How to Build a More Diverse Academic Applicant Pool

A more diverse academic applicant pool is built before screening begins: define the genuine academic need broadly enough to avoid unnecessary barriers, explain requirements clearly, recruit through networks beyond the committee’s usual contacts, and evaluate every application with pre-agreed, job-related criteria. Monitor aggregate movement through the funnel only where local law and institutional policy permit. No single tactic guarantees a representative pool, but a deliberate process can make it more likely that qualified people hear about the role and can compete fairly.

What “a more diverse pool” should mean in your search

Diversity is not a universal checklist. Define the relevant population in the context of the institution, discipline, location and role. A chemistry search, a creative-practice appointment and a clinical faculty position may have different labor markets and different barriers to participation. Group categories also differ across jurisdictions; terms used in Canadian, UK and US guidance should not be treated as interchangeable.

The practical objective is twofold: qualified people should learn about the opportunity and be able to judge whether their expertise fits, and the committee should assess applicants against transparent, job-related evidence. Outreach is not a promise of selection, and demographic information used for aggregate monitoring must not become an informal selection criterion.

1. Define the real academic need before writing the advertisement

Start with the work the appointment must do

Agree on the teaching, research, creative, clinical and service responsibilities that genuinely require a new appointment. Identify the knowledge, methods, credentials or experience that are essential on the first day and those that can be developed after hiring. This prevents a familiar career profile from being mistaken for a necessary qualification.

UC Davis Academic Affairs recommends defining a position broadly enough to support a large, diverse pool while preserving the unit’s academic needs. Cornell’s faculty-recruitment guidance similarly advises describing strategic scholarly areas and desired experience without adding restrictions that deter qualified candidates.

Test every restriction

For each proposed requirement, ask:

  • Does it predict successful performance of a stated responsibility?
  • Is it required at appointment, or merely convenient for the committee?
  • Could competent candidates demonstrate the same capability through another discipline, method, institution or career path?
  • Would removing it broaden the pool without misrepresenting the job?

Broaden the scholarly scope only where the committee will honor that flexibility. Advertising an open field and then favoring one narrow subfield creates a misleading process and discourages applicants who took the description at face value.

2. Write a position description applicants can actually use

Separate requirements from preferences

Label minimum qualifications, preferred qualifications and conditions of employment separately. University of Toronto guidance recommends considering whether a qualification truly needs to be “required” and explaining what each category means. Applicants should be able to determine whether they are eligible without guessing which informal standards the committee will apply.

Describe the role, not just an aspiration

An inclusion statement cannot substitute for practical information. Explain:

  • the appointment’s rank, term, workload and principal duties;
  • the teaching, research, creative, clinical or service context;
  • the disciplinary or methodological range the department will consider;
  • required documents and any format or length limits;
  • the application deadline, contact point and selection stages, if known; and
  • how evidence will be considered.

Use precise, job-related language and avoid coded phrasing that implies a preferred personality, prestige signal or uninterrupted career history. State whether equivalent qualifications may satisfy a requirement. If a qualification is genuinely non-negotiable because of accreditation, regulation or the work itself, explain that constraint accurately.

Make the application proportionate

Every requested document creates work and can affect who applies. Request evidence that informs the stated criteria. If a teaching statement, research plan, diversity statement, portfolio or clinical record is required, explain its purpose and any evaluation dimensions. Avoid asking for redundant materials or speculative work unrelated to the appointment.

3. Plan outreach before the posting goes live

Map the existing and missing channels

List where qualified candidates in the actual field are likely to see the role, then identify audiences absent from the committee’s previous searches. Toronto recommends active outreach to people, organizations and institutions beyond established networks; UC Davis recommends targeted advertising and deliberate search planning.

Channel How to use it well Risk to manage
Discipline-specific associations and conferences Place the posting where scholars in the relevant subfields already seek opportunities; use conference newsletters or job boards when appropriate. A single association may reach only one segment of the field, so combine channels.
Institutions and departments Ask colleagues and alumni to circulate the complete posting to departments, centers and graduate programs that train or employ relevant scholars. Do not rely solely on institutions with which the committee already has relationships.
Professional and community networks Use networks likely to reach qualified candidates from populations underrepresented in the discipline, provided the role is relevant to their members. Outreach should invite consideration, not ask anyone to represent a demographic group.
Personal contacts Send a standard, accurate invitation to potential candidates and ask recipients to share it broadly. Personal referrals can reproduce the committee’s existing network if they are the only method.

Use outreach language that is inviting but accurate

Tell recipients what the role covers, which qualifications are required, where to apply and when the deadline falls. Invite people to assess their fit and share the opportunity. Do not imply that contacting a committee member improves an applicant’s chances, that a particular person will be selected, or that anyone is being approached as a symbolic representative.

Keep an outreach log: date, channel, audience, person responsible and whether the full posting was supplied. This makes the process auditable and helps the next committee learn which channels were actually used.

4. Make the process legible and accessible

Remove avoidable ambiguity

Applicants should not need insider knowledge to understand the deadline, required materials, file formats, references, work authorization conditions or contact route. Provide a clear explanation of how required and preferred qualifications differ. If the institution offers accommodations or an alternative submission method, state how to request one and whom to contact.

Check the application experience

Before publishing, have someone outside the committee follow the application instructions. Check that the posting and forms work with assistive technology where applicable, that instructions are consistent across pages and that the system does not demand information irrelevant to the evaluation. Resolve contradictory deadlines or document limits before candidates encounter them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not confuse flexibility with lower standards

A fair process can accept equivalent evidence without changing the level of performance required. For example, a candidate may demonstrate a teaching capability through a different course format or institution, or explain collaborative research with a clear account of their own contribution. The committee should evaluate the evidence, not infer quality from an applicant’s employer, career path or access to resources.

5. Set the screening method before reading applications

Build a job-related rubric

Agree on criteria and an evaluation tool before the deadline. For each criterion, define what evidence would meet, exceed or fall short of the requirement. Tie every criterion to a responsibility in the position description. Cornell recommends that more than one person review each application and that committees use consistent information about candidates; UC Davis recommends creating criteria and an evaluation tool.

Rubric element Example of a defensible definition What to avoid
Research or creative agenda Evidence of a coherent program that fits one or more stated areas and a credible plan for the appointment. “Top” venue, prestige of employer or an unexplained reputation judgment.
Teaching Evidence tied to the listed courses, pedagogical responsibilities or student populations. Assuming teaching quality from institution name or years since degree.
Collaboration and service Specific contributions relevant to the role, with the applicant’s part distinguished from the group’s result. Counting authorship or titles without examining contribution.
Preferred qualification Additional evidence that can improve fit but is not required for eligibility. Quietly treating a preference as a pass/fail rule.

Apply the same process to every applicant

Use the rubric in the agreed order. Do not add a new criterion after seeing the pool because a favored candidate appears strong or because the pool looks different from expectations. Record the evidence supporting each assessment and distinguish direct evidence from assumptions. More than one reviewer reduces dependence on a single person’s interpretation; establish how disagreements will be discussed and resolved.

Protect deliberations from irrelevant signals

Committee members should not use personal familiarity, perceived cultural fit, institution prestige, career interruptions or assumptions about family circumstances as substitutes for job-related evidence. A nontraditional path may require explanation, but it is not itself a deficiency. Apply any conflict-of-interest, recusal and confidentiality rules required by the institution.

6. Monitor the recruitment funnel lawfully

Choose stages before the search

A final hire can conceal where qualified candidates left the process. Where law and institutional policy allow, define stages such as applicants after the deadline, longlisted candidates and shortlisted candidates. Compare aggregate patterns at those stages rather than examining an individual’s demographic information during selection.

UBC’s July 2024 faculty-recruitment guide describes voluntary applicant survey data and analysis of proportional representation among applicants, longlisted candidates and shortlisted candidates, both for individual requisitions and across multiple searches. Toronto guidance also discusses requesting aggregate pool information.

Set strict data boundaries

  • Make demographic questions voluntary and explain why information is collected.
  • Limit access to authorized personnel who are not using the data to rank applicants.
  • Report only aggregate results that protect confidentiality.
  • Follow applicable privacy, employment-equity and records-retention requirements.
  • Do not infer an individual’s identity, qualification or motivation from aggregate patterns.

Aggregate data can show where a process merits review; it cannot establish why a pattern occurred or justify a particular hiring decision. If representation falls between stages, examine the criteria, communications, timing and applicant experience rather than assuming a demographic cause.

7. Learn across searches instead of judging one pool in isolation

Record which channels were used, when outreach occurred, how applicants learned of the role if that question is collected appropriately, and how the pool changed at each stage. Review these records across time and against a relevant benchmark. UBC’s guidance describes analysis by individual requisition and across multiple requisitions to identify patterns.

One search may be affected by a specialized labor market, an unusual deadline, a funding change or a newly created field. Treat trends as signals for inquiry, not proof that a single intervention caused an outcome. Use the findings to revise the next job definition, outreach plan or application process while preserving the real academic requirements.

What the evidence supports—and what it does not

Employment and Social Development Canada’s evidence summary reports different levels of support by intervention and population. It describes specialized outreach as effective for women and visible minorities and promising for Indigenous people and people with disabilities, while noting evidence gaps for other groups and actions. Those labels summarize findings in particular settings; they do not promise that a tactic will change a particular university’s pool.

UK government guidance published 4 March 2026 applies to England, Scotland and Wales. It recommends broadening recruitment channels and encouraging reapplication, while cautioning against tokenistic representation. Its scope and legal context should not be transplanted automatically to another country.

UC Santa Cruz’s summary of evidence-based fair-hiring practices points readers toward the UC Berkeley report on faculty search descriptions. Detailed methods and findings should be checked in the original report before making a quantitative claim. No percentage or causal effect estimate is necessary to implement the process described here, and adding an unsupported statistic would make the guidance less reliable.

A decision framework for choosing recruitment actions

Before adding a channel, survey or procedural change, assess it on six dimensions:

Question Evidence to seek
Reach Will it contact qualified people outside the committee’s established networks?
Fit Does it reach the disciplines, subfields and career stages relevant to this appointment?
Accessibility and clarity Can applicants understand the requirements and participate without unnecessary barriers?
Evidence and feasibility Is there support for the action in a comparable context, and can the department execute it consistently?
Evaluation integrity Does it widen awareness while preserving consistent, job-related selection criteria?
Measurement and rules Can outcomes be assessed with permitted aggregate information under local law and policy?

An action that scores well on reach but poorly on fit may create noise rather than qualified applications. An action that improves measurement but exposes personal data to decision-makers can damage fairness. Use the framework to choose a small set of actions the committee can carry out well.

Common failure modes and practical fixes

“We posted it, so everyone had a chance.”

Why it fails: A posting reaches people who encounter that channel, not the whole labor market.

Fix: Plan active outreach to additional individuals, organizations and institutions, then document what was done.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Diversity” language without job information

Why it fails: General statements do not tell candidates whether their expertise fits or how they will be assessed.

Fix: Pair an accurate inclusion statement with duties, scope, requirements, preferences, evidence and process details.

Requirements that describe an ideal biography

Why it fails: Narrow disciplinary, career or prestige filters can exclude qualified people before review.

Fix: Tie each requirement to a real responsibility and accept equivalent evidence where appropriate.

Changing the rules after seeing the pool

Why it fails: Post hoc criteria favor some applicants and undermine consistency.

Fix: Approve the rubric and review method before screening; document any formally approved change and apply it to everyone.

Using demographic information in selection

Why it fails: Aggregate monitoring is not permission to rank individuals by identity.

Fix: Separate voluntary survey data from selection materials, restrict access and follow local rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Tokenistic outreach

Why it fails: Asking someone to apply or participate as a representative signals that the institution values symbolism over scholarship.

Fix: Invite people to assess a genuine opportunity, describe the work accurately and evaluate their evidence consistently.

Search-committee checklist

  1. Write the teaching, research, creative, clinical and service needs the appointment must meet.
  2. Test each proposed restriction and remove those not tied to job performance.
  3. Label qualifications as required or preferred and explain the distinction.
  4. Publish accurate duties, scope, materials, deadlines, process information and accommodation contacts.
  5. Map established outreach channels and add relevant networks beyond them.
  6. Send consistent invitations that encourage consideration without implying selection.
  7. Approve a job-related rubric and evaluation tool before reviewing applications.
  8. Assign more than one reviewer and define how evidence and disagreements will be documented.
  9. Separate voluntary demographic monitoring from selection and confirm legal and policy compliance.
  10. Review aggregate funnel patterns at defined stages and compare results across searches where appropriate.
  11. Record lessons about scope, channels, timing and applicant experience for the next search.
