Keep those scenarios separate from the amount you submit: a generic contingency reserve is not automatically allowable on a federal grant.
The method below is aimed primarily at U.S. federal applications. The funding opportunity notice (NOFO), current agency forms and your institution’s sponsored-research office control the final answer for any specific proposal.
What a resilient grant budget actually does
A budget that withstands uncertainty is not the largest budget, nor one with an unexplained percentage added “just in case.” It is a traceable financial model of a defined research plan. An evaluator should be able to move from an aim to a work package, from that work package to the people and resources required, and from each resource to a documented estimate and applicable cost rule.

Resilience has two layers:
- Submission defensibility: the requested costs are necessary for the proposed scope, comply with the NOFO and agency instructions, and are justified in the required format.
- Execution flexibility: your team has already identified which work, effort or timing can change if the award is smaller, delayed or more expensive than expected.
These layers should not be confused. An internal scenario delta can be useful for decision-making while being inappropriate to place in a submitted federal budget. Whether a particular reserve, escalation or cost category may be requested is an opportunity-specific question.
Start with scope, not a target dollar amount
Define the minimum viable scientific plan
Before opening a budget form, write down the aims, work packages, milestones, project period, sites, collaborators, participant or sample requirements, and final deliverables. For every work package, identify the minimum people, time, materials, equipment, data, travel and services needed to complete it.

This reverses a common failure mode: beginning with a preferred top-line figure and attempting to spend it. The NIH parent R01 notice PA-25-301 provides a useful, mechanism-specific example: the application budget should reflect actual project needs, and the project period should follow the scope, subject to that notice’s maximum. It is not a universal rule for every NIH mechanism or sponsor, so check the live NOFO.
Map dependencies and hard deadlines
Mark dependencies that can make a seemingly small reduction consequential. For example, a recruitment milestone may require a minimum coordinator effort; a sequencing work package may depend on a particular instrument; a multi-site analysis may require a subaward before data collection begins. Record which deliverables are core, which can be delayed, and which can be removed without invalidating the research question.

Read the budget section of the specific NOFO and the agency’s current application instructions before choosing a form, category, escalation assumption or indirect-cost treatment. NIH instructions identify exceptions to the modular-budget form and direct applicants back to the NOFO. A familiar category from another opportunity is not evidence that it is available in this one.
Build a traceable cost ledger
Use one working ledger for the estimate, even if the sponsor later requires several forms. Each row should identify the item, the work package it supports, the period in which it is needed, the estimation basis, the source and date of that basis, the responsible person, confidence level and any rule that could change its treatment.
| Ledger field | What to record | Why it matters under uncertainty |
|---|---|---|
| Work package | Aim, task or milestone supported | Shows what can be protected or reduced if funding changes |
| Cost item | Role, supply, service, travel, equipment or other resource | Prevents an unexplained aggregate request |
| Estimate basis | Salary scale, fringe rate, quote, usage assumption or institutional rate | Allows a refresh when an assumption expires |
| Source and date | Quote, rate agreement, catalog or internal record and its date | Shows whether the value is still current |
| Timing | Budget period, start dependency and duration | Reveals exposure to a delayed start or schedule slip |
| Confidence | High, medium or low, with the reason | Focuses review on volatile estimates |
| Rule check | NOFO, agency instruction, institutional policy or rate requirement | Separates a plausible price from a requestable cost |
Personnel and fringe
Calculate effort by person and budget period rather than using a single staffing total. Record appointment type, salary basis, committed person-months or effort percentage, fringe treatment and the work package supported. If a start date moves, period-based salary and fringe estimates should be recalculated rather than carried forward automatically.
Supplies, materials and participant-related costs
For consumables, document quantity, unit price, expected usage and the date of the price check. For participant or trainee support, state the number of participants or trainees, the basis for the rate and the activity that requires it. Recruitment or enrollment uncertainty belongs in the scenario plan; it should not be hidden in an unlabeled reserve.

Travel, services, data and publication costs
Connect each trip, external service, data purchase or publication expense to a milestone and explain why it is necessary. Note assumptions that can move, such as meeting dates, shipping, service capacity, exchange rates for international work or a change in the number of sites.
Equipment, instrumentation and software
Identify the capability required, why existing resources are insufficient, the timing of acquisition and the work packages that depend on it. Do not assume an equipment threshold or category definition is universal. DOE Office of Science materials surfaced in the federal application guidance use differing thresholds in separate instructions, which is a practical warning to follow the live NOFO and its form instructions. Software should be tied to the proposed activity; DOE examples include software that is directly necessary, subject to the applicable cost principles.
Subawards and collaborators
Obtain a scope, budget and justification from each subrecipient early enough to test timing and dependencies. Track whether the subaward begins at project start or after a milestone, and identify what happens if its statement of work or start date changes. The prime budget should explain the relationship without double-counting costs.
Separate direct costs from F&A correctly
Use the sponsor’s definitions and your institution’s negotiated rate agreement to distinguish direct costs from facilities and administrative (F&A) costs. Record the rate, base, exclusions and period that apply. NIH instructions say applicants should use current negotiated-rate information; an organization without an established rate must follow the instructions for its circumstances.
Never infer a universal equipment threshold, rate base or exemption from a different agency form. The same label can be treated differently across mechanisms. Ask the sponsored-research office to confirm the rate and any required exclusions before the final submission.
Apply the four federal cost tests
For a U.S. federal award, test each proposed cost for reasonableness, allocability, allowability and consistent treatment. DOE Office of Science application guidance states these four requirements and references the federal cost-principles framework in 2 CFR 200. Grants.gov describes 2 CFR 200, the Uniform Guidance, as the government-wide framework for federal-award administrative requirements and cost principles.
Reasonable
Ask whether a prudent person would pay this amount for the required resource under the circumstances. A current competitive quote, an institutional salary scale or a documented usage calculation is stronger support than a rounded amount chosen to fill a category.

Allocable
The cost must benefit the specific project in proportion to the amount charged. If an instrument, employee or service supports several activities, document the allocation method instead of assigning the whole amount to one award without a basis.

Check the governing cost principles, the NOFO, agency instructions and award terms. DOE examples such as salary support, fringe, project travel, required instrumentation or equipment, and directly needed materials or software illustrate categories that may be allowable; they are not blanket permission.
Consistent treatment
Apply the same accounting treatment to comparable costs whether they are charged to a federal award or supported by institutional funds. A cost should not be classified as direct merely to move it onto the grant if your institution normally treats it as an indirect cost.
Model uncertainty with explicit scenarios
Keep one baseline estimate and list the assumptions that could move it. Scenarios are an internal planning tool: they show the operational consequences of a lower award, a delayed start or higher costs without disguising those consequences as an unsupported contingency line.
| Scenario | Question to answer | Required operational detail |
|---|---|---|
| Base case | What is required to deliver the full proposed scope? | People, effort, timing, milestones, recruitment or sample plan and deliverables |
| Lower award | What can be reduced while preserving the core question? | Work packages removed or deferred, revised staffing, sample or recruitment effect and schedule |
| Delayed start | What changes if the project begins later than planned? | Revised person-months, period-based costs, procurement timing and milestone dates |
| Higher-cost case | Which assumptions fail if prices or service costs rise? | Items affected, available substitutions, effect on scope and decision trigger |
Track the drivers that matter
Common planning drivers include salary or fringe changes, quote validity, enrollment or recruitment rates, supply prices, shipping, exchange rates for international work, subaward timing and schedule slippage. These are not automatic escalation rules. They are prompts to identify which estimate must be refreshed and what scientific consequence follows.

- If the start date shifts, recalculate personnel months and other period-based costs for the actual project period.
- If recruitment falls behind, define whether the response is more time, a revised sample plan or a milestone change requiring sponsor approval.
- If a key vendor or subaward cannot start on time, identify an approved alternative and the effect on deliverables.

Keep internal reserves separate from the submitted request
An internal reserve or scenario delta can help leadership test affordability and protect the core plan. It should appear in the submitted federal budget only when the specific opportunity and applicable rules permit the proposed cost and the justification supports it.
The federal guidance described here does not authorize a blanket contingency percentage or generic reserve. Do not label an unexplained amount “contingency” and assume it will be accepted. Instead, identify the underlying, allowable need—for example, a documented quantity, an identified service or an approved personnel period—and verify its treatment with the funder instructions and your institutional grants office.
Understand NIH modular-budget constraints when they apply
NIH Forms Version I instructions retrieved in 2026 state that modular budgets are requested in $25,000 direct-cost increments, generally up to $250,000 per budget period, with exceptions. The same instructions say modular budgets do not receive future-year escalations and that annual module variations require narrative justification. These are volatile, mechanism-specific form rules, not a general federal budgeting rule. Confirm the current forms and NOFO before relying on them.

If the opportunity uses a detailed (non-modular) budget, do not force costs into modules. Use the categories and justification fields required by that form.
Write a justification an evaluator can audit
Organize the narrative in the order the work occurs. For each category, name the resource, quantify the effort or quantity where the form permits, identify the work package and explain why the cost is necessary in that period.
Personnel narrative
State each person’s role, effort and responsibilities. Explain why the level of effort matches the milestones and identify any annual variation. Avoid describing a person without connecting their time to a deliverable.
Best Value
Equipment and materials narrative
Describe the capability, quantity or specification, acquisition timing and the work package that uses it. Explain why existing institutional resources do not meet the need when that distinction is relevant.
Travel and services narrative
Connect travel to a required meeting, field activity, training or collaboration. For consultants, vendors and data services, state the task, deliverable, basis for the estimate and relationship to the project schedule.
Consortium and additional explanations
Explain the subaward’s scope, effort and period, and reconcile its amount with the prime budget. Add the narrative explanations required by the form, including reasons for annual differences in modular budgets when applicable. NIH application instructions specifically call for budget justification and describe personnel, consortium and additional narrative justifications; Grants.gov form guidance also identifies categories that require justification where applicable.
Compare scope options before choosing a response
When two plans could fit different award amounts, compare them on the same axes instead of comparing totals alone.
| Comparison axis | Questions |
|---|---|
| Scientific content | Does each option preserve the core research question and essential deliverables? |
| People and time | Which roles, effort levels and project periods are required? |
| Milestones and data | What happens to recruitment, sample size, sites, analysis or schedule? |
| Compliance | Does each option fit the NOFO’s eligibility, caps, cost rules and form constraints? |
| Evidence quality | Are quotes, rates and quantities current, and which estimates have low confidence? |
| Operational risk | What failure would trigger a scope change, and who decides? |
This comparison makes a lower-cost plan defensible without pretending it delivers the same work. It also gives the principal investigator and administrator a shared basis for negotiating scope if the sponsor offers a reduced award.
Use a final pre-submission checklist
- Read the current NOFO, agency instructions and required form version.
- Confirm that aims, work packages, milestones and project period drive the budget.
- Trace every requested line to a work package and a documented estimate.
- Record quote, rate, quantity and timing sources with their dates.
- Apply reasonableness, allocability, allowability and consistent-treatment checks.
- Verify direct-cost, F&A, equipment, subaward and participant-support treatment.
- Build at least a base, lower-award and delayed-start scenario internally.
- Document which deliverables, effort and timing change in each scenario.
- Remove any generic reserve that the opportunity does not expressly support.
- Reconcile totals between institutional worksheets, sponsor forms and justifications.
- Have the sponsored-research office review unusual costs, rates and interpretation questions.
- Save the assumptions and source dates so the estimate can be refreshed after an award decision.
What to do when the award or timing changes
The award is lower than requested
Start with the pre-ranked scope options. Protect the work that answers the core question, then adjust staffing, recruitment, sites, sample size or timing according to the documented scenario. Ask the sponsor whether a revised scope or budget requires prior approval; do not silently substitute a different project.
The award starts late
Recalculate personnel months, fringe, procurement timing, subaward periods and other costs tied to the project period. Refresh quotes that have expired and revisit milestones that depended on an earlier start.
A cost rises after submission
Identify the affected work package, determine whether an allowable substitution exists and assess the effect on deliverables. Follow the award’s rebudgeting and prior-approval rules before moving funds or changing scope.
A planned cost is rejected
Do not defend it solely because it appeared in the application. Ask which rule or term controls, document the decision and select an alternative that passes the same four cost tests.
