There is no universally best lineup or fixed upgrade order: your Headquarters (HQ) level, available heroes, squad roles, active season, and in-game costs all matter. Treat published guide recommendations as a starting framework, and confirm changing requirements in the live game.
Start with one primary squad
If you have plenty of Hero EXP but are unsure where to spend it, begin by choosing the strongest workable five-hero team from the heroes you already own. The aim is not to make every hero equally powerful. It is to get one squad ready for the campaign, events, and alliance goals you are pursuing now.

A Last War Vault progression guide dated March 24, 2026 recommends prioritizing HQ progression, then gear for the main squad, then stars for that squad, and only afterward developing a second squad. It also describes early-game investment in a mono-Tank squad as a common path. These are strategy recommendations, not mandatory game rules: whether a mono-Tank team is useful depends on your roster and the demands you face.

Choose for the team you can field
The official Last War: Survival Game roster displays troop types and roles for heroes. Its examples include DVA as Aircraft/Attack, Violet as Tank/Defense, and Marshall as Tank/Support. Those labels help explain why a lineup is more than a list of individually strong heroes: troop type and role are part of how a hero fits into a squad. The roster labels do not establish that any of these heroes is always the best choice.
Use the heroes you can actually field and develop. A theoretically attractive lineup is not useful if its required heroes are unavailable or its resource demands delay the squad you need. Before investing, check whether a hero fills a role your current team needs and whether the next upgrade is affordable alongside your other priorities.
Keep the second squad as a later project
A second squad becomes a sensible investment when the primary one is developed enough for your current goals and you can afford to divert resources. The Last War Vault guide uses a well-developed primary squad as the trigger rather than naming a calendar date or universal account level. That makes the decision account-specific: assess whether a second team would address a real activity or progression need, not simply whether you have unlocked more heroes.
Understand the six hero-growth systems
The July 2026 Last War Hub guide describes six layers of progression. The table summarizes its account of each system; it is third-party guidance, not an official rules page. Exact caps, costs, unlock conditions, and seasonal content can change, so check your in-game hero, weapon, and event screens before committing resources.

| System | Resource or method reported by the guide | What to verify in game |
|---|---|---|
| Level | Hero EXP; the guide says the level cap is tied to HQ level. | Your current hero level cap and the HQ requirement for the next level. |
| Stars | Hero shards; the guide reports a five-star maximum and about 975 shards to reach five stars. | The current shard requirement for your hero and the cost of the next promotion. |
| Skills | Skill medals; the guide names auto-attack, tactical, passive, and super sensory skills. | Which skill is available to upgrade, its cost, and whether the next level changes a useful effect. |
| Gear | Crafting and fusing gear; the guide describes four gear slots per hero and recommends prioritizing legendary gear. | Available gear, crafting or fusion requirements, and whether the upgrade helps the hero’s role. |
| Exclusive Weapon | A later system involving named shards and weapon levels; the guide associates unlocks and effects with five-star heroes and specific weapon levels. | Whether the weapon system is available to your account and the exact unlock and level requirements shown in game. |
| Awakening | A later progression layer with prerequisites and Season 6 targets described in the guide. | Current prerequisites and targets; season-specific requirements may have changed. |
The figures in that table are guide-reported, not a promise that your current screen will show the same costs or unlocks. In particular, treat the roughly 975-shard figure as an approximation from the 2026 Last War Hub guide, not a current exact price. Confirm the requirement for the specific hero in your game before planning around it.
What to upgrade first: a practical decision order
Use a priority order, not a rule that forces every account to buy the same upgrade next. The broad progression recommendation from Last War Vault places HQ progression ahead of main-squad gear, then main-squad stars, with a second squad later. The Hub guide separately emphasizes the interaction between HQ and hero level caps and notes that resource bottlenecks shift as an account progresses.
- Check the HQ gate. Look at the hero’s level cap and your HQ progression. If HQ is limiting levels, compare the cost of the relevant HQ progress with other upgrades instead of spending Hero EXP that cannot raise the hero further.
- Identify the primary squad’s current weakness. Decide whether its immediate obstacle is a level cap, a star promotion, a skill, or gear. Use the campaign, event, or alliance objective you are trying to meet as the test; do not upgrade a system just because it is available.
- Compare the next upgrade’s cost and benefit. Check the resource cost in game and what the next level, star, skill, or gear improvement actually changes. Favor an upgrade with a useful role-specific effect over one whose value is unclear.
- Spend scarce resources on the main squad first. Keep Hero EXP, shards, skill medals, and gear materials concentrated on the five heroes you rely on until that team meets your current goals.
- Reassess when a system unlocks or your goal changes. Exclusive Weapons and Awakening are later systems in the Hub guide’s progression description. Confirm their prerequisites and benefits on your account rather than diverting resources based on a season-specific target from a guide.
- Start the second squad only when it solves a need. Revisit the decision after the primary squad is well developed and a second team would support a real activity or progression goal.
How to allocate each scarce resource
Hero EXP: avoid leveling beyond the useful cap
Hero EXP raises levels, but the Hub guide reports that the cap is tied to HQ level. Check the cap before spending. If a hero cannot gain another level until HQ advances, reserve EXP for a hero who can still progress or for the moment the gate is lifted. Do not assume that a particular hero deserves all available EXP simply because the resource balance looks large; compare the hero’s role in the primary squad with the next available upgrade on the other four.

Shards are used for star promotions according to the Hub guide, which reports five stars as the maximum and approximately 975 shards to reach that point. The guide also says shards become more important later in progression. Since the total is approximate and the actual requirement can depend on what your game currently shows, check the promotion screen and count the distance to the next useful milestone before committing.

When choosing between heroes, favor a promotion that meaningfully advances your primary squad over scattering shards among several characters without a clear target. If you are unsure whether the next star changes anything important, inspect the displayed hero information before deciding. The available sources do not establish one universally optimal hero to star up first.
Skill medals: upgrade for role and effect
The Hub guide lists four skill types—auto-attack, tactical, passive, and super sensory—and recommends different skill priorities for tanks and damage dealers. It also associates skill medals with Arms Race rewards. Those priorities and reward details are guide-reported and may vary by season or current event rules.
For each primary-squad hero, inspect the skill descriptions and costs. Select a skill whose effect supports the role the hero performs in your lineup; do not spend medals evenly just to make all four skill levels look balanced. If a medal upgrade competes with an important star or gear investment, compare the displayed costs and the benefit you expect in the mode you are playing.

Consider gear across the whole primary squad. Improving one hero may be the right move when that hero is central to the lineup, but do not assume the most expensive available item is automatically the best use of materials. The useful question is whether the upgrade addresses the squad’s present weakness and whether it competes with a star or skill milestone that would matter more.
Named weapon shards and Awakening: verify before you save or spend
Exclusive Weapons and Awakening appear in the Hub guide as later progression layers, with weapon unlocks and effects associated with five-star heroes and particular weapon levels. The guide’s Awakening prerequisites and targets are specific to its Season 6 context. Use the live weapon and event screens to verify whether a system is available to you, what it requires, and what the next milestone grants. Do not treat a seasonal target as a permanent rule.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A simple framework for comparing two upgrades
When two upgrades both look worthwhile, compare them on five questions. This helps make the decision without assuming that every account should follow the same hero tier list or gear order.
- Account stage: Is HQ limiting hero levels? Is the relevant system unlocked for your account? Does the active season change the requirement?
- Squad contribution: Does the upgrade improve one of the five heroes in your primary lineup? Does it support that hero’s role, troop type, and formation fit?
- Marginal cost: Which resources does each option consume—Hero EXP, named or universal shards, skill medals, or gear materials—and what else could those resources unlock?
- Milestone effect: Does the next star, skill level, gear improvement, weapon level, or Awakening step unlock a documented benefit or materially change an effect shown in game?
- Current goal: Are you trying to advance in campaign or against a boss, contribute to alliance events, or improve in player-versus-player play? A useful role or counter can depend on the mode.
If the game does not show a meaningful benefit for an expensive step, compare it with a cheaper upgrade that helps the squad now. If neither option clearly advances your current goal, waiting is a valid choice; resources need not be spent simply because they are available.
Best Value
Common mistakes and how to avoid them
Spreading early resources across too many heroes
Developing many heroes at once can leave the primary squad short of the levels, stars, skills, or gear needed for current content. Keep a working list of the five heroes you use most and direct scarce upgrades there until the team is ready for your immediate goals. Reconsider the second squad when the first has reached a useful level of development, rather than on a fixed schedule.
Treating a guide’s order as a universal build
The Last War Vault guide’s HQ-to-gear-to-stars sequence is a broad progression recommendation. The Last War Hub guide organizes growth by systems and gives season-linked details. Neither establishes an invariant order for all accounts. If your live game exposes a specific cap, unlock, or objective, use that current requirement to decide which step is relevant.
Planning from an approximate shard total
About 975 shards to five stars is the Hub guide’s approximate 2026 figure, not an official fixed cost. The promotion screen for your hero is the practical source for the current requirement. Base a plan on the displayed next cost rather than assuming the approximate total guarantees a particular promotion date.
Following seasonal goals after the season changes
Some of the Hub guide’s weapon and Awakening advice is framed around Season 6. Because the guide’s update is dated July 20, 2026 and the game can change, check the current season and in-game prerequisites before using those targets. The official roster confirms selected hero labels, but does not validate third-party shard costs, seasonal recommendations, gear order, or weapon unlock rules.
Choosing a hero from a label alone
A role or troop-type label is useful context, not a complete ranking. The official roster’s DVA, Violet, and Marshall labels show examples of different combinations, but do not prove one hero is best for every player. Match a hero to your lineup, available resources, and the content you are trying to clear.
Quick checklist before you spend
- Is this hero part of the five-hero squad I am currently building?
- Is a HQ-linked level cap blocking the upgrade?
- What is the exact cost shown in game for the next level, star, skill, or gear step?
- What benefit does the next milestone provide to this hero’s role?
- Will this spend delay a more useful upgrade elsewhere in the primary squad?
- Is the recommendation tied to a season or unlock condition that I have verified on my account?
- Would the upgrade help with my current campaign, event, alliance, or player-versus-player goal?
The clearest supported rule is to strengthen a primary squad before dispersing investment across a second one. The exact lineup and the next best spend remain account-specific, so use current in-game costs and requirements to make the final call.
