To calculate an Assam government employee’s salary after a pay revision, first determine the revised basic pay from the applicable fitment table in the Assam Services (Revision of Pay) Rules, 2017. Then calculate dearness allowance (DA) for the salary month, add only the allowances for which the employee is eligible, and subtract the deductions shown in the payroll record. Basic pay, gross salary and in-hand salary are different figures.
The latest Assam DA order identified here, Finance (Establishment A) Department Executive Order No. FEG.2498/2017/418 dated 22 October 2025, sets DA at 58% of basic pay from 1 July 2025 for employees drawing pay under the 2017 rules. That rate can be superseded, so check the Finance Department order applicable to the month being calculated.

What the Assam pay revision rules cover
The governing instrument for the calculation described in this guide is the Assam Services (Revision of Pay) Rules, 2017, commonly called the Assam ROP Rules, 2017. The rules were notified on 17 March 2017 and are deemed effective from 1 April 2016. They determine how an employee’s pre-revision pay is placed in the revised structure and which pay-fixation case applies.
Do not assume that every person working for an Assam government-linked organisation uses this structure. Coverage must be established before any arithmetic is done.

Employees and services that may be outside the 2017 ROP rules
- All India Services, unless the government has expressly extended the relevant provision.
- The Assam Judicial Service.
- Services following University Grants Commission or All India Council for Technical Education pay structures.
- Employees of public undertakings and other categories excluded by the rules.
- Contract employees where the contract does not provide for application of the revised rules.
An employee in an excluded or separately governed group may have a different pay matrix, fitment method, DA order or allowance regime. Ask the establishment section or drawing and disbursing officer (DDO) which rules govern the post.
The figures and records required
An exact personal salary cannot be produced from a job title alone. Assemble the following information from the employee’s service book, last pay certificate, fixation statement and current pay slip.
| Input | What to identify | Why it matters |
|---|---|---|
| Service coverage | Whether the post is governed by the Assam ROP Rules, 2017 or another rule set | The fitment table, DA authority and exclusions depend on the governing rules. |
| Post and pay structure | Department, designation, pay band or level and the applicable revised scale | Different posts can map to different revised pay ranges. |
| Existing basic pay | The basic pay immediately relevant to the revision, not gross salary | Fitment starts with the pay recognised under the applicable fixation rule. |
| Revision date | The date from which revision or fixation is effective | Arrears and the pay applicable to each salary month can change with the date. |
| Fixation circumstance | Whether the employee held a substantive or officiating post and which rule-defined case applies | The ROP rules provide separate cases and illustrations. |
| Allowances | Only allowances authorised for the employee, station and period | There is no universal Assam allowance total for every employee. |
| Deductions | Actual statutory and employee-specific deductions on the pay bill | In-hand pay cannot be inferred from basic pay and DA alone. |
Step-by-step salary calculation
1. Confirm the governing rules
Start with the appointment, service and pay records. Confirm that the employee draws pay under the 2017 ROP rules and is not in an excluded category. If the office follows a UGC, AICTE, judicial, undertaking or contractual structure, stop using the 2017 fitment tables until the correct rules are identified.

Record the basic pay that the fixation rule recognises on the relevant date. Do not use the employee’s total monthly credit, because that may include DA, house rent allowance, arrears or recoveries. Note whether the employee was in a substantive post or officiating in another post, and retain the order or service-book entry that establishes the position.
3. Locate the revised basic pay in the official fitment schedule
Use the fitment table and fixation provision in the official Assam ROP Rules, 2017 document. Match the old pay and the employee’s applicable scale or level to the corresponding revised basic pay. The rules contain multiple fixation circumstances and case illustrations; the correct row is determined by the employee’s record, not by a single multiplier that can be applied to everybody.
Online calculators that substitute a central-government factor, a social-media percentage or an unverified spreadsheet can produce a plausible-looking but incorrect figure. Keep a copy of the table row and the rule or case used so that the DDO can reproduce the result.

4. Calculate DA for the salary month
Find the Finance Department DA order effective for the month being calculated. The latest order identified for this guide is Executive Order No. FEG.2498/2017/418, dated 22 October 2025. It grants DA at 58% of basic pay with effect from 1 July 2025 to employees drawing pay under the 2017 ROP rules.

One-click scans. No signup required.
The basic calculation is:
DA = revised basic pay × applicable DA rate
For the 58% order, use 0.58 as the rate. The order also specifies that a fraction of 50 paise or more is rounded up to the next rupee, while a fraction below 50 paise is ignored. Apply that rounding to the calculated rupee amount, rather than rounding the percentage or the basic pay prematurely.
5. Add only authorised allowances
Add allowances after confirming that the employee qualifies for them during the month. Eligibility can depend on posting location, accommodation, duty status, transport entitlement, medical rules, leave, suspension, transfer or a specific government order. The available rules do not establish one universal HRA, medical, transport or other allowance percentage for every Assam employee, so a generic percentage should not be inserted into an individual calculation.
6. Derive gross salary
Gross salary is the total of revised basic pay, DA and applicable allowances, together with any other pay component authorised for that employee and month. Arrears, special pay or recoveries should be shown separately when the purpose is to understand the regular monthly salary.
Gross salary = revised basic pay + DA + eligible allowances + other authorised pay components
7. Subtract actual deductions to find in-hand salary
Take-home or in-hand salary is the amount remaining after the payroll system applies the employee’s deductions. These may include statutory contributions, income-tax withholding, insurance, loans, advances, professional tax where applicable, subscriptions and recoveries. The amount varies by employee and month. Use the current pay slip or DDO salary bill rather than a standard deduction percentage.

In-hand salary = gross salary − actual deductions
8. Reconcile the result with the DDO
Give the fixation worksheet, the rule and table references, the DA order used, allowance approvals and the pay-slip deductions to the establishment section or DDO. Assam Finance Department responsibilities include pay fixation and interpretation of ROP rules, and its electronic salary-bill system gives DDOs facilities for salary-bill preparation and employee-data updates. The DDO’s authorised payroll record is the practical confirmation of an individual result.
Why the fixation case changes the revised basic pay
The ROP rules do not treat every revision as the same event. The employee’s substantive post, an officiating appointment, the date of appointment or promotion and other circumstances determine which fixation provision and illustration apply. Two employees with similar old basic pay can therefore receive different revised basic pay if their service records place them in different cases.
Recommended Free Tools
Substantive post
A substantive post is the employee’s regular sanctioned post. The fixation record should identify the scale or level attached to that post and the basic pay held on the relevant date.
Officiating post
An employee officiating in another post may be governed by a different fixation treatment from an employee holding that post substantively. Do not copy a colleague’s revised basic pay simply because the designations appear similar; check the appointment or officiating order and the corresponding ROP case.
Multiple service events
Promotion, transfer, appointment, leave or a change in the post around the revision date can affect which pay is carried into the revised structure. When more than one event is close to the effective date, prepare a chronology and ask the establishment section to identify the controlling date before applying a table.

A worked arithmetic illustration (not an official salary)
The following example demonstrates the arithmetic only. It assumes, solely for illustration, that the applicable fitment table has already produced a revised basic pay of ₹30,000 and that the employee is eligible for the 58% DA rate from 1 July 2025. It does not establish that any post or employee is entitled to ₹30,000, any particular allowance or any particular deduction.
| Component | Illustrative calculation | Amount |
|---|---|---|
| Revised basic pay | Assumed result from the applicable ROP fitment row | ₹30,000 |
| DA | ₹30,000 × 58% | ₹17,400 |
| Basic pay plus DA | ₹30,000 + ₹17,400 | ₹47,400 |
| Allowances | Not inserted; eligibility and amount must be verified | Not stated |
| Gross salary | ₹47,400 plus verified allowances and other authorised pay | Cannot be finalised from the assumptions |
| In-hand salary | Gross salary less the employee’s actual deductions | Cannot be finalised from the assumptions |
If the DA multiplication produces paise, apply the 50-paise rounding rule in the order. If a later Finance Department order changes the percentage, replace 58% with the rate effective for the month and recalculate.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Allowances: why a universal percentage is unsafe
Allowance entitlement is controlled by separate orders and service conditions. Before adding an amount, check:
- the employee’s duty station and whether the relevant allowance varies by location;
- whether government accommodation or another benefit affects eligibility;
- whether the employee was on leave, transfer, training, suspension or other special status;
- the effective date and periodicity of the allowance order; and
- whether the allowance is payable on basic pay alone or on another defined base.
Enter each allowance as a separate line in the worksheet, with its authority and effective period. This makes it possible to remove an allowance when eligibility changes without disturbing the basic-pay fixation.
Deductions and the difference between gross and take-home
Two employees with identical revised basic pay and DA can receive different bank credits because their deductions differ. A salary calculation should therefore present three distinct outputs:
- Revised basic pay: the amount obtained from the ROP fitment and fixation rule.
- Gross salary: basic pay plus DA and all verified pay components.
- Net or in-hand salary: gross salary after the deductions recorded for that employee and month.
Do not label basic pay as “salary in hand,” and do not subtract an invented standard deduction. Reconcile the net figure to the pay slip, which should show the deduction heads and any arrear or recovery lines.

Common mistakes and how to correct them
Using the wrong employee category
Symptom: The calculation uses the 2017 rules for a service governed by another structure. Correction: Obtain written confirmation of the applicable rules from the establishment section before refixing pay.
Applying a universal fitment factor
Symptom: Old basic pay is multiplied by a number copied from a general calculator. Correction: Identify the exact ROP table row and rule-defined case, then retain the supporting page or schedule with the worksheet.
Using a stale DA rate
Symptom: The calculation uses 58% for a month before 1 July 2025, or continues using it after a newer order takes effect. Correction: Match the DA percentage to the salary month and check the latest Finance Department order.

Symptom: HRA, medical or transport amounts are inserted without checking station, accommodation or duty status. Correction: Add only allowances supported by an order and the employee’s eligibility record.
Calling gross pay take-home pay
Symptom: The worksheet stops after adding DA. Correction: Import the actual deduction lines from the pay slip and calculate net pay separately.
Ignoring the rounding instruction
Symptom: DA contains fractional rupees or is rounded inconsistently. Correction: Round fractions of 50 paise or more up and ignore smaller fractions, as specified in the DA order.
How to document a defensible calculation
Use a worksheet with one row per component and these columns: description, amount, effective date, authority, eligibility note and verification status. Attach:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- the employee’s old basic-pay entry and relevant service-book page;
- the applicable ROP fitment table and fixation case;
- the DA order effective for the salary month;
- approvals or orders for each allowance;
- the pay slip showing deductions; and
- the DDO or establishment-section confirmation where a service event is unclear.
For arrears covering several months, calculate each month separately when the DA rate, allowance eligibility or deduction changes. A single current-month formula cannot reliably reproduce a multi-month arrear statement.
Final checklist before relying on the result
- Confirm that the employee is covered by the Assam ROP Rules, 2017.
- Record the correct old basic pay, post, date and substantive or officiating status.
- Use the official fitment table and the applicable fixation case.
- Apply the DA rate effective in the salary month; the latest rate identified here is 58% from 1 July 2025, subject to later orders.
- Apply the prescribed paise-rounding rule.
- Add only documented, eligible allowances.
- Separate revised basic pay, gross salary and in-hand salary.
- Subtract actual deductions from the pay slip, not an assumed percentage.
- Have the establishment section or DDO reconcile the worksheet with the authorised salary bill.
This method gives a transparent estimate and a clear audit trail. The official fixation statement and DDO payroll record remain decisive for an individual employee, especially where the service category, post history or allowance entitlement is unusual.
