1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFor a government portal page that relies on JavaScript or modern browser layout, use PHP to control headless Chrome or Chromium and print the rendered page to PDF. For simple, static HTML, Dompdf may be enough, but its CSS support is narrower. Test the specific portal: no single renderer is established to work on every Indian government site.
Choose the renderer for the page
| Page or use case | Starting point | What to consider |
|---|---|---|
| Server-rendered HTML, simple styling, no JavaScript dependency | Dompdf | PHP-native and supports much of CSS 2.1, but its documentation lists flexbox and grid as unsupported. Dompdf documentation |
| JavaScript, interactive rendering, or current browser layout behavior | PHP-controlled Chrome or Chromium | The chrome-php/chrome project documents navigation and PDF generation from PHP. Its repository currently lists PHP 7.4–8.5 and Chrome/Chromium 65+; check the release you install for current requirements. |
| Login, CAPTCHA, consent screen, or other access control | Check the portal’s rules before automating | Access and automation requirements are portal-specific. A policy for one portal does not establish permission or behavior for another. |
For either route, compare the PDF with the page in a browser. The Government of India Web Guidelines (GIGW) apply to government websites and applications at central, state, and district or local levels; they cover presentation, usability, security, and accessibility. Render a page with PHP-controlled Chrome
This approach opens the URL in a real browser engine, waits for navigation, then saves a PDF. Install Chrome or Chromium and a compatible release of the PHP library first. The example uses the library’s documented navigation and PDF workflow; verify method signatures and options against the release installed in your application.
<?php
require __DIR__ . '/vendor/autoload.php';
use HeadlessChromiumBrowserFactory;
$url = 'https://example.gov.in/page';
$output = __DIR__ . '/portal-page.pdf';
$browser = (new BrowserFactory())->createBrowser();
try {
$page = $browser->createPage();
$page->navigate($url)->waitForNavigation();
// Prefer waiting for a meaningful page element when the portal loads
// its content asynchronously; replace this with the selector you inspect.
$page->waitForElement('body');
$page->pdf([
'paperWidth' => 8.27, // A4 width, inches
'paperHeight' => 11.69, // A4 height, inches
'marginTop' => 0.4,
'marginBottom' => 0.4,
'marginLeft' => 0.4,
'marginRight' => 0.4,
'printBackground' => true,
'displayHeaderFooter' => false,
])->saveToFile($output);
} finally {
$browser->close();
}
echo "Saved PDF to {$output}n";
The documented library supports PDF settings such as paper dimensions, margins, background printing, headers and footers, and orientation. Consult the installed version’s documentation for exact option names and behavior. Set paper size and margins explicitly rather than relying on defaults. Use landscape for a wide table if portrait output clips columns, then inspect every page break.

Wait for meaningful content
A navigation event does not prove that a page’s tables, charts, or language content have finished loading. Inspect the portal and wait for a selector that represents the content you need, or use a deliberate delay when no stable selector exists. An arbitrary short delay can produce an incomplete record; the library documentation does not establish loading behavior for a particular portal.
Review the browser-rendered PDF
- Check that the required page content and all table columns are present.
- Review A4 portrait and landscape layouts when the page is wide.
- Inspect page breaks, headers and footers, background colors, links, logos, and images.
- Verify Hindi and any other Indic-language text, including characters in tables and headings.
Use Dompdf for suitable static HTML
Dompdf accepts HTML, lets you choose paper settings, and can stream the rendered output. It is a reasonable fit when the input is static and its layout does not depend on browser-only behavior. Its documented support is mostly CSS 2.1; flexbox and grid are not supported, so complex portal layouts may not match the browser view. See the Dompdf project documentation.

<?php
require __DIR__ . '/vendor/autoload.php';
use DompdfDompdf;
use DompdfOptions;
$options = new Options();
$dompdf = new Dompdf($options);
$html = '<h1>Portal record</h1><p>Replace this with the HTML you are permitted to render.</p>';
$dompdf->loadHtml($html, 'UTF-8');
$dompdf->setPaper('A4', 'portrait');
$dompdf->render();
file_put_contents(__DIR__ . '/portal-page.pdf', $dompdf->output());
This code renders supplied HTML; it does not fetch and execute a remote portal page like a browser. If you need to process a remote page, first obtain its HTML through a permitted method, and account for scripts, styles, and assets that may not render in Dompdf.

Handle remote assets and local files deliberately
Dompdf documents that remote loading must be enabled for web resources and requires cURL or allow_url_fopen. Local files must be within configured chroot paths. Avoid broadening resource access simply to make a render succeed: limit what the renderer can fetch and keep local file access scoped. See Dompdf’s resource and security documentation.
Check font coverage
Dompdf’s built-in fonts do not cover every character. Its documentation says characters outside Windows ANSI encoding coverage require an external font. Make sure any required font is available to the renderer, then inspect Hindi and other Indic scripts in the generated file; do not assume that text extraction or visual rendering is correct just because the PDF opens.
Meet print, accessibility, and recordkeeping needs
GIGW says page content should print correctly on A4 paper. Its document guidance recommends HTML or other accessible formats where available, and an accessible version of scanned documents. Its accessibility guidance calls for OCR on scanned PDFs so they contain actual text. GIGW Guidelines · GIGW Accessibility Guidelines

A generated PDF is a derivative record, not proof that the file is an official publication or an accessible substitute for the source. Preserve the portal URL and relevant context with your record, and retain the official HTML or downloadable document when available. If a portal presents authentication, CAPTCHA, consent, or terms about automated access, follow that portal’s own requirements. For example, the cited National Government Services Portal policy describes how pages on that portal must load into a newly opened browser window; that statement is specific to NGSP, not a universal rule for Indian government portals.

ScreenshotNeo is a website screenshot API and MCP server for developers. A single request can return an image or PDF; its clean-shot flow accepts consent banners and removes known consent platforms, newsletter popups, and chat widgets before capture. You can turn each step off. Bot checks, blank pages, timeouts, failed loads, and cache hits are not billed, and response headers report the page verdict and billing status. Its MCP server provides take_screenshot, get_page_info, and capture_pdf for AI agents and other MCP clients.

See the ScreenshotNeo API documentation for PDF options and other request parameters. Check the target portal’s access rules before using any capture method. ScreenshotNeo includes 1,000 shots per month on its free plan with no card; paid plans start at $5 for 3,000 shots. Sign up for 1,000 free screenshots a month, with no card required.
Quick Recap
Troubleshoot common failures
- PDF is blank or misses a table: the page may still be loading asynchronous content. Wait for the relevant selector or a suitable delay, then inspect the saved output.
- Layout differs from the browser: confirm whether the source needs JavaScript or unsupported CSS. Use headless Chrome for browser-dependent pages; for a Dompdf render, simplify the HTML/CSS to supported features or choose a browser renderer.
- Columns are cut off: set A4 paper explicitly, try landscape orientation, and review margins and page breaks.
- Hindi or other characters appear as boxes or disappear: check font availability and encoding. For Dompdf, provide a font covering the characters outside its built-in font encoding.
- Images or styles are missing in Dompdf: verify permitted remote-resource configuration and cURL or
allow_url_fopen; for local resources, confirm the path falls within the configuredchroot. - Navigation stops at a login, CAPTCHA, consent prompt, or error: treat it as an access-flow or policy issue, not a rendering defect. Follow the target portal’s requirements instead of attempting to bypass controls.
