Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsA provider status page is a starting signal, not a diagnosis. To determine whether your workloads are affected, match the provider’s reported service and location to your asset and dependency inventory, then correlate application symptoms with cloud, host, network, identity, configuration and security evidence. If encryption, unauthorized access, destructive changes or abnormal data movement are possible, treat the situation as a security incident while you investigate availability.
What a provider status update can—and cannot—tell you
Cloud incidents can be global or limited to a region, zone, project, workload or application. Google Cloud describes this range explicitly: “Cloud outages can range from global service disruptions to issues isolated to a specific region, zone, or even just your project, workload or application.” Read the provider’s incident notice for the named service, affected geography, start time, current status and stated symptoms, but do not assume that the notice explains every failure you see.

A status page also cannot prove that your tenant is safe from compromise. An outage and a ransomware intrusion can occur at the same time, and a provider may report a platform availability problem before customer-specific security evidence is available. Conversely, a healthy provider status page does not exclude a failed deployment, expired credential, broken dependency, network-policy change or ransomware confined to your account.

Use the provider’s information as one evidence stream alongside your own telemetry. A useful operating sequence is Google Cloud’s “Verify → Investigate → Report → Resolve → Review” workflow, adapted to your provider and contracts. Google Cloud’s reliability guidance explains the sequence and the need to establish the incident’s actual scope.

Step 1: Verify the provider-side event
Check the right service and location
- Open the provider’s current status dashboard and your account’s incident or support notifications.
- Record the exact service name, region, zone, project, account or subscription, incident identifier, reported start time and latest update.
- Compare the provider’s time window with the first timestamp in your application monitoring, synthetic tests, user reports and logs.
- Check whether the notice describes a control-plane problem, data-plane problem, authentication issue, networking failure, quota problem or a different symptom from yours.
- Capture the notice and updates in your incident record. Status pages are live and volatile; an update can be edited or resolved while your investigation continues.
Do not treat a broad “service disruption” banner as proof that every workload is affected. A region-specific failure may leave another region healthy, while a project-level fault may affect only one tenant. The reverse is also possible: a workload can fail because it depends on a service that the provider has not yet listed or that is operating normally for most customers.
Ask whether the timing fits
Align events on a common clock, preferably UTC. Look for a close relationship between the provider’s first observed impact and your own errors. A simultaneous start strengthens the outage hypothesis, but it is not conclusive. A failure that began hours earlier, continues after the provider declares recovery, or appears only after an identity or configuration change requires separate investigation.
Step 2: Map the reported scope to your workloads
An accurate inventory turns an abstract provider incident into a list of potentially affected business functions. CISA recommends knowing critical assets and their interdependencies so that impact and restoration priorities are based on business consequences rather than whichever alert is loudest. Use the CISA StopRansomware Guide as the baseline for asset, dependency, logging and recovery planning.
Build the dependency chain
- Provider component: the named service, API, managed database, object store, identity service, queue, DNS function, network path or control-plane feature.
- Deployment location: region, zone, project, account, cluster, tenant and any cross-region or cross-provider connection.
- Technical dependents: virtual machines, containers, serverless functions, databases, storage buckets, secrets, certificates, CI/CD pipelines, observability systems and backup jobs.
- Business dependents: customer-facing applications, internal tools, payment or fulfillment processes, communications, data products and regulatory reporting.
- People and data: user groups, privileged administrators, sensitive records and partners that rely on each function.
Mark each item as directly dependent, indirectly dependent or independent of the reported service. A database may be healthy while an application cannot reach it because its identity token service, network route or deployment control plane is impaired. A backup may exist but still be unusable if its key-management service or restore region is unavailable.

Prioritize by criticality
Classify workloads by the consequence of delay: safety-critical or revenue-critical services first, then important internal operations, then low-impact development and test systems. Record recovery-time and recovery-point objectives where they exist. This map tells the response lead which symptoms need immediate validation and which systems can wait without diverting scarce responders.
Step 3: Compare application and security evidence
Correlate multiple evidence sources instead of selecting the explanation that fits one alert. CISA identifies cloud, host and network logs as important for triage and impact analysis; retain them promptly because retention windows and volatile evidence can limit what you can reconstruct later.
| Evidence | More consistent with an availability incident | Raises concern about compromise | What to do |
|---|---|---|---|
| Application errors | Uniform timeouts or provider-specific 5xx responses beginning in the provider window | Selective failures, data-integrity errors, unexpected authorization changes or new ransom messages | Correlate request IDs, affected tenants, endpoints and timestamps. |
| Identity activity | Authentication failures that match a provider identity-service notice | New privileged accounts, unfamiliar tokens, impossible-travel logins, disabled protections or changed MFA | Review identity and audit logs; do not delete suspicious accounts before preserving evidence. |
| Configuration | Provider-side changes documented in the incident | Unapproved firewall, route, security-group, IAM, encryption, snapshot or backup-policy changes | Compare with an approved change record and export the before-and-after configuration. |
| Data and storage | Unavailable volumes or APIs with no content changes | Mass file renames or encryption, deleted snapshots, altered retention, unusual reads or outbound transfers | Stop destructive automation where safe and preserve affected volumes and logs. |
| Network telemetry | Packet loss or failed paths matching the provider region or service | New external destinations, sustained unusual egress or lateral movement between workloads | Capture flow records, firewall events, DNS queries and endpoint evidence. |
| Provider notifications | Incident scope and timing match your symptoms | Security advisory, account-specific abuse notice or unexplained divergence from the public status | Open the appropriate support or security case and attach a concise timeline. |
A match across service, location, time and symptoms supports an outage explanation. It does not establish that no compromise occurred. Evidence of unauthorized access, destructive changes or abnormal outbound data should move the event into your security incident process even while the provider investigates availability.

How to tell whether ransomware may have reached cloud workloads
Ransomware is a hypothesis supported by indicators, not a label assigned because systems are unavailable. CISA’s response guidance calls for determining affected systems, isolating them, preserving evidence and looking for unexpected changes or abnormal outbound data. Treat the following as escalation triggers:
- Files or database records are encrypted, renamed, replaced or inaccessible without a normal deployment explanation.
- Ransom notes, extortion messages or attacker instructions appear in storage, application interfaces or administrator communications.
- Privileged identities, access keys, MFA settings, roles, policies, snapshots, backups or retention settings change without an approved record.
- Endpoint, workload or cloud security tools report credential theft, persistence, malware, lateral movement or suspicious administrative commands.
- Large or unusual data transfers leave the environment, especially to destinations not used by the workload.
- Backups are deleted, encrypted, made public, disconnected or shown to be older than expected.
These indicators can have benign explanations, but they justify containment and evidence preservation. Do not wait for a provider’s public status page to mention ransomware before activating your incident-response plan.
Step 4: Activate the incident plan and coordinate
- Name an incident lead. Establish one person or team responsible for decisions, timeline, communications and approval of disruptive actions. Include security, cloud operations, application owners, legal or privacy counsel and communications as your plan requires.
- Separate availability triage from compromise response. Continue checking provider scope while the security team investigates identity, configuration, data and endpoint indicators. A single shared timeline prevents contradictory actions.
- Contain affected systems. Isolate compromised workloads, revoke or rotate exposed credentials, restrict suspicious egress and pause automated jobs that could spread encryption or delete evidence. Coordinate changes with the response lead so containment does not destroy the only copy of forensic data.
- Contact the provider through the contracted route. Use the account console, documented support number or security-reporting channel. Include tenant and project identifiers, affected regions and services, UTC timestamps, symptoms, request IDs, suspicious identities, containment already performed and the help you need.
- Follow service-specific escalation rules. Google’s ransomware documentation advises opening a P1 support case after confirming that the incident is not a false positive and affects Google Cloud services. That instruction is specific to Google Cloud; priority labels, response times and security contacts vary by provider, service and support agreement. See Google Cloud’s ransomware mitigation guidance.
Cloud customers generally cannot access the provider’s physical hosts or network equipment. Your plan should therefore state what you can collect and change yourself, what the provider must investigate, how provider notifications arrive and who is authorized to request emergency action. CISA’s TIC 3.0 Cloud Use Case emphasizes understanding those responsibilities and notification arrangements.

Step 5: Preserve evidence before recovery
Recovery actions can overwrite timestamps, destroy attacker access, rotate keys or remove the very artifacts needed to determine scope. Preserve first where doing so is safe and consistent with your response plan.

- Export provider audit, identity, network, storage, database, host and application logs to a separate, access-controlled location.
- Record the provider status page, support case updates, account notices and all response decisions with UTC timestamps.
- Take snapshots of affected cloud volumes or disks for later forensic review when the service and provider procedures support it. CISA specifically recommends cloud volume snapshots as a preservation measure.
- Preserve suspicious files, ransom notes, memory or endpoint artifacts, configuration versions, deployment manifests and infrastructure-as-code commits.
- Document who collected each artifact, when, from which system and how its integrity was protected.
- Use out-of-band communications if attacker access to email, chat or identity systems is possible. CISA recommends this precaution where appropriate during ransomware response.
Do not make a forensic copy by exposing sensitive data to an unapproved location. Confirm retention, encryption, access control and legal-hold requirements with the incident lead and counsel.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step 6: Restore from a known-good state
Choose the restoration order
Restore according to business criticality and dependency order, not according to the order in which systems were encrypted. Identity, networking, secrets, logging and management controls may need to be rebuilt before applications. CISA recommends offline, encrypted backups and restoration according to critical-service priorities; the backup must be known to predate compromise and tested for integrity.
Best Value
Quarantine and validate
- Keep affected systems isolated while investigation and eradication proceed.
- Validate the selected backup or machine image, its creation time, malware status, encryption keys and completeness.
- Rebuild infrastructure from a previously known-good, reviewed configuration or CI/CD definition where possible rather than trusting a potentially altered live environment.
- Rotate credentials and verify MFA, roles, policies, firewall rules, routes, encryption and logging before reconnecting workloads.
- Restore the highest-priority service in a controlled segment, monitor for reinfection or renewed suspicious activity and validate data integrity.
- Reconnect dependent systems in stages, keeping rollback points and an explicit approval for each transition.
Google Cloud’s guidance describes quarantining infected systems, restoring healthy backups and returning infrastructure to a previously known-good state through CI/CD where applicable. Its recommendations are not a substitute for your provider’s service-specific procedures.
How SaaS, PaaS and IaaS change your responsibilities
The cloud service model changes what you can inspect and who must act. The exact division depends on the provider, contract, service and deployment; the table is a planning framework, not a universal promise.
| Model | Provider typically controls | Customer typically must handle | Questions to settle in advance |
|---|---|---|---|
| SaaS | Application platform, underlying hosts, network and much of the service operation | Users, identities, data, tenant configuration, integrations, exports and business continuity | How will the provider notify you, supply tenant logs, preserve data and support recovery or export? |
| PaaS | Managed runtime, control plane, physical infrastructure and underlying network | Application code, data, access control, secrets, configuration, logging and deployment pipeline | Which logs and snapshots are available, and what actions require provider support? |
| IaaS | Physical facilities, hardware and provider network layers | Guest operating systems, workloads, virtual networks, identities, data, backups and most incident containment | Can you snapshot, isolate, restore and collect evidence without losing provider-managed telemetry? |
CISA’s TIC guidance advises organizations to understand the incident-response capabilities supplied by a service and how they will be notified about incidents affecting the application or underlying systems. Document these answers before an emergency.
A practical decision framework for the next response step
| What you know | Immediate posture | Next evidence or action |
|---|---|---|
| Provider incident matches service, location, timing and symptoms; no compromise indicators | Availability incident, with security monitoring maintained | Track provider updates, validate dependencies, preserve relevant logs and test recovery when service returns. |
| Provider incident matches, but identity or configuration changes are unexplained | Dual-track outage and security incident | Contain suspicious access, preserve audit evidence and open provider support and security cases. |
| No provider incident, but workload failures are isolated to your tenant or deployment | Customer-environment incident until disproved | Investigate changes, credentials, quotas, routes, dependencies and endpoint security. |
| Encryption, ransom notes, destructive backup changes or abnormal egress appear | Suspected ransomware | Activate the incident plan, isolate affected systems, preserve evidence and coordinate with the provider before restoration. |
| Provider reports recovery, but your service remains impaired | Unresolved customer impact | Recheck dependencies, caches, credentials, failed queues, data integrity and region-specific recovery; update the support case with evidence. |
Common mistakes that prolong cloud incidents
- Assuming “the cloud is down.” Scope the exact service, region, tenant and dependency instead of applying a global explanation.
- Waiting for a status page to confirm ransomware. Public availability notices rarely provide customer-specific compromise evidence.
- Restoring immediately. Recovery can overwrite logs, spread encryption or reintroduce compromised credentials. Preserve and contain first when safe.
- Deleting suspicious identities or instances without capture. Removal may stop activity but can destroy useful forensic evidence. Snapshot or export first when your response lead approves.
- Trusting backups because a job succeeded. Verify that backups are complete, encrypted, accessible, malware-free and older than the suspected compromise.
- Using normal communications after identity compromise. Move coordination out of potentially controlled accounts.
- Ignoring provider-specific contracts. Support priority, logs, notification methods, retention and forensic assistance are not standardized.
- Failing to update the dependency map. New regions, managed services, integrations and automation can create an outage path that the inventory does not show.
Turn the assessment into a repeatable runbook
Keep a short, accessible runbook with the following information:
- Links and access procedures for provider status, account notifications, support and security reporting.
- Current service-to-workload dependency maps, owners, regions, criticality and recovery objectives.
- Commands or console paths for exporting audit, identity, network, host, storage and application logs.
- Approved isolation, credential-rotation, snapshot, backup-validation and restoration procedures.
- Out-of-band contact details for the incident lead, provider, legal or privacy counsel, executives and key vendors.
- Evidence-retention, chain-of-custody and approval requirements.
- Exercises that simulate both a provider outage and a ransomware event, including a scenario in which the status page is healthy but the tenant is compromised.
After resolution, record the actual scope, affected business functions, evidence collected, provider actions, recovery results, decision delays and control gaps. Update the inventory, contacts, alerting and exercises from those findings. Google Cloud’s reliability process ends with review for this reason, and CISA likewise recommends improving plans after response and recovery.
Reporting, notification and legal considerations
Whether you must notify customers, regulators, insurers, law enforcement or contractual partners depends on jurisdiction, data type, contractual role and incident details. The general workflow above does not establish a legal deadline or reporting obligation. Preserve the timeline and evidence, then involve the appropriate legal, privacy and compliance advisers early enough to meet obligations that may apply to your organization.
