It should cover code-built agents, low-code automations, cloud-hosted agents, repository experiments, and agents supplied by external services. Give each record a stable identifier, a business sponsor, a technical owner, an explicit risk class, and enough operational detail to answer four questions: what is this agent for, what can it do, who is accountable, and how can we change or stop it?
The practical way to build one is to establish governance authority first, discover the estate from technical evidence, define a minimum record, assign two accountable owners, issue a unique identity, gate production changes, and continuously reconcile the registry with deployments, identity objects, permissions, and action telemetry.

What an AI agent inventory must accomplish
A spreadsheet of names is not governance. A useful inventory links an agent’s purpose to its capabilities, dependencies, permissions, operating environment, accountable people, and lifecycle state. The record must remain useful after deployment, when a model changes, an owner leaves, a permission expands, or an incident occurs.

Its succinct warning is, “You can’t govern what you can’t see.” An inventory therefore includes agents that are unfinished, inactive, ownerless, or outside the approved platform. Hiding those records creates a larger control gap than recording them as exceptions.

The control outcomes
- Accountability: a named business sponsor accepts the purpose and risk, while a named technical owner operates the implementation.
- Security: every agent has an auditable identity, bounded permissions, and traceable actions.
- Change control: model, prompt-policy, tool, data, permission, and ownership changes trigger appropriate review.
- Continuity: another team can support, suspend, or retire an agent when its original owner is unavailable.
- Evidence: approvals, reviews, incidents, versions, and retirement decisions are recorded rather than inferred from chat or code history.
Set authority and scope before collecting records
Name an executive governance sponsor and connect agent oversight to forums that already have authority, such as security, cloud, privacy, compliance, architecture, and service-management boards. A parallel committee with no ability to block a deployment will produce paperwork, not control.
Publish a policy that defines what counts as an agent. Include autonomous or semi-autonomous software that plans or takes actions, agents embedded in business workflows, retrieval-augmented assistants with write access, and externally hosted agents that use corporate credentials or data. Record prototypes and experiments, but mark their lifecycle state and restrict their permissions. Do not let “pilot” become a permanent exemption.
Define the inventory boundary
State which legal entities, regions, environments, business units, and external services are covered. Include development, test, and production; production-only inventories miss the agents most likely to be promoted without review. Decide whether a vendor-operated agent is represented as one organizational record, a linked service dependency, or both. The rule should be consistent and visible to discovery teams.

- API, network, data-access, endpoint, and application logs that show agent-like activity.
- Procurement, architecture-review, incident, and cost records that reference an automated service.
Tag each candidate as registered, unregistered, duplicate, inactive, ownerless, or unable to verify. An unregistered record is a finding to resolve, not evidence that the agent does not exist. Ask business units to attest to the candidate list only after technical discovery has produced a baseline.
Reconcile independent signals
Match names and identifiers across deployment inventories, identity objects, repositories, and telemetry. A single agent may have a product name, a repository name, a cloud resource name, and a service identity; store those aliases under one stable record. Investigate identities that call agent tools but have no registry entry, and registry entries that show no deployment or activity. Keep the evidence and the reconciliation date so an auditor can distinguish an inactive agent from an undetected one.
Design the minimum viable registry record
Use a stable identifier that never changes when an agent is renamed. Store the following fields at minimum; add regulated-data, regional, or contractual fields required by your organization.

Assign two accountable owners, then add specialist roles
Microsoft Entra Agent ID guidance states, “Assign a sponsor and an owner at creation time.” Treat that as a hard registration rule: an agent cannot enter production with either field empty.
| Role | Accountability |
|---|---|
| Business sponsor | Defines why the agent exists, intended users and acceptable outcomes, value, budget, acceptable use, and acceptance of residual business risk. |
| Technical owner | Administers identity, code or configuration, permissions, deployment, reliability, telemetry, upgrades, vulnerability fixes, suspension, and decommissioning. |
| Data owner | Determines whether data sources may be used, with what sensitivity, retention, residency, and sharing constraints. |
| Security or risk approver | Reviews threat model, privilege, external exposure, human-approval controls, and any documented exception. |
| Operations or service owner | Owns incident response, service levels, support routing, continuity, and operational communications. |
One person may hold more than one role in a small team, but the registry should still show each accountability explicitly. When ownership changes, preserve the previous owner, effective date, reason, approval record, and new owner. If a sponsor leaves, suspend new high-impact actions until reassignment is accepted; do not silently substitute a group mailbox.
Give every agent a unique identity and least privilege
Issue a distinct, auditable identity per agent instance. Avoid shared service accounts and human credentials because they prevent attribution and make emergency revocation risky. Bind the identity to the registry ID where the platform permits it, and record the identity object’s identifier, issuer, credential type, rotation date, and emergency-disable procedure.
Apply least privilege separately to APIs, data sources, tools, sites, and downstream systems. A read-only retrieval agent should not inherit write permission merely because another workflow needs it. Separate planning from execution when possible: let an agent propose a transaction while a policy service or human approves the consequential call. Set rate limits, network boundaries, allowed destinations, and time-bounded credentials. Review permissions whenever a model, tool, data source, owner, or business purpose changes.

Turn registration into a lifecycle gate
- Submit: the sponsor and technical owner create the record with purpose, environment, dependencies, data, permissions, risk tier, and intended users.
- Assess: security, privacy, architecture, and data owners review the controls required by the risk tier. Record questions and evidence in the registry.
- Approve: authorize development, test, or production separately. Production approval must name the approver, date, scope, and expiration or next-review date.
- Deploy: bind the approved identity and configuration to the deployment. Verify telemetry, action attribution, rollback, and emergency suspension before release.
- Operate: monitor usage, failures, cost, permissions, policy violations, and unusual tool calls. Link incidents and corrective actions to the stable ID.
- Change: trigger review for model or version changes, material prompt or policy changes, new tools or plugins, MCP servers, data sources, permissions, external exposure, owner changes, or expanded user populations.
- Expire or retire: at the review or expiration date, renew with evidence, restrict operation while reassignment is completed, or disable identities, revoke access, archive records, and document data and dependency cleanup.
Use automated gates where possible. A deployment pipeline should fail when the registry ID is missing, approval is expired, the technical owner is inactive, required telemetry is absent, or the artifact’s dependency versions differ from the approved record.
Use risk tiers to set review intensity
Classify agents using autonomy, data sensitivity, permission breadth, external exposure, user population, and business impact. The tier should describe the consequences of failure, not just the sophistication of the model.
| Example tier | Typical characteristics | Minimum controls and cadence |
|---|---|---|
| Low | Internal productivity, read-only access, non-sensitive data, no external users, reversible output | Owner and sponsor, basic security review, unique identity, action logs, annual or material-change review |
| Moderate | Broader internal use, sensitive business data, multiple tools, limited write actions or automated workflow steps | Threat model, data-owner approval, least-privilege test, monitored writes, rollback, at least semiannual review |
| High | Customer-facing, financial, HR, legal, safety, regulated data, high privilege, or irreversible actions | Pre-production testing, documented human approval for consequential actions, detailed traces, short review intervals, tested suspension and incident runbooks |
These labels are a local policy pattern, not a universal legal classification. Align them with applicable law, contracts, sector rules, and existing enterprise risk taxonomies. Microsoft’s maturity guidance likewise ties controls to agent criticality and expects escalation, lifecycle ownership, observable behavior, a central registry, and audit logging at higher maturity.
Make shadow-agent handling routine
Publish a safe disclosure path so employees can register an unapproved agent without automatic blame. Give the discovery team authority to quarantine credentials or network access when an unregistered agent presents material risk. For lower-risk findings, offer a time-limited remediation window with a named owner and due date.
Best Value
- Ownerless: identify the business process from logs and sponsors; restrict privileged actions until ownership is accepted.
- Inactive: verify no dependency remains, disable credentials, and retain the record for the required evidence period.
- Duplicate: compare purpose, permissions, dependencies, usage, and risk; consolidate only after sponsors approve the replacement and migration.
- Over-permissioned: remove unnecessary scopes, test affected workflows, and record the before-and-after authorization set.
- Expired: block renewal or deployment, notify the sponsor, and follow the suspension path rather than extending the date informally.
Compare implementation approaches by control coverage
Whether you build a registry, adopt a platform capability, or combine both, compare approaches on the controls that determine operational value:
| Evaluation axis | Questions to answer |
|---|---|
| Discovery coverage | Can it find code, low-code, cloud, repository, identity, and externally hosted agents, including experiments? |
| Identity integration | Can it issue or link unique identities, enforce credential rotation, and attribute each action? |
| Ownership workflow | Are sponsor and technical-owner assignment, reassignment, attestations, and ownerless handling built in? |
| Permission governance | Can it enforce least privilege, connect to data policies, show effective access, and detect excessive scopes? |
| Lifecycle automation | Does it gate approval, review, expiration, suspension, rollback, and retirement through APIs or pipelines? |
| Observability | Can it trace actions, context, tool calls, model versions, incidents, audit exports, and cost? |
| Dependency control | Does it track models, prompts or policies, plugins, MCP servers, APIs, indexes, data stores, and version history? |
| Scope and burden | What platforms are covered, what APIs are available, and what operating effort and total cost are required? |
A catalog that cannot connect to identity and telemetry is a directory, not a control plane. Conversely, a technically rich platform that cannot assign accountable business sponsorship will leave purpose and risk decisions unresolved.
Operate the registry with measurable checks
Set a review cadence and dashboard for control health. Useful measures include the percentage of active agents with both owners, percentage with current approval, agents past expiration, identities without a registry match, deployments without telemetry, privileged agents lacking recent access review, mean time to suspend an agent, and unresolved shadow-agent findings. Break results down by business unit and risk tier; an enterprise-wide average can hide a dangerous cluster in one department.
Reconcile on a schedule appropriate to risk. Daily or near-real-time checks suit high-impact agents and identity events; weekly checks may suit moderate-risk estates; low-risk records still need a defined periodic attestation. Every reconciliation should produce exceptions with an owner, severity, evidence, and due date rather than silently overwriting the registry.
A practical rollout sequence
First 30 days: establish the baseline
- Name the executive sponsor, policy owner, registry administrator, and escalation path.
- Approve the definition of an agent, required fields, risk factors, and production gate.
- Export candidate records from cloud, low-code, repositories, identity, gateways, catalogs, and logs.
- Assign provisional risk and status labels; prioritize ownerless and high-privilege candidates.
Days 31–60: make records actionable
- Require sponsor and technical-owner assignment for every active candidate.
- Bind stable IDs to identities, deployments, repositories, and telemetry.
- Complete data, permission, dependency, approval, and review fields for high-risk agents first.
- Implement change triggers and a documented suspension and incident procedure.
Days 61–90: enforce and improve
- Put registration and approval checks into deployment pipelines and platform workflows.
- Automate reconciliation and exception queues; report unresolved findings to accountable forums.
- Run an owner-reassignment and retirement exercise to test continuity.
- Measure coverage, attribution, review timeliness, and remediation speed, then adjust tiers and cadence.
Standards direction and governance maturity
The National Institute of Standards and Technology announced its AI Agent Standards Initiative on February 17, 2026, to support secure adoption and interoperability of autonomous agents. That initiative is standards direction, not a completed universal inventory schema; organizations still need a local record model and control policy.
A Microsoft whitepaper update dated May 11, 2026, added zone-based governance, sharing controls, owner reassignment, inventory, monitoring, and security reporting. These capabilities reinforce the same design principle: central visibility with controls that vary according to criticality. AWS guidance similarly presents an agent registry as a way to support discovery, reuse, and governance while preventing unnecessary duplication of capabilities.
Common failure modes and fixes
- Only production is inventoried: include development, test, prototypes, and external services, then label lifecycle state.
- The registry is voluntary: make a stable ID and approval evidence prerequisites for deployment.
- One “owner” is expected to do everything: separate business sponsorship from technical operation and add data, risk, and service roles.
- Names are treated as identifiers: issue immutable IDs and retain aliases across renames and migrations.
- Dependencies are omitted: record model, prompt-policy, tool, plugin, MCP, API, index, data-store, and external-service versions.
- Logs cannot prove who acted: bind every action to agent identity, context, time, requested operation, result, and approval.
- Review dates are ceremonial: block renewal or deployment when approval, owner, telemetry, or expiration requirements fail.
- Retirement means deleting a row: disable identities, revoke permissions, remove schedules and endpoints, address retained data, and preserve the decision record.
The operating principle
Build the inventory as a control plane, not an address book. One stable record, two accountable owners, a unique identity, explicit dependencies and permissions, evidence-backed approvals, observable actions, and an enforced path from creation through retirement give the enterprise a way to find agents, assign responsibility, limit harm, and safely scale useful automation.
