How to Build a Short-Term Treasury Bill Ladder for Cash You May Need Soon

A short-term Treasury bill ladder can schedule portions of your cash to mature on different dates, but it does not make those funds immediately available before maturity. Keep an accessible cash buffer for uncertain or near-term expenses, then match each laddered amount to a bill that matures before you expect to spend it. At each maturity, take the proceeds rather than reinvesting if you need the cash.

What a Treasury bill ladder does

A ladder is a set of separate Treasury bill purchases with different maturity dates. Bills are sold at a discount or at par; at maturity, Treasury pays the face value. The difference between the purchase price and face value is the bill’s interest, paid at maturity rather than in periodic installments. TreasuryDirect explains bill terms and mechanics.

The ladder’s purpose is to schedule principal return, not to guarantee access before a bill matures. If your planned expense date or amount is uncertain, keep enough outside the ladder to cover it without relying on an early sale.

Choose maturity dates around your cash needs

Start with the dates you expect to need money, not with a bill term that sounds convenient. Regular Treasury bill terms are 4, 6, 8, 13, 17, 26, and 52 weeks. Bills from 4 through 26 weeks are auctioned weekly; 52-week bills are auctioned every four weeks. Auction and issue dates affect the actual maturity date, and Treasury says holidays or special circumstances can change the regular pattern. Check the official auction schedule before placing an order.

  1. List expected expenses. Write down the amount and date for each known cash need. Separate money that must remain immediately accessible from money that can stay invested until a specified maturity.
  2. Set the ladder horizon. Use the latest expected date you need the laddered funds, and choose actual maturity dates that occur before the corresponding spending dates.
  3. Set rung sizes. Allocate each amount to the maturity that fits its expected use. Equal-size rungs are simple, but not required; match amounts to likely expenses.
  4. Verify dates. Check current auction and issue information rather than assuming that a nominal term will mature on the exact date you want.

Hypothetical example

Suppose you have a separate cash buffer and expect to use portions of the remaining money in roughly one, two, and three months. You could divide only the ladder portion among bills with maturity dates near those spending dates, after checking the auction calendar. This is an illustration, not a promise that a particular bill term will mature exactly one, two, or three months from purchase.

Choose where to buy and hold the bills

TreasuryDirect offers direct purchases with a $100 minimum and $100 increments. A TreasuryDirect-held marketable security must remain there for 45 days before it can be transferred or sold. That restriction means a 4-week bill purchased there cannot be sold early through TreasuryDirect. Treasury says a bill may be held to maturity or sold earlier; an early sale must be arranged through a bank, broker, or dealer. See TreasuryDirect’s rules for selling marketable securities.

If you might need to sell before maturity, compare the intermediary’s custody, sale process, costs, and settlement arrangements before buying. The terms vary by provider, so do not assume a broker’s fees, minimums, settlement timing, or automatic reinvestment options from TreasuryDirect’s rules.

Plan what happens at each maturity

Before buying, decide whether each rung’s proceeds should go to your linked bank account or be reinvested. Direct the proceeds to your bank when you need them for a planned expense; reinvest only money that is not yet needed. TreasuryDirect permits bill reinvestment into another bill of the same term, and its scheduling window closes four business days before maturity. The available number of scheduled reinvestments depends on the bill term and is limited; TreasuryDirect lists the reinvestment rules and limits.

Do not roll a rung simply because reinvestment is available. If the new bill would mature after the date you need the money, take the maturity proceeds instead.

Understand the trade-offs

  • Liquidity: A bill ladder sets maturity dates, but does not provide the same immediate access as cash in a bank account. Selling early introduces a sale process and may mean accepting a different price than face value.
  • Rate changes: A bill held to maturity pays face value, but its purchase price determines the interest earned. Future auction rates are not fixed when you build the ladder, so later rungs may be issued at different rates.
  • Timing: Actual dates depend on auction and issue schedules, which can shift around holidays or special circumstances.
  • Taxes: TreasuryDirect says bill interest is subject to federal tax and exempt from state and local taxes. This is general U.S. tax treatment, not individualized tax advice.
