How to Build a Business Case for an AI Investment

Build an AI investment case around a specific business problem, a measurable outcome and the cost of changing the process—not around the appeal of the technology. Establish what happens without AI, estimate the full cost of ownership, test the use case with an attributable pilot, and release funding in stages only when evidence supports it.

Start with the business problem, not the AI

Describe the work that is falling short or consuming more time, money or effort than it should. Turn that issue into a concise use case: what activity might change, for whom, and what result should improve? Confirm the activity occurs often enough to justify investment, then choose an outcome you can measure before choosing a model or platform. Microsoft Learn recommends tracing AI use cases to real business value and defining the problem first (Microsoft Learn).

For example, “use AI to improve customer service” is too broad to approve. A decision-ready version might identify a particular class of support requests, the current resolution process, and a target such as lower cost per resolved case without reducing quality. The target is a hypothesis to test, not a promised return.

Set the baseline and define what happens without AI

Record current performance using definitions you can reuse during a pilot and after launch. Depending on the process, the baseline may include volume, staff time, cost, cycle time, error or rework rates, service levels and customer outcomes. AWS recommends establishing an operational cost baseline for ROI calculations (AWS measurement guidance).

Also define the counterfactual: what would likely happen over the same period if the organization did not make this investment? This matters because workload, staffing, demand or another process change could improve results even without AI. Where practical, a controlled or staggered rollout can help distinguish the intervention’s effect from those other changes.

Trace the value from workflow change to business impact

Map how the proposed system would change work, and distinguish revenue-producing external use cases from internal productivity cases. An internal tool may save employee time, but that time is not automatically a cash saving. Explain how released capacity will be used and what evidence connects it to a business result—such as handling more work with the same team, reducing overtime, improving service or enabling quantified work that otherwise would not happen. AWS notes that internal productivity can be harder to attribute to ROI when it is not directly tied to revenue (AWS AI ROI guidance).

Track a chain of measures rather than relying on one headline ROI figure. Select only measures relevant to the use case, assign an owner to each, and set a review period.

  • Technical: reliability, latency, output quality, error or hallucination rate, and cost per interaction.
  • Adoption: active users, share of eligible workflow using the system, acceptance or override rates, and user trust.
  • Operational: cycle time, defect or rework rate, first-contact resolution, and cost per case.
  • Strategic: customer outcomes, retention, compliance or progress against business-unit goals.
  • Financial: revenue, cost to serve, margin and total cost of ownership.

Engineering or product teams may own technical measures; frontline operations and process owners may own adoption and workflow measures; finance should validate the link to financial impact. McKinsey’s framework emphasizes connecting these layers and assigning accountability across them (McKinsey).

Estimate the full cost of ownership

Count costs for the actual design, not just the model call or initial pilot. Include relevant implementation and integration work, model or API use, infrastructure and scaling, maintenance, human review, and operating controls. Make assumptions about usage volume, adoption and performance explicit. AWS notes that operating expense can change with token usage, infrastructure scaling and fine-tuning; McKinsey includes cloud and token spending in total cost of ownership (AWS production guidance; McKinsey).

Dual-band Wi-Fi 5 (2.4/5 GHz), Bluetooth 5.1, and high-speed headers for vision, audio, and display peripherals.
  • Seamless Expansion & Connectivity: Features the classic UNO form factor for shields compatibility, an 8x13 LED matrix, and a Qwiic connector for easy expansion with Modulino nodes; power and connect via the USB-C connector.

Separate one-time implementation costs from recurring costs, and identify which assumptions could materially change the estimate. A low-volume pilot may not reveal the cost of production-scale usage, while human review or integration work can remain necessary even when a model performs well.

Net benefit over the chosen period = attributable benefits − all relevant costs

Depending on the organization’s finance policy and the decision, present ROI, payback, net present value (NPV), cash flow, or a total-cost comparison. Do not offer a ratio by itself: state its baseline, horizon, included costs and method for attributing benefits. AWS describes cost per outcome as a building block for ROI and lists NPV, ROI, payback and cash-flow analysis as possible business-case views (AWS AI ROI guidance; AWS business-case guidance).

Treat time saved as released capacity unless the case demonstrates how it reduces cash expense, increases throughput, improves service or enables other quantified work. Label measured results separately from assumptions and scenarios. The available guidance establishes no universal AI ROI threshold or guaranteed return that applies across organizations.

Compare candidate use cases on evidence as well as upside

When choosing between proposals, assess each against the same decision factors. These comparison axes synthesize the guidance; they are not a validated universal scoring formula.

Decision factor Question to answer
Business impact and evidence What outcome could improve, and how strong is the evidence that this use case can cause it?
Full and recurring cost What implementation and operating costs apply at expected usage?
Feasibility Can the process, data and integrations support the proposed workflow?
Risk and oversight What could go wrong, and what human review or controls are required?
Adoption likelihood Will intended users incorporate the system into their work?
Time to decision How long will it take to collect credible evidence and decide whether to proceed?

Do not let a speculative large upside outweigh weak evidence or a difficult path to adoption. A smaller, better-evidenced use case may be a more responsible first investment.

Design a pilot that can change the funding decision

Before the trial begins, specify what success means, acceptable error thresholds, how results will be compared with the baseline, and what would trigger a stop. Include operational measures and user adoption alongside technical performance. Set a decision date and identify who can halt the test if quality, cost or risk exceeds acceptable limits.

  1. Define scope: name the workflow, eligible users or cases, duration and comparison method.
  2. Pre-set thresholds: record target outcomes, quality limits and stop conditions before seeing results.
  3. Collect comparable evidence: use baseline definitions and, where practical, a controlled or staggered rollout.
  4. Decide against the criteria: scale, revise and retest, or stop; document why the evidence supports that choice.

McKinsey recommends building measurement and attribution into rollout and advancing cases that demonstrate value. AWS likewise recommends clear targets and termination points for underperforming agents (McKinsey; AWS measurement guidance).

Assess workload-specific risks and assign accountability

Evaluate risks in the context of the actual data and workflow, rather than treating AI risk as an abstract checklist. Consider privacy and security, reliability and safety, fairness, inclusiveness, transparency, accountability, external dependencies and integration failure points. Specify what data may be used, who reviews outputs, who can stop the system, and how incidents or performance changes will be handled. Microsoft recommends a workload-specific risk assessment (Microsoft Learn governance guidance).

Name owners for business value, process, technology and risk. NIST’s AI RMF Playbook organizes suggested actions under Govern, Map, Measure and Manage and is intended for voluntary use; it does not replace applicable legal, regulatory or sector-specific requirements (NIST AI RMF Playbook).

Fund in stages and keep measuring after launch

Present the requested funding, assumptions, evidence, unresolved risks and decision gates. Match the level of financial detail to the scale and nature of the decision. AWS’s general business-case guidance discusses methods such as ROI, NPV, payback and cash flow, but its migration examples are not forecasts for AI project returns (AWS business-case guidance).

Production is not the end of the case. Continue monitoring cost, adoption, output quality, drift and the business outcome, using a defined review cadence and stage gates. Reassess whether actual results still justify further investment. AWS says ROI should be managed as a dynamic KPI, and McKinsey recommends ongoing review and stage gates (AWS production guidance; McKinsey).

McKinsey’s 2026 article reports that nearly eight in ten surveyed organizations use generative AI in at least one business function, 62 percent are experimenting with agentic AI, and 60 percent of respondents had not seen enterprise-wide EBIT impact from their AI programs. These are survey findings reported by McKinsey, not universal rates or proof that a particular project will succeed or fail (McKinsey).
