Preserve the video exactly as received, document where it came from and who handled it, calculate a cryptographic hash, and keep clearly labeled working copies separate from the received original. Those steps help establish whether the file has changed since a recorded point in time; they do not, by themselves, prove who created it or whether the events shown actually happened. A forensic examination can assess whether a file’s source, structure, metadata, and content fit the account offered for it.
What does it mean to authenticate a video?
In its Best Practices for Digital Video Authentication, version 1.2, dated March 7, 2024, the Scientific Working Group on Digital Evidence (SWGDE) defines authentication as “the process of substantiating that the data is an accurate representation of what it purports to be.” In practice, that broad question separates into three issues:
As an Amazon Associate I earn from qualifying purchases.
- Integrity, or fixity: Has the file changed since a particular point when it was identified and hashed? A matching hash can show that two files have identical bytes relative to that baseline.
- File authentication: Do the file’s provenance, source, structure, and content align with the claim being made about it—for example, that it is an original recording from a particular camera?
- Whether the depicted event is true: Did the scene happen as presented? File examination alone cannot settle that. A camera-original file could still show a staged or reenacted scene; witnesses and other independent evidence may be needed.
These are related but different questions. A hash is useful for documenting byte-level integrity, not authorship or scene truth. Authentication findings should be interpreted in light of the file’s history and the specific question an examiner was asked to address.

- Confirm authority and scope. Before collecting online material, determine the applicable legal authority and follow agency procedure. Accessing a live page or using an acquisition tool may affect the target or leave activity. Understand and document those effects. Provider preservation through legal process may supplement a conventional capture; it does not automatically replace documentation of the material you collect.
- Record the circumstances at receipt or collection. Note the date and time, source or URL, person who supplied the file, retrieval method, filename, format, and any claimed recording date or time. Record the device, system, and storage-media details if known, as well as the names of people who provided relevant information. If a recording device’s condition or a clock offset matters to the case, document it.
- Keep the received file intact. Preserve the file as it arrived and do not edit, convert, enhance, or overwrite it. For externally obtained imagery, treat the received file as the original from the point of receipt; do not imply that it is necessarily the camera-original recording. Keep any downloaded rendition or later-transcoded version distinct from it.
- Calculate and record a hash. Hash the acquired file and record the algorithm, full hash value, date and time, and file identity in the case record. SWGDE collection guidance recommends using multiple algorithms to reduce reliance on a single hash function and calculating a verification hash after acquisition. Follow your validated workflow and agency policy.
- Create controlled copies. Make an archive copy and a separate working copy, label each clearly, and associate them with the case. Verify copies against the recorded baseline. Retain tool logs and document any processing or conversion; identify each result as a derivative rather than silently substituting it for the received file.
- Restrict access and record every transfer. Maintain a contemporaneous record of each person taking possession, each handoff, and the date and time. Track physical or electronic access, keep an inventory, restrict access to authorized people, and retain those records with the case under applicable storage, retention, and confidentiality rules.
- Plan any playback or courtroom copy. Verify a submission copy’s integrity before use and demonstrate that check to recipients when appropriate. Test the file on the equipment expected to be used. If you must convert formats, review the converted output and be prepared to explain what changed. SWGDE courtroom guidance gives write-once optical media, USB flash drives, and portable hard drives as examples of physical submission media, and recommends retaining physical media after proceedings. Follow local rules and coordinate with counsel.
How to keep the original, archive, and working copies straight
Labels and records should make it clear which file was received, which copy is preserved for long-term storage, and which file was used for review or processing. SWGDE’s digital video guidance calls for keeping originals, archives, and working or processed derivatives distinguishable and associated with case information.
| File or copy | Purpose | Handling |
|---|---|---|
| Received file | Preserves what was obtained at collection or receipt. | Keep unaltered. Record its source and circumstances, and do not describe an externally received copy as camera-original unless that is established. |
| Archive copy | Provides a controlled preservation copy. | Store according to policy, restrict access, and retain its identity and verification information in the case record. |
| Working copy | Supports examination, playback, or other authorized work. | Keep it distinct from the received file. Record transformations and identify converted, enhanced, or otherwise processed results as derivatives. |
| Submission or playback copy | Allows a recipient or courtroom system to play the evidence. | Verify integrity before use. If it has been converted, review the result and document the change. |
A portable drive is only a possible storage or submission medium; it does not authenticate a recording or make the handling process defensible on its own. Select media and storage controls according to organizational compatibility, security, retention policy, and the ability to demonstrate fixity.

What belongs in a chain-of-custody record?
SWGDE’s Best Practices for Digital Forensic Video Analysis, version 2.0, defines chain of custody as “the chronological documentation of the movement, location, possession, and disposition of evidence.” A useful record uniquely identifies the evidence and makes its path understandable without relying on anyone’s memory.
- Unique case and evidence identifiers, with the filename and relevant format or media details.
- Date and time of receipt or collection, source, collector or recipient, and method of acquisition.
- For every transfer: date and time, person releasing the item, person receiving it, and the reason or destination.
- Storage location, access history, and any relevant changes in custody or disposition.
- Hash algorithm and value, when calculated, and the file or copy to which that value applies.
- Copies made, tools used, processing or conversion performed, and associated logs or notes.
Keep the custody record, inventory, and access information with the case, and follow organizational rules for evidence storage, retention, and confidentiality. A complete custody history documents handling; it does not independently establish that the video’s content is truthful.

What can a forensic video authentication examination assess?
Define the question before requesting an examination. “Is this camera-original?”, “Has this file been re-encoded?”, “How did it come to be in its present state?”, and “Has its content been altered beyond what it is purported to be?” are different questions and may require different methods. Source identification, provenance, possible alteration, date or time claims, continuity, and scene context should not be collapsed into one vague request.
Where possible, preserve the questioned file and obtain an exemplar recording from the alleged source device, or a sample consistent with the file’s claimed generation history. Give the examiner the information needed to conduct the work, while avoiding unnecessary case details that could bias interpretation.

File, metadata, and structural examination
Depending on the file and question, an examination may consider the container and format, internal file structure, embedded and calculated attributes, and decoded image or audio samples. Possible methods include metadata review, binary or file-structure analysis, and comparison with exemplar files. Multiple suitable methods can help cross-check observations; a single test should not carry the whole conclusion.
Image, audio, and continuity examination
An examiner may assess visual consistency globally and locally, frame timing, signs of missing or added content, recompression, color-space changes, or apparent image alteration. Pixel-level or compression analyses may be appropriate in some cases. The file, available reference material, and precise examination question determine which methods are suitable. If audio is relevant, specify it as part of the request; it may need its own authentication analysis.

Metadata needs corroboration
Video metadata may include a claimed recording date and time, resolution, frame timing, bit rate, software, camera make or model, modification timestamps, or GPS data. Metadata can be altered without changing playback, and SWGDE notes that there is no video metadata standard equivalent to EXIF for digital still images. Validate the extraction tool and, where possible, check results with more than one tool and against other file evidence.
Interpretation and reporting
SWGDE describes possible conclusions such as “Consistent with an original,” “Inconsistent with an original,” and “Inconclusive.” A report should explain the observations, their technical significance, the reasoning behind the opinion, and relevant limitations. Conclusions should not imply absolute certainty unless the matter is a known alteration or deletion. SWGDE calls for independent review by a comparably trained examiner.
What hashes can—and cannot—establish
A cryptographic hash is a calculated value used to check whether a file’s bytes match those of the file that was hashed. If a working copy matches the recorded baseline, that supports a finding that it is byte-for-byte identical to that baseline. If it does not match, investigate and document the difference rather than assuming what caused it.
The baseline’s timing matters: a hash calculated after receipt establishes a comparison point from then onward, not the file’s history before collection. A matching value cannot establish who recorded the video, whether it is a camera-original, whether an online source was truthful, or whether the scene occurred as depicted. Those questions require examination of provenance, structure, content, and independent context as appropriate.
Authentication is not the same as admissibility
Technical handling and examination can support an evidence record, but admissibility depends on the applicable rules, legal authority, case circumstances, and jurisdiction. SWGDE’s courtroom guidance discusses federal rules and notes that jurisdiction-specific consultation is appropriate; it is not a promise that a particular file or method will be admitted. Consult counsel and follow the relevant agency procedures, court rules, and retention requirements. SWGDE guidance is technical guidance, not a substitute for legal advice or a case-specific SOP.
