How to Charge an Electric Car at Home Without a Driveway

Yes, you may be able to charge an electric car at home without a driveway if you can park legally and reliably within reach of your property and your local highway authority approves a permanent way to route a charging cable across the pavement. Where that is not permitted or practical, use a public, workplace or shared residential charger instead.

Can you charge an EV at home without a driveway?

In some places, a permanent cross-pavement system links a home chargepoint to a car parked on the street. Common designs include a cable channel, often called a pavement gully, or cabling beneath the pavement that connects through a removable bollard, lance or connector. The cable is put away or the route closed when charging is finished, rather than left loose across the walking route.

Approval is not automatic. The relevant road or highway authority must accept the proposal, the site must be suitable, and you may need planning permission or permission from another party. The grant for eligible households is available across the UK, but cross-pavement rules and decisions are local and devolved; England’s government guidance directs residents in Scotland, Wales and Northern Ireland to their relevant roads authorities. Check the official grant guidance and ask the authority responsible for the road outside your home about its process.

The scale of the issue is substantial: England guidance, citing the English Housing Survey, estimates that about 8 million households (32%) lack off-street parking, while almost 4 million (16%) have “adequate on-street parking.” These are England estimates reported in 2024, not counts of households eligible for a crossing or grant. The cross-pavement guidance explains the figures and installation approaches.

What to check before pursuing a home charger

1. Can you reliably park within reach?

A crossing does not reserve a street parking space or guarantee that a space will be available. Consider how often you can park near the proposed chargepoint and whether the cable can reach your car safely from that position. Adequate lawful on-street parking near the home is also part of the grant criteria.

2. Will the road authority approve the location?

Ask the authority responsible for the highway at your exact address whether it allows cross-pavement charging, which systems it accepts and how to apply. In England, the highway authority assesses suitability; planning permission may also be needed, and planning and highway functions can sit in different councils or departments. A neighbouring installation does not establish that your location qualifies. Reading Borough Council, for example, says it assesses each proposed channel and that some locations are unsuitable; its policy is a local example, not a national rule. See Reading Borough Council’s local information.

3. Do you need permission from someone else?

If you rent or live in a flat, obtain any required consent from your landlord, freeholder or managing agent before arranging work or applying for a grant. Check separately whether planning permission or other third-party permission is required. For a flat or rented home with a clearly defined private off-street parking space, the separate flats-and-renters grant route may be relevant; it is not the on-street grant.

4. Does the installation and charger qualify for the grant?

The on-street scheme requires an eligible vehicle, an eligible chargepoint installed by an OZEV-approved installer, highway permission and any other necessary permissions. The current grant guidance says it covers up to 75% of eligible chargepoint purchase and installation costs, capped at £500 per socket. The government confirmed funding for the on-street, flats-and-renters, and residential-landlord home grant schemes through 31 March 2027. Check the current eligibility and application details before committing; scheme terms can change.

Do not trail a loose cable across the pavement

A cable laid across a public pavement can trip people, particularly those with limited mobility or sensory impairments, and may breach Part IX of the Highways Act 1980. A temporary mat or cable cover is not the permanent cross-pavement solution required by the on-street grant. The official instruction is direct: “You must not install cross-pavement solutions on the public road network yourself.” Use the authority’s approved process and an appropriately approved installer rather than treating a cover as permission to run a cable over the pavement.

England’s proposed planning changes are not permission to install

As of 4 October 2026, the UK government had decided to move forward with proposed permitted-development changes for England, but the legislative amendments were still being prepared. The 11 September 2026 update said secondary legislation was expected in Autumn 2026, subject to Parliamentary time, with commencement to follow. Do not assume the proposed rights are already in force or that they remove the local authority’s approval role. Read the government’s latest response.

If a home crossing is not possible, compare these options

Option Permission and access What to check
Public on-street charger Use a site open to the public; no home crossing is needed. Exact location, access hours, charging speed, price, payment methods and reported availability.
Local-authority or commercial car park Use depends on the car park’s access rules and opening hours. Whether charging is available when you need it, parking conditions, price and payment options.
Workplace charger Depends on your workplace offering access to employees or other permitted users. Availability during your working hours, charging speed, fees and any booking or use rules.
Shared residential charger Ask the landlord, managing agent or property manager about resident access or planned provision. Who can use it, how access is managed, charging costs and whether it is available when needed.

UK public-chargepoint rules are intended to make chargers easier to locate and pay for, improve confidence in reliability, and help drivers compare network prices. For a particular charger, verify the site details rather than relying on historic network totals: the Competition and Markets Authority’s 2021 study describes broad charging options and earlier market conditions, not the number or availability of chargers today. Read the CMA market study.

In practice, the choice turns on whether a crossing is approved and whether street parking is dependable enough to use it. If either is uncertain, a nearby public, workplace or shared charger may be more workable than installing equipment you cannot reliably reach with your car.
