Build a provider-neutral monthly model before signing a 3PL contract. Add receiving, storage, pick-and-pack, packaging, postage and surcharges, returns, recurring fees, and amortized setup costs; then divide the total by orders shipped. Use the same order, inventory, package, destination, and service assumptions for every quote. The resulting estimate is comparable, while the signed rate card and contract determine what you will actually pay.
The complete fulfillment-cost formula
A headline pick-and-pack price is only one line on a fulfillment bill. For each candidate provider, model the same month with this formula:
As an Amazon Associate I earn from qualifying purchases.
Modeled monthly fulfillment cost = receiving/inbound charges + storage + order and item handling + packaging + shipping and surcharges + returns and other service fees + recurring account/software fees + amortized one-time setup costs
Then calculate:
Modeled cost per order = modeled monthly fulfillment cost ÷ orders shipped in that modeled month

Keep taxes, duties, and pass-through charges visible rather than silently folding them into a provider’s rate. If a fee is conditional, show the condition beside it. Your model is an estimate for comparing proposals; the provider’s current written quote, rate card, and contract control the final bill.
1. Freeze one set of assumptions for every quote
Comparisons fail when each provider receives a different version of your business. Prepare one quote profile and send it unchanged to every candidate. Record the assumptions in a dated worksheet so you can identify changes when rates or your product mix move.
| Input group | What to record | Why it changes cost |
|---|---|---|
| Orders | Orders shipped per month, business-to-consumer versus business-to-business share, and expected order growth | Drives handling volume, minimum-charge exposure, and the denominator for cost per order |
| Order composition | Average units per order, lines per order, split-order frequency, and single-line order percentage | Providers may charge a first item, additional items, each line, or a special split-order fee |
| Catalog | Active SKU count, new-SKU frequency, lot or serial requirements, and products that need special handling | Affects storage locations, receiving work, cycle counts, and value-added services |
| Inventory | Average units and cubic volume on hand, peak inventory, days in storage, and replenishment pattern | Storage may be billed by pallet, bin, cubic foot, or another unit, with different billing periods and aged-inventory rules |
| Inbound | Shipments per month, pallets/cartons/containers per shipment, labels supplied, appointment needs, inspection, and expected receiving hours | Receiving can include pallet, carton, container, labeling, inspection, and appointment charges |
| Packages | Packed length, width, height, actual weight, packaging type, and fragile or hazmat requirements | Postage can be based on actual or dimensional weight; packaging and special handling add separate charges |
| Destinations | Percentage of orders by country, region, postal zone, residential versus commercial address, remote area, and cross-border service | Carrier zones, residential and remote-area fees, duties, and service availability vary by destination |
| Service promise | Economy, standard, two-day, same-day, cutoff time, weekend delivery, and order accuracy requirement | Faster services and different carrier methods generally carry different postage and operational requirements |
| Returns | Expected return rate, reason codes, inspection grade, restocking, refurbishment, disposal, and reverse-shipping method | Returns can generate processing, inspection, restocking, disposal, and shipping charges |
| Peak pattern | Low, expected, and peak monthly orders; peak inventory; promotional dates; and forecasted inbound surge | Temporary labor, peak surcharges, storage overflow, and capacity limits can change the economics |
| Technology and services | Storefronts, marketplaces, integrations, reporting, customer service, kitting, inserts, bundles, and subscription-box work | These may be included, charged per transaction, or billed as recurring or project fees |
Use representative packed products, not bare-product measurements. A small box can become a large billable parcel after void fill, a branded mailer, or a protective outer carton is added.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors2. Break the quote into every billable component
Receiving and inbound handling
Ask whether receiving is charged per pallet, carton, container, unit, hour, or appointment. Confirm prices for labeling, counting, inspection, discrepancy resolution, unloading, and expedited receiving. A provider may waive one receiving fee only when freight arrives on a specified pallet type or with compliant advance documentation. Put that requirement in the model instead of assuming the waiver always applies.
Estimate each inbound format separately. For example, four palletized replenishments and two small-parcel deliveries may have different rates even when the total number of units is identical.
Storage
Identify the unit of measure and billing period: pallet, shelf or bin position, cubic foot, cubic meter, or another basis. Record any free-storage period, minimum monthly charge, seasonal rate, and long-term or aged-inventory surcharge. Ask whether the provider bills the highest daily inventory, a month-end snapshot, an average, or another measurement.
Model both average and peak inventory. A low per-pallet rate can still be expensive when slow-moving products occupy space for months, while a cubic-foot plan can favor compact products and penalize bulky packaging.

Separate the base order fee from first-item, additional-item, additional-line, split-order, and special-pick charges. When a provider advertises one per-unit price, obtain a written definition of what it includes: picking, packing, standard materials, labels, inserts, and shipping may or may not be part of that number.
Multiply each rate by the relevant activity, not simply by order count. A catalog with 1.8 units per order will not produce the same handling total as one with one unit per order, even at identical monthly order volume.
Packaging and value-added work
List standard cartons, mailers, tape, void fill, labels, branded materials, gift wrapping, kitting, bundles, inserts, relabeling, and quality checks. Ask whether packaging is charged per order, per item, at cost plus a markup, or through a monthly materials schedule. Include one-time artwork or packaging setup where applicable.

Shipping and surcharges
Request carrier, service level, destination, package dimensions, actual weight, dimensional-weight rule, fuel surcharge, peak surcharge, residential fee, remote-area fee, and any postage markup. Price several representative shipments rather than relying on one average parcel.
Amazon Supply Chain Services describes two broad pricing structures: itemized pricing, where picking, packing, and shipping are separate, and bundled unit-based pricing, where several services are combined. Either structure can be economical. Translate both into the same monthly total and cost per shipped order, and list every exclusion and variable charge.
Shipping speed and product dimensions are cost drivers in Amazon’s fulfillment model, but those service-specific terms should not be generalized to every 3PL. Your provider’s current rating rules and carrier agreements govern your invoice.
Returns and other service fees
Model the complete reverse flow: return authorization, inbound return postage, inspection, grading, restocking, repackaging, refurbishment, disposal, liquidation, and customer exchanges. Ask whether a returned order is charged the original handling fee again, and whether failed delivery or address correction creates another parcel charge.
Recurring, minimum, and account fees
Look for monthly account, technology, integration, account-management, reporting, support, and minimum-spend fees. A provider with a low variable rate may apply a monthly minimum that dominates costs at your current volume. Show the minimum as a separate line and calculate what happens if actual orders fall below forecast.

One-time and exit costs
Capture onboarding, systems setup, implementation, special projects, inventory transfer, inventory removal, destruction, and contract-exit charges. Amortize a one-time setup fee only for comparison; keep the unamortized cash obligation visible in a separate note. Confirm when each fee applies and whether a waiver depends on a minimum term, order volume, or implementation deadline.
3. Handle weight and dimensions correctly
Measure the parcel after it is packed. Record length, width, height, and scale weight for each representative product and packaging combination. A digital parcel scale helps capture weight, but it does not measure dimensions or determine a provider’s final bill; you also need a tape measure or dimensioning process and the provider’s written rate rules.
Walmart Fulfillment Services publishes one example of dimensional-weight rating for units from 1 to 150 pounds: it uses the greater of unit weight or dimensional weight, with dimensional weight calculated as package volume in inches divided by 139. Its example adds 0.25 pound for packaging and rounds up to the nearest pound. That is an example of one service’s published method, not a universal carrier or 3PL formula. Ask each provider for its current divisor, packaging allowance, rounding rule, and weight ceiling.

Then apply the provider’s stated rounding and compare it with actual weight. Never substitute a remembered carrier rule for the rule in the quote.
4. Normalize itemized and bundled proposals
Create the same activity ledger for both pricing models:
| Activity | Itemized quote entry | Bundled quote question |
|---|---|---|
| Order processing | Base order or first-item fee | Is one order transaction included? |
| Additional content | Additional-item or line fees | Are all units and lines included, or is there a cap? |
| Pick and pack | Separate pick, pack, and materials rates | Which labor and materials are included? |
| Postage | Carrier charge, markup, and surcharges | Is shipping included, capped, or billed separately? |
| Returns | Return authorization, inspection, and restock fees | Are returns excluded or charged at the standard unit rate? |
| Special work | Kitting, inserts, relabeling, and project rates | What events trigger an extra-service charge? |
Do not call a bundled rate “all-in” until the provider confirms shipping method, destination coverage, dimensional-weight treatment, packaging limits, returns, fuel and peak surcharges, taxes, and minimums in writing. The official Amazon 3PL pricing guide likewise emphasizes understanding the pricing scheme, charges, and total cost of ownership when selecting a 3PL; its guidance is a framework, not a promise that another provider uses the same terms.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →5. Build low, expected, and peak scenarios
A single average month hides the fees that determine whether outsourcing works. Use at least three scenarios with the same product and destination assumptions unless the season itself changes them.
| Scenario | Orders | Inventory | What to stress-test |
|---|---|---|---|
| Low | Your conservative base volume | Normal or reduced stock | Monthly minimums, fixed software fees, and setup amortization |
| Expected | Most likely monthly volume | Average on-hand units | Normal mix of orders, destinations, returns, and inbound shipments |
| Peak | Promotional or seasonal maximum | Peak stock and inbound frequency | Capacity, temporary surcharges, aged inventory, expedited freight, and cutoff performance |
If your provider quotes a tiered rate, apply the correct tier separately in each scenario. If the provider requires a minimum, calculate both the activity-based total and the minimum bill, then use whichever contractually applies.
6. Worked example with illustrative numbers
The following figures are a modeling example, not a market quote. Replace every value with your own written proposal.
- 2,000 orders shipped in the expected month
- 1.4 units and 1.2 lines per order
- 120 active SKUs and 3,000 average units in storage
- Four inbound shipments per month
- Representative packed parcel: 12 × 8 × 4 inches and 1.2 pounds
- 4% returns and a mixed residential destination profile
| Modeled line | Illustrative monthly amount | Calculation note |
|---|---|---|
| Receiving and inbound | $180 | Four shipments under the hypothetical receiving schedule |
| Storage | $240 | Average inventory under the hypothetical storage basis |
| Order and item handling | $2,400 | Base order, item, and line activity |
| Packaging | $300 | Standard materials and the stated order mix |
| Shipping and surcharges | $8,400 | Representative destinations and service level |
| Returns and other services | $160 | 4% return assumption and processing |
| Recurring account/software | $199 | Hypothetical monthly fee |
| Amortized setup | $100 | Hypothetical $1,200 setup cost spread over 12 months |
| Total | $11,979 | Sum of all modeled lines |
| Cost per order | $5.99 | $11,979 ÷ 2,000 orders |
The example shows why a low handling rate alone cannot answer “How much does a 3PL cost?” Shipping is the largest line in this hypothetical month, while storage, returns, recurring fees, and setup still affect the all-in result.
7. Compare providers with a decision table
After calculating each proposal, place the results side by side. Use cost per order as a common measure, but do not rank providers on that figure alone.
| Comparison axis | Questions to answer |
|---|---|
| Total modeled monthly cost | What is the low, expected, and peak total after all applicable fees? |
| Cost per shipped order | Is the denominator orders shipped, order lines, or another unit? |
| Included services | Are pick, pack, standard materials, postage, returns, inserts, and kitting included? |
| Shipping economics | Which carriers and services are used, and how do zones, dimensions, residential addresses, fuel, peak, and remote areas affect the bill? |
| Storage fit | Does the storage basis suit your product dimensions, average stock, and long dwell time? |
| Operational fit | Can the provider meet cutoff times, delivery promises, integration, reporting, and special handling requirements? |
| Risk and obligations | What minimums, price-change rights, term commitments, transfer fees, and exit charges apply? |
There is no evidence-based universal weighting for speed, service quality, and cost. Weight the axes according to your customer promise, margin, compliance needs, and tolerance for operational risk.
8. Request evidence, not just a rate card
Send every candidate the same quote profile and request a complete written response. Ask for:

Reconcile every definition against your model. A low pick fee can coexist with higher shipping or storage charges. If an answer is “included,” ask what quantity, packaging type, service level, or monthly volume limit makes it included.

9. Compare outsourcing with your fully loaded in-house cost
Outsourcing is worthwhile only relative to the cost and capability you would otherwise carry. Build an in-house comparison using the same order and package assumptions. Include warehouse rent or allocated space, fulfillment labor and supervision, receiving, packing materials, postage, software, equipment, insurance, utilities, taxes, training, inventory handling, returns, and the time required to manage carriers and exceptions.
Keep capital and opportunity costs visible. A 3PL quote may replace some fixed costs with variable charges, while an in-house operation may appear cheaper at high, stable volume but require more space and labor during peaks. Do not promise savings from outsourcing without your own volume, geography, product, and service data; the available benchmarks cannot determine a seller-specific result.
10. Use published benchmarks only as context
Fulfill.com, in a guide updated June 10, 2026, reports a contextual benchmark of roughly $2 to $3 for a B2C order picked and packed and a survey average of $3.20 for B2C pick-and-pack. The publisher attributes those figures to its cited warehouse survey, verified published rate cards, and brand demand data. They are not universal rates, do not describe a particular seller’s all-in cost, and are separate from shipping, storage, receiving, setup, and minimum charges.
Use such figures to spot an obviously unusual proposal or to frame a conversation, never to replace a current written quote. Rates, carrier rules, and surcharges change, and your order mix may be materially different from the benchmark population.
11. Common modeling mistakes and fixes
Using product dimensions instead of packed dimensions
Symptom: The modeled postage is lower than the provider’s shipment examples.
Fix: Measure the sealed parcel, including the actual mailer, carton, protection, and label. Reprice the same sample shipment with the provider’s dimensional-weight rule.
Comparing a bundled rate with an itemized rate without exclusions
Symptom: One proposal looks dramatically cheaper before the invoice arrives.
Fix: Map both proposals to order handling, additional items, packaging, shipping, returns, surcharges, and recurring fees. Mark every excluded or variable element.

Modeling only an average month
Symptom: A holiday or promotion produces capacity fees, late orders, or expensive expedited shipping.
Fix: Run a peak scenario with inventory, inbound, orders, service level, and surcharge assumptions changed to match the event.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesLeaving returns as an afterthought
Symptom: The original shipment appears profitable but reverse logistics erase the margin.
Fix: Multiply your return rate by every applicable authorization, inspection, restock, disposal, and reverse-shipping charge, then include exchanges separately if they create a new outbound order.
Treating a waiver as permanent
Symptom: A quoted “free” setup, receiving, or storage period disappears after a threshold is missed.
Fix: Record the volume, term, documentation, or timing condition beside the fee and ask for it in the contract.

Set up one tab for assumptions, one for provider rate cards, one for shipment samples, and one for scenarios. The provider tab should include:
- Fee name and provider definition.
- Billing unit and rate.
- Activity quantity from your assumptions.
- Monthly extended amount.
- Conditions, exclusions, minimums, and source document date.
- Whether the amount is recurring, variable, pass-through, taxable, or one-time.
Use formulas rather than typed totals so a change in orders, return rate, package dimensions, or inventory immediately updates every scenario. Keep a copy of the quote and sample invoice that produced each rate. Re-run the model when your packaging, destination mix, carrier service, product catalog, or contract terms change.
What the calculation can—and cannot—tell you
A normalized model tells you which proposal has the lower estimated total under a clearly stated set of conditions, how sensitive that result is to volume and package characteristics, and which fees require negotiation or clarification. It does not guarantee an invoice amount, prove that a provider will meet your service promise, or establish that outsourcing will save money without a comparable in-house baseline.
The sound decision is the proposal whose written inclusions, shipping rules, storage basis, returns process, operational capability, and contractual obligations fit your actual business—not necessarily the one with the lowest advertised pick fee.
