Plan a large Minecraft city in layers: map its footprint, districts, landmarks, and main routes; mark those areas in the world; test the intended scale with one representative block; then build in phases while keeping a current map, coordinate list, and short change log. The plan should protect space and connections without locking you into every detail.
Start with the city’s constraints and anchors
Choose Creative or Survival before settling on a site. In Survival, factor in the materials, tools, armor, and food needed for construction; Creative removes block gathering as a constraint. Also consider how much terrain shaping you are willing to do.

Set a rough boundary, then reserve generous space for the features that will define the city: perhaps a central station, civic center, waterfront, stadium, industrial area, or landmark tower. Decide where these anchors belong before filling the surrounding land with smaller buildings.
Make a master plan you can read at a glance
Draw a rough top-down sketch or use a digital plan. Mark the city center, districts, major routes, and distinctive landmarks. A grid can be useful, but it is only one option; connected routes and districts matter more than making every street follow a rigid pattern. If the sketch becomes hard to interpret, add a small color legend—for example, one color each for major roads, local streets, residential, commercial, industrial, parks, and reserved landmark sites. Make the plan visible in the world, too: outline proposed routes and areas with plentiful temporary blocks such as scaffolding, wool, terracotta, or concrete. Color-coded boundaries make it easier to see what space is reserved while you build.
Test the scale and style before repeating them
Choose a few working dimensions before multiplying buildings: typical street width, block depth, sidewalk or road-edge treatment, and approximate building-height ranges by district. Build a short test street or one small block, then inspect it from street level and above. Treat the test as a way to catch scale problems early, not as a final design contract.

Give districts their own character while repeating a few visual cues across the city. A dense center might use taller buildings and more formal roads; a quieter district can use shorter buildings and less regular paths. Consistent materials or recurring details help the whole city feel connected, while varied heights, spaces, and palettes keep neighborhoods distinct.
Build outward in phases, keeping routes connected
Lay out enough of the primary road network to protect the links between planned districts and to keep space open for future growth. Then complete one area at a time: establish its routes, mark plots, build its major structures, add smaller details, and update the plan. Leave room at the edges for the city to expand.

Do not force every local street into the master plan before you know what it needs to connect. The metropolis tutorial recommends creating roads as needed, a flexible approach that can prevent buildings from being constrained by premature street decisions.
A Minecraft.net feature on team Octovon’s City of Anarchs describes one way to balance structure and flexibility: the builders began in the central district, planned roads, and added buildings alongside them while progressing outward. The feature reports that the project took eight months and covered 2,000 by 2,000 blocks; those figures describe that particular build, not a recommended city size or schedule. Builder Joshua summed up the flexibility involved: “There is no real exact plan when creating cities like this, we mainly just start in the middle then just add on.”

Keep one current record of the build
Use one plan as the source of truth, with named districts and a short list of landmarks and coordinates. For each area or structure, record a simple status—planned, outlined, under construction, or complete—and add a brief note when a route or boundary changes. Coordinate logging is especially useful for finding distant sites later; no particular map interface or zoom level is required for this workflow.
At the end of a building session, update only what changed: mark completed work, revise routes or district lines, and write down the next one or two tasks. Overview screenshots can help you compare progress over time. As a practical precaution, keep a world backup before major edits.
Choose editing tools for the job and edition
Tools can reduce repetitive work, but their availability and setup depend on edition, platform, and server permissions. Use in-game planning marks for layout decisions; consider structure reuse or editing tools when you are repeating builds or making larger changes.
