typo, missing character, or related address can therefore produce no result.

Does no match mean the wallet is safe?

No. A no-match means only that the submitted string did not produce an exact listed-address result in that search. OFAC says its digital-currency address listings are not likely to be exhaustive, and some blocked persons or categories may not appear individually on the SDN List.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do if the address produces a result?

Hold the transfer. Compare the complete address, currency label, listed party, and sanctions program, then follow your escalation procedure or obtain qualified sanctions advice. Do not change the address, split the payment, or retry to bypass the result.

Is an OFAC address check a worldwide sanctions check?

No. It is a U.S.-focused OFAC control. Your location, citizenship, business, counterparties, and transaction may bring other sanctions regimes into scope, and a list lookup alone cannot decide every legal or ownership question.

The Bottom Line

Use OFAC’s live Sanctions List Search and paste the complete address into ID #. An exact hit means stop and investigate; an exact no-hit means only that the address was not found in that search. Verify the asset and network, apply any other required controls, and do not treat either result as automatic legal clearance.
