An island is suitable for a data center only when its complete infrastructure system can meet the facility’s power, cooling, connectivity, availability, growth, regulatory and community requirements throughout construction, operation and eventual decommissioning. Start with the workload and service-level objective, then demand site-specific evidence on hazards, utilities, cables, land, permits, logistics, workforce and lifecycle cost. A low land price, renewable-energy potential or attractive climate cannot compensate for an unresolvable grid, water, cable or access constraint.

The method below is a screening framework, not a verdict on any particular island. Suitability depends on the named parcel, jurisdiction, facility scale and density, commissioning date and acceptable residual risk.

What “suitable” means for an island data center

Suitability is a combined engineering, infrastructure, environmental, economic and social decision. ITU-T L.1308 (2025) treats data-center planning as a lifecycle that runs from site selection through design, procurement, construction, operation and decommissioning. Its site-selection summary calls out renewable resources, environmental suitability, energy sources and transport access. That lifecycle view matters on islands because a site that can be built may still be difficult to fuel, staff, repair, expand or decommission.

Set a written pass/fail definition before looking at parcels. A high-availability colocation facility, a latency-sensitive edge site and a private backup facility have different tolerances for outages, latency, water use and expansion. “Enough power” and “diverse connectivity” have no meaning until those requirements are quantified.

Define the requirement before scoring a site

  • Target IT load in megawatts, rack density, diversity of loads and expected growth for the design life.
  • Workload characteristics, including latency-sensitive applications, data-residency obligations and acceptable performance during a degraded state.
  • Availability objective, maximum interruption, recovery-time and recovery-point targets, and whether workloads can fail over to another region.
  • Commissioning milestones, construction phasing and the latest acceptable date for firm utility service.
  • Acceptable residual risks for storms, cable cuts, drought, fuel interruption, seismic events and supply delays.
  • Expansion land, future utility capacity and the point at which a second building, substation, water source or network route is required.

Have the owner, operator and engineering team approve these criteria before comparing sites. Otherwise, a parcel can score well simply because its requirements were left undefined.

Use a staged assessment rather than a single site visit

A repeatable process prevents expensive engineering from being spent on a parcel with a fatal planning, hazard or utility constraint. Move from broad screening to evidence-backed design gates.

  1. Define the workload and service level. Record the IT load, density, growth, latency, data location, availability and schedule requirements.
  2. Screen fatal constraints. Eliminate parcels blocked by land designation, protected status, unacceptable hazard exposure, inadequate access, impossible utility corridors or unresolvable geotechnical conditions.
  3. Obtain utility evidence. Request written capacity, connection, redundancy, reliability, upgrade and cost information from electricity, water, wastewater and telecommunications providers.
  4. Model power and cooling together. Test normal operation, utility failure, drought, extreme weather, fuel disruption and expansion cases.
  5. Verify physical network diversity. Trace routes, shared ducts, landing stations, backhaul, repair arrangements and failover paths rather than counting retail providers.
  6. Complete climate, community and lifecycle reviews. Include future climate conditions, construction logistics, workforce, emergency response, local impacts, operating costs and decommissioning.
  7. Compare sites transparently. Score each candidate against approved weights, document uncertainty and run common failure scenarios.

Check power capacity, reliability and upgrade responsibility

An island grid connection is not proof that a data center can obtain resilient power. The utility must confirm what can actually be delivered, when it can be delivered and what happens when the grid or a connecting asset fails. ASHRAE’s site-planning guidance places power and grid capacity alongside cooling, water, scalability and hazards as early planning priorities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evidence to request from the electricity utility

  • Available and deliverable capacity at the proposed voltage, with the assumptions behind the calculation.
  • Interconnection design, point of connection, protection requirements and required substation, transmission or distribution works.
  • Firm connection date, procurement lead times, construction dependencies and conditions that could move the date.
  • Historical outage frequency, duration, restoration performance and any known constraints on the island system.
  • Redundancy topology: separate feeders, substations, transformers, routes and protection zones, including assets shared by both “independent” feeds.
  • Responsibility and cost allocation for generation, transmission, substations, grid reinforcement and customer-owned works.
  • Requirements for on-site generation, storage, black start, islanding, synchronisation, fuel storage and emissions permits.
  • Power quality limits, fault levels, harmonics, earthing and lightning-protection requirements.

Canada’s responsible-development principles emphasize making the developer’s share of generation, transmission, substation and grid-upgrade costs clear, together with independently verifiable information about local impacts. Treat an indicative utility email as an assumption until it is replaced by a formal capacity or connection document.

Test the long-interruption case

Model an outage that lasts longer than the battery ride-through period and longer than the typical generator refuelling interval. Check fuel availability, storage permits, delivery routes, generator maintenance, spare parts and the ability to repair a damaged substation after a storm. If the facility depends on an islanded microgrid or on-site generation, verify controls, black-start capability, operating staff and the conditions under which the system can legally and safely separate from the public grid.

Compare the cost and environmental consequences of each resilience layer: dual utility feeds, generators, batteries, renewable generation, demand reduction and a second operating region. Do not label one technology “best” without the workload, climate, fuel, water and regulatory evidence.

Evaluate water supply, cooling and wastewater as one system

Cooling and water cannot be assessed separately. A source that is adequate in an average year may be restricted during drought, disrupted by a storm or unavailable during a utility outage. Australia’s 2026 developer expectations call for secure water sources based on local conditions, efficient cooling, resilience to drought and other water disruptions, and ongoing reporting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions for water and wastewater providers

  • Firm quantity, pressure, temperature, quality and seasonal variation at the site boundary.
  • Restrictions during drought, emergencies or competing community demand, and the order in which users would be curtailed.
  • Reliability of pipelines, pumping stations, treatment plants and power supplies along the entire delivery route.
  • Water-treatment requirements, chemical supply, storage volume and maintenance access.
  • Discharge limits, receiving-water sensitivity, wastewater capacity and contingency arrangements for a blocked or damaged outfall.
  • Connection charges, reinforcement works, construction schedule and operating tariffs.
  • Feasibility of non-potable, reclaimed, rainwater or other circular sources without overstating their reliability.

Test cooling at the island’s temperature and humidity extremes, under water restrictions, during grid and communications outages, and at the end-of-life IT load. Include the energy penalty of chillers, pumps, fans and water treatment in the power model. A design that reduces potable-water use may increase electrical demand; the trade-off belongs in the same scenario model.

Prove telecommunications diversity and repair resilience

Connectivity is a resilience issue as much as a latency or price issue. Two carrier contracts can still depend on one submarine cable, one landing station, one bridge, one duct or one terrestrial backhaul. The World Bank’s guidance for vulnerable small-island developing states highlights continuity and redundancy for communications, power and cooling.

Build a physical route map

  1. Map every path from the data hall to users, cloud regions, peering points and international transit.
  2. Identify submarine cable landings, terrestrial backhaul, ducts, bridges, road crossings, exchanges, landing-station power and shared maintenance facilities.
  3. Mark which segments are genuinely independent and which merely use different providers over the same infrastructure.
  4. Record available capacity, expansion lead times, service-level commitments and traffic limits during a failure.
  5. Document cable repair vessels, spare cable and equipment, permits, weather limitations and expected restoration times.
  6. Test whether workloads can fail over to another region over a path that does not share the same island landing, power dependency or international segment.

No generic island cable configuration can be assumed. Require route diagrams and physical-diversity attestations from carriers and landing-facility operators, then validate them against permits, easements and construction records where possible.

Screen coastal, weather and seismic hazards

Hazard screening must cover the facility, substations, generators, fuel stores, water plants, cable landings, access roads and staff routes—not only the building footprint. For small-island developing states, World Bank material specifically flags flooding, sea-level rise and storms. Other relevant exposures include high winds, lightning, intense precipitation, drainage failure, wildfire where applicable, seismic activity, landslides and salt corrosion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use hazard maps as a starting point, not a design basis

  • Obtain current flood, storm-surge, coastal-erosion and sea-level-rise assessments for the full asset chain.
  • Check elevation, finished-floor level, drainage capacity, groundwater and the route of overland flow during extreme rainfall.
  • Assess wind pressure, flying debris, lightning density, salt spray and corrosion protection.
  • Review seismic hazard, liquefaction potential, slope stability and tsunami exposure where relevant.
  • Model future climate conditions over the facility’s expected life, not only historical averages.
  • Identify access loss scenarios in which the building remains intact but fuel, staff, spare parts or repair crews cannot reach it.

Require a qualified site-specific assessment before fixing structural levels, equipment elevations, flood barriers or emergency procedures. A regional hazard map is useful for eliminating parcels; it is not a substitute for a site design basis.

Confirm land, geotechnical and construction feasibility

Island parcels often have limited flat land, imported fill, shallow bedrock, groundwater or buried infrastructure. EN 50600-2-1 (2021) catalog summaries describe considering geography, environmental risk, utilities and budget, with site investigations that can include load-bearing capacity, buried features and utilities, soil resistivity, groundwater, contamination, unexploded munitions and seismic risk. These are summaries, not the authoritative standard text; verify the current edition and full requirements before treating any item as normative.

Minimum site-investigation questions

  • Can the ground support the building, generators, tanks, substations and heavy lifting without disproportionate piling or ground improvement?
  • What are the soil layers, bearing capacity, settlement risk, groundwater level, drainage characteristics and corrosivity?
  • Are there buried cables, pipelines, tanks, unexploded ordnance, contamination or archaeological constraints?
  • Can roads, turning areas, cranes, laydown yards and fire access be built to the required dimensions?
  • Is there enough land for separation between buildings, fuel and electrical equipment, stormwater works, security zones and future expansion?
  • Can utility corridors reach the parcel without crossing protected land, unstable slopes, private holdings or single points of failure?

Include construction-season weather, barge or port capacity, crane availability and local material limits in the programme. A technically buildable site may still miss the commissioning date if every major component must arrive through a congested port with no practical replacement route.

Review permits, environmental duties and community effects

Planning approval is only one part of island development. Check land designation, protected areas, coastal rules, environmental review, water abstraction and discharge, air emissions, noise, fuel storage, hazardous materials, waste, worker accommodation, road works and telecommunications permits. Requirements vary by jurisdiction; do not infer a permit list from another island.

Make local impacts measurable

  • Quantify land take, visual effects, noise, heat rejection, generator emissions, traffic and construction disturbance.
  • Assess competition for potable water, electricity, housing, port capacity and emergency services.
  • Engage residents, local authorities, utilities, emergency responders and affected landholders early enough to change the design.
  • Set monitoring, reporting, grievance and remediation responsibilities for construction and operation.
  • Explain what infrastructure the project funds and what remains a public responsibility.

Australia’s expectations call for early local engagement and water resilience. Canada’s principles call for clear, independently verifiable information about local impacts and project-attributable infrastructure costs. Community opposition or an unresolved environmental review can become a schedule-critical risk even when the engineering works.

Test logistics, workforce and operational support

Island operations depend on more than the building and its utilities. Examine the port, airport, roads, customs process, warehousing, heavy-lift equipment, fuel delivery, spare-parts storage, accommodation and emergency medical capacity.

Operational evidence to collect

  • Typical and extreme transit times for transformers, generators, chillers, batteries, racks and replacement parts.
  • Port draft, berth availability, crane limits, weather closures and onward road restrictions.
  • Customs procedures, import duties, hazardous-material handling and storage requirements.
  • Availability of electrical, mechanical, controls, network and safety technicians, including 24/7 coverage.
  • Training pipeline, contractor depth, succession plans and travel arrangements for specialist responders.
  • Fire, medical, police and civil-defence response times, staging locations and mutual-aid agreements.
  • Stock levels and replenishment plans for fuel, filters, chemicals, batteries, network hardware and critical spares.

Run a resupply interruption exercise. Ask how the facility operates if the port closes for several weeks, a specialist cannot fly in, or a replacement transformer is delayed. The answer should identify inventory, alternate routes, local capability and the point at which service-level commitments are affected.

Compare lifecycle cost rather than land price

Island economics can reverse after utility reinforcement, shipping, fuel, water treatment, corrosion control and staffing are included. Build a whole-life cost model covering development, construction, operation, expansion, major replacement and decommissioning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cost categories to include

  • Land, surveys, geotechnical work, environmental studies and permitting.
  • Transmission, generation, substation, distribution, water, wastewater, telecommunications and road upgrades.
  • Imported equipment freight, insurance, customs, storage, craneage and contingency inventory.
  • Energy, fuel, water, wastewater, chemicals, network transit, maintenance and specialist travel.
  • Storm, seismic, corrosion, flood and security measures, plus insurance deductibles and exclusions.
  • Expansion works, replacement cycles, decommissioning, site restoration and waste disposal.
  • Costs imposed on public infrastructure and any contributions, tariffs or connection charges.

Use common assumptions for every candidate and show which costs are estimates, quotations, regulated tariffs or unresolved liabilities. A lower initial capital cost is not an advantage if it creates a recurring outage, water or logistics exposure that violates the workload’s service level.

Score sites with a documented evidence matrix

Set project-specific weights. A latency-sensitive edge site may weight network paths and local availability more heavily than a batch-compute facility; a water-stressed island may make cooling and drought resilience a gating criterion. Record the source, date, confidence, owner and unresolved assumptions for every score.

Assessment axis Evidence to score Typical gate or question
Power and connection Firm capacity, voltage, connection date, reliability, redundancy and upgrade cost Can the required load be delivered by the commissioning date with the specified recovery design?
Cooling and water Source security, drought restrictions, cooling energy, wastewater and emergency storage Does cooling remain safe during water disruption and utility failure?
Telecommunications Physical route diversity, capacity, landing dependencies and repair arrangements Can traffic and workloads meet the availability target after one route fails?
Hazards and climate Flood, sea-level rise, storm, wind, lightning, seismic, precipitation and future climate Are residual risks mitigable at acceptable cost and schedule?
Land and geotechnical Bearing capacity, groundwater, contamination, buried features, access and expansion land Can the site support the facility and its utility corridors without disproportionate works?
Permits and environment Planning, protected areas, emissions, water, noise, waste and review schedule Are approvals achievable before procurement and construction commitments?
Logistics and workforce Ports, roads, customs, spares, technicians, emergency response and resupply Can the facility be built, staffed, repaired and resupplied under disruption?
Lifecycle economics Capital, operating, upgrade, replacement, insurance and decommissioning costs Does the total cost support the required service level and expansion plan?
Community impact Water and power competition, housing, noise, traffic, emissions and local benefits Is there a credible, transparent basis for local acceptance?

Do not average away a fatal constraint. Mark each axis as pass, conditional, fail or unknown, and require an owner and due date for every unknown. A site with excellent renewable potential but no firm connection or diverse cable path should remain conditional or fail until those issues are resolved.

Run failure and growth scenarios before a go/no-go decision

Static scoring hides interactions. Test the same scenarios for every candidate:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Utility connection delayed beyond the planned commissioning date.
  • One feeder, transformer, substation or generation asset unavailable for an extended repair.
  • Submarine cable or terrestrial backhaul failure with limited repair access.
  • Prolonged drought with water restrictions and higher competing demand.
  • Major storm that closes the port, damages access roads and interrupts fuel delivery.
  • Unexpected demand growth that requires a second building or additional megawatts.
  • Specialist workforce or critical spare part unavailable for several weeks.

For each case, calculate the time to degraded operation, the time to service failure, recovery actions, decision authority and cost. Include the dependencies between systems: a generator may need fuel delivered through a closed port; a second network route may share the same landing-station power; a cooling system may lose both water and electricity in one event.

Evidence package required for a credible decision

Before signing a land purchase, long lease or major equipment order, assemble a location-specific evidence pack:

  • Approved requirements and scoring weights.
  • Current hazard, climate and coastal assessments covering the whole asset chain.
  • Geotechnical, contamination, groundwater and buried-utility surveys.
  • Formal electricity capacity and connection information, reliability records and upgrade-cost allocation.
  • Water and wastewater quantity, quality, restriction, discharge and resilience information.
  • Telecommunications route diagrams, physical-diversity evidence, capacity, repair and failover commitments.
  • Planning, environmental, water, emissions, noise, fuel and construction-permit advice.
  • Logistics, workforce, emergency-response and spare-parts assessments.
  • Whole-life cost model with sensitivity cases for delays, outages, drought and expansion.
  • Community-engagement record, impact commitments and monitoring plan.
  • Scenario results, residual-risk register, mitigation owners and decision gates.

Each document should carry its issue date, geographic scope, assumptions and accountable owner. Replace verbal assurances with evidence that can be checked independently.

Common assessment mistakes and how to correct them

Assuming a grid connection guarantees resilience

Why it fails: The island may have limited generation, one transmission corridor or long restoration times.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Obtain deliverable capacity, topology, outage history, restoration assumptions and upgrade responsibility, then model long interruptions.

Counting providers instead of physical routes

Why it fails: Multiple contracts can share one cable, duct, landing station or bridge.

Correction: Map every physical segment and common dependency, and verify repair and failover arrangements.

Using average climate data

Why it fails: Extreme heat, humidity, storm surge, wind and drought drive equipment sizing and service risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Use site-specific hazard and future-climate assessments and test compound events.

Choosing a cooling system before checking water and power

Why it fails: A water-saving design may consume more electricity, while a low-energy design may depend on a restricted water source.

Correction: Compare cooling, water, energy, wastewater and resilience as one coupled model.

Ignoring construction and repair logistics

Why it fails: Port closures, customs delays or a missing specialist can extend an outage or postpone commissioning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Model transport, inventory, alternate routes, local skills and emergency access explicitly.

Letting a cheap parcel dominate the decision

Why it fails: Flood works, ground improvement, utility extensions and community mitigation can exceed the land saving.

Correction: Compare residual risk, mitigation feasibility, schedule and whole-life cost on the same matrix.

Decision rule: proceed, condition, relocate or stop

Proceed only when every critical requirement has named evidence, a funded mitigation and an accountable owner. Mark a site conditional when the gap is measurable and a realistic investigation or utility commitment can close it before the next investment gate. Relocate when a constraint is technically mitigable but the schedule, cost or residual risk exceeds the approved threshold. Stop when a required service level cannot be met even with credible mitigation, or when permitting, community or environmental obligations cannot be responsibly satisfied.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The final decision should state the workload assumptions, evidence dates, residual risks, mitigation costs, delivery dependencies and triggers for re-evaluation. This makes the choice auditable and keeps the assessment valid as island conditions, utility plans, climate projections and project requirements change.
