A company should handle XRP as a controlled digital-asset position, not as an ordinary operating-balance purchase. Before any order, obtain jurisdiction-specific legal, tax, accounting, AML and sanctions advice; approve a treasury mandate and risk limit; select a regulated institutional venue or OTC counterparty; place XRP in segregated custody; and require dual approval for every material transfer. Verify addresses and destination tags through an independent channel, complete Travel Rule checks when a virtual-asset service provider (VASP) is involved, and retain the transaction hash and approval record. XRP Ledger payments are publicly recorded and generally irreversible, so key recovery and incident procedures must exist before funds move.
What a corporate XRP program must control
XRP acquisition and transfer combine market, technology, counterparty and regulatory risks. The appropriate setup depends on the company’s incorporation and operating jurisdictions, the legal role of each service provider, the size and purpose of the position, and whether assets are held directly or through a custodian. A policy that is acceptable for a small experimental allocation may be inadequate for payroll liquidity, customer funds or a material reserve.

- Authority: the board or delegated treasury committee defines why the company may hold XRP, the maximum exposure, permitted instruments and who may approve exceptions.
- Regulatory perimeter: counsel determines whether the company, exchange, broker or custodian is performing money transmission, custody or another regulated activity in each relevant jurisdiction.
- Asset control: XRP is held in an account or wallet legally segregated from a provider’s operating assets, with documented ownership and insolvency treatment.
- Signing control: no single employee can request, approve and release a material payment or unilaterally change a destination address.
- Evidence: quotes, fees, approvals, wallet identifiers, Travel Rule messages, transaction hashes and accounting entries are retained in an auditable record.
FinCEN guidance says that an administrator or exchanger that accepts and transmits convertible virtual currency, or buys and sells it, may be a money transmitter under the Bank Secrecy Act, depending on the facts and circumstances. That statement does not determine the answer for every company or country; obtain a written, jurisdiction-specific analysis before choosing a service model.

Define the permitted use
Write whether XRP is being acquired for a strategic investment, working-capital settlement, liquidity management, hedging or another purpose. State the maximum percentage of cash or total assets that may be exposed, the permitted holding period, liquidity requirements and what event triggers a sale. If the company is handling client or customer money, document the additional segregation and fiduciary requirements rather than treating those funds as treasury assets.

Resolve legal, tax and accounting treatment
Ask counsel and the company’s tax and accounting advisers to address:
- licensing or registration requirements for the company’s activities and the services supplied by a venue or custodian;
- AML, sanctions, beneficial-owner identification, source-of-funds and suspicious-activity escalation duties;
- income, gains, losses, withholding and transfer-tax treatment in every relevant jurisdiction;
- the accounting classification, valuation source, impairment or fair-value approach, and period-end controls; and
- disclosure requirements for material digital-asset exposure, counterparty concentration and custody arrangements.
Record the advisers’ conclusions, the date and the jurisdictions covered. A provider’s marketing description is not a substitute for the company’s own legal analysis.
Set measurable treasury limits
Use limits that an operations team can test automatically: maximum XRP units and fiat value, maximum daily and rolling-period purchases, maximum amount per destination, maximum percentage held with one provider, and a minimum cash buffer. Define who can change each limit, how long an emergency override lasts and which committee reviews breaches.

Compare providers on controls and legal structure, not just the displayed price. An institutional exchange can be efficient for repeated trading, an OTC counterparty may reduce market impact for a large block, and a qualified custodian may be preferable when the principal requirement is independent safekeeping. Some institutions use one provider for execution and another for custody; that can reduce concentration but adds settlement and reconciliation work.
| Decision area | Questions to document |
|---|---|
| Jurisdiction and authorization | What entity contracts with the company? Where is it licensed or registered? Does its permission cover the actual exchange, transmission and custody services? |
| Legal ownership and segregation | Does the company own identified XRP, a pro-rata interest in a pooled wallet, or only a contractual claim? Are customer assets segregated from provider assets, and what happens on insolvency? |
| Key governance | Are keys protected with MPC, quorum approval, hardware controls or another architecture? How are backups, recovery, employee access and key rotation handled? |
| Transaction policy | Can the system enforce limits, named approvers, role separation, address allowlists, cooling-off periods and emergency suspension? |
| Compliance integration | How are sanctions screening, blockchain analytics, beneficiary checks and Travel Rule messages handled? Can a suspicious deposit be quarantined? |
| Execution and settlement | What liquidity, spread, slippage, order types, settlement window, withdrawal process and API controls are available? |
| Assurance and resilience | What insurance, audit reports, financial information, business-continuity arrangements, incident communications and support escalation are provided? |
| Economics and reporting | What trading, custody, withdrawal and foreign-exchange fees apply? Are minimums, rate cards, statements and tax reports suitable for the company? |
Obtain and review the contract, custody terms, service-level commitments, policy documentation and latest assurance reports. Ask the provider to explain how it identifies the company’s assets and how a withdrawal is authorized, rather than relying on a generic “institutional” label.

Exchange balance versus on-ledger ownership
An exchange statement may represent an internal book entry or an interest in a pooled wallet. It is not automatically the same as XRP transferred to an address controlled for the company. The Federal Register filing published in 2025 distinguishes off-blockchain ownership records and pooled-wallet reallocations from transfers recorded and validated by the XRP Ledger. Make the company’s policy explicit about when XRP must be withdrawn to segregated custody and how internal balances are reconciled.
What a segregated custody arrangement should show
An SEC-filed XRP trust disclosure describes a trust-company custodian, segregated XRP accounts and custodian control of private-key safekeeping. This is an example of the evidence a treasury team should seek: the legal owner, account structure, key responsibilities, authorization path, recovery process and treatment if the custodian fails should all be stated in binding documents. The disclosure’s 0.34% annualized sponsor fee, filed for the year ended 2025, is specific to that trust product; it is not a general XRP custody rate.
Step 3: Fund the purchase and execute it with a complete record
- Fund from an approved bank account. Do not use an employee’s personal account or an unapproved intermediary. Confirm the bank account name matches the contracted corporate entity and document source-of-funds checks.
- Obtain an executable quote. Record the quote time, XRP quantity, fiat currency, spread, expected slippage, fees, venue, counterparty, order type and expiry. For OTC trades, retain the confirmation and settlement instructions.
- Use the approved route. Restrict API keys, withdrawal permissions and trading permissions separately. Store credentials in an enterprise secrets system and require multi-factor authentication.
- Confirm the destination before execution. The wallet or custody account must be on the approved address list, with network identified as XRP on the XRP Ledger. A second employee independently checks the destination against the provider’s record.
- Post the accounting entry. Capture the quantity, acquisition cost, execution fee, transaction fee if applicable, timestamp, valuation source and responsible approvers. Reconcile the provider confirmation to the bank debit.
The approximate XRP transaction cost described in the 2025 Federal Register filing is 0.00001 XRP per transaction. Treat that as the filing’s approximate figure, not a guaranteed future fee; the actual amount is determined by the ledger transaction and network conditions. Trading spreads, custody charges, withdrawal charges and banking fees are separate costs.
Step 4: Configure custody before allowing withdrawals
Configure controls while the wallet is empty or holds only a test balance. A policy that exists only in a PDF is not enough; the treasury team should demonstrate that the system blocks an unauthorized or over-limit transaction.
Core controls
- Role separation: separate requester, approver, signer and release roles. Use two or more people for material payments.
- Per-transaction and rolling limits: set limits in both XRP and fiat terms where supported, with lower thresholds for new beneficiaries.
- Address allowlists: require a documented onboarding and independent callback before a destination is added or changed.
- Approval rules: route transactions above a threshold to named approvers and prevent the requester from approving their own request.
- Session and key security: enforce hardware-backed or equivalent authentication, device controls, time-limited sessions, backup testing and prompt revocation for leavers.
- Monitoring: alert on policy changes, failed logins, key events, unusual destinations, velocity spikes and provider incidents.
Example of a policy-controlled wallet
Ripple’s custody documentation states: “Every wallet in Ripple Custody (Wallet) is deposit-only by default. You must create at least one limit rule for an asset before you can send that asset from the wallet.” Its documented controls distinguish a limit rule, which caps outgoing amounts, an approval rule, which holds larger transactions for named approvers, and a Travel Rule rule, which requires information exchange before settlement. The exact labels and capabilities vary by provider, but the principle is broadly useful: sending must be denied until explicit limits and approvals are configured.

Step 5: Validate an XRP transfer
Use this procedure for a transfer to another company, a custodian or a counterparty. The beneficiary should supply settlement instructions through a trusted channel, but your team must verify them independently; a compromised email account can provide a perfectly formatted but fraudulent address.

- Collect the complete instruction. Obtain the XRP Ledger public address and, when required by the receiving service, the destination tag or memo. Confirm whether the receiving system expects a tag and what happens if it is omitted.
- Verify out of band. Call a known phone number or use another previously authenticated channel. Read the address and tag character by character, compare the result with the approved instruction and record the verifier.
- Check asset and network. Select XRP on the XRP Ledger, not a similarly named asset or an unsupported network. Confirm the amount, available balance and displayed network fee.
- Run compliance checks. Screen the beneficiary, address and transaction according to the company’s sanctions and AML policy. Complete Travel Rule exchange before settlement when the parties are VASPs and the applicable rules require it.
- Use dual approval. The requester submits the payment; an independent approver checks the beneficiary, amount, tag, compliance result and policy limit; authorized signers then release it.
- Send a test when proportionate. For a new address or large first payment, send a small amount, wait for confirmation and obtain the beneficiary’s acknowledgment before releasing the remainder. A test reduces operational risk but does not prove that a compromised beneficiary account is legitimate.
- Capture the transaction hash. Store the hash, ledger or confirmation details, timestamp, fee, approvals, Travel Rule evidence and custodian receipt. Do not treat a screenshot alone as settlement evidence.
- Reconcile. Match the on-ledger result to the custodian statement, payment request, bank or exchange record and general ledger. Escalate any discrepancy immediately.
Travel Rule and sanctions handling
When information exchange is expected
For VASP-to-VASP transfers, the sending and receiving providers generally exchange required originator and beneficiary information before settlement under applicable Travel Rule regimes. The exact data fields, thresholds and geographic scope depend on the law governing the parties. A transfer to a self-hosted wallet may follow a different process, but it still requires the company’s sanctions, AML and risk assessment.
How a controlled workflow behaves
Ripple documentation describes an integration in which an outbound transfer can be held until the Travel Rule exchange completes, failed exchanges can cause rejection, and inbound deposits can be quarantined pending compliance review. Design equivalent states in your procedure: pending information, approved, rejected and quarantined. No employee should bypass a pending state by manually releasing a transaction.
The documented XRP Ledger identifier for this integration is xrpl:mainnet/slip44:144. Record the identifier used by your provider and confirm that it matches the network selected in the transaction request.
Why XRP transfers are difficult to reverse
Public address and private-key signatures
The Federal Register filing explains that a recipient supplies a public key (address) and the sender authorizes the payment with a private-key signature. Anyone who obtains the signing capability can move the assets, while losing or deleting the private key without a usable backup may permanently eliminate access. Keep backups under a documented recovery process, test restoration without exposing production keys, and treat recovery material as highly restricted information.

Irreversibility
An SEC-filed XRP trust disclosure warns that on-chain transfers are generally irreversible. The XRP Ledger does not provide a routine “cancel” button after a valid payment has settled. Recovery normally depends on the recipient voluntarily returning funds or on a provider’s limited operational intervention before settlement; neither is guaranteed. That is why address verification, dual approval and a small test transfer belong before—not after—the full payment.
Off-blockchain entries have different evidence
An internal exchange transfer or pooled-wallet reallocation may change a provider’s records without creating an XRP Ledger transaction. The 2025 Federal Register filing states that such off-blockchain transfers are not recorded in or validated through the ledger protocol and therefore do not receive the same protocol-level record and validation. Reconcile both the contractual record and the on-chain record, and label each holding accordingly.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Reconciliation, reporting and ongoing monitoring
Daily or event-driven reconciliation
- Compare the custodian or exchange balance with the expected XRP quantity and identify any pending, failed or quarantined transaction.
- Match every on-chain hash to an approved payment request, beneficiary, fee and accounting entry.
- Investigate unexplained changes in wallet policy, address lists, API permissions, signers or key-management events.
- Check provider statements, service notices, insurance or assurance-report changes and unresolved support tickets.
Period-end controls
Freeze unauthorized policy changes during close, obtain an independent balance confirmation, document the valuation source and preserve evidence of ownership and segregation. Your accounting memorandum should distinguish XRP held directly on-chain from a contractual claim or pooled balance at a provider. Tax lots should include acquisition date, quantity, cost basis and fees under the company’s applicable rules.
Compliance monitoring
Monitor sanctions alerts, unusual counterparties, rapid in-and-out movement, failed Travel Rule messages, deposits from unexpected sources and custodian outages. Define who can suspend withdrawals, who informs senior management and when counsel or law enforcement is contacted. Preserve logs even when a transaction is rejected; a failed attempt can be important evidence.
Recommended Free Tools
Incident response and recovery plan
Wrong address, tag or amount
Immediately pause related withdrawals, notify the custodian and beneficiary through verified contacts, preserve the request and hash, and escalate to legal and compliance teams. Do not send a second “recovery” payment until the original event is understood. Because settled payments are generally irreversible, the practical recovery path may depend entirely on the recipient or provider.
Best Value
Suspected key or account compromise
Disable compromised users and API credentials, suspend withdrawals, rotate credentials through the approved process and move remaining assets only under the emergency quorum rule. Preserve system logs and endpoint evidence. Do not delete potentially relevant records or overwrite backups during the investigation.
Provider outage or insolvency concern
Follow the documented business-continuity plan, confirm whether assets are segregated, obtain a current balance and legal-ownership statement, and communicate through the provider’s incident channel. The company’s concentration limit should determine when exposure is reduced after service resumes; do not improvise a new destination during an outage.
Costs, supply facts and limits of comparison
The network fee and provider charges should be modeled separately. The 2025 Federal Register filing described an approximate transaction cost of 0.00001 XRP, but that is an approximate figure stated in that filing, not a promise for every future transaction. Trading spread, custody, withdrawal, banking, foreign-exchange and compliance costs can be materially larger.

- Mandate, exposure ceiling, liquidity requirement and exception authority approved.
- Legal, tax, accounting, AML and sanctions analyses documented for each jurisdiction.
- Venue and custodian entity, authorization, contract, segregation and insolvency terms reviewed.
- Execution, custody, insurance, reporting, support and fee comparisons retained.
- Corporate bank funding, quote, spread, fees, timestamp and accounting basis recorded.
- Wallet limits, named approvers, role separation, allowlists, backups and emergency suspension tested.
- Beneficiary address and destination tag independently verified; asset and network confirmed as XRP Ledger.
- Travel Rule information exchanged where applicable; screening result approved before settlement.
- Test transfer considered for a new destination; transaction hash and confirmation retained.
- Custodian, on-chain and general-ledger balances reconciled, with monitoring and incident escalation active.
Decision framework: exchange, custodian or self-controlled wallet
| Model | When it may fit | Principal risks to address |
|---|---|---|
| Institutional exchange balance | Frequent execution where liquidity and rapid trading are priorities. | Provider credit and insolvency exposure, pooled or off-chain records, withdrawal controls and concentration. |
| Qualified or trust-company custodian | Material holdings where segregation, independent safekeeping and governance are priorities. | Custody agreement, legal ownership, fees, withdrawal approval, service outage and recovery terms. |
| Company-controlled wallet | A treasury with mature security operations, tested key governance and a reason to control signing directly. | Permanent key loss, insider compromise, backup failure, compliance tooling and lack of an intermediary recovery path. |
| Split execution and custody | Companies seeking to reduce provider concentration while retaining institutional execution. | More complex settlement instructions, reconciliation, APIs, address management and operational handoffs. |
The safest choice is the model whose controls the company can operate and audit consistently. A technically sophisticated wallet is not safer if its recovery process, approvals and compliance evidence are weak.
