Review code by turning each approval or objection into a testable question: What behavior is intended, what supports that interpretation, and what evidence would show it works? A repeatable routine helps reviewers assess the change without mistaking a tidy diff, a passing test, or personal preference for proof of correctness.
How do you review code with evidence?
Begin with the change’s purpose, then follow the evidence available in its implementation, tests, and system context. Google’s Engineering Practices offers detailed guidance for its own review process; the routine below adapts that guidance into practical questions, not a universally validated checklist.

1. Establish the intended behavior
Read the change description and identify who or what should behave differently if the change is accepted. Translate the stated intent into observable outcomes, affected use cases, and relevant invariants—conditions that must remain true. If the goal or expected behavior is unclear, ask the author before judging the implementation.
2. Read enough context to understand the change
Inspect the diff, but do not assume the diff is the whole story. Follow the affected code into surrounding functions, callers, data structures, and system behavior as needed. Google’s reviewer guidance recommends considering the whole file and broader context when the change cannot be understood in isolation. If the change is hard to interpret, clarification is more useful than guessing at intent.

3. Compare the implementation with the claim
Ask whether the code actually produces the intended behavior and preserves the relevant invariants. Consider design, functionality, complexity, edge cases, concurrency, user impact, and the burden on future maintainers. A clean-looking patch is not evidence by itself that it is correct. For a user-facing change whose effect is difficult to infer from code, a demo may help establish what the author intends and what a user will experience.
4. Assess tests as evidence, not as a verdict
Check whether the tests cover the behavior that matters, whether they would fail if that behavior were broken, and whether the changed code could make them pass for the wrong reason. Look at the assertions and setup, not just the green status. Google Engineering Practices puts the principle plainly: “Tests do not test themselves, and we rarely write tests for our tests—a human must ensure that tests are valid.” Attribute that statement to Google’s official code-review guidance, not to an individual author.

5. Make uncertainty specific
When evidence is incomplete, identify the behavior or risk you are uncertain about and ask for the evidence that would resolve it. For example: “Could this return an empty result when the cache expires? Is there a test for that path?” or “I’m concerned these operations can interleave; can you walk through the ordering or add a test that demonstrates the intended behavior?” For races and deadlocks, simply running the code may not expose the problem; reason through possible execution orders.

Use the team’s applicable style guide and technical requirements. Distinguish a correctness, safety, or maintainability concern from a naming preference or optional polish. Google’s guidance favors technical facts and data over personal preferences; it also recognizes the need to improve code health without demanding perfection. Mark educational suggestions and nits as non-blocking when they do not need to delay a beneficial change.

7. Close the loop and cover expertise gaps
When a concern is resolved, make clear what evidence addressed it: a test, a code change, a demonstration, or a technical explanation. Record the scope of what you reviewed rather than implying that unread areas were checked. Notice and acknowledge sound decisions as well as defects. If a change touches a complex area outside your expertise—such as security, privacy, accessibility, internationalization, or concurrency—make sure a qualified reviewer covers that aspect.
What evidence is useful in a code review?
Different evidence answers different questions; none is automatically sufficient for every change.

- Capture key meeting information such as the topic and meeting objective
- Make a note of who did and did not attend
- Add your meeting minutes, notes, decisions, ideas, topics discussed and other important information you want to capture from the meeting
- Undated so you can record notes whenever you need to
- Plan for a productive meeting with an agenda, noting who is responsible for covering each item and tick each point off as it is discussed
- Code inspection helps establish how a path, condition, or state transition behaves. It is especially important when the risk depends on ordering or a rare edge case.
- Tests can show that specified cases behave as expected, provided their setup and assertions are meaningful and they would detect the defect in question.
- System context reveals assumptions that are invisible in a narrow diff, such as how callers use a function or how data moves through the system.
- A demo can clarify intended impact for a user-facing change when source code alone does not make the experience clear.
- Documented reasoning can explain a design trade-off or an invariant that a test does not readily express. Ask for the reasoning when it is needed to evaluate the change.
Choose evidence in proportion to the risk. A routine change may be straightforward to assess from code and focused tests; security-sensitive or concurrency-sensitive behavior may call for deeper reasoning or a reviewer with relevant expertise.

Google’s recommendations are authoritative descriptions of its engineering practice, but they are not a guarantee that the same process fits every organization. A 2018 mixed-method study, Modern Code Review: A Case Study at Google, drew on 12 semi-structured developer interviews and 44 valid survey responses. Its analyzed change dataset covered approximately 9 million changes by more than 25,000 authors and reviewers from January 2014 through July 2016; its comment dataset contained about 13 million comments collected from September 2014 through July 2016. These figures describe the study’s scope, not the effect of evidence-based questions on software quality.
The paper cautions that its findings may not generalize beyond Google. It does not establish that adopting a particular checklist or habit causes better outcomes, and the available evidence here does not provide an independent causal estimate for such an intervention. Treat the routine in this guide as a practical synthesis of review advice, then adapt it to the risks and responsibilities of your team.
