Start with a record of the exact build, platforms, storefronts, countries, audience and features. Then give every applicable requirement an owner, evidence artifact, due date, external dependency, launch gate, policy version and re-review trigger. Re-run the checklist whenever the game changes its data collection, account flow, monetization, social features, market list or platform.
This method keeps ratings, child-safety, privacy, platform certification, security, player disclosures and live-operations controls connected to the product you are actually shipping. It also creates a defensible explanation for every item marked “not applicable.”

1. Define the release before you write requirements
There is no universal game-launch checklist. A single-player boxed release, a free-to-play mobile title with behavioral advertising, and a cross-platform game with voice chat and user-generated content face different obligations. Requirements can change by territory, storefront, intended audience, account architecture and feature set.
Create one product record and make it the front page of the compliance file. Do not let separate teams maintain conflicting assumptions about what is being launched.

| Record field | What to capture | Why it changes the checklist |
|---|---|---|
| Title and build | Product name, release candidate, build number, planned patches and downloadable content | Ratings, disclosures and test evidence must match the build that ships. |
| Distribution format | Physical, digital or both; early access if applicable | Physical and digital rating paths differ, and some destinations impose their own submission rules. |
| Platforms and storefronts | Each console, PC or mobile destination, plus the exact storefront | Certification, account, payment, rating-display and privacy requirements are destination-specific. |
| Markets | Countries and regions at launch, including regions enabled later by configuration | Consumer, privacy, child-safety, age-assurance and language obligations follow availability, not only the studio’s headquarters. |
| Audience | Intended age range, general-audience positioning and any child-directed design choices | Audience evidence informs ratings and the COPPA analysis; a rating label alone does not decide whether a service is child-directed. |
| Features | Multiplayer, chat, profiles, UGC, cross-network play, accounts, purchases, premium currency, advertising, analytics, location, camera and microphone | Each feature can introduce consent, disclosure, moderation, security or platform-access work. |
| Data and vendors | Data collected, service providers, processors, hosting, analytics, advertising and support tools | Processing purposes, retention, contracts, security controls and deletion paths must be documented. |
| Launch and live plan | Release date, staged rollout, planned events, DLC, patches and end-of-life plan | A change after certification can create a new review obligation rather than remaining covered by the original approval. |
Freeze this record for the release candidate, but keep a change log beside it. A new territory, telemetry field, social feature or account requirement should automatically reopen the relevant checklist rows.
2. Build a requirement matrix that can make a go/no-go decision
Use one row per requirement or decision question. A paragraph in a project document is difficult to audit; a row can be assigned, tested and blocked.
| Column | Entry to require |
|---|---|
| Requirement or question | A testable statement, such as “The digital storefront displays the assigned rating and descriptors in every launch region.” |
| Applicability trigger | The fact that makes the row relevant: physical distribution, under-13 audience indicators, voice chat, a required publisher account or a new territory. |
| Platform and market | The exact destination and country or region, never a vague “global” label. |
| Accountable owner | One person who can deliver the result; list legal, ratings, platform, security, product, marketing or support as appropriate contributors. |
| Evidence artifact | Submission receipt, rating certificate, questionnaire, build video, screenshot, test log, consent record, notice, data map, contract, penetration-test report or approved decision memo. |
| External dependency | Rating body, platform review, processor, moderation provider, payment service, age-assurance service or local counsel. |
| Target date | A date that leaves time to correct a failure, not merely the launch date. |
| Launch gate | What cannot ship until this row is complete, and whether the gate applies to all markets or only one route. |
| Status | Not started, in progress, ready, blocked or not applicable. |
| Source and version checked | The authority, page or agreement and the date or version reviewed. For platform rules, record the exact version. |
| Re-review trigger | A content change, new data field, new market, platform-policy update, incident, DLC or account-flow change. |
For every “not applicable” decision, record the reason, the evidence considered and the person who approved it. “We do not think this applies” is not a decision log. “No accounts, no network connection and no personal data in the shipped build; verified in build 1.0.7 on 12 October” is.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minute3. Map ratings, content and marketing to each destination
Choose the physical or digital rating path
For a physical game submitted to ESRB, prepare the content questionnaire and representative gameplay video. Include the most extreme relevant content and pertinent locked content so reviewers can assess what players can actually encounter. Trained raters review the disclosures and issue a rating summary. If the submitted game changes materially, the review can restart.
Digital titles generally use the storefront’s required rating route, including the IARC questionnaire where that destination requires it. Do not assume that an existing physical rating automatically satisfies a digital storefront, or that one storefront’s process covers another.
Check the destination, not just the rating body
ESRB describes its system as generally voluntary, but console manufacturers and some retailers, mobile storefronts and online storefronts require ratings. For every destination, record:
- Whether a rating submission is mandatory;
- Which authority or questionnaire is accepted;
- Where the rating and content descriptors must appear;
- Whether interactive-element disclosures, packaging language or product-page wording are required;
- Whether local-language labels or regional variants are needed; and
- Whether the destination has a separate approval or certification gate.
Keep marketing aligned with the approved content
Review trailers, screenshots, key art, store copy, influencer briefs and paid advertising against the rating body’s marketing rules. ESRB describes contractual marketing rules for rated physical games and encourages prominent rating disclosure for digital products. The marketing review should use the same content inventory as the rating submission; a trailer that introduces stronger content or a different feature can create a mismatch.

Re-rate expansions and downloadable content
Do not inherit the base-game rating automatically. ESRB says downloadable content that exceeds the core game’s content must be submitted and may receive a different rating. Add a DLC row to the matrix before the content is locked, with its own questionnaire, evidence, store metadata and marketing review.
4. Screen children’s issues and design privacy operations
Perform a documented COPPA screen
COPPA analysis concerns the service and its audience, not simply the label on the box or store page. The FTC says it considers the totality of the circumstances and that no single factor is determinative. Assess the subject matter, visual design, animated characters, child-oriented incentives, audio, language, advertising, empirical audience information and the intended audience.
ESRB separately clarifies that an E or E10+ rating does not establish that a service is directed to children for COPPA purposes. Put the factors, evidence and conclusion in the decision log, and specify which online features and data flows the conclusion covers.
Map every personal-data flow
Build a processing inventory that follows data from collection to deletion. For each field, record the source, purpose, legal role, recipient or processor, storage location, retention period, deletion method and player-facing explanation. Separate data needed to provide the requested service from optional analytics, profiling, advertising and monetization uses where the product supports that separation.
The video-game recommendations from the Spanish Data Protection Authority and Belgian Data Protection Authority call for minimal schemas, documented purposes and roles, retention and deletion plans, notices for playtest telemetry, security controls, transparent choices and post-launch reviews. Use synthetic or strongly anonymized data in development and testing when it is suitable; do not copy a live player database into a test environment merely because it is convenient.
Design notices, consent and rights as product features
Write privacy notices that describe the actual build, not an aspirational feature roadmap. Make optional choices granular and understandable. Log consent where consent is the chosen basis, and provide usable routes for access, correction, export and deletion. Account settings should identify which controls affect chat, profiling, advertising, telemetry and sharing.
If COPPA applies, plan for parental notice and verifiable parental consent, parental access and deletion, security, retention and deletion. The FTC states that a noncompliant operator must stop collecting, disclosing or using personal information from children under 13 until it becomes compliant. Treat that as an operational stop condition, not a wording change for the privacy policy.

Evaluate age assurance separately from age ratings
Age rating tells a player or platform about content; it does not by itself prove a player’s age or satisfy a child-privacy analysis. The European Commission said its privacy-preserving proof-of-age solution became feature-ready on 15 April 2026 and can establish that a user is over 18 without sharing other personal information. Before adopting it, verify availability, implementation requirements, store support, security responsibilities and local rules for the specific launch. Record whether the game needs an over-18 proof, a parental flow, an age band or no age assurance at all.
5. Prepare platform certification and account paths
Read the current requirements for every platform separately. Do not copy one platform’s account model onto another. For Xbox, the certification requirements page surfaced as version 16.4, dated 8 September 2026, covers age-appropriate account paths, account-linking consent and disclosures, support for eligible users, feature testing and product-description disclosures.
Review account creation and linking
- Show the required terms and privacy notices before using information from a platform account in sign-up.
- Explain what a linked publisher account enables and what happens if the player declines.
- Provide the required unlinking path and test what data and entitlements remain after unlinking.
- Disclose account requirements in the product description where the platform requires that disclosure.
- Verify that child, teen, adult, family-managed and unknown-age paths behave as designed.
Protect eligible players from unnecessary access blocks
Check whether requiring a publisher account would prevent an otherwise eligible player from accessing core gameplay or an advertised feature. Microsoft lists alternatives such as child or teen accounts, parent-authorized flows, privacy-preserving accounts and feature-specific fallbacks. If a social or monetized feature must be restricted, ensure the restriction does not silently remove a feature the store page promises to every eligible buyer.
Test platform-dependent services end to end
Run certification builds with platform privacy settings, account restrictions, regional settings, service outages and entitlement states. Xbox says partner-hosted services required for the game must function during certification. Include those services in the test plan; a green game build is not enough if login, moderation, cloud saves, purchases or age controls fail at the partner boundary.
Store the exact platform-policy version and review date in the matrix. Recheck it before submission and again after any material account, privacy or feature change.

6. Secure the game, vendors and operational controls
Cover the account attack surface
Document authentication, account recovery, privileged access, role separation, encryption, secrets management, abuse detection, rate limits and logging. Include field-level encryption where sensitive fields require it, and define who can inspect production data. A launch checklist should identify the incident commander, escalation contacts, evidence-preservation process and player-notification decision path before an incident occurs.
Review processors and subprocessors
List every vendor that receives player or operational data, including analytics, hosting, moderation, customer support, payment, crash reporting and age-related services. Confirm the processing purpose, access scope, security commitments, deletion support, subprocessor controls and review cadence. The game-sector recommendations call for periodic processor reviews; schedule the next review rather than treating the contract signature as the end of the task.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
Prepare live-service controls
- Define moderation queues, response targets, escalation rules and evidence retention for chat and UGC.
- Set retention jobs and verify that deletion actually removes data from active stores, backups and vendor systems according to the documented policy.
- Monitor consent records, privacy requests, account-linking errors, failed age checks and regional access problems.
- Maintain a rollback or feature-disable switch for a new data flow, social feature or monetization path that fails review.
7. Turn the matrix into a testable launch schedule
Work backward from the first public availability date. The exact lead time varies by platform and rating authority, but the order of work is stable: scope, classify, submit, test, remediate and gate.
- Scope lock: approve the product record, feature inventory, target markets, distribution routes and intended audience.
- Classification: identify rating paths, COPPA indicators, privacy roles, account dependencies, age-assurance needs and security controls.
- Evidence preparation: capture the representative gameplay video, questionnaires, content inventory, data map, notices, consent screens, contracts and test cases.
- External submission: send ratings and platform packages with enough time for a changed submission or failed certification to be corrected.
- Integrated testing: test every age, account, region, entitlement, privacy-setting, outage and moderation branch that the feature inventory makes possible.
- Remediation: assign each failure to one owner, record the new evidence and preserve the previous decision so the change is auditable.
- Go/no-go review: approve only rows whose evidence is attached, whose dependencies are complete and whose launch gate is satisfied.
- Release monitoring: watch the first live traffic, privacy requests, support tickets, age and account failures, moderation load and vendor health.
Use a short status meeting for blocked gates, not a meeting to read every green row aloud. A launch owner should be able to answer three questions for any requirement: who owns it, what proves completion and what happens if it is not complete.
8. Test the player journeys that create compliance risk
Feature-level testing misses failures at the boundaries between systems. Write scenario tests that follow a player from store page to account creation, gameplay, purchase, social interaction, support request and deletion.
- Child or teen account: attempt sign-up, linking, chat, UGC, purchases and parental approval under the platform’s managed-account settings.
- Adult account: verify notices, optional choices, age assurance, account linking, purchases and rights controls.
- Unknown-age or declined-consent path: confirm that the game offers the documented fallback and does not collect optional data before the choice.
- Regional path: test every launch region with its language, rating display, market availability, age control and service endpoint.
- Account unlinking: remove the link and verify entitlements, identifiers, deletion requests and recovery behavior.
- Service failure: disable a required partner service and confirm the player sees an accurate message, safe fallback or controlled block.
- Rights request: request access, correction, export and deletion using the player-facing route, then verify fulfillment and vendor propagation.
- Abuse report: submit a chat or UGC report and verify queueing, moderation, escalation and evidence retention.
Attach screenshots, timestamps, account type, region, build number and expected-versus-actual results to each failed or passed case. A test result without the build and configuration is hard to reproduce after a patch.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.9. Use decision rows for common alternatives
Some launch choices are genuine alternatives. Compare them explicitly instead of allowing an implementation detail to become an accidental compliance decision.
| Decision | Option A | Option B | Questions to record |
|---|---|---|---|
| Distribution | Physical plus digital | Digital only | Which rating submissions, packaging labels, storefront metadata and update paths apply to each route? |
| Account model | Platform-provided account only | Publisher account linked to the platform | Is linking optional, what consent and disclosures are shown, and can eligible players access core gameplay without it? |
| Data use | Necessary service telemetry | Optional profiling, advertising or behavioral analytics | Can the optional purpose be disabled, separately explained and deleted without breaking the requested service? |
| Age control | Platform or parental controls | Additional product age assurance | What fact must be established, what information is shared, and who operates the control in each region? |
| Service operation | Publisher-run moderation or storage | Partner-hosted service | Who supplies security evidence, incident support, retention, deletion and certification availability? |
For the selected option, record the reason, rejected alternative, affected markets and the evidence that supports the decision. This prevents a later team from assuming that a different architecture was already approved.

Treating the rating as a child-privacy answer
An E or E10+ label does not settle COPPA. Complete the FTC’s totality-of-circumstances analysis and keep the audience evidence with the decision.
Writing a notice after the build is finished
Late privacy text often describes fields the game does not collect or omits fields added during telemetry work. Generate the notice from the approved data inventory, then test every link and setting in the release candidate.
Testing only an adult, unrestricted account
Managed accounts, regional settings, parental controls, disabled consent and service outages are where access and disclosure defects appear. Make those configurations first-class test cases.

Assuming certification covers later content
DLC, new social systems, new telemetry, new territories and changed monetization can reopen ratings, privacy, platform and security rows. Put those triggers in change control before launch.
Marking a row complete without evidence
A verbal approval is not a durable artifact. Attach the submission receipt, test result, screenshot, policy version, contract, decision memo or other proof that another reviewer can inspect.
11. Run the final go/no-go review
Before enabling public access, the launch owner should be able to produce a complete matrix and answer these questions without reconstruction:
- Does the product record match the build, markets, platforms, storefronts and feature flags being enabled?
- Are every required rating, descriptor, questionnaire, store disclosure and marketing review complete for the applicable route?
- Is the COPPA decision documented, with audience evidence and the required parental controls if the service is covered?
- Does the data inventory match production schemas, notices, consent logs, retention jobs and deletion behavior?
- Have account linking, age paths, privacy settings, regional access, unlinking and partner outages passed on each platform?
- Are authentication, access control, encryption, abuse response, incident escalation and processor reviews ready for live traffic?
- Are blocked rows either resolved or explicitly excluded from the launch scope with an approved fallback?
- Are post-launch owners, review dates and change triggers assigned?
Microsoft’s Xbox requirements state that publishers are responsible for complying with applicable privacy, child-safety, consumer-protection and age-assurance laws in every country or region where their products and services are offered. The practical implication is ownership: a platform submission is one gate in the control system, not a substitute for the publisher’s own review.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →12. Keep the checklist alive after launch
Schedule reviews after launch rather than waiting for a crisis. Check retention and deletion jobs, privacy requests, consent records, account failures, moderation performance, incidents, vendor changes and newly enabled regions. Reconcile the production schema with the approved inventory after major patches.
Open a new review when the game adds telemetry, profiling, advertising, chat, UGC, cross-network play, a publisher account, DLC, a new territory or a materially different age path. Update the notice, consent records, platform disclosures, contracts, tests and decision log together. At end of life, execute the documented deletion or anonymization plan and retain only the records needed to demonstrate compliance or meet a specific legal requirement.
The AEPD and Belgian Data Protection Authority describe their game-specific checklist as recommendations and good practices, not a replacement for broader legal, organizational and technical review. Use the same discipline for the rest of the launch: identify the exact obligation, map it to the product, assign an owner, preserve evidence and make the gate visible.
