How to Back Up and Organize Legally Obtained ROMs for a Retro Handheld

Owning a cartridge does not automatically give you a universal right to download, dump, or use a ROM. The answer depends on your country, the game, the way the file was created, and whether any copy-protection was bypassed. A file you personally dump from a lawfully acquired cartridge is legally different from a ROM downloaded from an unknown third party, and moving a file you already possess to a handheld does not repair an unlawful source.

Use this guide as a careful preservation and file-management workflow, not as a legal loophole. Confirm the current rules where you live before making a dump, and never distribute copyrighted game files.

Start by separating three different activities

People often use “download a ROM” to describe several actions that have different legal and technical consequences. Decide which action you are actually considering before buying hardware or copying a file.

Making a dump from your own cartridge

A cartridge dump is a digital reproduction read from physical media with dedicated hardware. Whether you may make that reproduction is controlled by local copyright law, any applicable exception, anti-circumvention rules, and the game’s license. Your ownership of the plastic cartridge is relevant, but it is not a worldwide permission to create a ROM.

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Downloading a ROM made by somebody else

A third-party download is not the same as making a personal backup. The uploader may not have had the right to reproduce or distribute the game, and you generally cannot establish a lawful chain of title merely because you own an original cartridge. Do not use ROM sites, file-sharing links, torrents, or another person’s archive as a substitute for checking the law and creating an authorized copy.

Transferring a personal file to a handheld

Copying a file that you already lawfully possess from a computer to a compatible memory card may be a separate act from making the original dump. Some jurisdictions treat format-shifting or software backups differently from others, and a device license may impose additional conditions. Transfer does not cure an unlawful download, and a private transfer is not permission to share the file with friends or online communities.

Check the law in your jurisdiction before you dump

Copyright exceptions are territorial. The following examples show why a general claim such as “you own the cartridge, so dumping is legal” is unsafe.

United States: 37 CFR 201.40 is limited

The U.S. Copyright Office’s 37 CFR 201.40 contains specific video-game exemptions. The provisions address defined situations, including certain complete games whose server support has been discontinued for personal local gameplay, and preservation by eligible libraries, archives, or museums. They do not establish a blanket personal right to dump every cartridge you own.

Read the current regulation and any applicable license terms before relying on an exception. A rule written for server-dependent games or institutional preservation should not be stretched to cover an ordinary personal cartridge backup.

Canada: a conditional backup-copy example

Section 29.24 of Canada’s Copyright Act illustrates how narrow a backup exception can be. It applies to a person who owns or is licensed to use a source copy, where the source is not infringing, and the reproduction is made solely as a backup in case the source is lost, damaged, or unusable. The statute says the person does so “solely for backup purposes in case the source copy is lost, damaged or otherwise rendered unusable.”

The same Canadian provision includes neighboring conditions: the copy must not be made by circumventing a technological protection measure, reproductions must not be given away, and reproductions must be destroyed after the person stops owning or being licensed to use the source. These are Canadian statutory conditions, not a rule for every country.

Australia and publisher guidance

Nintendo Australia states that, in its view, downloading a Nintendo ROM is illegal even when the person owns an authentic game. Its guidance also says that the Australian format-shifting and software-backup rights it cites do not permit copying Nintendo games into another format. Treat that as Nintendo’s position, not as a complete analysis of every Australian fact pattern; consult current local law for your circumstances.

Nintendo’s North American support material likewise opposes unauthorized copies, downloading, sharing, and circumvention devices. A publisher FAQ cannot replace the law where you live, but it makes clear that a company may view downloading or bypassing protection as infringement even when a user owns a cartridge.

A practical legal checklist

  • Identify your country, state or province, and any relevant exception before making a copy.
  • Confirm that the source cartridge was lawfully acquired and is not itself an infringing copy.
  • Check whether the game, cartridge, dumper, or handheld uses a technological protection measure.
  • Determine whether the exception allows only backup, or also permits format conversion and use on another device.
  • Keep the file private and do not upload, trade, email, seed, or lend it as a digital copy.
  • Check whether your law requires deletion when you sell the source cartridge or your license ends.

Build a lawful source and provenance record

Before connecting anything, write down where each file came from. A simple provenance record helps you avoid mixing personal dumps with files obtained from unknown sources and lets you remove a copy if you later sell the cartridge.

For each game, record the title, region or language, cartridge family, acquisition date, source format, dumper used, dump date, and whether save data was read. Keep a note that the file is a personal source dump, not a downloaded replacement. This record is organization practice, not a legal safe harbor.

Choose hardware that explicitly supports your cartridge

Cartridges are not interchangeable storage devices. A dumper must understand the electrical interface, memory mapper, save memory, and any adapter required by the particular cartridge family. The community-maintained Provenance-Emu guide lists these category examples:

Dumper Systems listed by the guide What to verify before purchase
GB Operator GB, GBC, GBA Exact cartridge revision, supported save types, current desktop software, and included cable or adapter.
GBxCart RW GB, GBC, GBA Whether your cartridge’s mapper and save memory are supported and which firmware and USB software versions are current.
Joey Jr GB, GBC, GBA Cartridge compatibility, save-data handling, operating-system support, and required accessories.
Retrode 2 SNES, Genesis, and N64/GB/GBA with adapters The adapter required for your system, the specific cartridge family, save support, and compatibility with current software.

These are examples from a community guide, not tested recommendations. The guide’s approximate prices are volatile and should not be treated as current. Check the manufacturer’s or project’s current compatibility list for the exact cartridge before ordering. A dumper does not make an otherwise unlawful copy permissible and is not a legal loophole.

A careful dumping workflow

  1. Confirm the legal basis. Check current law for your jurisdiction and this particular game. If the only source is a third-party download, stop; do not relabel it as a backup.
  2. Identify the cartridge. Record the system, region, label information, board or revision markings, and whether it contains battery-backed or other save memory. Use the cartridge family, not just the game title, when checking compatibility.
  3. Prepare a clean workspace. Create an archive folder on a computer with enough free space, and keep it separate from the folder used for handheld-ready files. Avoid automatically synchronizing the source folder to a public or shared location.
  4. Install current supported software. Follow the dumper’s documentation for drivers, firmware, and operating-system permissions. Do not follow instructions that require bypassing a technological protection measure unless you have confirmed that your jurisdiction permits the specific act.
  5. Connect and read the cartridge. Insert the cartridge in the supported direction, connect the dumper by USB, and use its documented read or dump function. Do not interrupt power while the device is reading or writing.
  6. Save the raw dump unchanged. Give the first successful read a descriptive filename and never edit that file in place. If the software reports read errors, reseat the cartridge and repeat the read rather than silently accepting a partial file.
  7. Read save data only when supported. Save memory is separate from the game ROM. If the dumper supports it, export the save to its documented format and record the date; do not assume every dumper can read every battery-backed or flash-save design.
  8. Verify the result. Compare the file size with the dumper’s expected value, check that the tool reports a complete read, and calculate a hash. A second independent read that produces the same hash gives you more confidence than a single pass.
  9. Record provenance. Add the dumper model, software or firmware version, cartridge identity, date, region, and hash to your manifest. Keep error notes if a read required more than one attempt.
  10. Make your independent backup. Copy the unchanged source dump and manifest to a second storage device that is not kept beside the handheld. Disconnect or protect that backup after verifying it.

Use a predictable folder and filename system

Separate archival files from files prepared for a particular handheld. A conversion, trim, patch, rename, or emulator-specific change should never overwrite the source dump.

A practical structure is:

ROM-Archive/
Game Boy/
1998 - Example Title (USA).gb
1998 - Example Title (USA).sav
Super Nintendo/
1994 - Example Title (Europe).sfc
Handheld-Ready/
Game Boy/
Example Title (USA).gb
Manifests/
rom-manifest.csv

Use one consistent naming pattern. Include the system, title, region or language, revision when known, and the correct extension. Avoid ambiguous names such as newrom.gb, fixed2.gb, or filenames that rely on a particular computer’s sorting order. Keep punctuation simple if the handheld’s firmware has limited filename support.

For every source file, store a manifest with columns such as:

  • Filename and relative folder
  • System and cartridge family
  • Region, language, and revision
  • Source cartridge identifier or label notes
  • Dumper, firmware, and software version
  • Dump date and read attempts
  • Save-data filename, if any
  • SHA-256 hash
  • Notes about conversions or handheld compatibility

Calculate a hash for integrity checks

On macOS or Linux, a SHA-256 hash can be calculated with:

sha256sum "1998 - Example Title (USA).gb"

On macOS systems where shasum is available, use:

shasum -a 256 "1998 - Example Title (USA).gb"

In Windows PowerShell, use:

Get-FileHash -Algorithm SHA256 "1998 - Example Title (USA).gb"

These commands verify that two copies are identical; they do not prove that a ROM was lawfully obtained or that it is a good dump. Store the resulting hash in your manifest and recalculate it after moving files or restoring a backup.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Keep three useful copies without creating a sharing problem

A sensible preservation arrangement is three copies on two different kinds of storage, with at least one copy kept offline or otherwise isolated. For example, keep the unchanged archive on your working computer, a verified backup on a disconnected external drive, and a private backup in storage you control. Encryption is sensible for portable or cloud-backed storage because a lost drive can expose both game files and personal records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not put copyrighted files in a public repository, a shared family folder, an open cloud link, or a peer-to-peer sync directory. Private cloud storage can still create additional reproductions, so check the law and service terms that apply to you. The safest organizational rule is to share your manifest and documentation, not the game files.

Prepare a copy for the handheld without touching the archive

First check the handheld manufacturer’s current documentation for supported card format, filesystem, maximum capacity, folder names, filename rules, save-file location, and any required firmware or BIOS files. No single card type or capacity works for every retro handheld, and the available information here does not identify a specific model.

  1. Format the card exactly as the handheld documentation requires.
  2. Create a temporary staging folder on your computer.
  3. Copy the verified source dump into staging; never move or rename the only archival copy.
  4. Apply only documented preparation steps, such as a required extension or folder placement. Keep the resulting device-ready file in the separate Handheld-Ready tree.
  5. Copy the device-ready file to the card with a card reader or the connection method supported by the handheld.
  6. Eject the card safely, boot the handheld, and confirm that the title appears and starts.
  7. Back up any new save file from the card before experimenting with another firmware or emulator.

A card reader may simplify transfers, but the sources do not establish one universal reader or connection standard. Treat the handheld’s current manual as the authority for card format and capacity.

Troubleshoot by symptom, not by downloading another copy

Symptom Likely cause Safe next step
Dumper is not detected Unsupported cable, driver, USB port, firmware, or operating-system issue. Use the documented cable and software, try a direct USB port, and verify current support before changing the cartridge.
Read errors or inconsistent hashes Dirty or poorly seated contacts, an unsupported mapper, failing cartridge hardware, or an unsuitable adapter. Power down, inspect and clean contacts according to the cartridge or dumper documentation, reseat, and repeat the read. If results differ, do not treat the file as verified.
ROM is the wrong size Incorrect system selection, incomplete read, or unsupported memory layout. Compare the reported size with the dumper’s expected value and confirm the cartridge family.
Game boots to a blank screen Bad or incomplete dump, wrong extension, wrong system folder, unsupported mapper, or handheld incompatibility. Test the unchanged dump with a compatible emulator only as a diagnostic, recalculate its hash, and recheck the handheld’s documented format.
Save data is missing The dumper does not support that save type, the save was exported separately, or the handheld expects another filename or location. Read the dumper’s save-support list and the handheld’s save-file instructions; preserve the original save export before testing conversions.
Handheld cannot see the file Wrong card filesystem, unsupported capacity, incorrect folder, long or unusual filename, or an improperly ejected card. Recheck the current manual, use a simple filename, copy to the required folder, and safely eject the card.

What changes if you sell the cartridge?

Keep the source record updated when ownership or licensing changes. In Canada, the backup exception described in section 29.24 requires destruction of reproductions after the person stops owning or being licensed to use the source. Other jurisdictions may use different rules, so apply the law where you live rather than assuming Canada’s condition is universal.

If you sell or give away the cartridge, note the transaction date in your manifest, review your local requirements, and remove any copies you are no longer entitled to retain. Do not transfer the ROM to the buyer unless the law and the transaction clearly permit that separate reproduction.

A compact decision path

  1. Is the file from your own lawful source? If not, do not download or organize it as a personal backup.
  2. Does your jurisdiction permit the intended copy? Check current law, including anti-circumvention rules and any conditions about backup-only use.
  3. Does your dumper explicitly support the cartridge? If not, do not improvise with an adapter or assume another model will work.
  4. Is the raw dump preserved separately? If not, create and verify the archive before preparing a handheld copy.
  5. Is the handheld configured according to its current documentation? Confirm card format, capacity, folders, extensions, and save paths.
  6. Are all copies private and documented? Keep a manifest and independent backup, and do not distribute copyrighted files.
