How to Build a Configuration Drift Monitoring and Remediation Workflow

Build drift management as a controlled loop: define what should exist, compare it with live infrastructure on a useful cadence, send findings to an accountable owner, assess risk and intent, then reconcile through reviewed changes. A Terraform refresh-only plan can reveal observed differences, but applying it updates Terraform state—not the live infrastructure. Keep those decisions separate.

Understand what is drifting

Configuration drift is a difference between declared infrastructure and the actual remote resources. It can follow a manual edit, a provider-side change, a service failure or degradation, or an unauthorized modification. To investigate it accurately, distinguish three things:

As an Amazon Associate I earn from qualifying purchases.

  • Declared configuration: the version-controlled description of the infrastructure you want.
  • State: the record a tool such as Terraform maintains about the resources it manages.
  • Live infrastructure: the actual remote objects and their current values.

A comparison may involve different pairs of these, so establish exactly what your detector checks. HashiCorp’s Terraform Enterprise health documentation uses “configuration drift” for external changes to remote objects that invalidate the configuration, and “state drift” for external changes that do not. It also says its drift detection does not detect state drift. Terminology and coverage can differ across products; don’t assume that an alert labelled “drift” compares every layer.

For Terraform, HashiCorp’s resource-drift tutorial documents terraform plan -refresh-only as a way to inspect how a state refresh would change Terraform’s view. Review the plan before taking action: a refresh-only plan is not an instruction to restore the live resource.

Build the operating workflow

1. Declare the source of truth

Keep desired infrastructure in reviewed, version-controlled configuration and route changes through the normal change process. Be explicit about attributes that matter operationally—especially security, access, availability, and cost—rather than silently relying on provider defaults. HashiCorp notes that drift detection reports changes to attributes defined in configuration; unset defaults can leave blind spots or make results harder to interpret. See HashiCorp’s HCP Terraform drift-detection tutorial for its documented behavior.

Define what “expected” means for each environment. If emergency edits are permitted, specify who can make them, how they are recorded, and how they must be brought back into the reviewed workflow. Otherwise, a detector may identify a difference without giving responders enough context to determine whether it is legitimate.

2. Choose coverage and cadence

Set checks to run after deployments and on a recurring schedule appropriate to the environment, or during a maintenance window if the check or response could create operational load. Run an on-demand check when investigating a report or validating a change. Record the detector’s scope: managed resources, attributes represented in configuration, excluded resources, and any checks that are not included.

For the Terraform CLI, terraform plan -refresh-only shows potential state updates after checking remote objects. In HCP Terraform, health assessments can be run on demand or periodically for workspaces where they are enabled; consult the HCP Terraform health-assessment documentation for current setup and behavior. Neither approach should be treated as a complete inventory of unmanaged infrastructure unless its coverage explicitly includes it.

3. Route findings and preserve evidence

Send alerts to the team responsible for the affected workspace or service, with a clear escalation path for urgent findings. Capture enough information to investigate without reproducing the check:

  • Resource identifier, environment, and affected attributes.
  • Detection time, tool and check scope, and relevant plan or assessment output.
  • Known source or actor, if available, and whether the change was expected or approved.
  • Owner, severity, investigation status, and the selected reconciliation path.

HashiCorp recommends alerting and documented investigation and remediation procedures. These record fields are practical operational choices that make handoffs and later review more reliable.

4. Triage by impact and intent

Prioritize changes that could expose systems or interrupt service. Then determine whether the difference was approved, whether the live value is safe, and whether it will alter a future plan. HashiCorp recommends severity-based alert levels, with critical security or availability drift escalated immediately and minor differences handled on a lower-priority schedule.

Do not automatically revert every difference. A change could be a documented emergency fix, an expected provider-side adjustment, or evidence of an incident. Establish the likely cause and consequences before writing state or changing infrastructure.

5. Review state and infrastructure as separate decisions

A refresh-only plan is an inspection step: it displays potential state updates without automatically undoing a live change. Applying a refresh-only operation records observed remote values in Terraform state; it does not make the remote resource match the declared configuration. HashiCorp puts it this way in its resource-drift tutorial: “A refresh-only operation does not attempt to modify your infrastructure to match your Terraform configuration — it only gives you the option to review and track the drift in your state file.”

Accordingly, review the plan first, then decide separately whether to update state and whether to apply an infrastructure change. State reflects what the tool has observed; changing it is not the same as remediating the remote object.

6. Choose one reconciliation path

Once the owner has confirmed the change’s intent, select the path that matches the desired outcome:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The live change is approved and should persist: update the configuration to represent the desired live value, review and version the change, then apply it through the normal workflow. This makes the approved outcome part of the declared source of truth.
  • The live change is unwanted: apply the reviewed declared configuration to restore the intended value on the remote resource. Check the plan for collateral changes before applying.

These are different actions: adopting a live change updates the desired configuration, while restoring the declared value changes live infrastructure. HashiCorp documents both updating configuration to include wanted drift and overwriting drift by applying configuration in its drift-detection tutorial.

7. Verify and prevent recurrence

After reconciliation, run the relevant plan or assessment again and confirm both the expected resource values and the service conditions that matter. Then review how the change bypassed the normal workflow and whether access controls, emergency procedures, or deployment practices need adjustment.

Policy-as-code can encode deployment standards. Terraform documents Sentinel and OPA options, including soft enforcement that prompts for approval and hard enforcement that blocks a change. Its governance documentation states: “Using codified, automated policy enforcement with Sentinel or OPA ensures consistent application of your standards.” Custom checks can test health beyond configuration matching, but assessment behavior and data-source timing can cause false positives; investigate an alert before treating it as proof of a remote change.

There is no universal best detector. Compare options by what they inspect, when they run, what they change, and how much control responders retain.

Decision Questions to answer
Coverage Does it inspect only resources managed by a Terraform workspace, or broader cloud inventory? Which attributes are represented in configuration? Are unmanaged resources visible?
Cadence and latency Can it run on demand, on a schedule, after deployments, or in a pipeline? How quickly must an owner learn of a high-impact change?
State effects Is the check read/plan-only, or does an operation write observed values into state? Is that write gated by review?
Remediation control Does the workflow alert only, require a reviewed change, update configuration, or automatically apply? What approvals and rollback steps protect an apply?
Policy and validation Do policy failures block deployment, prompt for approval, or only alert? Do health checks validate service behavior, and how are false positives investigated?
Scope and cost Can an operator-run CLI process meet the need, or is a managed service worthwhile? Confirm current service packaging and edition availability before relying on a feature.

For HCP Terraform health assessments in particular, check the current health-assessment documentation for availability and edition details; service packaging can change. An operator-driven Terraform CLI workflow is also documented in the resource-drift tutorial.

Quick Recap

Common failure modes to avoid

  • Calling every mismatch “state drift”: say which of configuration, state, and live resources differs, and which comparison produced the alert.
  • Assuming a refresh-only apply fixes infrastructure: it updates state with observed values; restoring live infrastructure requires a separate reviewed apply.
  • Trusting a detector as a full inventory: verify managed-resource scope and configured-attribute coverage, including how provider defaults are handled.
  • Auto-reverting without triage: confirm intent and assess security and service impact before changing a resource.
  • Treating every custom-check alert as a confirmed change: investigate assessment and data-source timing effects before acting.
