How to Audit Your SaaS Subscriptions and Find Unused Tools

The reliable way to find unused SaaS is to reconcile several kinds of evidence, not to export one payment list and start deleting accounts. Combine card and accounts-payable records, invoices and renewal emails, identity-provider data, application-admin reports, and interviews with team leads. Put every finding in a central register, verify what “activity” means for that product, check overlap and seat or plan fit, then act before the contract’s notice deadline.

Low activity is a reason to investigate, not proof that a subscription has no value. A seasonal workflow, service account, integration, compliance requirement, or occasional but important task can be invisible in a simple login report. The goal is a defensible decision—keep, optimize, consolidate, cancel, or investigate—with an owner, evidence, date, and contract-aware follow-through.

What a SaaS subscription audit should deliver

A subscription audit is an inventory-and-decision process. It answers five practical questions for each application:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • What is the application, and what business purpose does it serve?
  • Who owns the relationship, administers the account, and actually depends on it?
  • What are we paying for, and how much of the purchased capacity is used?
  • Does another tool already provide the required capability, or is the current plan larger than necessary?
  • What action is possible under the contract, and by what date?

A successful review can reduce avoidable cost, clarify ownership, and improve renewal decisions. It cannot promise a standard savings percentage: results depend on your contracts, number of tools, seat assignments, usage patterns, and ability to change workflows.

1. Set the scope and appoint an owner

Write a one-page scope before collecting data. For a small business, list the departments or business units included, the period you will examine, and the person responsible for the working inventory. Include contractors and shared accounts if they can create billing or security exposure.

For a larger or compliance-focused review, define the legal entities, environments, products, measurement window, and contract rules being tested. A formal license audit reconciles measured use with entitlements and contractual use rights; it is more demanding than a normal expense review. Guidance published for enterprise license audits is useful for that situation, but a small company does not need to reproduce every legal and technical control merely to review renewals.

Give the owner authority to request exports, ask department leads for confirmation, and set deadlines. Record a backup owner so the audit does not stop when one person is away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Discover subscriptions from multiple records

No single source is complete. A payment feed can miss a free tier that later converted, a purchase made through an app marketplace, or a subscription paid by a department card. An identity-provider list can miss tools bought outside managed single sign-on, personal accounts used for work, and applications that do not support SSO.

Collect these sources for the same period and reconcile them rather than treating one as the master list:

  • Recurring credit-card and bank transactions, including virtual cards.
  • Accounts-payable records, invoices, purchase orders, and expense claims.
  • Email receipts, renewal notices, trial-conversion messages, and billing alerts.
  • App marketplaces and mobile-device management purchase records.
  • Identity-provider and SSO connected-application lists.
  • Exports from application admin consoles, including seat and last-activity reports.
  • Team-lead and employee surveys asking which tools are used, including tools paid personally and reimbursed.
  • Procurement, contract, and vendor-management records.

SpendNexus identifies payment records, email, app stores, SSO or identity providers, and team surveys as useful starting points. Enterprise audit guidance also treats SaaS-admin exports and identity records as inventory evidence. Mark the source and date for every discovered record; an unverified name in a spreadsheet is a lead, not a confirmed subscription.

Reconcile names and vendors

Normalize spelling and billing entities before counting. A parent company may bill under a legal name that differs from the product name, and one vendor may operate several products. Match by invoice number, domain, account ID, card descriptor, and administrator email where available. Keep the original descriptor in a source-notes field so finance can trace the match later.

3. Build a central subscription register

A spreadsheet is sufficient for a small portfolio if it has controlled fields, a change log, and restricted access. Larger organizations can use a procurement, software-asset, or SaaS-management system, but the data model still matters. Use one row per contract or subscription; add a separate seat-level sheet only when you need person-by-person reclamation.

Field What to record Why it matters
Application and vendor Product name, billing entity, account or tenant ID Prevents duplicate rows and makes an administrator’s export traceable.
Purpose and category Job supported, such as file storage, project management, design, or email marketing Enables meaningful overlap analysis instead of relying on product names.
Business owner Person accountable for value and renewal Provides a decision-maker when activity is ambiguous.
Technical or admin owner Person who controls settings, integrations, and exports Separates operational control from budget responsibility.
Department and cost center Owning team and accounting code Shows where the expense belongs and supports chargeback.
Cost and billing Amount, currency, monthly or annual cycle, payment source, tax treatment if relevant Allows comparable totals without mixing currencies or billing periods.
Plan and entitlement Plan name, purchased seats, minimum commitment, included usage or storage Distinguishes a plan problem from an individual-seat problem.
Usage evidence Assigned seats, active seats, last activity date, and the provider’s activity definition Prevents a misleading “last login” interpretation.
Contract dates Start, renewal, cancellation-notice deadline, end date, and seat-reduction window Determines when a decision can affect billing.
Dependencies SSO, API, integrations, automations, data retention, and export requirements Reduces outage and records-management risk.
Evidence and confidence Source document or export, date checked, and confidence level Makes the decision auditable and highlights gaps.
Proposed action Keep, optimize, consolidate, cancel, or investigate Turns discovery into an accountable work queue.

For a formal compliance audit, retain the entitlement document for each row and add the license metric, applicable legal entity, and contractual use rights. Do not overwrite old values: keep dated snapshots or a change log so a later reviewer can see what changed.

4. Verify usage instead of applying a universal inactivity cutoff

Export the provider’s admin report where available. Compare assigned licenses with an up-to-date employee and contractor roster, then ask what the activity field actually measures. It may mean a login, an edit, an API call, a file upload, a sent message, or activity only in a particular module.

Use an inactivity period that matches the product’s work pattern. A daily collaboration tool may merit a short review window; tax, recruiting, grant-management, or seasonal tools may be used only at particular times of year. ServiceNow documentation illustrates reporting bands such as the last 30 days and longer intervals and uses configured reclamation rules and thresholds. Those are examples of reporting periods, not universal cancellation rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Investigate every apparent idle seat

  1. Check whether the user is still employed or contracted and whether the account is a shared, service, bot, or integration account.
  2. Ask the business owner what workflow the product supports and whether that workflow is periodic, seasonal, or event-driven.
  3. Inspect integrations, API keys, scheduled jobs, webhooks, and embedded forms that may work without a human login.
  4. Look for data-retention, legal-hold, audit, or customer-contract requirements before removing access.
  5. Ask a representative user whether work occurs through a desktop client, mobile app, delegated account, or another identity that the report does not connect.
  6. Set a review date and responsible person when evidence remains incomplete; classify the row as Investigate, not Cancel.

Only after this check should you reclaim a seat, reassign it, suspend access, or recommend cancellation. Document the evidence and the owner’s confirmation.

Understand automated-discovery limits

JumpCloud documents several SaaS-discovery routes: SSO applications, connectors, a browser extension, and a device agent. Coverage depends on which route is enabled. Browser-extension discovery requires installation and the relevant user-authentication conditions; device-agent discovery requires the agent to be installed and enabled. Collection timing differs by method, and some desktop-discovered applications can show an unknown application account. Compare such a report with the provider’s own license data rather than treating it as a complete entitlement record. Its AI & SaaS Management feature requires the Platform Prime package under its current documentation.

5. Separate duplicate tools, excess seats, and oversized plans

These are different findings and require different remedies.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
Finding Diagnostic question Typical action
Duplicate functionality Do two products support the same job without a documented requirement for both? Consolidate only after an owner confirms feature, integration, data, and workflow coverage.
Excess seats Are paid seats assigned to people who no longer need access? Reclaim or reassign seats, subject to minimums and reduction terms.
Plan overage Does usage require the current tier, storage, automation quota, or support level? Downgrade or renegotiate while preserving required capability.
Correctly sized service Does current use and business value justify the cost? Keep and record the owner and renewal rationale.

Group applications by job—such as project management, file storage, video meetings, design, or email marketing—then have the owners compare actual requirements. A shared category label is not proof of redundancy. Check integrations, permissions, records, regional or customer commitments, and migration effort before declaring one product replaceable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Check renewal dates and contract terms before acting

Sort the register by renewal date and add an internal decision deadline well ahead of the contractual notice deadline. For each candidate, read the order form, subscription agreement, or amendment and record:

  • Renewal date and whether renewal is automatic.
  • Required cancellation-notice date and the acceptable notice method.
  • Minimum seat or spend commitments.
  • When seats can be reduced and whether reductions apply immediately or only at renewal.
  • Early-termination charges or credits.
  • Data-export format, retention period, deletion schedule, and legal-hold process.
  • SSO, API, webhook, and downstream workflow dependencies.
  • Who must approve the change and which evidence procurement or finance must retain.

There is no universal notice period or seat-reduction right. SpendNexus recommends preparing ahead of renewals, while enterprise audit guidance emphasizes preserving contract records and matching decisions to those terms. Verify the actual agreement for every subscription.

7. Decide, assign, and record the follow-through

Use a small, explicit status vocabulary so a dashboard does not confuse a hypothesis with a completed saving.

Status Use it when Required next record
Keep Current use and value support the expense. Owner, evidence, and next review date.
Optimize The service stays, but seats, tier, storage, or terms can be improved. Change owner, target, contract constraint, and completion date.
Consolidate Another approved tool can meet requirements after a controlled migration. Replacement owner, migration plan, data-export check, and cutover date.
Cancel The owner confirms no continuing need and dependencies and records are handled. Notice sent, confirmation received, access and data actions completed.
Investigate Activity, ownership, or contract evidence is incomplete. Named investigator, question to answer, and review date.

Record the decision owner, supporting evidence, action date, and realized result. A dashboard’s “potential savings” or an estimated reclaimed-seat value is not savings until the seats or subscription are actually reduced and the billing change is confirmed. ServiceNow distinguishes potential savings from actual savings associated with completed reclamation candidates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

8. How to cancel or reduce a subscription safely

Once the decision and contract timing are clear, use this controlled sequence:

  1. Confirm authority. Verify that the named business or procurement owner can approve the change and that finance knows the expected billing effect.
  2. Freeze new assignments. Stop automatic provisioning and remove the product from onboarding or purchasing forms while the decision is executed.
  3. Export required data. Preserve files, audit logs, configuration, invoices, and metadata in an approved location. Test that the export opens and is complete.
  4. Map dependencies. Disable or replace SSO connections, API keys, webhooks, automations, embedded forms, and integrations in a planned order.
  5. Reduce or reassign seats. Follow the contract’s allowed window and keep a record of the before-and-after count.
  6. Send notice in the required channel. Save the notice, timestamp, recipient, and vendor confirmation.
  7. Verify billing. Check the next invoice or card statement, remove unused payment methods where appropriate, and reconcile credits or final charges.
  8. Close access and retain records. Deprovision users, preserve the contract and export according to retention policy, and update the register with the realized result.

If a cancellation deadline has passed, do not silently disable a production account. Record the next available reduction or renewal date, negotiate only with the authority specified in the agreement, and set a reminder for the next decision window.

9. Make the audit recurring

A one-time cleanup becomes stale as soon as teams start new trials or employees change roles. A practical cadence is:

  • Monthly: review new purchases, trials converting to paid plans, payment exceptions, and renewals approaching the internal decision window.
  • Quarterly: review assigned versus active seats, duplicate categories, former-employee accounts, and plan fit.
  • Annually or before major renewals: perform a full reconciliation of finance, identity, admin, contract, and owner evidence.

These intervals are an example operating rhythm, not a universal standard. Increase frequency when purchasing is decentralized, employee turnover is high, or contracts have short notice windows.

Manual spreadsheet or SaaS-management software?

Start manually when the portfolio is small and records are accessible. A spreadsheet, billing exports, admin-console reports, and owner interviews can produce a defensible register without buying another platform. Introduce software when the number of applications, entities, seats, or renewals makes manual reconciliation unreliable.

Evaluate a SaaS-management or software-asset-management product on the following dimensions:

  • Coverage: Which finance, procurement, identity, device, and application systems can it connect to?
  • Collection method: Does evidence come from vendor APIs, SSO, browser activity, device agents, or manual imports?
  • Freshness and completeness: How often is data collected, what is excluded, and can you export the underlying records?
  • Ownership mapping: Can an account be tied to a person, department, cost center, and accountable owner?
  • Contract support: Can it store renewal dates, notice deadlines, minimums, and seat changes?
  • Action controls: Does it support approvals, reclamation rules, audit logs, and completed-versus-potential savings?
  • Operating cost and policy: What package, implementation work, employee notice, monitoring policy, and ongoing administration are required?

ServiceNow documents views for spend, unused subscriptions under defined rules, activity windows, cost centers, potential savings, and renewal workspaces; navigation and availability vary by product configuration and release. JumpCloud documents multiple discovery routes and the prerequisites for each. Treat these as examples of capabilities to assess, not evidence that every company needs enterprise software.

What published SaaS-visibility figures do—and do not—tell you

Industry surveys can explain why teams audit, but they are not a forecast of your savings:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Flexera’s June 18, 2025 press release reported that 43% of organizations had complete visibility across their technology stack, down from 47% year over year. The annual report surveyed 506 global IT professionals; this is a broad technology-stack measure, not a statistic solely about unused SaaS.
  • The same 2025 release said 35% of respondents believed SaaS waste had increased over the previous year. That is a reported change in perception, not a measured waste amount for an individual company.
  • Flexera’s 2024 report summary said advanced ITAM practitioners estimated 20% wasted spend on SaaS software. It is a self-estimate from that population, not a universal waste rate.
  • The 2024 release also said 54% reported an accurate view of SaaS usage in a survey of 503 global professionals at organizations with at least 1,000 employees. Do not transfer that result to a small firm as a precise benchmark.

Becky Trevino, Flexera’s chief product officer, described complete visibility across IT assets as foundational to good technology decisions in the company’s June 18, 2025 release. The operational lesson is to improve evidence quality before making a cancellation decision.

Common failure modes and fixes

“We searched the card statement and found everything.”

Why it fails: invoices, reimbursements, app stores, free-to-paid conversions, and tools bought by another department may be absent. Fix: reconcile finance, email, identity, admin, marketplace, and team sources.

“No login in 90 days means cancel.”

Why it fails: activity may be seasonal, API-driven, delegated, or measured differently by the provider. Fix: define a product-appropriate window, inspect dependencies, and obtain owner confirmation.

“The dashboard says we can save this amount.”

Why it fails: potential reclamation is not a completed billing change. Fix: verify the contract, execute the seat or plan change, and confirm the invoice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Two tools have the same category, so one is redundant.”

Why it fails: one may provide a required integration, record type, permission model, or customer commitment. Fix: compare documented workflows and obtain a migration owner before consolidation.

“We can cancel now and sort out data later.”

Why it fails: access removal can destroy records or interrupt SSO, automations, and customer-facing processes. Fix: export and test data, map dependencies, follow retention rules, then send contract-compliant notice.

“The automated discovery list is complete.”

Why it fails: integrations cover different application populations and have setup, authentication, agent, timing, and package prerequisites. Fix: document collection coverage and reconcile automated findings with provider and finance records.

When a formal license audit is warranted

Escalate from a routine subscription review to a formal license audit when the organization has many legal entities, complex entitlements, contract-use restrictions, regulated records, merger-related uncertainty, or a vendor audit notice. Define the products, entities, environments, measurement period, and rules before collecting evidence. Preserve source contracts, entitlement records, exports, assumptions, and approvals. Reconcile measured use to the license metric and contractual rights, not merely to whether a person logged in recently.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a small business, the same discipline can be scaled down: keep a dated register, name an owner, preserve invoices and agreements, verify dependencies, and make every cancellation decision traceable.
