Do not choose between “domestic” and “global” as if either label settles trust, capability, or risk. Build a portfolio by workload: reserve sovereignty-assured options for data, continuity, legal-control, or local-adaptation requirements; use global providers where tested capability, scale, availability, or cost better serve the job. Apply the same evidence-based tests, contracts, security controls, and exit requirements to every candidate.

There is no defensible universal percentage split. The right mix depends on your data, failure consequences, jurisdiction, operating model, and ability to switch. The framework below turns those variables into a procurement and governance process.

Why a portfolio is safer than a domestic-versus-global argument

An organization rarely has one AI workload. A public-information assistant, an internal drafting tool, a diagnostic support system, and a model embedded in a critical operational process have different consequences when they fail, leak data, become unavailable, or change behavior after an update.

A single-provider strategy can create concentration risk even when that provider is located in your country. A domestic provider may still depend on foreign chips, cloud infrastructure, software, staff, financing, or upstream models. A global provider may offer stronger tested performance, redundancy, and documentation for a particular task, while creating legal, access, or continuity concerns for another. “Domestic” is therefore a set of control questions, not a safety rating; “global” is not a synonym for insecure or unsuitable.

Use a portfolio when the workloads justify it. Keep common interfaces, portable data, documented dependencies, and contractual exit rights so that a change in one provider does not force a redesign of every application.

Define what domestic assurance means for your organization

Write the requirement before looking at vendors. Otherwise, “domestic” can become a marketing label that hides the actual issue. Record the degree of assurance needed on each of the following dimensions:

  • Data location: Where are prompts, uploaded files, logs, backups, and telemetry processed and stored? Are replicas or support records created elsewhere?
  • Ownership and control: Which legal entities own the provider, the infrastructure, and the model? Who can appoint management or direct operations?
  • Applicable law: Which jurisdictions can compel access, restrict service, or impose disclosure, export, sanctions, or data-transfer obligations?
  • Operational access: Which personnel and subcontractors can administer systems, read support data, or deploy updates? Where are those personnel located?
  • Supply chain: Can the provider identify critical hardware, software, model, and cloud dependencies and explain how they are controlled?
  • Incident and continuity control: Who responds to an outage or security event, and what happens if a foreign government or upstream supplier restricts the service?
  • Inspectability and change: What documentation, audit evidence, testing access, and notice of material model changes will you receive?

The European Commission’s Cloud and AI Development Act page describes four assurance levels that separate these questions rather than treating sovereignty as binary. The progression runs from processing and storage in EU-located infrastructure toward independence from third countries, EU ownership and control criteria, and full supply-chain transparency and control without third-country interference. The Commission presents this as a framework for public bodies to apply through risk assessment, not as a universal procurement mandate or a claim that every level is already binding law.

Adopt the lowest assurance level that genuinely meets the workload’s consequences, then document why. A low-risk public FAQ may need only controlled data handling and contractual safeguards. A system handling highly sensitive records or supporting essential services may require stronger control over infrastructure, operators, supply chain, and continuity.

Segment workloads before selecting providers

Create an inventory before issuing a request for proposals. For each use case, record the business owner, users, data classes, model tasks, integrations, expected volume, latency and availability targets, and the consequence of an incorrect, biased, unavailable, or manipulated output.

Suggested workload tiers

Workload profile Typical examples Selection emphasis
Low consequence, public or non-sensitive Public-information search, brainstorming, routine summarization Task quality, cost, usability, basic privacy, service reliability
Internal and sensitive Confidential drafting, employee support, proprietary analysis Data-use restrictions, access controls, retention, auditability, portability
Regulated or high-impact Decisions affecting eligibility, safety, health, finance, or rights Human oversight, explainability evidence, testing, legal obligations, incident response
Mission-critical or sovereignty-sensitive Essential services, emergency operations, strategic infrastructure Continuity under restriction, domestic control where required, independent recovery, tested failover

This is a practical synthesis of risk-based policy and acquisition guidance, not a mandated scoring model. Add local-language performance, domain adaptation, accessibility, and latency where they affect outcomes. Also rate how easily each workload can move to another model: a stateless text task may be portable, while a workflow built around proprietary tools, fine-tuning, or model-specific agents may be expensive to migrate.

Evaluate domestic and global candidates with one evidence rubric

Do not give domestic candidates a lower evidentiary bar or global candidates a presumption of superiority. Give every candidate the same representative data, acceptance tests, documentation requests, security review, and commercial analysis.

Decision axis Questions to answer Evidence to collect
Capability Does it meet task-specific quality, latency, language, reliability, and safety targets? Demonstrations, blind tests, error analysis, uptime records, change history
Data and legal control Where is data processed and stored? Who controls the provider and infrastructure? Which government-access rules apply? Data-flow diagrams, subprocessors, retention terms, ownership and jurisdiction disclosures
Security and resilience How are identity, encryption, isolation, vulnerabilities, incidents, backups, and continuity handled? Independent assurance reports, architecture details, incident procedures, recovery objectives
Transparency and compliance Can your team understand limits, intended use, model changes, and obligations that apply in your market? Technical documentation, evaluation results, risk assessments, support and notice commitments
Portability and lock-in Can prompts, data, workflows, configurations, and derived outputs move? What will migration cost? Export formats, API terms, transition assistance, termination and deletion clauses
Economics What is the total cost after integration, oversight, security, downtime, and switching are included? Usage model, implementation estimate, staffing plan, escalation fees, continuity cost
Ecosystem contribution Does the option build relevant domestic skills, research links, or trusted international collaboration? Training and support commitments, local delivery capacity, partnership terms

OECD’s 2025 account of US federal acquisition guidance supports this approach: conduct market research, require demonstrations and tests, use performance-based requirements, protect against lock-in, address data and intellectual-property rights in contracts, and continue oversight and value evaluation after award. Those are reported US federal acquisition practices; treat them as useful discipline rather than assuming they are binding requirements for every organization or country.

Design tests that reveal meaningful differences

  • Use a held-out set of real, representative tasks, with sensitive values removed or safely controlled.
  • Score factual accuracy, refusal behavior, harmful-output rates, language and domain quality, latency, throughput, and failure recovery.
  • Test degraded conditions: traffic spikes, provider updates, dependency outages, malformed inputs, and loss of network connectivity.
  • Have subject-matter experts review the errors that matter most, not only an average score.
  • Record model version, configuration, prompts, retrieval sources, test date, and acceptance threshold so results remain comparable.

Build the portfolio by workload and risk

After testing, assign each workload a primary provider, a fallback, and a reason for the chosen assurance level. A practical pattern is:

  • Sovereignty-assured lane: Use a provider or deployment that meets your required domestic control for highly sensitive data, critical continuity, local legal obligations, or a demonstrated need for local-language or domain adaptation.
  • Global-capability lane: Use a global provider when tests show materially better quality, scale, availability, specialist tooling, or economics and the data and legal controls are acceptable.
  • Dual or multi-provider lane: Keep two tested options for workloads where outage, policy change, or rapid model deterioration would be costly. Route only the data each provider is authorized to receive.
  • Non-AI or human lane: If no candidate meets the safety, control, or reliability threshold, do not deploy the model. A portfolio can include a manual process or deterministic software.

This recommendation is inferred from risk-based sovereignty frameworks and procurement guidance. No cited policy establishes a universal domestic/global allocation ratio, and domestic providers are not automatically safer or better for every task.

Use a decision matrix, not a nationality score

For each workload, set minimum gates before weighted scoring. For example, a high-impact system might require approved data handling, tested incident response, documented limitations, human review, and a tested fallback. Candidates that fail a gate should not win by compensating with a low price or a high benchmark score. Among those that pass, weight capability, control, resilience, portability, and total cost according to the workload owner’s risk assessment.

Keep the rationale in an approval record: requirements, test evidence, unresolved risks, accountable owner, expiry date, and conditions for re-review. This makes a later provider change a controlled decision rather than an emergency reaction.

Procure for optionality and an orderly exit

Switching is easiest when it is designed before the first contract is signed. Use this sequence:

  1. Map the dependency. Document every model endpoint, prompt template, retrieval index, fine-tuning artifact, safety filter, connector, log, human approval step, and downstream system.
  2. Separate the application from the model. Use an internal service layer where practical so applications call a stable interface while model-specific adapters handle each provider.
  3. Define data and output rights. State whether prompts, uploaded data, logs, embeddings, fine-tuning material, and derived outputs may be retained or used for training. Specify export formats and deletion evidence.
  4. Set performance and change terms. Include service levels, evaluation rights, notice of material model or policy changes, security obligations, incident deadlines, and remedies when requirements are missed.
  5. Require transition assistance. Agree on reasonable export access, documentation, support during migration, and a period in which data remains available after termination.
  6. Price the exit. Estimate engineering time, re-testing, re-tuning, data transfer, parallel running, user training, and temporary capacity. A cheap initial contract can be expensive if these costs are invisible.
  7. Exercise the plan. Run a scheduled portability or failover test. Measure whether data, prompts, workflows, and controls actually work with the fallback rather than assuming an API-compatible replacement is equivalent.

OECD’s account of federal guidance specifically highlights protections against lock-in, continued access to data or derived products, and contract oversight. Treat those provisions as operational requirements, not boilerplate.

Meet regulatory and documentation obligations

Location alone does not make an AI deployment compliant. For general-purpose AI systems placed on the European market, European Commission guidance describes provider obligations that can include documentation for authorities and downstream users, model evaluation, systemic-risk assessment, serious-incident reporting, cybersecurity, a copyright policy, and a public summary of training content. Whether a particular obligation applies depends on the provider’s role, the model, and the relevant market.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Downstream documentation should let your team understand intended tasks, integration requirements, input and output specifications, limitations, and available information about training data. Put a document review into procurement and renewal, and preserve the version that supported your approval. Ask providers to identify what changed when a model is updated; re-run acceptance tests when the change could affect safety, quality, data use, or legal exposure.

Assign lifecycle accountability

  • Business owner: defines the outcome, acceptable error, users, and value measure.
  • Security and privacy: approves data flows, access, retention, encryption, and incident handling.
  • Legal and procurement: reviews jurisdiction, intellectual property, liability, audit, change, and exit terms.
  • Model risk or safety function: oversees testing, human controls, monitoring, and risk acceptance.
  • Operations: monitors availability, latency, spend, drift, incidents, and fallback readiness.
  • Executive owner: accepts residual risk and decides whether a critical dependency is justified.

Review each deployment at a defined interval and after major model, provider, law, data, or business changes. Retire systems whose measured value no longer covers their operating and oversight cost.

What national strategies show about mixed approaches

European Union: graded sovereignty

The Commission’s proposed cloud and AI sovereignty framework is useful because it distinguishes infrastructure location, third-country independence, ownership and control, and supply-chain transparency. Public bodies are expected to select an assurance level through risk assessment. Do not present the framework as a blanket ban on foreign providers or as proof that one level is required for every workload.

Canada: sovereign capacity with foreign participation

Canada’s National Artificial Intelligence Strategy: AI for All calls for sovereign infrastructure operated under Canadian control and Canadian law, while also saying foreign investment will continue to be welcomed when it delivers clear benefits for Canadians. It describes collaboration with trusted allies rather than isolation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The underlying infrastructure must be operated under Canadian control and Canadian law — not dependent on platforms that can be restricted or withdrawn at the discretion of a foreign government.”

The same strategy says, “Even so, growing a sovereign alternative is critical to overcoming Canada’s technological vulnerabilities.” Its 2026 strategy page estimates that Canada may require 5.5 gigawatts of AI compute for commercial players by 2030. It also describes proposed partnerships offering 850 megawatts by 2030, with scaling capacity of up to 2.3 gigawatts. These are Canadian planning estimates and proposals, not delivered capacity and not figures that can be transferred to another country’s requirements.

United Kingdom: domestic development and international flows

The UK National AI Strategy, published in 2021, organized policy around ecosystem investment, diffusion and adoption, and pro-innovation governance. It supported domestic design and development while also describing international data flows. Use it as an example of how a country can pursue domestic capability without treating international collaboration as incompatible; it is not a current comparison of UK providers or market share.

Common failure modes and their fixes

Choosing nationality instead of controls

Failure: A team labels a provider domestic and skips checks on ownership, subcontractors, infrastructure, or government access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Require evidence for each assurance dimension and record the level needed for the workload.

Using one provider for every task

Failure: A convenience decision creates a single point of failure and forces sensitive and low-risk workloads into the same control model.

Fix: Segment workloads, approve multiple patterns, and maintain a tested fallback where the consequence of outage or restriction warrants it.

Accepting demonstrations without measurement

Failure: A polished demo hides weak performance on your languages, documents, edge cases, or latency profile.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Use representative, repeatable tests with documented versions and expert error review.

Leaving exit terms until renewal

Failure: Proprietary prompts, indexes, logs, and workflows make switching too costly when terms or performance change.

Fix: Specify export, deletion, transition support, notice, and migration testing in the initial contract.

Treating compliance documents as a one-time file

Failure: A model update changes data use, capability, or risk while the approval record still describes the old system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Version documentation, monitor changes, and trigger re-evaluation after material updates.

A practical implementation checklist

  • Inventory every proposed and existing AI use case.
  • Classify data, impact, regulatory exposure, continuity needs, and portability.
  • Define the required domestic assurance level for each workload.
  • Set minimum security, privacy, documentation, human-oversight, and performance gates.
  • Run the same demonstrations and tests for domestic and global candidates.
  • Record task results, limitations, model versions, and unresolved risks.
  • Select a primary, fallback, or non-AI path according to workload consequences.
  • Contract for data and intellectual-property rights, change notice, incident response, audit evidence, and exit.
  • Keep an architecture layer and data formats that support migration.
  • Assign owners for approval, monitoring, incidents, spend, and renewal.
  • Test failover and export before a crisis.
  • Review the portfolio after major provider, model, legal, data, or business changes.

The resulting strategy is neither a “buy domestic at all costs” rule nor a global-provider default. It is a documented set of workload decisions that preserves control where control matters, captures demonstrated capability where it helps, and keeps the organization able to change course.
