To buy or sell cryptocurrency in South Korea, first verify that the exact service and legal entity appear on KoFIU’s current reported virtual asset service provider (VASP) list. Then follow that provider’s current account, funding, order, and withdrawal instructions; requirements differ, and there is no universal onboarding or fee schedule. Before transferring crypto, check the destination and the provider’s current travel-rule and withdrawal requirements. Rules changed in 2026, so confirm the current position with the provider and official sources before acting.
Start by checking whether the provider is reported
South Korea’s Financial Services Commission (FSC) says operators serving domestic users must be reported to the Korea Financial Intelligence Unit (KoFIU) under the Specified Financial Transaction Information Act. Check KoFIU’s current reported-provider list before creating an account, sharing identity documents, or sending money or crypto.

The FSC’s June 24, 2026 notice said 28 VASPs were reported at that time. It named Upbit, Korbit, Coinone, Bithumb, and GOPAX among the reported services. Those names and the count describe the notice’s dated snapshot, not a guarantee that any service remains reported, accepts your application, or offers the same features today. Confirm the current listing and the exact legal entity behind the service you intend to use.

The FSC warned that overseas operators soliciting local customers and private exchange businesses may be unreported. It also cautioned against promotions promising guaranteed or unusually high returns, exclusive information, or a “global listing.” Do not send an unverified operator your identification documents, login credentials, private keys, or funds. The FSC’s June 24 notice explains the risk of loss, excessive fees, weak security, and limited recourse.

Compare providers on the details that affect your situation
There is no substantiated exchange-by-exchange fee, feature, or eligibility comparison in the official material cited here. Do not infer a ranking from brand recognition or from a service being named in a dated announcement. Compare the facts that apply to your own residency, banking, intended assets, and transfer plans, and verify them directly with each provider.
| What to check | How to use it in your decision |
|---|---|
| KoFIU reported status | Confirm the current listing for the exact service and legal entity. The FSC’s June 24, 2026 notice listed 28 providers at that time; that count is not a current guarantee. |
| Residency and identity eligibility | Ask the provider whether it accepts your residency status and identity documents. Uniform eligibility requirements were not established in the official material reviewed. |
| KRW funding and withdrawal | Confirm the current deposit and cash-out methods, any bank requirements, and whether they work for your circumstances. No universal linked-bank requirement was established. |
| Trading costs and supported assets | Check the provider’s current fee schedule, supported assets, order interface, and any transaction-specific charges before placing an order. No comparable exchange-by-exchange fee schedule was established. |
| Custody and transfers | Decide whether you will keep assets with the provider or move them to another reported provider or a personal wallet. Check withdrawal controls and what sender, recipient, destination, or purpose information may be required. |
Provider procedures and eligibility can change. Use the provider’s official instructions for your account and transaction rather than assuming that another exchange’s process applies to you.
Open and fund an account without assuming a universal process
The official sources discussed here do not establish one account-opening sequence, a single set of identity documents, a universal linked-bank rule, or a fee schedule that applies to every provider and customer. Your residency and banking circumstances may affect what is available. Treat the following as a decision sequence, not a promise that every provider offers the same screens or methods.

- Verify the service first. Check KoFIU’s current reported-provider list and match the service to its legal entity. Do this before giving the provider personal information or depositing funds.
- Check your eligibility. Read the selected provider’s current requirements for your residency status, identity documents, and banking situation. If its instructions do not clearly cover your circumstances, ask the provider before attempting to fund the account.
- Complete the provider’s own onboarding. Follow its current identity and account-verification instructions. Do not use another person’s account, share login credentials, or treat an informal message or referral as a substitute for official instructions.
- Confirm how KRW deposits and cash-outs work. Check the available methods, any bank requirements, timing, applicable limits, and charges in the provider’s current materials. Do not assume that depositing KRW or withdrawing it will work the same way across providers.
- Review the transaction before funding or trading. Confirm the asset or KRW amount, applicable fees, order details, and destination. If anything differs from what you expect, stop and check the provider’s instructions before proceeding.
For a small first transaction, the point is to confirm that you understand the provider’s process and that the displayed transaction details match your intention—not to assume that a small amount removes regulatory, market, or transfer risks.
Place a buy or sell order carefully
Use the selected provider’s current trading interface; the official sources do not establish a common screen layout or order type across services. Before confirming a buy, verify the asset identity, the KRW amount you intend to spend, the displayed price and fees, and the order details. Before confirming a sale, verify which asset you are selling, the amount, the order details, and the expected KRW or other proceeds shown by the provider.

- Check the asset, not just its name or ticker. Similar names can cause confusion, particularly outside a provider’s reviewed listing environment. The FSS warns that DEX users may encounter lookalike tokens; for a token on a DEX, verify its contract address rather than relying on a name alone.
- Check the amount and destination. Make sure a buy uses the intended KRW amount and a sale concerns the intended asset and quantity. For a cash withdrawal, confirm that the provider shows the intended destination and any relevant charges.
- Read the confirmation details before approving. Compare the asset, amount, price or order terms, fee information, and destination displayed at the final confirmation step with your intention. Do not approve a transaction you cannot identify or explain.
- Keep records. Save provider statements and transaction records needed to understand your activity and to ask the provider or a qualified tax professional about your own tax position.
Prices can move, and the FSS specifically warns that DEX markets may have sharp price moves and liquidity shortages. Do not treat an order screen, listing, promotion, or claimed return as a guarantee of price, execution, or profit.
Understand the 2026 transfer rules before moving crypto
Transfers can involve extra information checks beyond the wallet address. The FSC announced on August 11, 2026, that amendments strengthening VASP registration and anti-money-laundering requirements had been approved. Registration and retired-employee sanction provisions took effect on August 20, 2026; the FSC said the other changes take effect six months after promulgation. Because the effective date depends on promulgation and the rules may be implemented in stages, check the provider’s current transfer instructions and the applicable official requirements before sending.

The revised framework extends the travel rule to transfers between registered domestic VASPs regardless of size. For transfers from a domestic VASP to an overseas VASP or digital-wallet service provider, the FSC describes permitted cases subject to conditions, prohibits high-risk transfers, and requires reporting to KoFIU for transfers worth KRW 10 million or more. Reporting is part of the regulatory framework; do not assume that you personally file a report or that a transfer will be permitted simply because it is below that value. The provider can tell you what information or steps it requires for a particular transfer.
The FSC cited a March 30, 2026 policy proposal noting that about 60 percent of transfers between domestic VASPs in the second half of 2025 were below KRW 1 million. That statistic explains the policy context for extending the travel rule to transfers of all sizes; it is not a transfer limit or a statement about fees or individual account activity.
Before sending to another provider
- Check that the receiving service is the intended provider and confirm its current status and instructions.
- Ask the sending provider what recipient, destination, sender, or purpose information it requires. The information and process may depend on the destination and applicable transfer rules.
- Confirm the asset, network or transfer route requested by the receiving service, and the destination details shown by both services. Do not assume that a matching token name means two networks or addresses are interchangeable.
- Review current withdrawal limits, restrictions, processing steps, and charges with the sending provider before initiating the transfer.
- At the final confirmation, recheck the destination and transaction details. If the provider requests additional information or blocks the transfer, do not try to bypass its controls; contact the provider through its official support channel.
Before sending to a personal wallet
A personal wallet is different from an exchange account: you control the wallet’s keys and are responsible for securing them, preserving backups, and entering the correct transfer details. The cited regulator guidance does not make a hardware wallet a requirement or endorse any wallet brand. Self-custody is an optional choice, not a necessary step for buying or selling through a provider.

Check the wallet’s receiving instructions and the provider’s current requirements, including whether any recipient or destination information is required. Confirm the asset and destination details carefully before approving a withdrawal. Blockchain transfers can be difficult to reverse, so a mistaken destination or incompatible transfer route may leave you without a practical way to recover the funds.

The Financial Supervisory Service (FSS), in guidance hosted by the KDI policy information portal and dated June 16, 2026, warns that DEXs may lack listing review and can expose users to rug pulls, lookalike tokens, liquidity shortages, sharp price movements, and limited remedies after an incident. This is a different risk profile from choosing a reported domestic provider. A token’s availability on a DEX does not establish that it has been reviewed or that it is safe.
Before a DEX transaction, the FSS recommends checking token identity by contract address, concentration among the token’s largest holders, liquidity, and whether the asset is listed on other exchanges. Also inspect the transaction information and wallet approvals. Treat a request to approve a wallet permission as a separate decision: check what permission is being granted and whether it is necessary for the transaction you intend to make. Do not sign or approve a transaction you cannot understand.
There may be limited recourse if a DEX transaction goes wrong, and blockchain transfers can be difficult to reverse. That makes confirming token identity, destination, transaction details, liquidity, and permissions especially important before you act.
Check your tax position rather than relying on a blanket rule
The National Tax Service (NTS) states that a tax-law amendment passed in December 2024 postponed virtual-asset income taxation by two years. The NTS page cited here is specifically about non-residents and foreign corporations; it says certain income from transfers, lending, or withdrawals through Korean VASPs may be treated as Korean-source other income and describes withholding. It also notes that treaty relief may be available through an application.

Security checks and common reasons to pause
Pause if the operator or offer cannot be verified
- The exact service or legal entity does not match KoFIU’s current listing.
- A promoter urges you to act through an informal channel, provide credentials or private keys, or send funds to an address that is not confirmed through the provider’s official instructions.
- The offer promises guaranteed or unusually high returns, exclusive information, or a “global listing.”
The FSC warned that unreported operators may expose users to loss of funds, excessive fees, weak security, and limited recourse. Do not treat a warning-list omission, a referral promotion, or a professional-looking website as proof of authorization.
Pause if the transfer details do not line up
- The asset, destination, network or route, or amount differs between your intended transfer and the provider’s confirmation.
- The receiving provider’s instructions do not match the withdrawal options offered by the sending provider.
- You do not know what recipient or purpose information the provider is requesting, or why it is requesting it.
Do not guess at a destination or attempt to evade a provider’s checks. Reconfirm details with the provider using its official support channel. If a transfer has already been sent to a wrong or unrecognized destination, contact the sending provider promptly; do not assume a blockchain transfer can be reversed.
Pause if a DEX token or wallet request is unclear
Check the token’s contract address, holder concentration, liquidity, other exchange listings, transaction details, and wallet approvals. If those checks do not resolve uncertainty, do not approve the transaction. The FSS cautions that DEX users may have limited remedies after an incident.
