Build a transaction-specific worksheet that adds every payment in the signed sale and purchase agreement (SPA), registration and administration charges for the relevant emirate, any agreed broker or professional fees, mortgage and lender costs, and unit-specific handover amounts. Then map each line to its due date or construction milestone. Dubai and Abu Dhabi use different registration systems and published charges, so there is no reliable UAE-wide “extra-cost percentage.”
Start with two numbers: total commitment and cash needed now
Off-plan contracts normally spread the SPA price over booking, construction milestones and handover. A buyer therefore needs two separate outputs:
As an Amazon Associate I earn from qualifying purchases.
- Total cash through handover: the SPA price actually payable plus all one-time acquisition, financing and confirmed handover amounts.
- Cash required at each point: the amount due at signing or registration, each later developer instalment, mortgage disbursement and charge, and the handover statement.
Do not add the full SPA price to a table of instalments if the instalments already equal that price. Use the signed contract, not a marketing “starting from” figure, to record discounts, incentives, currency and payment dates.
A useful formula is:
Estimated cash outlay through handover = SPA payments on the contractual schedule + buyer-borne registration and administration fees + agreed brokerage or professional fees + mortgage and lender charges (if financed) + confirmed handover and initial ownership charges.

Build the worksheet from the signed SPA
Create one row for every payment, with columns for amount, payer, due date or milestone, evidence and status. Keep unknown values as “to verify” rather than inserting a market estimate.
| Cost line | What to enter | Evidence to request |
|---|---|---|
| SPA price | Contract price after discounts or incentives, in the stated currency. | Executed SPA and payment schedule. |
| Developer instalments | Every booking, construction-stage, post-handover and final payment, with dates or milestones. | SPA annex, developer statement and receipts. |
| Emirate registration | Current charge for the exact off-plan registration service and holding type. | Live authority service page and official transaction statement. |
| Administration and documents | Only fees expressly shown by the authority, service channel, SPA or invoice. | Itemised authority/developer invoice; do not assume a portal fee is the whole buyer bill. |
| Broker or professional fee | Include only if this buyer agreed to pay it and the applicable emirate rules permit the charge. | Signed engagement or commission clause and invoice. |
| Mortgage and lender charges | Mortgage registration where applicable, plus processing, valuation, insurance and other documented lender charges. | Written lender offer and fee schedule. |
| Handover and initial ownership | Unit-specific handover, service-charge advance, utility connection or deposit and other amounts due for the unit. | Developer handover statement, building schedule and utility instructions. |
Record whether each amount is payable by the buyer, seller, developer or another party. A fee appearing on a government page is not automatically the amount this buyer will be invoiced.
Dubai: identify the Oqood registration and mortgage path
Provisional registration for an unpaid off-plan unit
Dubai Land Department describes initial registration of an off-plan unit or plot whose price is not fully paid as registration in the provisional register through the Oqood developer portal. Its current service page lists a AED 1,000 developer self-registration fee for provisional sale registration and requires a sale and purchase contract and buyer identity documents. This is a listed portal/developer item, not proof of the complete buyer-side cost or of who bears every project charge. Put it in the worksheet only with the payer and invoice confirmed from the SPA and developer or Dubai Land Department statement.

| Listed item | Published basis | How to use it |
|---|---|---|
| Mortgage registration | 0.25% of mortgage value. | Apply to the loan amount registered, not automatically to the property price; confirm the transaction statement. |
| Seller sale fee | 2% of sale value. | The page lists this for the specific service; do not assume it is always allocated to the buyer. |
| Purchaser sale fee | 2% of sale value. | Use only when the actual service and allocation make it payable by this buyer. |
| Title deed and map for an apartment or villa | AED 250. | Check that the document type and transaction require this item. |
| Knowledge fee | AED 10. | Include if shown on the live transaction statement. |
| Innovation fee | AED 10. | Include if shown on the live transaction statement. |
| Developer self-registration for provisional sale | AED 1,000. | Listed as a developer self-registration item; verify whether it is passed to the buyer. |
Because that list belongs to a sale specifically associated with an initial mortgage, it should not be presented as a universal invoice for every Dubai off-plan purchase. A cash buyer, a resale, a different registration route or a changed service schedule can produce a different set of charges.
Dubai calculation example
For an illustrative AED 2,000,000 property with an AED 1,200,000 mortgage, a 0.25% mortgage-registration calculation would be AED 3,000 (1,200,000 × 0.0025). That arithmetic demonstrates the basis only; it does not establish that every buyer will owe the listed sale, document or developer items, nor does it include lender charges. Replace the illustrative values with the mortgage and fees on the actual transaction statement.

DARI off-plan unit registration
The official DARI off-plan unit purchase/sale registration service lists 2% of sale price for ownership and 1% for Musataha. It separately lists an AED 400 electronic administrative services allowance, excluding 5% VAT. The same service page lists a AED 10,000 late-registration charge if the developer has not registered the unit sale with the Department of Municipalities and Transport within 21 days of the actual sale date.
These are service-page figures published in 2024 and accessed in 2026. Confirm the current screen, the holding type, the sale date and which party the contract assigns each amount to before using them in a budget. A late-registration amount is conditional; do not add it when the developer has met the deadline.
ADREC legislation and why rates should not be combined casually
Abu Dhabi Real Estate Centre legislation includes a fee table for off-plan dispositions showing sale registration at 2% of real-estate value, equally between seller and buyer up to AED 2 million per transaction, alongside subsequent registration and transfer charges. A separate general sale-fee table says the Executive Committee determines a sale fee between 1% and 4%, divided equally unless otherwise agreed.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
The DARI page is the operational charge shown for a particular service, while the legislation tables address statutory schedules and transaction types. Do not add the 2%, 1% and 1%-to-4% figures together or apply the general sale rule to an off-plan registration without confirming the legal basis and live service for the unit. Your worksheet should identify the exact service selected and cite the amount on the resulting authority statement.
Broker commission and developer administrative charges
Abu Dhabi Administrative Decision No. 183 of 2017 caps real-estate broker commission at 2% of sale and purchase contracts, up to AED 500,000. That is an emirate-specific cap, not a UAE-wide automatic buyer fee. Include a commission only when this buyer has an engagement or contract clause making it payable, and verify whether current amendments apply.
The same decision says developers may not collect disposition-related registration or other fees, except third-party administrative fees within a maximum of AED 5,000. Treat this as a rule requiring careful classification, not as permission to add AED 5,000 automatically. Ask the developer to identify the third party, service and invoice; compare it with the SPA and current authority guidance.
Financing: separate the loan amount from the cost of borrowing
Financing changes both timing and the number of cost lines. Add the mortgage amount only as a funding source and property payment; add charges as costs. The worksheet should show:
- Mortgage principal applied to the SPA instalment or completion amount.
- Authority mortgage-registration fee where applicable. Dubai’s cited initial mortgage-associated service lists 0.25% of mortgage value.
- Lender processing or arrangement fee, valuation fee, insurance requirement and any other charge in the written offer.
- Interest or profit payments over the loan term, shown separately from one-time acquisition costs if the reader is comparing long-term affordability.
- Dates when the lender releases funds and when the developer requires cleared payment.
Do not infer lender pricing from a government fee page. Request a signed offer or fee schedule and check whether charges are paid upfront, deducted from the loan or added to the balance.

Payment security and escrow checks in Abu Dhabi
Before sending an off-plan instalment, verify the project registration and the official payment route. ADREC states: “All buyer payments for off-plan units must be deposited into an ADREC-licensed escrow account held at an approved bank.” It describes releases in tranches after each construction milestone is independently verified.
- Match the project and developer name on the SPA with the authority’s registered project information.
- Use the escrow account and payment instructions confirmed through the official authority or the developer’s verified documentation, not an unverified personal account.
- Save the bank confirmation, receipt and instalment reference in the worksheet.
- For every milestone payment, retain the developer notice and check that the contractual trigger has occurred.
- Escalate discrepancies before paying; a payment request that changes account details or omits the project reference needs independent confirmation.
Escrow protection does not tell you the total price or eliminate registration, lender or handover charges, so keep the financial worksheet and the payment-security check as separate controls.
Handover and ongoing ownership costs
One-time or initial amounts
Request a written, unit-specific handover statement covering any balance of the SPA, key or possession administration, service-charge advance, utility connection or deposit, owners’ association amount and other completion items. The official fee pages reviewed for Dubai and Abu Dhabi do not establish a universal amount for these categories. A developer’s estimate is not a confirmed charge until the contract, building schedule or invoice explains its basis.
Recurring amounts
Keep annual or periodic service charges, utilities, insurance, maintenance and property-management costs outside the one-time acquisition total. Show their expected start date and payment frequency. If a service-charge advance is demanded at handover, list that specific advance in the through-handover total and label future charges as ongoing.
Calculate “cash required now” without losing the full picture
Use a timeline with four blocks:
- Booking and signing: booking amount, first SPA instalment, agreed broker or legal fee, and any immediately invoiced registration or administration item.
- Construction period: each developer instalment on its contractual date or milestone, plus scheduled loan drawdowns and charges.
- Registration and financing: authority registration, mortgage registration and lender costs when the transaction requires them.
- Handover: final SPA balance, confirmed handover and initial ownership amounts, utility deposits and any service-charge advance.
Sum only the lines due in the selected period to obtain “cash required now.” Sum all non-recurring lines through handover to obtain the acquisition total. Keep a separate column for amounts already paid so the remaining cash requirement is not overstated.
Best Value
Compare two off-plan projects on an equal basis
A lower headline price or longer payment plan is not necessarily cheaper. Compare identical assumptions for unit type, buyer status, financing and handover date.
| Comparison axis | Questions to answer |
|---|---|
| SPA economics | What is the signed price after incentives, and when is each instalment due? |
| Registration | Which emirate service applies, what is its current basis, and which party bears each component? |
| Financing | Is the mortgage amount the same in both scenarios, and what does each lender’s written offer charge? |
| Professional costs | Are broker, conveyancing or other professional fees actually agreed and itemised? |
| Handover | What unit-specific balance, service-charge advance, utility deposit or connection cost is confirmed? |
| Recurring ownership | What is the service-charge basis, billing frequency and expected start date? |
| Payment security | Is the project registered and are instalments routed to the required escrow account? |
Never compare a promotional “starting price” and payment plan for one project with an all-in, fee-inclusive figure for another.
Common calculation errors and how to correct them
- Using one UAE percentage: replace it with the emirate’s current service, the holding type and the actual transaction path.
- Counting instalments twice: reconcile the instalment total to the SPA price before adding fees.
- Treating a portal fee as the complete bill: obtain an itemised authority or developer statement and confirm allocation.
- Applying mortgage charges to the property price: use the registered mortgage value for the authority’s percentage and obtain lender charges separately.
- Adding conditional penalties automatically: include Abu Dhabi’s AED 10,000 late-registration charge only if the 21-day condition has actually been missed.
- Assuming the broker cap is a buyer invoice: check the signed engagement, payer and current emirate rules.
- Filling unknown handover costs with folklore: mark them “to verify” and request the unit schedule or invoice.
- Paying an unverified account: independently confirm the registered project, escrow account and payment reference before transfer.
- Mixing one-time and recurring costs: show acquisition, through-handover and ongoing ownership totals in separate sections.
Documents to collect before committing
- Signed SPA, annexes, payment schedule and all incentive or discount letters.
- Developer’s itemised statement showing amounts paid, due and allocated.
- Current Dubai Land Department/Oqood or Abu Dhabi DARI service details, as applicable.
- Authority transaction statement identifying payer allocation and document charges.
- Broker or professional engagement and tax-inclusive invoice, if any.
- Written lender offer covering mortgage registration, processing, valuation, insurance and other charges.
- Project registration and escrow instructions, with payment receipts.
- Unit-specific handover, service-charge, utility and connection statements.
Because fee schedules and legislation can change, recheck the live authority service immediately before signing, registration and each major payment.
Worked worksheet format
Copy this structure into a spreadsheet. Enter a value only when the document or authority establishes it.
| Stage | Amount | Due date or trigger | Payer | Confirmed by |
|---|---|---|---|---|
| SPA booking and instalments | From signed schedule | Date or construction milestone | Buyer | SPA/developer statement |
| Dubai Oqood or Abu Dhabi registration | Current applicable service amount | Registration submission | As allocated | Authority statement/SPA |
| Administration and documents | Itemised amount, including VAT where stated | Invoice or service request | As allocated | Authority/developer invoice |
| Broker or professional | Agreed fee only | Engagement trigger | Contractual payer | Engagement/invoice |
| Mortgage and lender | Authority percentage plus lender schedule | Loan registration/disbursement | Buyer or financed as documented | Lender offer/authority statement |
| Handover and initial ownership | Unit-specific confirmed amounts | Completion or possession | As allocated | Handover statement/building schedule |
| Recurring ownership | Annual or periodic estimate | After possession | Owner | Service-charge and utility schedule |
At the bottom, calculate three subtotals: (1) paid to date, (2) remaining through handover, and (3) recurring ownership after handover. This prevents a large future instalment from being mistaken for an immediate fee and keeps long-term affordability visible.
When professional help is justified
Consider independent conveyancing or property-law advice when the SPA has unusual post-handover instalments, unclear fee allocation, Musataha or another non-standard holding structure, a mortgage with several conditional charges, amended payment instructions, or a dispute over registration or broker costs. Ask for the adviser’s licence or professional credentials, scope, fixed or hourly fee and any conflict disclosure. Professional help cannot replace the authority’s current fee statement or the developer’s unit-specific invoice, but it can identify obligations before they become payment defaults.
What cannot be responsibly estimated in advance
No official figure establishes a single UAE-wide percentage for extra off-plan buying costs. The cited material also does not provide universal developer handover fees, recurring service charges, utility deposits, lender pricing, payment milestones or the allocation in a particular SPA. Those amounts must remain explicit verification lines. A precise-looking total built from assumptions is less useful than a range whose confirmed and unconfirmed components are clearly labelled.
