How to Build a Hybrid Work Policy Employees Can Actually Follow

A hybrid work policy employees can follow spells out who is eligible, when and where work happens, how schedules change, and how managers assess results. Build it around the work your organization needs done—not a universal office-day quota—and check the final policy against the laws that apply wherever your employees work.

Start with the work the policy needs to support

Before choosing office days, state what hybrid work is meant to support: for example, reliable service, coordinated teamwork, flexibility, or a combination. Identify the locations and employee groups covered, who makes decisions, and how exceptions and accommodation requests are handled.

Define terms such as “hybrid,” “remote,” “worksite,” and “core hours.” Plain definitions prevent employees and managers from assigning different meanings to the same rule. A federal workforce figure is not a private-sector target: the U.S. Government Accountability Office reported that 207,710 employees across 24 CFO Act agencies—9 percent of their civilian workforce—were remote in June 2024. That snapshot does not measure policy success or represent all U.S. hybrid workers (GAO, June 17, 2025).

Who is eligible for hybrid work?

Set written, job-related criteria and apply them consistently to comparable roles. Consider whether the work requires equipment or secure systems available only on site, physical presence, in-person service, or frequent coordination. You can also define performance or readiness conditions, but explain how they are assessed and when eligibility is reviewed.

The U.S. GAO identifies task suitability and employee performance as examples of telework approval criteria in federal guidance (GAO, 2021; GAO, 2025). Those materials offer design references; they do not bind ordinary private employers. Give employees a way to ask for a decision to be reviewed, and document exceptions so that similar cases are not handled differently without explanation.

How many days should employees be in the office?

There is no universally correct number. Compare schedule models against the work to be done, customer coverage, collaboration needs, fairness, employee autonomy, available space, costs, and outcomes. Canada’s Department of National Defence says, “There is no one-size-fits-all approach,” and recommends experimenting and iterating (Optimizing Hybrid Work).

Schedule model Useful when Trade-off to consider
Fixed office days Teams need predictable shared time or regular in-person coverage. Less flexibility; the chosen days still need to fit customer and operational demands.
Team-coordinated days Colleagues benefit from overlapping in-person time, but different teams have different needs. Requires coordination across teams and enough space on popular days.
Employee-selected days within constraints Work can be done independently and employees can choose days without undermining coverage. May reduce overlap unless teams plan collaboration time deliberately.

  • Facilities and outcomes: Is suitable space available, and what baseline measures will show whether the model serves its purpose?

Make schedules and changes predictable

Each employee should know their regular work location, normal hours, required overlap or core hours, and any scheduled office days. If schedules are flexible, explain how teams choose days and how coverage is maintained. Specify how employees request a change, who approves it, and how much notice is normally expected.

Also state what happens when the organization needs someone on site outside the usual schedule: who gives notice, through which channel, and how urgent requests are handled. The U.S. Office of Personnel Management advises including schedules, hours, communications, and reporting-notice procedures in a telework agreement (OPM, Work Schedules). These federal materials are a reference, not a rule for all employers.

Set clear communication and performance expectations

Tell employees how to show whether they are available, which channels to use for routine questions and urgent issues, and what response windows are reasonable during working hours. Set meeting norms that include remote participants, and define how handoffs, deliverables, deadlines, and escalation work.

Evaluate remote and on-site employees against comparable work standards. Make goals and quality expectations explicit, use regular check-ins, and give timely feedback. Presence or online status alone is not a reliable substitute for assessing work. OPM’s agreement guidance addresses communication and reporting expectations; GAO’s federal telework guidance discusses performance, while Canada’s DND guidance recommends transparent communication and regular feedback (GAO, 2021; DND, Optimizing Hybrid Work).

Cover equipment, safety, accessibility, and well-being

Identify the equipment, systems, and support employees need to do their jobs, along with where to report technology or safety problems. Explain how accessibility and accommodation concerns are raised and handled. Avoid creating an expectation of constant availability: define working hours and appropriate boundaries for messages outside them.

The U.S. Surgeon General’s workplace framework treats flexibility over when and where work is done, communication, and effective collaboration tools as considerations for work-life harmony (HHS workplace well-being framework). These are policy-design considerations, not proof that a particular hybrid schedule improves every organization’s results.

Give managers a consistent way to apply the policy

Train managers on the eligibility criteria, approval process, schedule-change rules, and performance expectations. Provide examples of how to apply the same rubric to similar roles, and a route for resolving disagreement. Publish the current policy in plain language and tell employees where to find both the policy and their individual agreement.

Examples make rules usable. Explain how the policy handles a changed team day, urgent office attendance, a move to a different home location, a connectivity outage, leave on an office day, and an accommodation request. For each scenario, identify whom to contact and what happens next rather than leaving employees to infer the rule.

Review whether the policy is working

Before launch, record a baseline and choose a small set of measures tied to the policy’s stated purpose. Depending on the work, these could include service delivery, quality, collaboration, employee experience, recruitment or retention, and operating costs. Review operational results alongside employee and manager feedback, and look for differences across roles or groups that may point to an unfair or impractical rule.

GAO has noted that selected federal agencies had not evaluated telework’s effects on public services, underscoring the value of measuring outcomes rather than assuming that a policy works as intended (GAO, 2025). That finding concerns selected agencies; it does not establish a universal outcome for private employers. Use what your own measures show to adjust the policy.

Check local requirements before publication

Hybrid work can raise questions about employment terms, health and safety, privacy, accessibility and accommodation, expense reimbursement, tax, and flexible-work requests. Have HR or counsel check the policy for every jurisdiction where relevant employees work. The UK Acas Code concerns flexible-working requests in the UK and should not be treated as a global legal standard (Acas Code of Practice).
