An AI infrastructure investment is underbuilt when credible, local demand will exceed capacity that can actually be energized and commissioned within the relevant time horizon. It is overbuilt when capital is committed faster than customers, power delivery, utilization and cash flow can support it. The answer is never a single utilization percentage or a company’s total capital spending: define the asset, geography and dates, then reconcile contracted demand with deliverable capacity and downside economics.
Start with a precise question
“AI infrastructure” covers several assets that can become constrained or surplus independently:

- Data-center land, buildings and powered shells.
- Critical electrical load, substations, transformers, cooling and backup systems.
- Servers, accelerators, networking and storage.
- Generation, storage, transmission, distribution and grid interconnection.
Set the unit of analysis before collecting numbers. Identify the project or portfolio, the infrastructure layer, the market or utility territory, and the forecast period. State what “capacity” means: utility megawatts, critical IT load, installed compute, or capacity available to a customer after commissioning. A national shortage of accelerators can coexist with an oversupplied building in one city; a site can have an attractive lease but no deliverable interconnection.

Keep layers separate
A powered shell is not operating compute. A utility-approved load is not energized load, and installed servers are not available capacity if they lack power, cooling, software or customer workloads. Analyze real estate, electrical infrastructure, compute equipment and energy assets in separate ledgers before combining them in a project return.

Choose a time horizon
Use dates that match the investment’s obligations: construction completion, first energization, customer ramp, equipment refresh and debt maturity. A project can be underbuilt for a 2027 workload and overbuilt for 2030 if demand growth slows or newer hardware makes existing capacity uneconomic.
Build a capacity ledger instead of counting announcements
Announced megawatts and planned servers are options, not supply. Record every tranche by status, commissioning date, owner and dependency.

For each entry, record land control, shell completion, power allocation, equipment order, interconnection, permits, cooling, commissioning and the party responsible. NVIDIA describes land, power, shell and capital as necessary inputs and warns that delivery is multi-year and exposed to regulatory, technical and construction challenges. That makes a single “planned capacity” number misleading.
Separate utility power from usable compute
Translate utility service into critical IT load using stated efficiency and cooling assumptions. Then deduct reserve, maintenance, commissioning and capacity held for reliability. Finally, identify the portion that can be sold or assigned to workloads. If a proposal reports only a large power request, mark compute capacity as “not stated” rather than inferring it.
Grade demand evidence by strength
The key question is not whether AI demand is large in the abstract. It is whether paying workloads will arrive in this location, on this schedule and at prices that cover the investment.

Read contracts for risk allocation
Examine contract length, cancellation and termination rights, minimum monthly payments, prepayments, credit support, collateral, take-or-pay provisions, price escalators and remedies if power or capacity is late. A long contract with a weak counterparty or broad termination right may provide less protection than a shorter agreement with a strong minimum payment.

Customer concentration matters. Model the loss of the largest buyer, delayed ramp by the two largest buyers and a simultaneous reduction in usage across a concentrated workload. Consumers Energy’s 2026 presentation distinguishes approved or executed loads from pipeline and advanced discussions, and describes minimum monthly charges plus termination, credit or collateral protections in some identified arrangements. Those terms describe the named utility projects; they should not be generalized to every data-center contract.

Prefer realized demand to narrative
Operating usage, paid bookings and delivered revenue should anchor the base case. Pipeline belongs in a probability-weighted upside case unless contracts make the demand obligation clear. Do not infer sector-wide demand from one operator’s sales guidance or a single hyperscaler’s forecast.
Measure utilization on the correct denominator
Utilization is useful only when the asset and denominator are explicit. For a facility, distinguish leased cabinets, powered cabinets, occupied cabinets, critical load and actual compute utilization. For accelerators, distinguish installed devices, available devices, scheduled hours and productive workload hours. Report the date, market and whether the figure is current, expected or stabilized.
Equinix reported approximately 77% cabinet utilization as of December 31, 2025. That is a company-wide snapshot, varies by market and is not a universal target for AI data centers, powered shells or accelerator fleets. The company says expansion decisions also depend on local power, demand, investment and the timing of free-cash-flow break-even.
Pair utilization with economics
High utilization can still destroy value if prices are too low, power is expensive or equipment becomes obsolete. Low early utilization can be rational during a staged ramp if contracted demand and financing support the carrying period. Track:

- Realized price per cabinet, kilowatt or compute hour.
- Power, cooling, staffing, maintenance and network costs.
- Committed future capital expenditure and replacement cycles.
- Interest, lease and other financing costs.
- Time to free-cash-flow break-even and capital recovery.
Equinix’s stated expansion criteria—demand, local power and capacity, incremental investment and free-cash-flow break-even—illustrate why utilization alone cannot determine whether a build is justified.

Interpret spending without mistaking it for proof
High capital expenditure can coexist with scarcity, but it does not prove that returns are adequate. Microsoft expected approximately $190 billion of calendar-year 2026 capital expenditure while also expecting to remain constrained through 2026. This company-specific example shows that a firm can spend heavily and still lack capacity; it does not establish that every project or market is underbuilt.
NVIDIA reported $279 billion in supply and capacity commitments as of July 26, 2026. Those commitments concern its data-center infrastructure supply chain and are not equivalent to end-customer demand. They may represent obligations, reservations or strategic procurement rather than delivered, revenue-generating compute.
Brookfield Infrastructure Partners estimated approximately $500 billion of corporate AI-related infrastructure investment in 2025, including more than $350 billion from five U.S.-based hyperscalers. That is Brookfield’s estimate in its 2025 letter, not an independently verified sector total. Its warning is relevant to the downside case: “The sector remains exposed to overbuilding, technological change and disruption as large language models improve and compute requirements and capabilities evolve.”
Test power and delivery as separate bottlenecks
A site with land and a customer can still miss its revenue date because the grid, generation, transmission or equipment is late. Verify each dependency against the assumed commissioning schedule:
- Interconnection study, queue position, executed agreement and energization date.
- Substation, transformer, switchgear and distribution availability.
- Generation or storage capacity, fuel arrangements and backup requirements.
- Transmission upgrades and responsibility for their cost.
- Permits, water or other cooling resources and environmental approvals.
- Server, accelerator, networking and spare-parts delivery.
- Integrated testing, reliability certification and customer acceptance.
Stress each date with construction delays, equipment shortages, permitting appeals and cost overruns. A large power request is not a delivered megawatt. NVIDIA’s description of multi-year infrastructure constraints and the IEA’s scenario work support treating energy investment, data-center construction and compute deployment as linked but distinct schedules.
Check system-scale power exposure
The International Energy Agency’s April 2025 Base Case estimates that data-center-related power investment in the United States will account for more than 15% of total U.S. power-sector capital expenditure over 2025–2030. This is a modeled scenario, not a certainty or a guarantee that a particular project will receive service. Compare the project’s load growth with local generation, transmission and interconnection plans rather than applying the national percentage to a site.

Run underbuilt and overbuilt scenarios
Use a model that changes operational assumptions, not just the discount rate. At minimum, vary:

- Utilization and realized pricing.
- Time to energization and commissioning.
- Construction, equipment and power costs.
- Interest rates, refinancing access and debt maturity.
- Hardware efficiency, useful life and refresh cost.
- Ability to repurpose capacity for other customers or workloads.
Define the failure point
Calculate the utilization, price or customer-renewal level at which the project no longer recovers invested capital or violates financing requirements. State who bears that shortfall: the developer, utility, equipment owner, lender or customer. Then test the loss or delay of the largest customer and a one-year power or construction delay.
Match financing to cash-flow duration
Long-lived substations and transmission assets should not depend on short-term speculative compute pricing. Conversely, rapidly depreciating accelerators should not be financed on assumptions that require decades of stable demand. Brookfield describes its own guardrails as contracting before major spend, selecting suitable locations, using strong counterparties and matching financing to cash-flow duration. Treat those as an investor’s stated framework, not a guarantee.

Read the signals together. Grid interconnection can be underbuilt while speculative compute is overbuilt. A national shortage can coexist with a local oversupply. The conclusion should name the asset, market, time horizon and demand scenario, such as “critical power in this utility territory is constrained through 2028, while uncontracted accelerator capacity is at overbuild risk after 2029.”
A practical assessment workflow
- Write the scope statement. Name the asset layer, geography, owner, capacity denominator and forecast dates.
- Inventory delivered capacity. Verify operating, commissioned assets and measured availability.
- Build the status ledger. List construction, committed, approved, proposed and pipeline capacity separately, with dates and dependencies.
- Map demand quality. Reconcile workloads, invoices, bookings and contracts to each site; record duration, minimum payments, cancellation rights and credit support.
- Calculate asset-specific utilization. Use the same denominator across comparable assets and disclose the measurement date.
- Reconcile power. Confirm interconnection, generation, transmission, cooling, permits and equipment against the commissioning schedule.
- Model economics. Include operating costs, committed capital, financing, refresh and break-even timing.
- Stress the downside. Delay energization, cut utilization, lose the largest customer, raise costs and shorten hardware life.
- Publish a conditional conclusion. State whether the identified layer is underbuilt, balanced or overbuilt under each material scenario, and identify the party carrying the risk.

Correct it by keeping a status ledger and counting only commissioned, usable capacity in the operating case.

Correct it by matching the denominator, market, date and asset class. The approximately 77% cabinet figure reported by Equinix is not a target for every operator.
Treating supply commitments as customer demand
Correct it by separating procurement obligations from paid workload, customer contracts and delivered revenue. NVIDIA’s $279 billion figure illustrates the distinction.
Assuming an approved load is an energized load
Correct it by checking interconnection, construction, equipment, permits and commissioning milestones.
Ignoring customer concentration
Correct it with single-customer loss, delayed-ramp and credit-default cases, including the contractual protections that actually apply.

Correct it by testing local power, transmission, labor, permitting, network and customer conditions. The IEA’s U.S. estimate is a scenario, not a site-level forecast.
What a defensible conclusion looks like
A credible investment conclusion is conditional and specific. It identifies the constrained or surplus layer, the relevant location, the dates, the evidence grade and the downside trigger. For example, a project may be underbuilt in commissioned critical power through 2027 because contracted workloads exceed energizable supply, yet overbuilt in 2029 if proposed accelerator capacity is added without minimum-payment contracts. That is more informative than labeling the entire AI infrastructure market “short” or “oversupplied.”

What is the most important document to request before calling a project underbuilt?
Request a capacity-and-demand schedule that ties each megawatt and compute tranche to its commissioning date, interconnection status, customer commitment, contract protections and responsible party. Without those links, announced capacity cannot be compared with usable demand.
Can low utilization be acceptable in a new AI facility?
Yes, if the ramp is supported by credible contracts, adequate financing and a clear path to break-even. Low utilization without that evidence is an overbuild warning, not proof by itself.

They have different delivery dates, useful lives, financing structures and failure modes. A site can have excess buildings but scarce grid capacity, or available power but obsolete or undelivered compute equipment.
