There is no single New Zealand-to-India customs-duty rate. Your payable amount depends on the Indian tariff classification, customs assessable value, import date, applicable notifications, shipment type and, after the India–New Zealand Free Trade Agreement (FTA) enters into force, whether the goods satisfy its product-specific tariff and origin rules. As of 13 October 2026, the FTA was scheduled to enter into force on 20 October 2026, so its preferential rates were not yet available at the research cutoff.
What determines the amount you pay
India assesses imported goods by tariff item, not simply by the country printed on a parcel. “Shipped from New Zealand” does not establish a duty rate: the same country can export products that fall under completely different Indian tariff lines, each with its own Basic Customs Duty (BCD), exemptions, cesses, trade-remedy measures and import conditions.

A reliable estimate requires these facts:
- the product’s composition, material, function and form;
- the defensible Indian tariff item or HS classification;
- the transaction price and all valuation additions required by the customs valuation rules;
- the import-entry date;
- whether the shipment is commercial, personal, a gift or a courier consignment;
- the current tariff notifications and any product-specific duty or exemption; and
- if an FTA preference is claimed, proof that the goods meet the applicable New Zealand origin rule and documentation requirements.
Indian importers self-assess the duty when filing the import entry. Customs retains the authority to verify classification, value and the resulting assessment. The Customs Act, 1962, section 17, as presented by the Central Board of Indirect Taxes and Customs (CBIC), states: “An importer entering any imported goods under section 46 … shall … self-assess the duty.”

Classification is the first decision because the tariff line controls the BCD rate and can also determine IGST treatment, cesses, licensing requirements, quotas, exemptions and trade-remedy measures. A product’s retail name is rarely enough. “Jacket,” “supplement,” “machine part” or “wood product” may cover several legally different items.

- ingredient or material percentages;
- technical specifications and drawings;
- the product’s principal function and intended use;
- form at import (finished article, component, powder, liquid, kit or bulk material);
- brand-neutral commercial description, model and catalogue information; and
- packaging and retail presentation where the tariff rules make those details relevant.
Use the Indian tariff’s full tariff item rather than stopping at a broad four- or six-digit HS heading. Classification disputes often arise when a product could plausibly fit more than one heading or when its composition and use affect the legal notes. If the description is ambiguous, document why your chosen item is defensible and obtain a shipment-specific opinion before filing.
Why classification changes the calculation
Two products with identical invoice values can produce different duties because their tariff lines have different BCD rates or because one line carries an exemption, safeguard, anti-dumping duty, compensation measure, quota or special cess. Conversely, a concession cannot be applied merely because the goods were bought from a New Zealand supplier. The exact Indian tariff item must be checked for the import date.
Step 2: Establish the customs assessable value
Customs valuation generally starts with the transaction value for a sale for export to India, subject to the Customs Act and valuation rules. Section 14 of the Customs Act, 1962, as presented by CBIC, says: “the value of the imported goods and export goods shall be the transaction value of such goods.” The surrounding statutory conditions matter: the invoice amount is not automatically the final assessable value.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsPotential additions to the invoice price
The valuation rules identify costs and services that may have to be added when they are not already included. The statutory text specifically addresses certain transport and insurance-related amounts and other prescribed additions. Keep the commercial invoice, purchase order, freight bill, insurance document, packing charges and payment records together so the declared value can be reconciled.
When the invoice may not be accepted as the value
- Related parties: a relationship between buyer and seller can require additional examination of whether the price was influenced by that relationship.
- Non-sale imports: samples, replacements, leases, consignments, gifts and other transactions without a conventional sale may require a different valuation method.
- Reasonable doubt: customs may question a declared value and apply the sequential valuation methods prescribed by the rules.
Do not calculate duty on the supplier’s product price alone unless the valuation rules show that the declared transaction value already contains every required addition. Use one consistent assessable value for the comparison you are making; changing value assumptions while comparing rates can make the result meaningless.
Step 3: Check the tariff and notifications for the import date
After classification and valuation, check the Indian tariff and current notifications effective on the date the goods are entered for import. Confirm the BCD and look for:

- conditional or general exemptions;
- social-welfare or other statutory cesses;
- countervailing, anti-dumping, safeguard or other trade-remedy measures;
- quota or end-use conditions;
- preferential rates under an agreement that is legally in force; and
- special rules for personal, courier, postal or gift consignments.
Rates and conditions can change by notification. A rate found in an old calculator, a prior import entry or a supplier’s quotation may not apply to your current shipment. The shipment date and the legally effective notification control.
Step 4: Calculate each duty on its correct legal base
Indian import charges are a sequence of components, not one universal percentage applied to the goods value. A practical worksheet is:
- Start with the customs assessable value.
- Apply the BCD and any other tariff-line customs duty or measure.
- Calculate Social Welfare Surcharge (SWS), where applicable, on its statutory aggregate base and subject to its exclusions.
- Calculate IGST on the legally defined customs value and duty base under the Customs Tariff Act.
- Add any product-specific cess or other amount required by the tariff or notification.
- Check the resulting declaration and supporting documents before filing.
| Component | How to treat it | Important limitation |
|---|---|---|
| Basic Customs Duty (BCD) | Use the rate for the exact Indian tariff item and import date, applied to the legally prescribed customs base. | The rate cannot be inferred from New Zealand as the shipping country. |
| Social Welfare Surcharge (SWS) | Generally 10% of a defined aggregate of customs duties, taxes and cesses where the law makes it applicable. | It is not simply 10% of the invoice or goods value; exclusions and notification treatment matter. |
| IGST on imports | Levied under the Customs Tariff Act on the relevant customs value when customs duties are levied, using the applicable IGST treatment. | The legal base and rate must be checked for the tariff item and notification; do not assume one formula for every product. |
| Other duties or cesses | Include a product-specific cess, trade-remedy duty, quota charge or other measure only when the tariff or notification requires it. | These amounts can change the result even when BCD is unchanged. |
A safe worksheet format
Let V be the assessable value and r the BCD rate for the tariff item. The first line is BCD = V × r. The next lines must use the statutory bases for SWS, IGST and any other applicable amount. Record the source notification and effective date beside every rate. This produces an auditable estimate without pretending that one flat formula applies to all imports.
Do not add SWS and IGST as though both were percentages of V. Their bases are defined separately, and an exemption or special notification can remove or alter a component.
How the India–New Zealand FTA changes the calculation
Entry date at the 13 October 2026 cutoff
New Zealand’s Ministry of Foreign Affairs and Trade (MFAT) states that both countries completed ratification on 21 September 2026 and lists 20 October 2026 as the scheduled entry-into-force date. On 13 October 2026, that date was still in the future. If you are importing on or after 20 October, re-check that the agreement has entered into force and that India has issued the implementing tariff materials needed for your product.

Before entry into force, do not apply an FTA preference. After entry into force, do not assume that every New Zealand shipment is duty-free. You must check the Indian tariff schedule, the agreement’s staging category, the product-specific rule of origin and the claim procedure.

What the agreement-level percentages mean
| MFAT figure | Meaning | What it does not establish |
|---|---|---|
| 57% | Share of New Zealand’s current exports to India described as receiving full tariff elimination from entry into force. | It is not the duty rate for an unspecified product. |
| 82% | Share described as able to enter duty-free over time. | “Over time” means staging applies; the day-one rate may be different. |
| 13% | Additional share described as receiving significant tariff cuts. | A tariff cut is not necessarily zero duty. |
| 95% | Share described as receiving preferences over time when the 82% duty-free share and 13% significant-cut share are combined. | The figure is an aggregate agreement outcome, not a product-specific entitlement. |
Origin is separate from shipping location
FTA preference normally depends on the goods satisfying the applicable origin rule, not merely on the parcel leaving New Zealand. The agreement contains a rules-of-origin chapter with product-specific rules and origin-documentation templates. A New Zealand distributor shipping goods manufactured elsewhere may not provide originating status. Obtain the prescribed origin evidence and retain it with the import records before claiming a preferential rate.
Different products follow different paths
MFAT’s key-outcomes summary describes immediate tariff-free access for some forestry exports, sheep meat, wool and coal. Fish and seafood and certain horticultural products have phased or quota-based treatment. Wine, mānuka honey and dairy preparations have their own reductions, staging or conditions. These examples illustrate why a product-level schedule check is essential; they do not supply the rate for another product in the same broad industry.
Commercial, personal, courier and gift shipments
The transaction type can change the applicable notification and calculation. Do not use a personal-import example to price a commercial consignment or use a gift treatment for goods sold to a customer.

| CBIC 2025 courier illustration | Total shown in the stated example | Scope |
|---|---|---|
| Personal import involving monetary payment | 42.08% of the assumed assessable value | Only the personal-shipment circumstances and notification treatment described by CBIC. |
| Personal import with no payment, treated as a gift | 53.60% of the assumed assessable value | Only the no-payment gift circumstances and notification treatment described by CBIC. |
Those percentages are illustrations, not ordinary commercial-import rates, universal New Zealand rates or a substitute for checking the current courier, postal or baggage rules. The underlying notification, eligibility facts and import date must match your shipment.
Comparing two possible duty outcomes
When pricing an import, compare scenarios while holding the assessable value and every non-changing assumption constant. Useful comparisons include:
| Scenario | What to change | Checks required |
|---|---|---|
| MFN versus eligible FTA preference | Use the normal tariff treatment versus the preferential rate after entry into force. | Confirm the agreement is in force, the tariff schedule applies, origin is satisfied and evidence is available. |
| Pre-entry date versus post-entry date | Apply the notification effective on each import-entry date. | Check whether a rate or exemption changed between the two dates. |
| Originating versus non-originating goods | Compare the FTA rate only where the origin rule is met with the ordinary rate where it is not. | Shipping route and seller location do not replace origin evidence. |
| Commercial versus personal or gift treatment | Apply the notification for the actual transaction type. | Payment, consignee, quantity, use and courier or postal channel can determine eligibility. |
| Alternative classifications | Test each defensible tariff item when composition or use genuinely differs. | Document the technical facts and seek a binding or professional classification view where available. |
Self-assessment and filing workflow
- Describe the goods precisely. Gather composition, function, technical literature, invoice and packing details.
- Select the tariff item. Check the Indian tariff and legal notes, not only a generic HS search result.
- Build the assessable value. Start with transaction value and add prescribed freight, insurance or other elements where required.
- Check the import date’s notifications. Record BCD, exemptions, SWS treatment, IGST treatment and any product-specific measure.
- Test FTA eligibility if the date is on or after entry into force. Match the tariff schedule, staging, origin rule and documentary evidence.
- Calculate each component on its legal base. Keep an audit trail showing the rate, base, notification and arithmetic.
- File and self-assess. Declare the classification, value, origin claim and supporting details accurately.
- Respond to verification. Customs may request evidence or reassess if classification, value or preference eligibility is not supported.

Information to assemble before requesting an exact estimate
- plain-language product description and photographs;
- material, ingredient or component breakdown;
- technical datasheet and intended use;
- quantity, unit price, currency and payment terms;
- freight, insurance, packing and other delivery charges;
- seller, buyer and consignee relationship;
- planned import-entry date and transport channel;
- commercial, personal, courier, postal or gift status;
- proposed Indian tariff item; and
- for an FTA claim, manufacturer information and the required origin declaration or certificate.
Without these facts, a calculator can provide only a conditional estimate. It cannot responsibly produce an exact duty percentage or payable amount for an unspecified product.
When professional customs help is justified
Consider a customs broker or trade-compliance adviser when the goods have several components, the classification is contestable, the seller and buyer are related, the transaction is not a straightforward sale, a trade-remedy measure may apply, or the FTA origin rule is difficult to document. Ask for a written calculation that identifies the tariff item, assessable-value method, notification date, each duty base and the evidence supporting any preferential claim.
For a routine shipment, you can still prepare the worksheet yourself, but the importer remains responsible for the declaration. Customs’ verification authority means an apparently low estimate is not safe if the classification, value or origin evidence is weak.
Final checklist before you quote a landed cost
- Is the Indian tariff item supported by the product’s composition and use?
- Does the assessable value include every prescribed addition?
- Are the BCD and other measures effective on the actual import date?
- Was SWS calculated on its statutory base rather than simply on goods value?
- Was IGST calculated using the legally applicable base and rate?
- Are commercial, personal, courier and gift rules being kept separate?
- If the date is on or after 20 October 2026, is the FTA in force and is the item covered on the claimed staging?
- Do the goods satisfy the product-specific origin rule, and is the required evidence available?
- Does the worksheet show the source and date for every rate?
The correct answer to “How much customs duty will I pay to import from New Zealand to India?” is therefore conditional: identify the tariff line, establish the legally accepted assessable value, apply the current Indian notifications component by component, and claim an FTA preference only when the agreement, schedule, origin rule and documentation all support it.
