A reserve can reduce the chance that an unexpected bill forces you to borrow or sell investments at a bad time, though it cannot prevent every sale in every circumstance.
What an emergency fund is—and what it can do
The Consumer Financial Protection Bureau (CFPB) defines an emergency fund as “a cash reserve that’s specifically set aside for unplanned expenses or financial emergencies.” Examples include a car or home repair, a medical bill, or a loss of income. The purpose is to meet a genuine surprise expense without immediately relying on credit or money invested for longer-term goals. CFPB: An essential guide to building an emergency fund.

A cash reserve can make it less likely you will need to sell investments during a market decline, when prices may be lower than you hoped. It cannot guarantee you will never have to sell: the size and timing of a shock, and your household’s resources, still matter. Investor.gov advises investors to plan around liquidity, volatility, and risk tolerance rather than make rash decisions during downturns. Investor.gov: Don’t Panic, Plan It!

There is no single amount that fits every household. Begin with your own likely expenses and circumstances, rather than treating a popular month-count as a rule. CFPB recommends identifying common unexpected expenses and estimating what they could cost; even a modest initial balance can provide some security. Investor.gov gives examples of savings goals, including up to six months of income and three to six months of living expenses. These are examples of practices or goals, not universal prescriptions. The right target depends on your essential costs, income stability, plausible household emergencies, dependents, and other resources. Investor.gov: Save for a Rainy Day; Investor.gov: World Investor Week 2023 Investor Bulletin.
- List essential monthly expenses such as housing, utilities, food, insurance, and necessary transport.
- Think through the most plausible large surprises for your household, informed by past experience—for example, a repair, medical cost, or temporary income gap.
- Choose a first milestone you can reach, then set a larger target if your circumstances call for it.
- Revisit the target after a major change in income, housing, health, dependents, or other costs.
Keep this reserve separate from predictable annual bills, such as a recurring insurance premium, and from long-term investment goals. Those expenses need their own plan; treating them as emergencies can make it harder to know whether the cash reserve is adequate.

How to build the balance steadily
A repeatable contribution is usually more useful than waiting for a large amount of spare cash. Choose a manageable amount and a schedule that fits when money arrives and bills are due. CFPB suggests using automatic transfers, payroll deposits, cash-flow tracking, and occasions when extra money is available. Investor.gov also describes automatic savings deposits as a way to make saving consistent. - Pick an initial contribution. Set an amount small enough to sustain without missing essential bills or taking on expensive debt.
- Automate it. Schedule a transfer each payday or, if your employer and bank support it, direct part of your paycheck into a dedicated savings account.
- Match contributions to cash flow. If income varies, save more in higher-cash-flow weeks and plan transfers around bill due dates so the account does not cause an overdraft.
- Use occasional extra cash intentionally. You might direct part of a tax refund or another one-time surplus to the fund if doing so fits your priorities.
- Review and adjust. Increase the contribution when your budget allows, and update your target when household circumstances change.
If you have high-interest debt, balance saving with reducing that debt; Investor.gov discusses both budgeting and high-interest debt as part of financial planning. The appropriate balance depends on your immediate ability to cover emergencies and the cost of the debt. Investor.gov: Introduction to Investing.

Where to keep emergency savings
For money you may need quickly, prioritize safety and access over chasing the highest advertised yield. A bank or credit-union deposit account is a common choice. Confirm that the institution and account are eligible for federal deposit insurance, and check how coverage applies to your ownership category and total deposits. In the United States, CFPB says insured deposit accounts are covered up to $250,000 for the same owner or owners, subject to account and ownership rules; confirm current coverage with the institution or insurer. CFPB: What is a money market account?
Compare account options by how quickly you can withdraw, any transaction restrictions, fees and minimum balances, insurance eligibility, whether the rate can change, and any lockup or early-withdrawal penalty. A higher rate is of limited help if the money is not available when a bill comes due. Investor.gov notes the tradeoff between savings-account safety and accessibility and potentially higher returns elsewhere. Investor.gov: Save for a Rainy Day.

Savings accounts
A savings account at an eligible insured bank or credit union is generally straightforward to access, though rates may be lower than those of some alternatives. Check transfer timing, withdrawal methods, fees, and minimum-balance requirements before relying on a specific account.
Money market deposit accounts
A money market deposit account is a bank or credit-union deposit product; it is not the same as a money market mutual fund. Deposit insurance may apply to an eligible account within applicable limits. These accounts can have minimums or transaction restrictions, so confirm the terms with the institution. Money market mutual funds
A money market mutual fund is an investment, not an insured bank or credit-union deposit account. Do not treat its name as proof that the balance has deposit insurance or the same protections and access terms as a savings deposit. Check the fund’s risks and withdrawal process before considering it for money you may need promptly. CFPB: What is a money market account?
Certificates of deposit
A certificate of deposit (CD) holds a deposit for a specified term. It may suit money you can leave untouched until maturity, but accessing it early can trigger a penalty. Keep the portion you may need at short notice in a more accessible account, and read the CD’s term and penalty details before opening one. CFPB: What is a certificate of deposit (CD)?

Decide in advance that the fund is for a significant, unplanned need rather than routine spending or a predictable bill. A surprise repair, urgent medical cost, or loss of income may fit; a planned purchase or annual expense generally belongs in a separate savings category. The line can depend on the household, so use the purpose of the expense and the urgency of the need rather than a rigid checklist.
