Build around the heroes you have unlocked and the ship you are improving. Match each hero to a suitable ship position, make sure the crew’s damage plan suits that ship, and invest in heroes you can actually develop. A late-game tier list is a poor beginner checklist: recruitment pools and availability can vary with game progress and server.

How to choose heroes for an early-game ship

Compare the heroes available to you on four things: their role, the ship position they fit, their damage type and synergy with the ship, and how developed they are—or can realistically become—on your account. A famous hero is not automatically the better choice if you cannot recruit or develop them. The current Sea of Conquest Heroes Guide likewise organizes hero evaluation around role, damage type, star level and availability; it is independent guidance, not an official ranking.

  • Role and seat: Use a hero where their role is intended to contribute, rather than filling positions without regard to fit.
  • Damage plan: Prefer a crew whose damage approach works with the ship you are building.
  • Development: When two options otherwise fit, favor the hero you can keep developing with your current account.
  • Availability: Check what you have actually unlocked and can recruit, not just what appears in a guide.

Assign the captain, First Mate and Gunner

Choose the captain first, then fill the First Mate, Gunner and any other available positions with heroes suited to those jobs and the ship’s plan. Pocket Gamer’s starting-player guide describes these roles and their corresponding optimal ship placements. Treat that as a role-placement principle, not a guarantee that every account has the same seats, heroes or unlock order.

For a practical choice between two heroes, ask which one fits the position, supports the ship’s damage plan, is more developed now and is more realistic to improve next. This is more useful early on than copying an endgame lineup whose key heroes or ships you may not have.

Use early story heroes as a bridge

Pocket Gamer’s guide, published on 1 February 2024, says players start with Henry Hells and obtain Jango as captain for the first additional ship through the story. Because that progression advice is dated, check your current game’s story rewards and unlocks rather than assuming the sequence is unchanged. Use early story heroes to make coherent crews while you build your own roster; do not treat them as a fixed long-term meta.

Develop a balanced fleet gradually

As your account grows, plan for more than damage alone. The Sea of Conquest Handbook fleet guide, updated in September 2026, points toward a fleet with damage, defense and support. That is a direction to grow into, not a requirement to field a particular three-ship formation at the start. Its specific examples may depend on ships and heroes an early account has not unlocked.

When deciding where to put a developing hero or ship, consider the value it adds to the fleet overall: damage contribution, ability to withstand pressure, or support for other ships. Build with the ships and heroes you have; expand the fleet’s roles as your roster allows.

Recruit with your current banner information

Recruitment advice can go stale because available pools and featured heroes may vary with game progress and server group. FunPlus’s official draw-probability disclosure describes guarantees and notes that pools can change with progression. Before spending recruitment resources, inspect the odds and pool shown for your active in-game banner; do not assume a hero listed in an older guide is available to your account.

Spend development resources on a coherent crew

Early on, favor a small set of heroes that already make a sensible crew for the ship you rely on, rather than spreading development across every unlocked hero or chasing an inaccessible roster. Keep the investment qualitative: the sources here do not establish universal beginner costs, star-level breakpoints or a single best upgrade order. Reassess when you unlock a better-fitting hero or a ship that calls for a different damage plan.

Sea of Conquest’s official game description presents crew formation and ship customization as core systems. For this task, the useful work is in those in-game choices; no accessory or physical product is established as necessary to build a stronger crew.
