A reliable seven-API ranking for scanned PDFs needs matched documents, verified answers, and results reported by task—not a single unexplained accuracy score. The evidence available here does not substantiate a specific first-person test of seven APIs, its provider list, code, or results. It does include two separate evaluations that show what a careful comparison can and cannot establish.
What published results show—and what they do not
The available evaluations are useful context, but they are not results from one combined experiment. Openbenchmarks reports a controlled evaluation of scanned contracts; a Reddit author describes a much smaller comparison of seven tools on mixed PDFs. Their data should not be merged into a single leaderboard.

| Evaluation | Reported workload and method | Reported finding | What it supports |
|---|---|---|---|
| Openbenchmarks, 2026 | 94 image-only contracts and 1,500 questions applied to each measured configuration. Contracts were rendered at 200 dpi and wrapped back into PDFs without a text layer, embedded fonts, or a structure tree. | Datalab Track Changes achieved 79.7% downstream answer accuracy in the benchmark’s reported table. The publisher also reports latency and measured parser cost. | A result for that contract corpus, question-answering task, and benchmark setup—not a general OCR score or a prediction for other document types. The figures are the benchmark publisher’s results, not independently reproduced here. |
| Seven-tool comparison described by Reddit author latentnoise_, 2026 | 11 PDFs, 35 pages, and 119 API calls, using the same schema, instructions, timeout, and default mode, according to the author. | The post reports field accuracy, row F1, hallucinations, missing values, and median latency, and says different systems led on different measures. | A small smoke test that can expose obvious differences. Its sample does not establish a dependable overall ranking; commenters questioned how well 11 mixed documents could generalize. |
These two evaluations answer different questions. The contract benchmark uses a larger, single-domain corpus and scores downstream question answering. The Reddit comparison uses a smaller, heterogeneous sample and reports several extraction measures. Neither establishes how seven APIs perform across invoices, receipts, handwriting, multilingual scans, or every other scanned-PDF task.

Why scanned PDFs need their own test
A PDF that contains only page images does not give a parser a usable text layer to extract. It must recognize words from the images and, if the task requires it, recover their structure: reading order, fields, tables, or other relationships. A searchable PDF with an existing text layer is a different input condition, even if it looks identical on screen.
#1 Best Overall
- Scanner type: Document
- Connectivity technology: USB
- With Auto Scan Mode, the scanner automatically detects what you're scanning
- Digitize documents and images
Openbenchmarks deliberately created image-only PDFs by rasterizing its contract corpus at 200 dpi and removing the text layer and other structural resources. That makes its test relevant to scanned inputs, but its particular resolution and contract pages do not represent every scanner, image quality, or document category.
Design a fair seven-API comparison
Build a representative, labeled document set
Decide which decisions the API needs to support before selecting files. For example, retrieving a clause from a contract, capturing invoice line items, and transcribing a handwritten form are separate tasks. Include the document categories, languages, scan qualities, and page lengths that matter to the intended workflow, and record the count for each category. Keep native PDFs and image-only scans in separate groups so a system is not credited for extracting text that another had to recognize.

Create a human-verified expected output for each document. For a field-extraction task, label the correct value and whether the field is absent. For tables, preserve row and cell boundaries as well as cell text. For question answering, record the answer supported by the document and mark questions that cannot be answered from it. Use the same source files and expected outputs for every API.
Hold the test conditions constant
Send each system the same files and equivalent instructions, output schema, and task. Record any settings that cannot be made equivalent instead of quietly treating defaults as identical. A comparison should identify whether each input was native or image-only, its scan resolution or known quality, its language, and page count.

For each run, preserve the provider and product name, model or processor version, API and SDK versions, region or endpoint, request settings, prompt or instructions, schema, run date, and raw response. Record errors, timeouts, retries, and the handling of partial results. These details matter because a product name alone does not identify the exact system that processed a document.
Keep a run record that can be checked
A practical results file should link every response to a document, task, and configuration rather than storing only a final score. For example, keep fields for document_id, document_type, input_mode, provider, model_version, region, run_date, task, settings, latency_ms, status, output, and ground_truth. This is a record format, not executable provider-specific API code: the available evidence does not identify the seven providers or their request interfaces.

Score the task, not a vague idea of accuracy
“Accuracy” is meaningful only when the measured unit and scoring rule are clear. A parser can transcribe most words correctly yet scramble a table, omit a field, or invent a value. Report measures separately so readers can see those differences.
- Text fidelity: Compare recognized text with verified transcription. State whether the score is based on characters, words, or another unit, and how punctuation, line breaks, and uncertain text are handled.
- Fields: Measure exact or normalized field correctness against the labeled value. Define normalization rules in advance; otherwise differences such as date formatting can be counted inconsistently.
- Tables: Report cell correctness and row recovery separately where possible. Row F1, as reported in the Reddit comparison, is not interchangeable with plain text accuracy.
- Hallucinations and omissions: Count unsupported values and missing values separately. Include correct abstention or null handling when a field is absent; filling an absent field with a plausible guess is not a successful extraction.
- Layout and reading order: Check whether headings, blocks, columns, and relationships survive in the output when the downstream task depends on them.
- Downstream question answering: Score whether answers are supported by the source document. Openbenchmarks’ 79.7% figure is this kind of downstream answer accuracy under its specific contract benchmark—not OCR accuracy.
OmniDocBench describes end-to-end and task-specific evaluation across layout detection, OCR, table recognition, and formula parsing. Run-llama’s ParseBench project describes evaluating whether parser output preserves structure and meaning needed for agent workflows, using approximately 2,000 human-verified pages from insurance, finance, and government documents. These projects offer evaluation approaches; they do not verify a separate seven-API test.

Report speed, failures, and cost alongside quality
Measure latency on the same workload as the quality test and report the statistic used, such as median latency, plus tail latency if slow requests affect the workflow. Count failures and timeouts rather than dropping them from the results. The Reddit comparison reports median latency; Openbenchmarks separately reports latency and measured parser cost.
Distinguish observed spend for the tested run from a provider’s list pricing. State what the cost includes and the workload it covers. A system that leads on one accuracy measure may still be a poor fit if its latency, failure rate, or measured cost is unsuitable for the intended use. Do not collapse these trade-offs into a composite “best” score unless the weights and all underlying per-axis results are published.
Check version, region, and product claims
Capabilities and deployment constraints can change which configuration is actually comparable. Google Cloud release notes say its layout parser image and table annotations reached general availability on May 27, 2026. The notes also describe a layout-parser model powered by Gemini 3 Flash that was in Preview in February 2026; that model uses a global endpoint and is not compliant with Data Residency standards. These statements apply to the named features and model at the stated dates, not to every Google document-processing product. Confirm the exact processor version, region, and current availability for a deployment.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesAdobe’s PDF Services documentation describes PDF Extract as extracting text, images, and tables from native and scanned PDFs into structured JSON, with tables also available as CSV or XLSX and images as PNG. That is a vendor capability description, not evidence that Adobe outperforms another API on a matched scan corpus.
How to interpret a “best API” result
- Trust a ranking only for the document types, scan conditions, task, versions, regions, and settings actually tested.
- Look for per-task results and error categories, not only an aggregate percentage.
- Check whether absent values, table structure, and unsupported answers were evaluated, not just text transcription.
- Prefer a published workload and ground-truth method that let another team reproduce or audit the comparison.
- Treat a small mixed-document test as a way to find obvious failures or shortlist systems—not as proof of a universal winner.
The available published results show why a single winner is hard to name: one benchmark measures downstream answers on scanned contracts, while a small seven-tool comparison reports different leaders across extraction measures. Without the underlying files, provider configurations, code, and measurements for the titled seven-API test, no provider-by-provider result or reproducible code claim can be responsibly supplied.
