Authorization comes from the system owner, not from the AI tool. Before an autonomous penetration-testing agent touches a host, application, account or cloud resource, verify written permission for the specific targets, actions and time window. Then confirm that the tool can technically enforce those limits and that the relevant cloud or service provider permits the activity.
A vendor’s capabilities, a “safe mode” label or a provider’s general penetration-testing policy does not prove that your engagement is authorized. Treat authorization as a documented, bounded agreement that the operator can show, enforce and stop.

What “authorized” means for an AI pentest
An authorized test has four elements: a person or organization with authority over the resource, written approval for the engagement, clearly defined boundaries, and operating controls that keep the test inside those boundaries. Permission is not transferable merely because systems share a brand, parent company, cloud account or network range.

Microsoft also says its own policy does not authorize a customer’s test on the customer’s behalf. Read the current Azure penetration-testing guidance for the service and region involved.

Authorization is therefore specific to:
- The operator: the employee, contractor or service account running the agent.
- The targets: exact domains, IP addresses, cloud subscriptions, tenants, accounts, APIs, applications and environments.
- The conduct: discovery, exploitation, credential use, data access, persistence, lateral movement, social engineering, denial-of-service or destructive actions.
- The time: start and end timestamps, timezone, maintenance windows and any blackout periods.
If any of these is unclear, pause the test and obtain updated approval rather than relying on an assumption.
Start with the authorizing party
Identify the owner and signer
Record the legal or organizational name of the resource owner and the individual approving the work. Include the signer’s role and the basis for their authority. A project manager may approve testing of a development application, while production infrastructure, a customer tenant or a shared service may require a different owner or executive authority.
For a vendor, subsidiary or managed service, retain the contract, statement of work or delegation that grants the necessary rights. A purchase order or general security clause may not authorize intrusive testing unless it explicitly covers the systems and methods you intend to use.
Separate owner permission from provider permission
Cloud and hosted-service terms are a second control layer. The owner’s consent does not override a provider’s acceptable-use rules, notification requirements or prohibited techniques. Check the current policy for every provider whose infrastructure, identity service, CDN, SaaS application or managed database could be touched. Policies change, so do not reuse an old approval without confirming the current terms.
Check dependencies and shared infrastructure
A permitted application may call an external payment gateway, identity provider, email service or analytics platform. Unless those systems are listed in the authorization, treat them as out of scope. The same caution applies to shared IP addresses, wildcard DNS records, inherited cloud accounts and environments containing another customer’s data.
Put the permission in a rules-of-engagement document
A signed rules-of-engagement (ROE) document turns a broad request into instructions an operator and an AI agent can follow. The OWASP Autonomous Penetration Testing Standard (APTS) ROE template includes authorization, target lists, temporal boundaries, allowed and prohibited actions, notifications and approval or escalation references. The U.S. Election Assistance Commission gives a practical example of signed ROE documentation for predetermined systems and scheduled testing in its penetration-testing guidance.

- Fully qualified domain names and URL paths, including whether subdomains are included.
- Public and private IP ranges, ports and protocols.
- Cloud provider, subscription or account IDs, regions, resource groups and tenant IDs.
- Application names, API base URLs, repositories, mobile builds and test environments.
- Named user accounts, test credentials and service principals, with an owner for each.
- Explicit exclusions, such as production, employee devices, third-party services and shared networks.
Do not use a company name, a wildcard or a parent-domain label as a substitute for an enumerated scope unless the owner explicitly defines that boundary and accepts its consequences.
Allowed and prohibited actions
Separate low-impact checks from actions that can alter data or availability. State exactly which categories are permitted:
- Passive collection and metadata discovery.
- Authenticated, read-only configuration checks.
- Vulnerability validation and controlled exploitation.
- Use of supplied credentials and the systems those credentials may access.
- Data retrieval, including the maximum fields, records or sample size.
- Persistence, privilege escalation, lateral movement and token creation.
- Denial-of-service, load testing, phishing, social engineering and destructive tests.
Mark every unapproved category as prohibited. “Full pentest” is not precise enough for an autonomous system to interpret safely.
Time, rate and operational limits
Specify start and end times with a timezone, permitted days, request-rate ceilings, concurrency limits and blackout periods. Define how credentials are issued, rotated and revoked. Add data-handling requirements, such as encryption, retention period, masking and deletion of captured information.
Contacts, escalation and stop conditions
Name a primary contact, backup contact and escalation authority. Include their approved communication channels and response expectations. The ROE should require an immediate pause when the agent reaches an excluded asset, encounters sensitive data, observes instability, loses scope context or cannot verify an authorization decision.
Evaluate whether the AI can enforce the scope
An AI agent may choose targets, tools and next steps without a human approving each action. OWASP APTS describes scope enforcement as the process by which an autonomous platform ingests, validates and continuously enforces which targets may be touched, at what times, under what conditions and with which techniques. Review the evolving APTS introduction and its scope-enforcement domain for the current material.
Pre-action checks
For every proposed action, the system should be able to answer: Which approved target does this address? Is the action allowed? Is the current time inside the window? Which identity and credentials will be used? What rate and impact limits apply? If the product cannot show this decision before execution, require human approval for that class of action or do not run it in production.

Redirect and discovery handling
Test how the agent handles HTTP redirects, DNS changes, discovered subdomains, cloud metadata, linked repositories and credentials that reveal additional tenants. A redirect to an unlisted host must trigger a block or an explicit approval request, not automatic expansion of scope.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesDrift detection
Scope can change during a long run. Require continuous checks for changed IP ownership, expired time windows, revoked credentials, newly discovered assets and altered ROE settings. The agent should fail closed when it cannot establish that an action remains authorized.
High-impact controls
Destructive commands, persistence, lateral movement, denial-of-service, bulk data access and privilege changes deserve separate safeguards. Look for disabled-by-default behavior, granular allowlists, rate limits, transaction previews, two-person approval or an operator-held kill switch. Do not infer that a product has these controls without documentation and a controlled test.
Use a practical authorization preflight
- Collect authority evidence. Save the signed approval, contract or delegation, identify the owner and signer, and map each target to that authority.
- Normalize the target list. Convert names and ranges into exact domains, addresses, tenant IDs, accounts and environments. Add exclusions explicitly.
- Classify each action. Mark discovery, authentication, exploitation, data access, persistence, movement, social engineering, availability testing and destructive activity as allowed or prohibited.
- Set operating limits. Enter the time window, timezone, rate limits, concurrency, credentials, data rules and notification contacts.
- Configure the agent. Load the ROE into the product’s scope controls, restrict network egress and disable unapproved capabilities.
- Run a controlled safeguard test. In a lab or non-production environment, verify that an excluded host, expired window, disallowed command and redirected domain are blocked.
- Establish live monitoring. Ensure an operator can see planned and completed actions, pause execution and reach the escalation contact.
- Reconcile the evidence. After the run, compare logs with the approved scope and investigate every denied, failed or ambiguous action.
Questions to ask the tool vendor
Request written answers and product documentation rather than relying on marketing descriptions. The following questions expose whether the controls are usable in your deployment:
- Can the tool represent exact hosts, paths, accounts, tenants, cloud resources and exclusions?
- Does it check scope before every action, or only at job startup?
- How are redirects, DNS changes, discovered assets and cross-tenant responses handled?
- Can you set separate permissions for discovery, exploitation, data access, persistence and availability testing?
- What happens when the time window expires, a credential is revoked or the scope file becomes unavailable?
- Is there a pause or kill mechanism that works when the agent is in an autonomous loop?
- Are approvals recorded with the proposed command, target, identity, timestamp and decision?
- Can logs be exported, protected from alteration and retained for the period required by your policy?
- Can the agent be restricted to a network segment, proxy, tenant or egress allowlist?
- What safeguards are configurable, and which are fixed? What evidence demonstrates their behavior?
Test the answers in a controlled environment. A documented feature is not proof that your configuration will enforce the ROE correctly.
Recommended Free Tools
Keep an audit trail that proves what happened
Store the authorization and the exact scope configuration together with the run identifier. Preserve proposed actions, approvals, blocks, executed commands, target resolution, credentials or tokens used, timestamps, operator interventions, alerts and final findings. Synchronize clocks and record the timezone.
Logs should let an independent reviewer reconstruct why an action was considered in scope, which rule allowed it and what result followed. Protect the records from editing, restrict access to sensitive output and apply the retention and deletion terms in the ROE. If the agent cannot produce decision-level logs, limit it to lower-impact checks or require manual approval for each intrusive action.

Cloud and service-provider boundaries
For Azure engagements, follow Microsoft’s current requirements in its penetration-testing documentation. The owner’s written authorization remains necessary; Microsoft’s policy does not substitute for it. Apply the same two-part review to other cloud, hosting, identity and SaaS providers: owner consent plus the provider’s current operational rules.
Provider approval may impose notification, rate, region or technique restrictions. It may also exclude managed services, shared infrastructure or other customers. Document the provider policy version or retrieval date with the ROE so the operator can show which rules governed the test.
Common authorization mistakes and fixes
“Our company owns the domain, so everything under it is included.”
Ownership of a domain does not automatically include every subdomain, cloud account, application or third-party service. Enumerate targets and obtain approval for each environment.
“The cloud provider allows penetration testing.”
A provider’s general policy does not grant you authority over a customer resource or another tenant. Keep the owner’s written approval and satisfy provider-specific conditions.
“The agent is in safe mode.”
Labels do not define permitted conduct. Inspect the actual action allowlist, rate limits, stop behavior and logs, then verify them with a controlled test.
“The agent discovered it, so it can test it.”
Discovery is not authorization. Redirects, linked systems and newly resolved addresses remain out of scope until the owner approves them.

Permission is bounded by targets, methods and time. Expired windows, changed infrastructure or revoked credentials require a new decision.

“The contract says security testing is allowed.”
A generic clause may not authorize exploitation, data access, social engineering or availability testing. Map the contract to the concrete actions in the ROE and obtain clarification where it does not.
Standards that help, but do not grant permission
NIST SP 800-115, published on September 30, 2008, provides foundational planning and technical-testing guidance. It predates current autonomous agents and should not be treated as a current AI authorization rule.
NIST SP 800-53A Revision 1 describes penetration testing as a controlled attempt under agreed rules of engagement. It is a legacy supporting reference, not a universal legal standard.

OWASP APTS is specifically concerned with autonomous platforms, but its repository is evolving. Check the current text before claiming conformance or relying on requirement identifiers. None of these documents replaces the owner’s written authorization, a precise ROE or applicable provider terms.
When to stop and seek review
Stop the agent immediately when ownership is disputed, a target cannot be mapped to the ROE, a provider rule is unclear, sensitive data appears unexpectedly, impact exceeds the agreed limit, or the system cannot explain why an action is permitted. Preserve the logs and notify the designated contact. Obtain an amended written approval before resuming.
The cited guidance does not determine the law in every country, contract or deployment. If authority, third-party rights or permitted conduct remains uncertain, ask qualified legal counsel or your organization’s security and compliance authority to review the engagement. A penetration-testing specialist can also help draft the scope and ROE, but no particular provider is endorsed here.
