A useful website testing plan connects user-critical goals to specific checks, owners, pass criteria and retests. Start by defining what is changing and who depends on it; then select representative journeys, choose methods that answer the risks, and reserve time to fix and verify problems. Treat accessibility and user research as ongoing work—not a final gate—and use automated checks to widen coverage without mistaking them for human judgment.
What should a website testing plan include?
Write the plan so another person can tell what will be tested, how, by whom, against which criteria, and what happens when a check fails. At minimum, record:
- Purpose and scope: the site, release or change; included functionality and content; relevant integrations; and explicit exclusions.
- Users and outcomes: the people the site serves, their important tasks, and observable service or business outcomes.
- Requirements and acceptance criteria: the source of each requirement and measurable conditions for passing.
- Coverage and methods: journeys, page types, states, devices and environments to examine, and the method for each question.
- People and schedule: accountable owners, testers, reviewers, milestones, and time to remediate and retest.
- Evidence and decisions: how results will be recorded, defects prioritized, launch risk assessed, and ongoing monitoring handled.
For accessibility work, start with organizational capacity as well as the product: staff knowledge, tools, QA checks, authoring systems, shared templates and procurement practices. Establish a baseline by reviewing the existing site and recurring barriers. W3C notes that accessibility checks can start in design mockups and continue through development, when problems can be less costly to fix. W3C’s planning guidance treats checks as work across the process, not just at completion.
1. Define scope, goals and risk
Name the change and boundaries
Identify the exact site, release, redesign or feature under test. List the relevant user groups, content types, technologies, integrations and critical functionality. State what is excluded and why. A focused release plan might cover a new application journey and shared form components while leaving an unrelated help center outside scope; recording that boundary prevents readers from treating a limited review as a whole-site assessment.

Prioritize what could matter most
Rank journeys using a framework suited to your organization. A practical starting point is to consider the harm if a journey breaks, how often users need it, its business or public-service importance, and how recently it changed. Record the rationale rather than relying on an unexplained “high priority” label. Typical candidates, where relevant, include finding information, search, account access, forms, checkout or applications, downloads, media, navigation, and confirmation or error flows.
Translate goals into observable outcomes. “The application works” is difficult to verify; “a user can submit the application and receives a clear confirmation” gives the team something to test. Include failure and recovery conditions when they affect the task, such as invalid input, empty search results, interrupted connections, expired sessions or a failed integration.
2. Set requirements and pass criteria before testing
For each requirement, note where it comes from: product specifications, service goals, supported browser or device policy, organizational standards, contracts or applicable law. Legal obligations vary by jurisdiction and sector; this general plan cannot determine which rules apply to a particular organization.
For an accessibility conformance evaluation, state the WCAG version and target level explicitly. WCAG-EM structures an evaluation around a defined scope and conformance target. WCAG-EM 2.0 was published on 2026-07-23; the W3C overview was updated 2026-08-12. It is a W3C Group Note that supports WCAG evaluation, not an additional set of WCAG requirements.
Give each test a precondition, action, expected result and evidence to retain. For usability scenarios, define what successful completion means and what signs would suggest confusion or friction. Maintain a known-issues list and agree in advance how user impact, severity and release risk influence a launch decision. Avoid pass criteria such as “looks right” unless the plan explains who judges it and what observable result they should see.

3. Choose pages and journeys deliberately
Inventory the site’s templates and functionality, then select complete journeys and a representative mix of views—not just the homepage. If checking every view is impractical, record the selection method, what the sample represents and what remains unexamined. WCAG-EM’s evaluation method calls for exploring the product and selecting a representative sample; it describes both structured and random selection approaches. A sampled review should not be presented as proof that every page was checked.
For critical journeys, include important states as well as the happy path: validation errors, empty states, confirmations and relevant interruptions. Match accessibility coverage to the chosen target and product; on important paths, consider keyboard operation, focus changes and assistive technology rather than relying on a scanner alone.
4. Match each testing method to the question
Different methods answer different questions. A plan can combine them; a tool or technique should not be treated as a universal substitute for the others.

Usability sessions
A usability test observes people attempting realistic tasks while thinking aloud. Recruit participants who fit the questions, explain participation and obtain consent; confirm separately before recording. Prepare a neutral script, assign a moderator and observers, keep a rolling issue log, and debrief after each session. Digital.gov’s usability testing guidance describes this approach. Synthesize observations into design decisions rather than treating one participant’s difficulty as a measurement of all users.
Accessibility evaluation and tools
No accessibility scanner by itself establishes conformance. Automated tools can find potential issues and increase coverage, but W3C cautions that they can produce false or misleading results and that human judgment is necessary. Pair automation with manual evaluation, relevant assistive technology and user input appropriate to the scope. The formal WCAG-EM sequence is to define scope, explore the product, select a representative sample, evaluate it and report findings.

Choose evaluation tools by the question they answer, product type, standards and scope, coverage, evidence quality, expertise required, workflow fit, cost and access. W3C notes that tools differ in purpose, license, format, standards, scope and operating-system support; organizations may combine tools. Search experiments
If an A/B test redirects visitors from an original URL to a test URL, Google advises using a temporary 302 redirect rather than a permanent 301. Avoid keeping experiments live longer than needed to obtain reliable data; duration depends on traffic and conversion rates. When the experiment ends, remove experiment scripts, markup and alternate URLs promptly. Follow Google Search Central’s A/B testing guidance, last updated 2025-12-10 UTC.
5. Specify environments, data, roles and timing
Choose coverage based on your audience and risk, rather than attempting every conceivable combination. Record supported browsers, devices, operating systems, viewport sizes, assistive technology combinations and network profiles. Name the environments to be used, production constraints, test accounts and data, integrations, privacy safeguards, reset steps and rollback needs.
Assign an accountable owner for each testing area, execution, triage and the release decision. A workable schedule includes preparation, execution, defect review, remediation and retesting; a calendar that ends after the first test run has no time for the feedback loop. For accessibility, the U.S. federal Section508.gov testing overview describes a lifecycle of planning, scoping, testing, remediation and ongoing monitoring. Its context is U.S. federal accessibility work and should not be generalized as the legal scope for every website.
6. Capture reproducible results and close the loop
Use a consistent test record
Give each case a stable identifier and record its objective, scope, setup, environment, test data, steps or scenario, expected and observed outcomes, evidence, priority or severity, owner, status and retest result. For each finding, make the next action clear: who will address it, what counts as fixed, and how the team will verify the change.

Report scope, findings and residual risk
A useful report states the evaluated scope and sample, methods used, applicable standard and target, exclusions, findings, residual risk and next actions. For accessibility, keep the statement narrow enough to reflect what was actually evaluated. WCAG-EM includes recording evaluation steps, aggregating findings and reporting an evaluation statement. Its overview and methodology provide the structure.

Use recurring measures that your team can interpret consistently. W3C examples include the number and level of WCAG Success Criteria passed, accessibility complaints, service calls from users unable to complete an online application, and training delivered. Assign responsibility and escalation routes, and include progress in normal organizational reporting. Revisit checks after meaningful changes and on a cadence appropriate to change rate and risk: updates and maintenance can reintroduce barriers. W3C’s planning guidance recommends monitoring over time.

Screenshots can make a defect record easier to understand and compare—for example, by retaining the visible state of a page or a specific component. They are evidence of appearance at a point in time, not proof that a workflow works, that content is accessible, or that a site conforms to WCAG. Keep the test steps, expected result and human evaluation alongside any image.
For a manual baseline, open the target page in the browser and select the viewport and state named in the case record. Capture the relevant viewport or full page, note the browser, viewport and state, and attach the file to the case. Repeat with the same setup after a fix. If the issue concerns a selector, dialog, validation state or authenticated view, ensure that exact state is visible and that the evidence does not expose sensitive test data.

A practical checklist for the plan
- Scope: site or change named; user groups, critical journeys, integrations and exclusions recorded.
- Risk: priorities have a stated rationale tied to impact, frequency, importance and recent change.
- Criteria: each check has a precondition, action, expected outcome and evidence; accessibility target is explicit where applicable.
- Coverage: representative templates and end-to-end flows chosen, including relevant error and recovery states; untested areas disclosed.
- Methods: each method fits the question; automation is paired with human evaluation where needed.
- Readiness: environments, devices, accounts, data, privacy safeguards, owners and schedule are set.
- Closure: findings have owners and retest criteria; reporting includes residual risk and follow-up monitoring.
Frequently Asked Questions
Does a digital testing plan need a separate document?
No. It can live in a test-management system, release plan or another shared format, provided scope, criteria, ownership, evidence and retest decisions remain easy to find and maintain.
