To change an Android phone from charging-only to file transfer, unlock it, connect it to a Windows PC or Chromebook with a USB cable, open the USB charging notification, and choose File Transfer under Use USB for. On supported Samsung Galaxy devices running One UI 8.0 or later, the equivalent choice is Transferring files / Android Auto. The exact wording and location can differ by phone maker and software version, so use the instructions for your device family rather than assuming every Android phone has identical menus.
What the USB connection setting controls
A USB connection can do more than charge a phone. The selected mode determines whether the connected computer is allowed to exchange files, while some devices keep charging as the only active function until you choose a data option. The setting is normally exposed through the notification that appears after the cable is connected, not through one universal Android Settings path.

For Google’s documented Android workflow, the relevant controls are named Charging this device via USB, Use USB for, and File Transfer. Samsung uses different wording on Galaxy devices: its current instructions refer to a USB for charging phone notification and a Transferring files / Android Auto option. These labels are evidence of two supported device-family flows, not a promise that every manufacturer uses the same text.

Before releasing your hand, make sure the phone is firmly fixed. (Not applicable to rough walls, wooden surfaces, and other uneven surfaces)
Change USB settings using Google’s Android flow
These steps are the documented route for connecting an Android phone to a Windows computer or Chromebook and enabling file access.
- Prepare the connection. Turn on the computer, connect the phone with a USB cable, and unlock the phone. The USB notification may not expose the data choices until the device is unlocked.
- Open the USB notification. Swipe down from the top of the phone’s screen to open the notification shade. Find and tap Charging this device via USB. If the shade is compact, swipe down again to see the full list of notifications.
- Open the USB-use choices. In the USB panel, locate Use USB for. This is the control that changes the connection’s purpose from charging to data transfer.
- Select File Transfer. Tap File Transfer. Keep the phone unlocked while the computer establishes the connection.
- Check the computer. On Windows, a file-transfer window should open. On a Chromebook, the Files app opens. Use the computer’s normal file controls to browse or copy items.
- Finish safely. When you are done on Windows, eject the phone from the computer before disconnecting the cable, then unplug it. Ejecting reduces the chance that an active file operation is interrupted.
If you only need to charge, leave the connection in its charging mode. Choosing File Transfer is necessary when you want the computer to access the phone’s files; it does not mean every Android device will display the same storage folders or permissions.
Samsung Galaxy: select Transferring files / Android Auto
Samsung’s current Galaxy instructions differ from Google’s generic labels. Samsung states that, starting with One UI 8.0, the default USB connection mode on Galaxy devices is Charging phone only. That default can make a phone appear to charge normally while no files are available to the computer.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- Connect the Galaxy phone or tablet to the computer with a USB cable and unlock it.
- Swipe down to open the Quick panel.
- Tap the notification labeled USB for charging phone.
- Choose Transferring files / Android Auto.
- Return to the computer and check for the phone’s file window or storage entry.
The Galaxy label combines file transfer and Android Auto in one selection. Do not substitute Google’s File Transfer wording if your Galaxy displays Samsung’s wording; select the option Samsung provides. Menus can still vary with the model, carrier software, and One UI release.
Before changing the mode: check the three prerequisites
The phone must be unlocked
Unlock the screen after connecting the cable. A locked phone may continue charging without presenting the controls needed to authorize data access.
The cable must carry data
A USB cable can provide power without carrying files. Google’s troubleshooting guidance is explicit: “Try a different USB cable. Not all USB cables can transfer files.” If the USB panel offers no useful data result or the computer never detects the phone, try a compatible data-capable cable. Match its connectors to both the phone and the computer; the available connector type cannot be prescribed without knowing those devices.
The computer must be in the supported category
The cited Google procedure covers Windows and Chromebook. It does not establish a universal macOS procedure, and the Samsung page is a Galaxy-device guide rather than a general procedure for every computer platform. If you are using another operating system, consult the phone maker’s and operating system’s support documentation instead of assuming the Windows or Chromebook behavior will be identical.

What to do when the USB notification is missing
The normal flow depends on the connection notification. Work through these checks in order rather than repeatedly changing unrelated Settings.

- HIGH-QUALITY AUDIO — The speakers inside EarPods have been engineered to maximize sound output and minimize sound loss, which means you get high-quality audio.
- BUILT-IN REMOTE — EarPods with USB-C plug also include a built-in remote that lets you adjust the volume, control the playback of music and video, and answer or end calls with a pinch of the cord.
- COMPATIBILITY — Works with all devices that have a USB-C port.
- INTEGRATED MICROPHONE — A built-in microphone precisely captures your voice while you’re on the phone, taking a FaceTime call, or summoning Siri — so you’re always heard loud and clear.
- Disconnect and reconnect the cable firmly at both ends.
- Unlock the phone immediately after reconnecting.
- Swipe down the notification shade or Quick panel and look for the charging or USB message. Google’s wording is Charging this device via USB; Samsung’s One UI wording is USB for charging phone.
- Tap that message and look for the data choice: File Transfer on Google’s documented flow or Transferring files / Android Auto on the Galaxy flow.
- If the message still does not appear, restart the phone and reconnect it after the restart.
Do not assume that the absence of one exact phrase means the feature is unavailable. Manufacturers can rename the notification or place it in a different Quick settings presentation. If your device’s labels remain different, follow that manufacturer’s support instructions.
Troubleshoot a phone that charges but is not detected
Charging proves that the phone and cable are making at least a power connection; it does not prove that a data connection is working. Use the following sequence, which follows Google’s recommended checks and isolates the most common failure points.
1. Replace the cable
Try a different cable known to support data transfer and compatible with the phone and computer connectors. A power-only cable can charge successfully while making File Transfer impossible.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →2. Check Windows hardware detection
Google recommends checking that Windows is configured to detect new hardware. If Windows does not react when the phone is connected, verify detection before changing the phone’s USB mode again.
3. Restart both ends
Restart the computer, restart the phone, reconnect the cable, unlock the phone, and select the data option again. Restarting clears a connection state that can survive a simple unplug and reconnect.
4. Update Android
Google includes updating Android among its troubleshooting recommendations. Install available system updates, then repeat the connection steps.
5. Test the computer’s USB port
Connect the phone to another computer, or connect another device to the computer’s USB port. These two tests help distinguish a phone or cable problem from a computer-port problem:
Recommended Free Tools
- If the phone works on another computer, investigate the original computer, its USB port, or its hardware-detection configuration.
- If another device also fails on the original port, the port or computer is a stronger suspect.
- If the phone fails with multiple known data-capable cables and computers, the issue is less likely to be only the original computer port.
6. Recheck the selected mode
After each hardware or software change, open the USB notification again and confirm that the phone is set to the data mode. A restart or reconnect can return the connection to charging, especially on devices whose default is charging-only.

Charging, file transfer, and Android Auto are different choices
Charging supplies power and may be the default. It does not by itself make the phone’s storage visible to the computer.
File Transfer is Google’s documented selection for moving files between an Android device and Windows or Chromebook. It appears under Use USB for.
Transferring files / Android Auto is Samsung’s Galaxy wording for the corresponding data-enabled selection. It is the option Samsung documents when a Galaxy user needs file transfer or Android Auto behavior.
These names describe the task assigned to the USB connection, not three different cables. If changing the mode produces no computer response, return to the cable and port checks rather than assuming the setting itself is broken.
Why the exact menu can differ on your phone
Android is used by multiple manufacturers, and each maker can adjust notification wording, Quick settings layout, and default USB behavior. The official instructions available here establish two concrete flows: Google’s Android-to-Windows-or-Chromebook process and Samsung’s Galaxy process, including the One UI 8.0 charging-only default. They do not establish one universal Settings path for every Android model.
Use your phone’s manufacturer, model, and software version to choose the right support page. Search the manufacturer’s official help site for the model plus “USB connection mode” or “file transfer,” and compare its terminology with the notification shown on your screen. Avoid selecting a random developer or security setting simply because it contains the word USB; the documented consumer flow starts with the charging notification after the cable is connected.
Windows and Chromebook: what success looks like
Windows
After selecting File Transfer in Google’s flow, a file-transfer window should open. If it does not, wait briefly, keep the phone unlocked, and then perform the cable, restart, update, and USB-port checks above. When finished, eject the phone from Windows before unplugging it.
Chromebook
Google says the Files app opens after the phone is switched to File Transfer. Use the Files app to perform the needed operation, then disconnect when the operation is complete.

Other computer platforms
The cited instructions do not provide a universal macOS workflow or a general procedure for every desktop operating system. Treat a different platform as a separate compatibility question and use its official support guidance together with the phone maker’s instructions.
A five-minute USB setup checklist
Use this short sequence whenever you need to move files and want to avoid guessing which part of the connection is failing:
- Identify whether the phone is a Google Android device or a Samsung Galaxy and note its software version if known.
- Use a cable that is compatible with both devices and known to support data, not merely charging.
- Connect the phone directly to the Windows computer or Chromebook and unlock the screen.
- Open the charging notification in the notification shade or Quick panel.
- Select File Transfer under Use USB for, or select Transferring files / Android Auto on the documented Galaxy flow.
- Confirm the expected result on the computer: a file-transfer window in Windows or the Files app on Chromebook.
- Complete copying before disconnecting; on Windows, eject the phone first.
This checklist also shows where to stop. If the charging notification never appears, the immediate issue is not that you chose the wrong file folder; it is the phone’s connection state, cable, port, or device-specific interface.

Common situations and the right response
| Situation | What it means | Next step |
|---|---|---|
| The phone charges and shows the USB notification | The basic power connection is present and the mode control is available. | Open the notification and select the appropriate data option. |
| The phone charges but the computer shows nothing | Power is working, but data mode, cable capability, port detection, or software may still be failing. | Unlock the phone, select the data mode, try another data-capable cable, then test another port or computer. |
| The phone returns to charging after reconnecting | The device may use charging as its default mode. | Open the USB notification again and choose the data mode for that session. |
| The notification text is different | The manufacturer or software version is presenting its own wording. | Use the phone maker’s support page for that model rather than forcing Google’s label. |
| Windows reacts, but no file window opens | The computer may not be detecting new hardware correctly, or the connection may not be carrying data reliably. | Check Windows hardware detection, restart both devices, update Android, and test another cable or port. |
| The phone works on a second computer | The phone and cable can make a data connection in at least one setup. | Investigate the first computer’s port or hardware-detection configuration. |
How to choose a replacement cable
If a cable replacement is necessary, the important specification for this task is data capability. Match the cable’s phone connector and computer connector to the equipment you actually have. A cable that fits physically can still be power-only, so check its packaging or product description for file-transfer or data support. Do not choose a connector type based only on the Android brand; connector arrangements vary by phone model and computer.
Replace the cable only after understanding why: Google specifically warns that not all USB cables transfer files. A new cable is useful when the current one charges but repeatedly fails to provide a data connection, when the connector is loose or damaged, or when another cable works with the same phone and computer. If several known data-capable cables fail across more than one computer, continue with the software and port checks instead of repeatedly buying cables.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What not to change while troubleshooting
The documented consumer process begins with the charging or USB notification. You do not need to guess at a universal developer setting just because a menu contains the word USB. First establish the phone family, unlock the phone, select the mode offered by that interface, and then isolate cable, computer, and port problems. This keeps the troubleshooting tied to the behavior you can observe.
Likewise, do not treat charging as proof that file transfer is enabled. Charging and data use are separate outcomes of the same physical connection. The successful test is the appearance of the expected file-transfer window or Files app after the correct mode is selected.

| The phone works on another computer | Investigate the first computer’s USB port or hardware-detection configuration. |
| Another device also fails on the same computer port | Treat the computer port as a likely source of the problem and use another port or computer. |
