For a repeatable legal-record screenshot, set a specific browser viewport and display scale, keep them unchanged, and document the URL, access steps, browser and version, operating system, date and time with time zone, and operator. Preserve the untouched image and related files. A screenshot can show what appeared on your screen; by itself, it does not establish who authored a page, when it was first published, whether omitted material existed, or whether a court will admit it.
Set the purpose and capture conditions first
Before opening the page, identify the proposition the image is meant to support. “I observed this content at this URL at this time” is a narrower claim than “this person published this content at an earlier date.” A screenshot documents a browser presentation, not every fact about the underlying page.

Use a written capture note and record:
- The target URL as displayed after navigation, and the steps used to reach it.
- Any login, account, or other access context that affects the display.
- The date and time, including time zone, and the operator’s identity.
- Browser name and version, operating system, viewport width and height, and display scale.
- Scrolling, clicks, menus, or other interactions that materially affect what appears.
Keep the viewport and other conditions stable between captures. Do not silently change the browser, zoom, or page state. Include the page title, relevant content, and enough surrounding material to identify the page; do not crop away context in the preserved original.
Capture a fixed viewport in a browser
- Record the setup. Note the operating system, browser and version, display scale, intended viewport dimensions, URL, and time zone before capture.
- Open the target page and document access. Record the URL after navigation and how you reached the page. Note whether a login or other interaction was required.
- Set the viewport. Use a consistent browser window size or the browser’s responsive/device emulation controls to establish a specific width and height. Record those dimensions and do not change them during the capture.
- Make the image. Ensure the visible screen includes the relevant material and identifying context. Save the original image without cropping or annotation.
- Capture additional views if necessary. If the relevant content continues below the fold, capture each view in sequence and note the scrolling or interactions. A single fixed viewport does not show the entire page.
- Preserve files and notes. Keep the original image and associated files in their generated form. Record any later conversion, compression, printing, annotation, or redaction, and do such work on a separate copy.
There is no universal screenshot dimension or required browser application established by the federal rules discussed below. The appropriate settings depend on the issue and the court or proceeding involved.

Choose the capture scope that answers the question

Choose based on what must be visible, whether links or document structure need to remain usable, whether the question concerns the current observed page or a prior version, and what the governing court requires. NARA uses “snapshot” for capturing a website as it existed at a particular point in time; that records-management term does not mean a screenshot independently proves historical state.
Preserve the original and document handling
Keep the untouched generated image and related files, along with the contemporaneous capture notes. Document receipt or creation, copying, and any processing. Make annotations, redactions, or other changes only on a working copy, and retain a record of what was done to it.

A cryptographic hash can help compare whether a file has changed, but a matching hash does not establish where the file came from or whether the page’s content was true. NIST’s guidance on digital evidence preservation discusses preservation considerations for evidence handlers: NISTIR 8387.
What a screenshot can—and cannot—establish
Authentication asks whether evidence is what its proponent claims. Federal Rule of Evidence 901(a) says: “To satisfy the requirement of authenticating or identifying an item of evidence, the proponent must produce evidence sufficient to support a finding that the item is what the proponent claims it is.” Rule 901(b) gives nonexclusive examples, including testimony from a witness with knowledge and evidence describing an accurate process or system. A screenshot can support a carefully limited account of what the operator saw under documented conditions. Standing alone, it does not necessarily establish authorship, original publication time, missing or off-screen content, or the truth of a statement shown on the page. A visible URL and timestamp are not a substitute for authentication evidence. The U.S. Department of Justice’s older manual explains that webpage printouts bearing a URL and date stamp are not self-authenticating; treat it as background and check current authority: DOJ manual.
Federal Rule 902(13) and (14) address certification routes for records generated by electronic processes and copied data under specified conditions, including notice requirements. They do not set mandatory screenshot dimensions or prescribe a universal capture tool. Consult the current rule text and the rules and orders for the court handling the matter: Federal Rule of Evidence 902.

Common problems and practical fixes
- The viewport changed between images: standardize the browser dimensions and display scale, then record the settings for each capture.
- The important content is missing: determine whether it is below the fold or behind an interaction; capture further views in order and document scrolling, clicks, or menus.
- The screenshot lacks page context: recapture with the title, URL context, and surrounding content visible where possible. Preserve the first original rather than editing it to add context.
- The page required login or behaved differently by account: note the account/access context and steps used. Do not imply the image represents what every visitor would see.
- A later copy looks different from the original: compare preserved files and handling notes; hashes can assist with integrity comparisons but do not prove origin or truth.
- The capture is being offered in a specific court: check that court’s current rules, orders, and counsel’s instructions. Federal examples are not a universal filing recipe.
Coordinate with the court and counsel

If the screenshot may be used in litigation, coordinate with counsel or a qualified forensic professional about preservation, declarations, certification, and filing requirements.
