How to calculate working-capital needs while waiting for a GST refund

Calculate the temporary cash buffer from the lowest balance in a dated cash-flow forecast before the GST refund reaches your bank—not from the refund claim by itself. Start with cash available today, schedule receipts and unavoidable payments on the dates they are likely to clear, enter the refund only on a realistic receipt date, and preserve a minimum reserve for operating commitments. The shortfall between that reserve and the forecast low point is the amount of cash or temporary finance to arrange.

GST terminology and repayment rules vary by country. The examples below use an Australian small-business context, where GST is the relevant tax, but Canada uses GST/HST and the United Kingdom uses VAT. Confirm the applicable tax authority, accounting method and timing before relying on any jurisdiction-specific statement.

What you are actually calculating

Waiting for a refund creates a timing problem. You may have already paid suppliers, wages, rent and other costs, while the tax authority has not yet returned the GST credit. The useful planning question is therefore, “What is my cash position?” at each point in the waiting period.

This is a cash-flow funding-gap estimate. It is different from net working capital, the balance-sheet measure commonly defined as current assets minus current liabilities. Export Finance Australia notes that the amount of working capital a business needs also depends on its operating cycle: how long cash is tied up between paying for inputs and collecting customer receipts. A business can show positive net working capital and still run out of bank cash before a refund arrives.

There is no universal published amount that every business needs while waiting for a GST refund. The right figure depends on your opening cash, payment calendar, customer collection history, refund size and delay risk. Australian Government business guidance describes a cash-flow statement as “one of the most important tools in managing your finances.”

Choose the forecast period and collect the inputs

Use weekly columns when the account is tight, payments are lumpy or the refund date is uncertain. A monthly forecast can work for a stable business with predictable receipts, but it can hide a shortfall that lasts only a few days. Tax, Super + You guidance suggests mapping a small business’s cash cycle over three months with weekly fields; use a longer horizon if your filing, payment or operating cycle is longer.

Gather the following before building the first version:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Opening cash: the cleared balance that is genuinely available, less any amount already committed or restricted.
  • Customer receipts: expected payment dates, not merely invoice dates. Base the dates on your own collection history and known customer commitments.
  • Operating payments: supplier invoices, payroll, superannuation, rent, utilities, insurance, subscriptions, loan instalments, card settlements and other unavoidable outflows.
  • Tax and statutory payments: BAS-related amounts, payroll withholding, income-tax instalments and other liabilities that fall due during the wait.
  • GST refund: the amount you reasonably expect to be paid and the date it could clear in your bank account.
  • Reserve floor: the amount you want to keep available for near-term obligations and an error or delay. This is a management choice, not a tax-authority number.
  • Known uncertainties: disputed invoices, seasonal sales, supplier changes, planned purchases, leave payments or any filing issue that could alter the dates.

Label every forecast figure clearly as GST-inclusive or GST-exclusive. Mixing the two can make an apparently comfortable balance look larger than the cash that will actually leave the account.

Build the dated cash-flow forecast

  1. Create the time columns. Put each week (or month) in chronological order. Include enough periods to cover the expected refund date and a reasonable delay beyond it.
  2. Enter the opening balance. The first period begins with the cleared bank cash available on the forecast date. Each later period starts with the prior period’s closing balance.
  3. Schedule customer receipts. Place each expected receipt in the period you expect the money to arrive. If a customer normally pays 10 days late, model that pattern instead of using the invoice due date.
  4. Schedule every payment. Include fixed and irregular payments by their likely bank-clearing dates. Split a large supplier or tax payment into the date it is actually paid if it does not fall at month-end.
  5. Add the refund once. Enter the projected GST refund as an inflow only in the period when you reasonably expect it to reach the bank. Do not treat the lodged claim or an accounting receivable as available cash.
  6. Total inflows and outflows. Government business guidance recommends showing whether figures include or exclude GST, listing tax rebates as possible inflows, and carrying the closing balance forward.
  7. Calculate each closing balance. Use the same treatment in every column and check that the arithmetic rolls forward without unexplained adjustments.
  8. Mark the low point. Find the lowest closing balance before the refund arrives. Also note the date of that low point; a short-lived trough may require a different response from a deficit that persists for several weeks.

The period calculation is:

closing cash = opening cash + cash receipts (including a projected refund only when dated) − cash payments

Then use:

temporary funding buffer = max(0, chosen minimum cash reserve − lowest projected cash balance before refund)

If the lowest balance is already above your reserve floor, the calculated buffer is zero. That does not mean the business has no financial risk; it means this particular refund wait does not create a modeled cash shortfall under the assumptions used.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set a sensible minimum reserve

A zero balance is rarely a safe operating target. Set the reserve floor from obligations that cannot easily be postponed, such as the next payroll, rent, debt service, critical suppliers and tax remittances. Add an allowance for the uncertainty you can identify, rather than choosing a percentage without reference to your payment calendar.

For example, if the business must keep $30,000 available for near-term commitments and its lowest forecast balance before the refund is $18,000, the planning buffer is $12,000. This is an arithmetic illustration, not a typical-business statistic. If a later refund date makes the low point $9,000, the required buffer becomes $21,000.

Do not add the GST claim a second time. If the refund is already included as a future receipt in the forecast, the formula compares the reserve with the balance that results from that dated receipt. To measure the pre-refund need, identify the lowest balance in the periods before the receipt rather than subtracting the claim again.

Worked forecast example

Assume an Australian business starts with $42,000 cleared cash and wants to retain a $30,000 reserve. The following simplified weekly forecast includes GST-inclusive cash movements. The refund is shown only when it is expected to clear.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Week Opening cash Customer receipts GST refund Payments Closing cash
1 $42,000 $8,000 $0 $17,000 $33,000
2 $33,000 $6,000 $0 $21,000 $18,000
3 $18,000 $9,000 $0 $12,000 $15,000
4 $15,000 $7,000 $20,000 $14,000 $28,000
5 $28,000 $10,000 $0 $13,000 $25,000

The pre-refund low point is $15,000 in week 3, so the reserve-based buffer is $15,000 ($30,000 − $15,000). The refund improves the balance in week 4, but it does not fund weeks 1–3 because it has not yet arrived. If the refund were delayed to week 5, recalculate the intervening payments and use the new lowest balance; do not leave week 4’s receipt in place.

Run scenarios instead of trusting one refund date

A single forecast date is an assumption. Create at least a base case and a delay case, then add a conservative customer-receipts case when collections are uncertain.

Scenario Refund timing Customer receipts Reserve floor What it answers
Base Reasonably expected bank-clear date Business’s normal collection pattern Chosen operating minimum How much cash is needed if current expectations hold?
Refund delay Move the receipt one or more periods later Keep other assumptions unchanged initially Same floor How much extra liquidity is required if processing takes longer?
Conservative collections Use the delayed refund date Move uncertain customer receipts later or reduce them to a defensible amount Same or higher floor Can the business survive both slower collections and a late refund?
Higher-reserve plan Use the expected or delayed date Use the best evidence available Raise the floor for payroll, tax or other critical commitments What funding is needed to avoid consuming the chosen safety margin?

Compare each scenario’s lowest balance and its date. A modest buffer that is needed for one day may be covered by moving a supplier payment, while a larger deficit lasting several weeks may require committed finance or a change to the operating plan. Keep the assumptions visible so another person can challenge or update them.

Keep GST treatment consistent with the cash dates

Australian Government business guidance says a forecast should state whether amounts include or exclude GST. Choose one presentation and use it for opening cash, receipts, payments and the refund. If a supplier cost is entered net of GST while the bank payment is entered gross, the forecast will understate the cash required.

The ATO explains that cash-basis GST reporting records amounts in the reporting period when payments are made or received, for businesses that are permitted to use that method. That can align GST reporting more closely with bank movements, but eligibility and detailed rules depend on the business’s circumstances. The cited ATO accounting page was last updated on 4 April 2019, so verify current eligibility and requirements before changing accounting methods or treating a GST amount as claimable.

Accrual accounting can show a GST receivable before cash is received. That receivable may be valid for financial reporting, but it should not be counted as spendable cash in this liquidity forecast. Use the expected bank-clear date for the inflow and retain the accounting entry separately.

Do not transfer another country’s refund estimate to Australia

Processing times are jurisdiction-specific and are not guarantees. The Canada Revenue Agency says that, in most cases, it processes GST/HST returns within four weeks and normally issues refunds within four weeks of receiving the return. Those statements apply to Canadian GST/HST returns, not Australian GST.

HM Revenue & Customs says, “Repayments are usually made within 30 days of HMRC receiving your VAT Return.” Checks can take longer. This is a UK VAT estimate, not an Australian GST timetable. Use the relevant Australian tax-account status and the information attached to your own BAS or refund rather than importing either figure into an Australian forecast.

For any country, a realistic model should include a later receipt date than the first estimate. Incomplete information, verification checks, incorrect payment details or a filing correction can delay the payment. Until the money clears, it remains an assumption.

What to do when the refund is late

  1. Check the filing record. Confirm that the relevant return or BAS was lodged successfully and that no amendment, missing information request or verification task is outstanding.
  2. Check the tax account or status channel. Look for a payment date, request for information or account message. The exact menu and contact process depend on the country.
  3. Verify payment details. An incorrect or outdated bank account can prevent a payment from arriving even after processing.
  4. Move the forecast receipt. Replace the original date with the latest defensible date and recalculate every subsequent closing balance.
  5. Notify decision-makers. Tell the people responsible for payroll, purchasing and debt payments which dates changed and what buffer is now required.
  6. Escalate appropriately. If the authority’s status information does not explain the delay, use its published contact route or ask a qualified bookkeeper or tax/BAS agent to review the account.

HMRC specifically advises UK businesses to check online and contact it if there is no update or contact within 30 days; that instruction is UK-specific. Do not assume the same threshold applies to an Australian refund.

Choose a response to the modeled shortfall

The forecast tells you the size and timing of the gap; it does not select a financing product. First test operational actions that do not create disproportionate cost:

  • Collect overdue customer invoices and confirm payment dates in writing.
  • Ask suppliers whether a payment can be split or moved without damaging supply or relationships.
  • Defer discretionary purchases and nonessential projects until the refund clears.
  • Match customer deposit or milestone terms to the costs incurred on their work.
  • Use existing cash reserves only to the level approved in the reserve policy.

If those steps do not cover the trough, compare any short-term finance by total cost, repayment timing, flexibility and eligibility. Include establishment fees, interest, early-repayment conditions, security requirements and the risk that the refund is delayed again. A facility sized only to the base case may be inadequate in the delay case, while an oversized facility can add unnecessary cost.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Maintain and improve the forecast

Update the model at least weekly while the refund is outstanding, and immediately after a material receipt, payment, refund-status change or filing issue. The ATO’s Cash Flow Kit describes projections as a way to identify likely positions and shortages and support tax and expense planning.

Compare each forecast period with actual bank movements. Record why a receipt or payment differed—late customer, changed supplier date, missed expense or tax adjustment—and use that evidence to improve the next forecast. Keep a dated copy of each version so you can see whether the low point is moving because of the refund, collections or ordinary trading.

Useful control checks include:

  • Every closing balance equals the next period’s opening balance.
  • Each listed payment has a likely date and an owner responsible for confirming it.
  • The refund appears once, with its status and source of the expected amount recorded.
  • GST-inclusive or GST-exclusive treatment is stated at the top of the sheet and applied consistently.
  • Base, delay and conservative collection cases are available when timing is uncertain.
  • The reserve floor reflects actual upcoming commitments and is reviewed when those commitments change.

Common mistakes that overstate available cash

  • Counting the claim as cash: a lodged BAS or refund receivable is not spendable until the bank receives it.
  • Using invoice dates instead of receipt dates: revenue recorded on paper does not pay wages or suppliers.
  • Ignoring clustered payments: monthly payroll, rent, tax and loan dates can create a trough that an average monthly balance conceals.
  • Mixing GST bases: combining net receipts with gross payments produces a false surplus.
  • Assuming the first date is guaranteed: checks and incomplete information can move repayment later.
  • Using an arbitrary reserve: a floor should be tied to obligations and risk, not copied from another business.
  • Double-counting the refund: do not add the claim separately after entering it as a future receipt.
  • Failing to refresh: an old forecast is not evidence of today’s cash position.

When professional review is worthwhile

Ask a qualified bookkeeper, BAS agent or tax adviser to review the model when GST treatment is complex, the refund is under review, several entities share payments, or the business is considering finance secured against an expected refund. They can help reconcile the forecast to the ledger and tax account, but the bank-cash calculation still depends on actual payment dates and a reserve policy you control.

The practical decision is straightforward: forecast dated cash, place the refund on a cautious receipt date, find the lowest pre-refund balance, and fund the difference between that low point and the reserve you need to keep operating.
