How to Build an Enterprise AI Pilot with Claude: Data, Security, and Evaluation Steps

Build a Claude pilot as a bounded production experiment, not an open-ended chatbot rollout. Choose one workflow with a named owner, document the current process, classify every data flow, select the Claude surface and deployment route that fit your controls, lock down identity and retention, and evaluate representative work against a human-reviewed baseline. Define success thresholds, stop conditions, and approval gates before users receive access.

Claude is not one uniform service. Commercial API calls, Claude for Work and Enterprise conversations, Claude Code, and deployments through Amazon Bedrock or Google Vertex AI can have different storage, routing, feature, and administrative behavior. The product, contract, settings, model, endpoint, and integrations you choose determine what your organization must govern.

What an enterprise Claude pilot should prove

A useful pilot answers a narrow business question with evidence: can Claude complete this defined task at an acceptable quality, speed, cost, and risk level under our access and data rules? It should not attempt to prove that generative AI is generally safe or that every department is ready for automation.

Write a pilot charter before configuring anything

  • [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
  • Workflow: the exact task, such as drafting first-pass responses to a defined class of internal requests.
  • Users: the approved group, job roles, geography, and expected volume.
  • Allowed data: repositories, fields, attachments, and classifications that may be sent to Claude.
  • Human responsibility: who reviews, edits, approves, and sends the result.
  • Success thresholds: minimum correctness, completeness, cycle-time, and escalation scores.
  • Stop conditions: failures or incidents that pause the pilot immediately.
  • Approval path: security, privacy, legal, procurement, and operational sign-off required before launch.

These are organization-defined controls. Anthropic documents product capabilities, but it does not establish a universal pilot methodology or guarantee that a particular workflow will succeed.

Step 1: Choose a workflow narrow enough to measure

Start with a repetitive process that has a clear input, a reviewable output, and an accountable owner. A bounded workflow is easier to permission, evaluate, and stop than a general-purpose assistant connected to many systems.

Good pilot candidates

  • Summarizing a known set of documents for a trained reviewer.
  • Classifying or routing requests using a fixed taxonomy.
  • Drafting internal content from approved source material.
  • Generating code suggestions in a repository with mandatory human review.

Workflows to defer

  • Tasks that make unsupervised decisions about employment, credit, health, safety, or legal rights.
  • Processes requiring unrestricted access to an entire file estate.
  • Use cases where an incorrect answer cannot be detected or corrected before action.
  • Projects whose owner cannot supply examples, reviewers, or a measurable baseline.

Record the current baseline

Before enabling Claude, sample the existing workflow. Record quality using the organization’s normal acceptance standard, average and percentile cycle time, human minutes per item, rework, escalation frequency, and material error types. Preserve enough context to compare like with like. If the current process has no reliable measurement, create a small human-reviewed baseline rather than claiming an improvement later.

Step 2: Inventory and classify every data flow

Do not classify only the text typed into a prompt. Map the complete path: source systems, retrieval indexes, uploaded files, prompt templates, model input, model output, tool calls, application logs, exports, human review, backups, and deletion events.

Build a data-flow register

  1. List each source system and the fields the pilot needs.
  2. Mark whether data is public, internal, confidential, personal, regulated, secret, or otherwise restricted under your policies.
  3. Identify where files are copied, transformed, cached, indexed, or displayed.
  4. Record every connected tool and the permissions it uses.
  5. Specify who can view prompts, outputs, feedback, audit records, and exported files.
  6. Assign an owner and retention rule to each data store.
Data category Pilot treatment Required decision
Public or synthetic examples Suitable for initial technical testing Confirm that examples contain no hidden personal or confidential information
Internal business information Use only through approved sources and accounts Match access permissions to the existing role model
Personal or confidential data Minimize, redact, or tokenize where possible Obtain privacy and contractual approval for the selected service
Restricted or regulated data Exclude until the deployment, region, retention, and controls are explicitly approved Document the governing requirement and evidence of compliance

Account for retrieved and connected content

Retrieved documents can contain malicious instructions, stale facts, or data outside the user’s authority. Treat retrieved text as untrusted input. Preserve source identifiers, enforce authorization before retrieval, and require the application or reviewer—not the model—to decide whether an action is permitted.

Step 3: Select the Claude surface and deployment route

Choose the surface that matches the workflow and the controls you can operate. Confirm the exact model, plan, feature set, contract, and region during implementation; the label “Claude” alone does not establish data behavior.

Surface or route Relevant behavior or control Questions to resolve
Commercial Anthropic API Anthropic’s ordinary policy describes backend deletion of inputs and outputs within 30 days, subject to exceptions such as a different agreement, policy enforcement, or legal obligations. What agreement, logging, prompt caching, files, and integrations apply to this account?
Claude for Work Conversations can be saved to provide continuity. Customers can delete chats; retention depends on the selected settings and service. Which users, conversations, files, and exports are retained, and who can administer them?
Claude Enterprise Enterprise documentation lists SSO, domain capture, just-in-time provisioning, role-based permissions, audit logs, SCIM, and custom retention controls. Which controls are enabled, and how do they map to your identity and audit policies?
Claude Code through Amazon Bedrock Anthropic documents an enterprise route through Bedrock, with global or regional endpoint choices and integration-specific feature differences. Which model and endpoint are supported, where is traffic routed, and how are logs configured?
Claude Code through Google Vertex AI Anthropic documents Vertex AI as another enterprise configuration route for Claude Code. Are the intended features, identity controls, regions, and operational responsibilities supported?

Use a direct API when your team needs application-level control and can operate the surrounding security and observability. Use an enterprise workspace when managed user access, collaboration, and administrative controls are central. Use a cloud platform route when regional routing, existing cloud governance, or centralized procurement outweighs the complexity of platform-specific feature differences.

Step 4: Set retention, privacy, and contractual boundaries

Do not treat “zero data retention” as a universal switch

Anthropic states that approved zero-data-retention arrangements apply to the Anthropic API and products using a commercial organization API key, including Claude Code. The arrangement does not automatically cover Claude for Work, beta products, Workbench, persistent file services such as the Files API, explicit prompt caching, or third-party websites and integrations unless separately agreed or configured.

Create a written data-flow inventory before relying on such an arrangement. Include prompts, uploaded files, connected tools, application logs, feedback, human review, caches, and exports. A zero-retention term for one path does not erase copies created elsewhere.

Understand the documented retention distinctions

For commercial API use, Anthropic’s Privacy Center describes backend deletion of inputs and outputs within 30 days in the ordinary case, with exceptions for a different agreement, policy enforcement, or legal obligations. For Claude for Work surfaces that save conversations, saved chats are retained to provide continuity and can be deleted by the organization.

Claude Enterprise custom retention documentation states that the minimum configurable period is 30 days. The default is indefinite unless the organization sets a custom period; when a newly shortened setting is saved, data outside the new period is deleted. Reconfirm these product-policy details during contracting because settings and terms can change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Document the privacy role and training position

Anthropic states that, for Claude for Work, the customer is the controller of user-submitted data and Anthropic acts as processor under the commercial terms. Anthropic also states that it does not use Claude for Work data to train generative models. Treat both statements as vendor terms that must be checked against the organization’s governing agreement, selected services, and enabled features.

Step 5: Design identity, access, and audit controls

Enterprise controls reduce administrative risk, but they do not replace your own security review. Map each product capability to an internal control owner.

Control area Pilot implementation
Membership Restrict access to an approved group; do not open the pilot to an entire domain by default.
Authentication Use organizational SSO where available and require the organization’s authentication policy.
Provisioning Use SCIM or just-in-time provisioning when supported; define the removal process for transfers and departures.
Authorization Apply least privilege to source systems, tools, repositories, and export functions.
Administration Separate workspace, security, data, and application administrators where practical.
Audit Capture sign-ins, membership changes, tool use, configuration changes, and relevant prompt or output access according to policy.
Review and export Define who may inspect, download, share, or delete prompts, outputs, and evaluation records.

Establish operational procedures

  • Create a channel for reporting suspected data exposure, harmful output, or unauthorized tool activity.
  • Define response times, evidence preservation, notification duties, and rollback authority.
  • Review connected-tool permissions at launch and after every change.
  • Keep a current register of integrations, data paths, owners, and expiration dates.
  • Schedule access recertification during the pilot rather than waiting for production.

Step 6: Choose and verify the deployment architecture

Anthropic documents Claude Code enterprise configuration through Amazon Bedrock and Google Vertex AI. The route changes who operates identity, networking, logging, regional controls, model availability, and incident response. Confirm that the exact product surface and features needed by the pilot are supported on the chosen platform.

Amazon Bedrock routing choices

Anthropic’s Bedrock documentation distinguishes global endpoints, which dynamically route requests for availability, from regional endpoints, which route within specified geographies. It describes regional routing for the United States, European Union, Japan, and Asia-Pacific. For specified applicable models, Anthropic reports a 10% price premium for regional endpoints compared with global endpoints.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That premium is not the only trade-off. Regional endpoints may help satisfy data-routing requirements, while global endpoints may offer different availability or feature behavior. Verify the model identifier, endpoint identifier, supported features, region, quotas, logging configuration, and current price for the pilot instead of assuming that direct Anthropic API behavior is identical to Bedrock behavior.

Define the request path

  1. User authenticates through the organization’s identity provider.
  2. The pilot application checks the user’s role and source-system permissions.
  3. The application retrieves only authorized, relevant content.
  4. It removes or masks fields prohibited by the pilot charter.
  5. The request is sent to the selected Claude surface and endpoint.
  6. The response is validated, logged according to policy, and presented for human review.
  7. Approved results are written back only through a separately authorized action.

Step 7: Configure Claude Code or tool-enabled workflows safely

Tool use changes the risk profile because the model can influence code, files, or connected services. Anthropic’s Claude Code security guidance recommends reviewing suggested changes, using project-specific permissions for sensitive repositories, and auditing permission settings. It describes explicit user permission for actions beyond read-only behavior.

  1. Start with a dedicated repository, project, or sandbox rather than a broad production account.
  2. Grant read-only access first and add write or execution permissions only for a defined task.
  3. Require a human to inspect proposed diffs, commands, and file changes.
  4. Block secrets, production credentials, and unrelated repositories from the pilot environment.
  5. Record which tools are enabled, what each can access, and who approved it.
  6. Test refusal and escalation behavior with malicious instructions in repository content.
  7. Revoke permissions and rotate credentials when the pilot ends or an incident occurs.

Anthropic states that Claude Code prompts and model outputs are sent over the network and encrypted in transit. That statement does not establish encryption at rest; obtain the applicable storage and logging details for your deployment.

Step 8: Build a representative evaluation set

A demo is not an evaluation. Assemble a permissioned set of real or carefully sanitized examples that reflects the workflow’s actual distribution and risk.

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compose the test set

  • Routine cases: common inputs that represent normal volume.
  • Difficult cases: ambiguous, incomplete, long, or conflicting inputs.
  • Failure modes: stale sources, missing permissions, malformed files, and unsupported requests.
  • Safety cases: personal data, prompt injection, requests for unauthorized actions, and situations requiring refusal or escalation.
  • Holdout cases: examples hidden from prompt and workflow tuning so the final comparison is meaningful.

Have qualified reviewers define what an acceptable answer contains before scoring outputs. Keep the examples, labels, reviewer identities, and data permissions under controlled access.

Compare against the current workflow

Run the same cases through the baseline process and the Claude-assisted process. Keep the reviewer standard and available context comparable. Do not count fluent wording as correctness.

Measure What to record
Task success Whether the output completed the defined task without prohibited assistance.
Factual correctness Supported claims, calculations, citations or source references where required, and absence of invented facts.
Completeness Required fields, steps, exceptions, and caveats present in the result.
Time End-to-end cycle time and human review time compared with baseline.
Human effort Edits, rework, escalations, and approvals needed before release.
Error severity Minor defects separated from errors that could cause financial, legal, privacy, safety, or security harm.
Refusal and escalation Whether the system declines or routes cases that exceed its authority.
Operational reliability Timeouts, access failures, malformed outputs, rate limits, and recoverability.

Set thresholds and stop conditions in advance

Choose numeric or categorical thresholds that reflect the workflow’s consequences. For example, a low-risk drafting pilot may tolerate editing, while a workflow involving restricted data may require zero unauthorized disclosures and mandatory escalation for every ambiguous case. Define a maximum severe-error count, an incident trigger, a minimum reviewer acceptance rate, and a rollback owner before the first live test.

Report sample composition, exclusions, reviewer agreement, and limitations. Results from one workflow, model, prompt, tool set, or region must not be generalized to all enterprise use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 9: Run the pilot in controlled phases

Phase A: offline testing

Use the evaluation set without exposing end users to production data. Fix permission errors, prompt defects, missing source documents, and output-format problems. Review failures qualitatively, not only through an aggregate score.

Phase B: shadow or advisory use

Let approved users see Claude’s suggestion while the existing process remains authoritative. Capture whether users accept, edit, reject, or escalate each result. This reveals hidden effort and workflow friction that a model score misses.

Phase C: limited live operation

Permit Claude-assisted work for the defined group and data scope. Keep human approval mandatory, monitor the stop conditions, and hold regular reviews with the business, security, privacy, and technical owners.

Phase D: scheduled review

At agreed intervals, compare new results with the baseline and inspect incidents, near misses, drift in input data, access changes, and reviewer feedback. Pause if a stop condition is met; do not broaden scope simply because users are enthusiastic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 10: Decide whether to expand, hold, or stop

Decision Evidence required
Expand narrowly All thresholds met, no unresolved severe incidents, access and retention controls verified, and a named owner accepts residual risk.
Hold and remediate Potential value exists, but quality, permissions, data handling, or operational reliability misses a threshold.
Stop Unauthorized disclosure, unacceptable severe-error rate, inability to enforce human review, or failure of a mandatory contractual or security control.

Expansion should change one dimension at a time—user group, data class, workflow, tool permission, model, or region—so that new risk can be attributed and evaluated. Update the evaluation set whenever prompts, tools, source data, model versions, or deployment routes change.

Model and configuration change management

Keep a version record containing model identifier, deployment route, endpoint, prompt and tool configuration, data sources, evaluation results, incidents, and approval dates. Anthropic’s model-deprecation documentation recommends testing workloads against replacement models well before a retirement date. A pilot without this record cannot show whether a later change improved or degraded performance.

Re-test after material changes

  • Model replacement, version update, or endpoint change.
  • New retrieval source, connector, file service, or prompt cache.
  • Changed retention, logging, identity, or regional-routing settings.
  • New tool permission or write capability.
  • Substantial shift in the workflow’s input distribution or reviewer standard.

Common failure modes and practical fixes

“The demo looked good, but production quality is poor.”

The demo likely used easy or curated examples. Expand the evaluation set with routine, difficult, and foreseeable failure cases; score against a human-reviewed baseline; and keep a holdout set for final comparison.

“Users can access data they should not see.”

Inspect retrieval authorization and connector permissions. Enforce access before content reaches the model, reduce the source scope, remove inherited broad credentials, and test with accounts from each role.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“We signed a zero-retention arrangement, so every copy is covered.”

Trace files, caches, logs, exports, third-party integrations, and workspace conversations separately. Confirm which products and features the arrangement covers and set deletion controls for every other store.

“Regional routing is required, but a feature is missing.”

Verify the exact Bedrock model and endpoint feature matrix. Decide whether the missing capability can be removed, implemented in the application, or justified through an approved alternative route; do not silently switch to global routing.

“The model produces unsafe code or executes an unexpected action.”

Return to read-only access, tighten project-specific permissions, require explicit approval for non-read operations, review proposed changes, inspect repository content for prompt injection, and rotate affected credentials.

“The pilot shows improvement, but nobody can explain why.”

Preserve the baseline, test-set composition, prompt and model versions, reviewer rubric, and raw outcome records. Without that audit trail, an apparent gain may be caused by easier cases, extra human effort, or a changed acceptance standard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What a complete pilot package contains

  • Approved charter with owner, scope, thresholds, stop conditions, and approval path.
  • Data-flow register with classifications, permissions, retention, and integration owners.
  • Selected Claude surface, model, endpoint, region, contract terms, and feature limitations.
  • Identity, provisioning, role, audit, incident, export, and revocation procedures.
  • Permissioned evaluation set, baseline results, scoring rubric, and reviewer instructions.
  • Versioned prompts, tools, retrieval sources, model identifiers, and deployment settings.
  • Results report showing task success, correctness, completeness, time, effort, severe errors, refusals, and limitations.
  • Expansion, remediation, or shutdown decision signed by the accountable owners.

The defensible outcome is not simply “Claude worked.” It is a documented finding about one workflow, under one controlled architecture, with known data handling, measured performance, explicit residual risk, and a repeatable path for the next change.
