For an interstate sale of goods, calculate IGST by multiplying the taxable value by the applicable IGST rate: IGST = taxable value × rate. First establish the supplier’s location and the goods’ place of supply; for goods that move, the general place-of-supply rule is where the movement ends for delivery. If the supplier and place of supply are in different States or Union territories, the supply is generally inter-State and IGST applies. A stock transfer between state registrations of the same person can also be a taxable supply even when no money changes hands.
There is no single GST rate or tax total for all online goods sales or stock transfers. The goods classification, supply date, locations, delivery facts and, for a stock transfer, the applicable valuation rules determine the result.

What determines whether an online goods sale is interstate?
The fact that a customer placed an order online does not determine whether the supply is inter-State. The tax treatment turns on the supplier’s location and the goods’ place of supply. Under section 7 of the Integrated Goods and Services Tax Act (IGST Act), a goods supply is generally inter-State when those locations are in different States or Union territories. Section 10 gives the general place-of-supply rule for goods involving movement: it is the place where movement terminates for delivery to the recipient.

That means an online order shipped from one State to a customer in another will generally be an inter-State supply, with IGST applying. But do not decide from the website address, customer’s billing address or marketplace label alone. Identify the supplier under the transaction documents, the relevant GST registration, and where delivery movement ends. Bill-to/ship-to arrangements and other statutory exceptions can change the place-of-supply analysis.
Inter-State versus intra-State treatment
Compare the supplier’s location with the place of supply after determining that place under the applicable rule. If they differ by State or Union territory, IGST generally applies. If they are in the same State or Union territory, the ordinary treatment is generally CGST plus SGST or UTGST, subject to statutory exceptions. Confirm the treatment against the transaction facts and current law before invoicing.
Why the website, warehouse and customer address can differ
An online seller may operate a website from one location, hold inventory in another, and use a marketplace or logistics provider in a third location. None of those labels automatically establishes the supplier’s location or place of supply. The registration that makes the outward supply, the contractual documents, dispatch details and delivery destination need to be considered together. A warehouse movement before the customer order may be a separate transaction from the eventual customer sale, especially where separate registrations are involved.

In an ordinary online sale, the supplier makes a supply to an external customer. The customer’s payment is usually part of the transaction, but the place-of-supply and rate analysis still depends on the goods, locations and applicable rules.
A stock transfer is different: a business may move goods to its own separately registered establishment in another State. For GST purposes, registrations or establishments in different States or Union territories can be treated as distinct persons. Schedule I to the Central Goods and Services Tax Act (CGST Act) treats supplies between distinct persons made in the course or furtherance of business as supplies even without consideration. Consequently, no customer payment or internal transfer charge does not by itself make the taxable value zero.
The analysis is about the legal registrations and business purpose, not merely whether the two premises have the same owners or brand. A movement to another State registration should be reviewed as a possible supply before goods are dispatched, and the documents should identify the supplying and receiving registrations clearly.
| Question | Online sale to an external customer | Transfer to another state registration |
|---|---|---|
| Who receives the goods? | An external customer, as identified by the transaction documents | Another registration or establishment that may be a distinct person |
| Does a payment have to be charged? | Consideration is ordinarily part of a sale | A qualifying distinct-person supply may be taxable without consideration |
| How is place of supply approached? | For goods involving movement, generally where movement ends for delivery | Apply the relevant place-of-supply rule to the transfer and movement facts |
| How is the taxable value established? | Determine taxable value under the rules applicable to the sale | Apply the prescribed valuation sequence for distinct-person supplies |
| What tax may apply? | IGST generally applies if supplier location and place of supply are in different States or Union territories | IGST generally applies where the supply is inter-State |
CBIC’s GST FAQ describes inter-State self-supplies such as stock and branch transfers as taxable under IGST even where consideration is absent. Treat that FAQ as explanatory guidance; the legislation, rules and rate notifications that apply on the transaction date govern the actual treatment.

Calculate IGST in the right order
The arithmetic is simple; establishing the inputs is the substantive work. Use this sequence for each transaction rather than applying a rate to an online selling price or an internal stock figure without checking the rules.
- Identify the supplier and recipient. Determine which person and GST registration makes the outward supply. For a stock movement, establish whether the receiving establishment is another registration of the same person and whether the transfer is in the course or furtherance of business.
- Establish the locations and delivery facts. Record the supplier’s location and the destination where movement ends for delivery. Check whether a bill-to/ship-to arrangement, a supply without movement, installation, or goods supplied on board a conveyance makes a different place-of-supply rule relevant.
- Classify the supply. Compare supplier location with the place of supply. If they are in different States or Union territories, the supply is generally inter-State and IGST generally applies. If they match, ordinary intra-State treatment is generally CGST plus SGST or UTGST, subject to exceptions.
- Determine whether a stock movement is a supply. Do not treat every physical movement as automatically taxable on the same basis. Check the registrations, the relationship between establishments and the business context. Where a distinct-person supply is made in the course or furtherance of business, consideration need not be charged for it to be treated as a supply.
- Establish taxable value. For a qualifying distinct-person supply, use the prescribed valuation rules rather than choosing an arbitrary internal transfer price. For an external sale, determine the taxable value under the rules applicable to that sale.
- Identify the goods rate for the supply date. Use the product description and HSN classification to check the applicable rate notification, including any exemption or concessional rate effective on that date.
- Compute the tax and prepare the invoice. Multiply taxable value by the applicable IGST rate. For an inter-State invoice, include the tax rate and the place of supply with the State name, and check the other invoice and return requirements under current rules.
In symbols, let V be the established taxable value and R the applicable IGST rate expressed as a multiplier. Then IGST = V × R. If the applicable rate is expressed as a percentage, convert that percentage to a multiplier before multiplying. This formula cannot supply a missing value or rate: both must be established for the particular goods and transaction.
A practical decision tree
- Start with the invoice or order documents and name the registration making the outward supply.
- Ask whether the goods move and, if so, where that movement ends for delivery. If there is no movement, or if installation, a conveyance or a bill-to/ship-to structure is involved, check the specific statutory rule instead of relying on the general rule.
- Compare the supplier location and place of supply. Different States or Union territories normally means an inter-State supply; the same location normally means an intra-State supply.
- If the recipient is another registration of the same person, test the distinct-person and Schedule I rules even if the document says “stock,” “sample” or “free transfer.”
- Only after that classification should you determine value, rate, tax amount and invoice details.
How to value a stock transfer between distinct registrations
For supplies between distinct persons, the valuation rules prescribe a sequence. Start with open market value. If that is unavailable, use the value of goods of like kind and quality. If that is also unavailable, proceed to the further prescribed valuation methods in the applicable rules. Do not substitute a convenient figure merely because the transfer is internal or no sale price was collected.
Open market value should be supported by a realistic comparable value for the same goods in the relevant circumstances. A like-kind-and-quality comparison is used only when an open-market figure is unavailable, and the comparison should be documented. If neither approach works, follow the next method in the rules rather than inventing a nominal value.

Under the cited valuation rule, if the recipient is eligible for full input tax credit, the value declared on the invoice is deemed to be the open market value. Confirm that full-credit eligibility actually applies to the recipient and the supply. The rule is not a general permission to use any invoice value in every transfer.
Check whether the recipient is registered, whether the goods are used for taxable business purposes and whether any restriction affects full credit. Keep the basis for that conclusion with the invoice and valuation file. If full-credit eligibility is uncertain, do not rely on the deeming provision without reviewing the facts.
Why an internal transfer price is not automatically the answer
An accounting entry, cost figure or price chosen for internal purposes does not by itself establish taxable value. Use it only where it fits the applicable valuation rule and is properly supported. Keep records that show how the selected method was reached, particularly when open market value or a like-kind-and-quality comparison is unavailable.

For example, a warehouse ledger may show acquisition cost while a separate registration routinely sells the same goods at a different commercial value. The ledger number is not automatically the taxable value. The prescribed sequence and evidence determine which figure belongs on the invoice.

The GST rate is classification- and notification-dependent. Identify the actual goods and their HSN classification, then check the rate notification effective on the date of the supply. Check for an exemption or concessional rate as well as a standard rate. A broad product label, a marketplace category, or a rate used for a different transaction is not enough to establish the correct rate.
No numeric rate can responsibly be supplied without the goods classification and the relevant supply date. A rate may change through a notification, and the applicable figure is the one effective for the transaction being reported—not necessarily the rate applicable when a web page, catalogue or earlier invoice was prepared. Verify the current legal text and notifications before issuing a live invoice or filing a return.
Keep the classification decision consistent across the invoice, accounting system, e-commerce listing and return data. If the product contains multiple components or is supplied with accessories, confirm whether the classification and rate apply to the package as supplied. Do not assume that a marketplace’s automatically assigned tax code is conclusive.
Worked calculation without an invented rate
Suppose an online goods sale is established to be inter-State. Let V represent the taxable value determined under the applicable rules, and let R represent the IGST rate confirmed for that goods classification and supply date. The calculation is:
IGST amount = V × R
If the taxable value is represented as V = price of taxable goods + any amounts included under the valuation rules − permitted deductions, do not fill those terms from a generic template. Confirm how discounts, freight and other charges are treated for the particular supply. Then multiply the resulting value by the verified rate.
For a stock transfer between distinct registrations, first determine whether the movement is a supply between distinct persons in the course or furtherance of business. Then establish V under the prescribed valuation sequence and identify R from the applicable classification and rate notification. The same multiplication follows only after those inputs have been verified. Without actual value and rate inputs, giving a rupee total would be misleading.

What to show on an inter-State invoice and retain
The invoice rules include the applicable tax rate and, for an inter-State supply, the place of supply with the State name. For reliable calculation and later review, keep the underlying facts together with the invoice rather than retaining only the final tax figure.
- Supplier and recipient identities and the GST registrations used for the supply.
- Goods description and HSN classification used to determine the rate.
- Supply date and the rate notification or exemption checked for that date.
- Dispatch, delivery and place-of-supply facts, including any bill-to/ship-to instructions relevant to the transaction.
- The taxable-value calculation and supporting records; for a distinct-person transfer, the valuation method and the basis for using it.
- The invoice showing the tax rate and, for an inter-State supply, the place of supply with the State name.
- Transport or delivery records that show where movement began and ended, where those records are relevant to the place-of-supply conclusion.
- Evidence supporting any full-input-tax-credit assumption used in a distinct-person valuation.
Invoice and return obligations can depend on facts beyond the calculation itself. Confirm the full requirements under the rules in force for the relevant transaction rather than assuming that the tax formula alone completes compliance.
Details needed to calculate a real transaction
An exact tax amount cannot be determined from the phrase “interstate online sale” or “stock transfer” alone. Gather these facts before calculating:
- The product description and HSN classification.
- The supply date, so the effective rate notification can be checked.
- The supplier and recipient GST registrations and their State or Union territory locations.
- Where the goods moved from and where movement ended for delivery, plus any bill-to/ship-to, installation or other special facts.
- The value inputs relevant to the transaction, including any applicable discount or freight treatment under the rules.
- For a stock transfer, whether the establishments are distinct persons, whether the transfer is in the course or furtherance of business, the valuation evidence, and whether the recipient is eligible for full input tax credit.
- Any applicable exemption or concessional rate.
A marketplace may affect operational responsibilities and documentation, but its presence alone does not establish who is the supplier or what the tax result is. Use the transaction documents and applicable rules to determine those points.
Common calculation errors to avoid
- Using the order website or billing address as the place of supply. For goods involving movement, apply the delivery-termination rule and check relevant exceptions.
- Applying one rate to every product. Confirm the product classification and notification effective on the supply date.
- Treating a no-charge stock movement as zero-valued by default. A supply between distinct persons can be taxable without consideration; determine value under the prescribed rules.
- Using an arbitrary internal transfer price. Apply the valuation sequence and retain evidence for the method used.
- Assuming every movement between premises has the same result. Establish the registrations, transaction context and place of supply before deciding tax treatment.
- Relying on a marketplace label to decide liability. The transaction documents and legal relationship matter; the platform’s involvement alone does not settle the outcome.
- Using the rate on an old invoice. Recheck the notification effective on the actual supply date.
- Leaving the State out of the place-of-supply field. Inter-State invoice rules call for the place of supply with the State name.
- Calculating tax before deciding whether the movement is a supply. Classification and valuation must precede multiplication.
Optional recordkeeping support
A GST accounting or invoicing system may help store registration details, HSN codes, valuation workings, tax rates and place-of-supply data. Software is only a recordkeeping aid: it does not decide whether a movement is a distinct-person supply, select the correct legal exception or validate an HSN classification. Review automated settings against the transaction documents and current rules, and retain a human-readable explanation for unusual transfers.
Frequently Asked Questions
Does every online order sent to another State attract IGST?
Not automatically. For goods involving movement, compare the supplier’s location with the place where movement terminates for delivery, then check statutory exceptions. Different States or Union territories generally indicate an inter-State supply and IGST; the website or marketplace location alone is not decisive.

Is a stock transfer taxable when no amount is charged?
A transfer between registrations or establishments treated as distinct persons can be a supply under Schedule I when made in the course or furtherance of business, even without consideration. Determine the applicable value under the distinct-person valuation rules.
Best Value
What rate should I use for an interstate sale?
Use the IGST rate for the actual goods classification and the notification effective on the supply date. There is no universal rate for online goods or stock transfers, and exemptions or concessional rates may apply.
Can I use cost price for a stock transfer?
Not by default. Begin with open market value, then use like kind and quality, followed by the further prescribed methods if necessary. A cost or internal accounting figure is acceptable only when it fits and is supported by the applicable valuation rule.
When can the invoice value be treated as open market value?
The cited valuation rule provides that the declared invoice value is deemed to be open market value when the recipient is eligible for full input tax credit. Confirm that eligibility and retain evidence; the deeming rule is not universal.

What must an inter-State invoice show for place of supply?
The invoice rules include the tax rate and, for an inter-State supply, the place of supply with the State name. Keep the registration, classification, valuation and delivery records that support those entries.
Does a marketplace decide whether the sale is interstate?
No. Marketplace involvement may affect operational duties and documents, but the supplier identity, registration locations, movement and statutory place-of-supply rules determine the tax treatment.
Can I calculate the tax from the customer’s total payment alone?
Only after confirming what belongs in taxable value under the applicable rules, including the treatment of discounts, freight and other amounts. Then multiply the established value by the verified IGST rate.
The Bottom Line
To calculate GST on an interstate online sale or stock transfer, first identify the supplier and recipient registrations, determine the place of supply from the movement and delivery facts, and establish whether the transaction is inter-State. For a distinct-person stock transfer, apply the prescribed valuation sequence even when no consideration is charged. Confirm the goods classification, effective rate notification, taxable value and invoice place-of-supply details before calculating IGST = taxable value × applicable rate. If any of those inputs is uncertain, the tax amount is not yet reliable.
