What a human-centered AI strategy means
A human-centered AI strategy connects each AI investment to a specific business or service outcome while protecting the people who use, supervise, or are affected by the system. It defines the division of work between employees and software, gives affected workers meaningful input, and makes risk management part of design and operation rather than a communications exercise after launch.

This approach matters because AI can improve work and create new burdens at the same time. The OECD’s Using AI in the workplace: Opportunities, risks and policy responses (March 15, 2024) reports that four in five surveyed workers said AI improved their performance and three in five said it increased their enjoyment of work. The same paper identifies concerns about work intensity, data collection, and inequality. About 27% of employment in OECD countries is in occupations at the highest risk of automation when AI’s effects are considered; that is an occupational exposure estimate, not a prediction that 27% of jobs will disappear.
Adoption evidence also needs careful qualification. Microsoft’s 2024 Work Trend Index surveyed 31,000 full-time employed or self-employed knowledge workers in 31 markets between February 15 and March 28, 2024. In that defined sample, 75% reported using AI at work, 78% of AI users said they brought their own AI tools to work, and 39% said their company had provided AI training. Sixty percent of leaders worried that their organization lacked a plan and vision for implementation, while 59% worried about measuring productivity gains. These are survey findings from a corporate-sponsored study, not current prevalence estimates for every workforce or proof that one intervention caused adoption.
A practical strategy therefore has five connected aims:

- Measure results and worker experience continuously, with authority to change or stop a use case.
Start with work and business problems, not an AI product
Begin by identifying where work is slow, repetitive, error-prone, difficult to staff, or dependent on hard-to-find expertise. Microsoft’s organizational guidance recommends identifying business problems before selecting AI use cases, then considering use cases, technology, responsible AI, data, and adoption as connected parts of the strategy.
Build a work map
Ask teams that perform the work to describe the workflow from intake to outcome. Capture:
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Repetitive steps and handoffs.
- Decisions that require judgment, context, or authorization.
- Common bottlenecks, rework, and avoidable errors.
- Information employees need but cannot easily access.
- Tasks that create excessive cognitive load, interruptions, or after-hours work.
- Customers, patients, citizens, or colleagues who could be affected by a mistake.
Use interviews, observation, process data, and employee surveys together. A manager’s efficiency estimate is not a substitute for the experience of the people doing the work. Invite representatives from different shifts, locations, seniority levels, accessibility needs, and employment arrangements so that a proposed improvement does not simply move effort or risk onto a less visible group.
State the outcome before naming the system
Write a one-sentence outcome such as “reduce the time to prepare a first-draft service response while preserving human approval,” rather than “deploy a generative AI assistant.” Add a baseline, a target, a time period, and a boundary. For example:
- Baseline: average preparation time and the current error or rework rate.
- Target: a defined reduction in preparation time without an increase in material errors.
- Boundary: the system may draft, but an authorized employee must verify facts and send the response.
This wording prevents a tool from becoming the strategy. It also gives employees a concrete result to assess.
Prioritize use cases transparently
Do not rank ideas on enthusiasm alone. Compare each candidate on the dimensions below, and publish the reasoning to affected teams.

| Decision dimension | Questions to answer |
|---|---|
| Business value | Which cost, quality, revenue, service, safety, or capacity problem could improve, and how will the improvement be observed? |
| Employee benefit and burden | Which tasks become easier, and could the change add monitoring, verification, pace pressure, or new unpaid work? |
| Feasibility and data readiness | Are the required data accurate, available, lawful to use, and technically accessible? |
| Risk and affected groups | Who could be harmed by an error, exclusion, privacy breach, or incorrect inference? |
| Human oversight | What decisions require review, what expertise is needed, and what happens when the system is uncertain? |
| Measurability | Can you establish a baseline and detect both intended benefits and unintended effects? |
This is a practical decision aid synthesized from Microsoft’s strategy guidance and the risk and evaluation structure of the National Institute of Standards and Technology (NIST) AI Risk Management Framework (AI RMF). It is not a universally validated scoring formula. A use case with modest efficiency potential but strong employee benefit and low risk may be preferable to a high-value proposal that cannot be governed or evaluated.
Give employees a real role in design
Participation must influence decisions, not merely collect opinions after the design is fixed. The International Labour Organization’s human-centred workplace work treats employee representation and involvement as important parts of the approach. Use participation at four points:
- Selection: employees identify pain points, constraints, and plausible benefits before a use case is approved.
- Workflow design: practitioners define where AI fits, what information it may use, and which steps remain human.
- Testing: representative users test ordinary, ambiguous, and failure cases with realistic data and time pressure.
- Operation: employees can report errors, challenge outputs, request review, and see how concerns are resolved.
Give participants paid time, access to the relevant documentation, and a named decision-maker who must respond. Explain which suggestions were accepted, rejected, or deferred and why. Include worker representatives or unions where applicable, and consult privacy, security, legal, accessibility, and domain experts for the contexts they understand.
Define the human-AI division of work
Before selecting a model or vendor, write an operating design that answers who does what. NIST’s AI Use Taxonomy: A Human-Centered Approach (March 26, 2024) sets out 16 AI-use activities that can help teams describe the intended human-AI activity and outcome. Use such a taxonomy to make the role precise rather than treating “human in the loop” as a sufficient safeguard.

- AI action: the information the system retrieves, classifies, summarizes, predicts, recommends, or drafts.
- Employee action: the checks, edits, decisions, and approvals a person must perform.
- Prohibited action: decisions the system must not make, such as an employment, benefit, safety, or disciplinary decision without the required human process.
- Escalation: the conditions that require a second reviewer, subject-matter expert, or manager.
- Fallback: the manual procedure used when the system is unavailable, uncertain, biased, or wrong.
Define an uncertainty or exception route that an employee can use without being penalized for refusing an unsafe recommendation. Record who is accountable for the final decision; responsibility cannot be delegated to an opaque output.
Design for verification
Tell users what evidence the system provides, what it cannot establish, and which fields require independent confirmation. For a drafting assistant, verification may include checking names, dates, amounts, policy references, and confidential information before release. For a recommendation system, it may include reviewing the underlying records, comparing alternatives, and documenting the reason for the final decision. Make these checks fit the time available; a nominal review step that cannot be completed in the real workflow is not meaningful oversight.

Build governance with NIST’s four functions
NIST’s AI RMF, released January 26, 2023, is voluntary guidance intended to improve the incorporation of trustworthiness considerations into the design, development, use, and evaluation of AI systems. Its four functions provide a usable structure. Adapt them to your legal duties, sector rules, collective agreements, and existing controls.
Govern
- Assign an executive sponsor and an operational owner for every use case.
- Define who can approve deployment, change the model, access data, investigate incidents, and stop the system.
- Set policies for acceptable use, records, vendor access, security, privacy, accessibility, and employee consultation.
- Maintain an inventory of systems, their owners, data sources, users, affected groups, and current status.
Map
- Describe the intended purpose, context, users, affected people, and likely failure modes.
- Document data provenance, retention, sensitive attributes, permissions, and known gaps.
- Map the workflow, dependencies, handoffs, human decisions, and fallback process.
- Identify where an error could create discrimination, privacy loss, unsafe work, financial harm, or reputational damage.
Measure
- Test accuracy or quality against representative cases, including edge cases and language or accessibility needs.
- Measure reliability, security, privacy, explainability, fairness, and the effectiveness of human review as relevant to the use case.
- Compare results across affected groups and monitor for drift after data, workflow, or model changes.
- Measure employee workload, override rates, confidence, errors, and time spent verifying—not only output volume.
Manage
- Prioritize and record risks, owners, mitigation deadlines, and residual risk acceptance.
- Set incident thresholds, notification routes, correction procedures, and model rollback or shutdown steps.
- Review complaints and near misses, then update the system, training, workflow, or decision to continue.
- Reassess the use case when its purpose, data, model, user population, or operating environment changes.
Governance should be visible to employees. Publish a plain-language explanation of what the system does, what data it uses, what decisions remain human, and how to report a problem.
Train people for the work they will actually do
Training is one part of adoption, not a guarantee. The ILO/OECD Compendium of best practices for a human-centered development and use of Artificial Intelligence in the world of work (January 14, 2026) describes the need for stronger digital literacy, problem-solving, and complementary soft skills as AI changes work. It cites Green (2024) on vacancies in occupations with high AI exposure: 72% demanded at least one management skill, 67% at least one business-process skill, and more than 50% demanded at least one social, emotional, or digital skill grouping. Attribute those figures to Green as reported by the compendium.
Make learning role-specific
Every role using the system should know:
- Which approved tool and version to use, and for which tasks.
- What information may not be entered, copied, or exported.
- How to check outputs, recognize uncertainty, and detect fabricated or incomplete content.
- When a human approval, second opinion, or specialist review is mandatory.
- How to document an override, report an incident, and use the fallback workflow.
- How performance expectations will change, and which tasks will not be used as a hidden productivity quota.
Use short practice exercises with realistic cases, including a deliberately wrong output and a sensitive-data scenario. Train managers separately on workload, fair performance evaluation, accommodation, and escalation. Provide refreshers when the system or policy changes, and measure capability through observed tasks rather than attendance alone.
Pilot safely and measure outcomes at use-case level
A pilot is a controlled learning period, not a promise that the system will scale. Select a representative group that includes skeptical users and people likely to bear the greatest risk. Establish the current baseline before introducing AI.
Use a balanced measurement set
| Area | Example measures |
|---|---|
| Business or service outcome | Cycle time, resolution time, quality score, error rate, throughput, cost, or customer outcome tied to the stated objective. |
| Employee experience | Time saved, verification time, perceived usefulness, confidence, autonomy, workload, interruptions, and ability to refuse or escalate. |
| Trustworthiness | Accuracy by case type, disparate error patterns, privacy or security events, explainability, override rate, and unresolved incidents. |
| Adoption quality | Completion of role training, correct use of the approved workflow, help requests, workarounds, and use of unapproved tools. |
Define the measurement window, comparison method, and stop conditions in advance. A faster process is not a success if errors, unpaid overtime, or inequitable outcomes increase. Review quantitative results with employee accounts of what changed; numbers alone may miss hidden checking work or people who stop using a system quietly.

Use a learn-and-change loop
- Run the baseline and document the intended workflow.
- Train participants and record the human-AI decision design.
- Operate for a defined period with frequent check-ins and an incident channel.
- Review outcome, workload, quality, and risk measures by relevant case and employee groups.
- Change the model, prompt, data, interface, training, staffing, or workflow when evidence shows a problem.
- Continue, redesign, pause, or stop the use case against the pre-agreed thresholds.
This sequence is implementation guidance derived from the AI RMF and human-centred workplace principles; no cited controlled trial establishes that it guarantees adoption in every organization.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Scale with accountability, not momentum
Expand only when the use case continues to meet its stated outcome and its safeguards work under normal conditions. Before scaling, confirm that the organization has:
- A named owner with authority and budget to maintain controls.
- Current documentation of purpose, data, workflow, decision rights, and affected groups.
- Evidence from representative cases, not only the easiest pilot examples.
- Role-specific training and a maintained support route.
- Monitoring for employee workload, quality, fairness, privacy, security, and drift.
- A tested fallback, incident response, rollback, and retirement plan.
- A process for notifying employees about material changes to their work.
Communicate what will change in tasks, staffing, evaluation, and escalation. Keep a channel for questions and concerns that does not depend on a direct supervisor. Report decisions and remediation themes to employee representatives and senior leadership at a regular cadence.
Common failure modes and corrections
“We bought a tool, so now we need a use case”
Why it fails: the tool’s capabilities dictate the workflow, while the original business problem remains unmeasured.
Correction: require an outcome statement, baseline, owner, affected-worker review, and risk assessment before approval.
“Human review” exists only on paper
Why it fails: reviewers lack time, evidence, authority, or a safe way to reject the output.
Best Value
Correction: define review actions, time allocation, escalation triggers, accountability, and a fallback. Test whether reviewers can perform the checks during a busy shift.
Employees quietly bring unapproved tools
Why it fails: people have an urgent need, while approved tools are unavailable, slow, or poorly matched to the task. The Work Trend Index’s 78% figure for bringing personal AI tools to work illustrates this behavior in its surveyed population.
Correction: provide an approved path that solves the underlying problem, state clear data rules, explain why restrictions exist, and offer rapid help. Punitive messaging alone will not reveal where the workflow is broken.
Training is generic and one-time
Why it fails: a broad introduction does not teach a worker what to verify in a particular decision or how to escalate a failure.
Correction: train by role and workflow, use realistic exercises, assess observed performance, and refresh instruction after system changes.
Success means output volume
Why it fails: employees may produce more while quality, autonomy, or wellbeing deteriorates.
Correction: pair productivity measures with quality, workload, employee experience, fairness, and incident indicators, and review them together before changing targets.
A concise strategy checklist
- Can every AI initiative be traced to a defined work or business problem?
- Did the people who perform and receive the work help choose and design the use case?
- Are the AI’s actions, human decisions, prohibited uses, review points, and fallback explicit?
- Does an accountable owner control approval, monitoring, incidents, and shutdown?
- Have data, privacy, security, fairness, accessibility, and workload risks been mapped?
- Are trustworthiness and employee outcomes measured by use case and affected group?
- Do workers have approved tools, role-based training, paid learning time, and a safe escalation route?
- Are scale, pause, redesign, and retirement criteria agreed before the pilot begins?
A human-centered AI strategy is therefore an operating discipline: start with work, involve the people who know it, make the human role explicit, govern the risks, train for reality, and keep measuring after launch. Those conditions give employees a reason to adopt AI and a practical way to challenge it when it does not serve the work.
