How to Assess Water Availability Before Choosing a Data Center Site

Assess a data center site’s water availability in two stages: screen its watershed for present and future stress, drought, seasonal swings, pollution and access; then verify the exact parcel’s source, utility capacity, legal access, delivery schedule, water quality, wastewater arrangements and community constraints. Finally, compare those conditions with the facility’s own average, peak and dry-year demand. A global risk map can prioritize sites, but it cannot prove that a provider can serve a parcel or that a project has an enforceable right to withdraw water.

Why water availability belongs in data center site selection

Water affects whether a data center can be built, how it is cooled, what it costs to operate and whether it can keep running during drought. A site may sit beside a river or inside a large municipal service area and still lack dependable capacity, treatment capability, a legal entitlement or a pipeline that can be delivered on the project schedule.

Water demand also varies widely by facility size, climate, cooling system and operating load. The World Resources Institute (WRI) reported in February 2026 that illustrative water use can reach up to 300,000 gallons per day for a mid-sized facility and up to 5 million gallons per day for a large facility. WRI also projected up to 32 billion gallons annually for U.S. AI-related data centers by 2028. These are contextual estimates, not design standards for an individual project; a site assessment must use the project’s engineering assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

WRI further stated that two-thirds of U.S. data centers built or in development since 2022 are in water-stressed areas such as southern Arizona, the Colorado River Basin and Texas. The statement is U.S.-focused and refers to that 2022–2026 development period, not to every data center worldwide. See WRI’s February 17, 2026 analysis for the geographic and time-frame qualification.

Use a two-stage assessment

Stage 1: screen the watershed

Begin at basin scale. Compare candidate locations for baseline water stress, seasonal variability, drought, pollution, access and projected future risk. This step identifies locations that deserve detailed diligence and reveals when a seemingly attractive parcel is exposed to a stressed or highly variable supply.

Stage 2: validate the exact parcel

For each shortlisted site, establish who supplies the water, where it comes from, how much capacity is available now and after planned expansions, what approvals are needed, when service can be delivered, what restrictions apply during drought, and how wastewater will be handled. Confirm physical supply and legal access separately. A basin can contain water while the project lacks a permit, service commitment or conveyance to the parcel.

Define the facility’s water requirement before comparing sites

Ask the engineering team for a demand profile rather than a single annual number. Record the assumptions behind every estimate and show how demand changes as the campus is built out.

Required demand fields

  • Development phases: construction, commissioning, initial operations and each planned expansion.
  • Average withdrawal: expected normal-day water intake for each phase.
  • Peak withdrawal: the maximum hourly or daily requirement, including hot-weather operation, testing and abnormal but credible conditions.
  • Seasonal pattern: changes in demand during summer, winter, wet seasons and drought-response periods.
  • Water quality: treatment, hardness, temperature and other source-water characteristics required by the cooling and process systems.
  • Cooling assumptions: the selected technology, operating conditions, cycles of concentration, blowdown and makeup-water requirements.
  • Reuse: the volume and quality of reclaimed or internally recycled water assumed in the design.
  • Discharge: expected volume, temperature, contaminants, discharge point, permit requirements and receiving-system capacity.
  • Contingency supply: the duration and volume needed if the primary source is interrupted or restricted.

Track both estimated withdrawals before construction and actual withdrawals after operations begin. Utah’s large-data-center reporting framework illustrates why this distinction matters: regulated projects submit pre-construction estimates, document reuse efforts and report actual annual withdrawals after operation starts. The reporting requirement is jurisdiction-specific, but the discipline is useful everywhere.

Screen candidate watersheds with more than one risk score

WRI Aqueduct provides a consistent way to compare locations for several water-related risks. Examine water stress, seasonal variability, drought, pollution and access together rather than selecting a site from a single annual stress layer. A site with moderate annual stress may still face severe dry-season shortages, poor source-water quality or weak access to utility service.

Record the map’s data vintage and scenario

The latest version identified in WRI’s overview is Aqueduct 4.0. WRI says its 4.0 projections were re-run in 2021 using CMIP6 climate forcings, with the historical baseline extended through 2019. When presenting a map result, label it as Aqueduct 4.0, state the scenario and identify the historical or projected period. A map without that context can make an older baseline look like a current measurement.

Use WRI’s Aqueduct FAQ for attribution requirements and interpretation notes. WRI’s Aqueduct publications include the technical publication Aqueduct 4.0: Updated Decision-Relevant Global Water Risk Indicators, dated August 16, 2023.

What a global screen can and cannot establish

  • It can rank candidate basins consistently and expose broad stress, drought, variability, quality and access patterns.
  • It cannot establish a parcel’s pipe connection, utility allocation, treatment capacity, water-right priority, delivery date or enforceable withdrawal entitlement.
  • It cannot replace current information from the provider, water authority, permitting agencies and site-specific engineering studies.
  • It should be paired with future projections and cumulative-demand analysis rather than treated as a one-time pass/fail test.

WRI’s Toolbox for Setting Enterprise Water Targets notes that businesses may need internal validation before confirming high-priority water challenges at particular locations. Treat the screening result as a prioritization signal that triggers local verification.

Verify the source, provider and delivery commitment

For each finalist, identify the physical source and the organization responsible for delivering water. Obtain written responses, not only informal statements from a broker or municipal contact.

Questions for the water provider

  1. What is the source: surface water, groundwater, imported supply, reclaimed wastewater or a combination?
  2. What is the provider’s current firm capacity, and how much is already committed to existing customers?
  3. What additional capacity is planned, funded and permitted, and when will it be available?
  4. Will the project receive an allocation, a service agreement, a reservation or another enforceable commitment?
  5. What pipeline, pump, storage, treatment or pressure upgrades are required, and who pays for them?
  6. What is the earliest date for temporary construction service and permanent operating service?
  7. What reductions, curtailments or emergency rules apply during drought, source contamination or infrastructure failure?
  8. What backup source or interconnection is available, and how long can it sustain the facility?

The U.S. Environmental Protection Agency (EPA) advises considering existing and future utility availability and capacity in site selection. Its source-water protection guidance also directs decision-makers to assess local environmental conditions, provider needs and capacity, stakeholder interests and site-specific factors.

Check the entire delivery chain

Trace water from the source through intake, treatment, transmission, on-site storage and the cooling plant. A provider may have adequate annual volume but insufficient peak-day pumping, treatment or pressure. Conversely, a high-capacity system may require a long extension whose construction schedule exceeds the data center’s energization date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Request the assumptions behind capacity figures: dry-year hydrology, demand forecast, reserve policy, outage allowance and the date on which the estimate was prepared. Ask whether planned housing, industrial or agricultural growth has already been included. Require the provider to identify conditions that would invalidate the commitment.

Assess source-water quality and wastewater capacity

Water quantity is only usable if its quality fits the proposed equipment and treatment train. Obtain current source-water reports and identify contamination threats in the source-water protection area. Evaluate treatment chemicals, concentrate or brine handling, corrosion control, temperature and any pretreatment needed for cooling makeup.

Wastewater can become the limiting utility even when incoming water is available. Establish the permitted discharge volume, temperature limits, pollutant limits, sewer-interceptor capacity and treatment-plant headroom. Confirm whether blowdown, cleaning chemicals and other process streams can enter the public system. If discharge will go to surface water, identify the permit, receiving-water limits and monitoring obligations.

Separate physical water from legal availability

A hydrologic supply does not automatically give a data center the right to use it. Have local water-rights and permitting specialists identify the applicable legal framework for the exact basin and jurisdiction.

Legal checks

  • Water rights or withdrawal permits for the proposed source and volume.
  • Municipal service rules, allocation ordinances and conditions in a service agreement.
  • Groundwater well permits, spacing rules, pumping limits and monitoring obligations, where applicable.
  • Environmental review, source-water, wetlands, endangered-species or similar approvals triggered by infrastructure.
  • Discharge permits, reuse approvals and reporting requirements.
  • Transfer, priority, seniority and curtailment rules that determine how supply behaves in a drought.

Utah example: a reporting trigger, not a national viability rule

Utah’s Large Data Center Water Use Reporting page states that, effective July 1, 2026, a new data center project larger than 10,000 square feet that intends to draw at least 75 acre-feet of water annually must notify the Utah Division of Water Rights. The state requires pre-construction reporting, including estimated annual withdrawals and reuse efforts, followed by annual reporting of actual withdrawals once the facility operates.

Those thresholds describe Utah’s reporting obligation. They do not define a generally viable data center, establish a national standard or replace the rules of another state, country or basin. Do not infer a neighboring jurisdiction’s requirements from Utah’s example.

Compare cooling designs as water-and-energy choices

Cooling architecture changes water demand, electricity use, equipment requirements, operating limits and permitting. Evaluate it before selecting a parcel, because a design that works in one climate or utility system may not transfer to another.

Approach Water questions Other decision factors
Air cooling How much makeup water is required, if any, during the hottest design hours? What humidity and temperature limits apply? Fan energy, equipment footprint, local climate and performance at peak heat.
Liquid immersion or other liquid systems What fluid quality, maintenance, leakage controls and replacement streams are required? Server compatibility, heat-rejection equipment, maintenance practices and supply-chain constraints.
Reclaimed wastewater Is a dependable reclaimed source available at the required quality, pressure and seasonal volume? What treatment and storage are needed? Separate pipeline, cross-connection controls, provider agreement, permitting and outage backup.

WRI identifies air cooling, liquid immersion and reclaimed wastewater among approaches used by some data centers. Their feasibility depends on local climate, engineering, utility arrangements, water quality and permits. Do not count reclaimed water as available until the provider confirms the source, quality, delivery infrastructure and drought rules in writing.

Model more than the average case

Run at least a normal-year case, a hot-season peak case, a dry-year or drought-restriction case and a build-out case. Include maintenance outages, testing, temporary construction demand and the possibility that a backup source has lower quality or a different pressure profile. Show how each cooling option changes both withdrawal and discharge, rather than comparing only annual intake.

Test drought, climate and cumulative demand

Current supply can look adequate until competing users, climate effects and planned development are included. Compare the project with existing municipal, industrial, agricultural and ecological demands in the same basin. Ask the water authority which projects are already in its forecast and which are not.

Stress-test questions

  • What happens to available supply in the worst recent drought and in the provider’s adopted planning drought?
  • When are restrictions most likely, and do those periods coincide with the facility’s highest cooling demand?
  • How much reserve storage exists, and how many days of operation does it cover?
  • What priority does the project have during curtailment?
  • How would a second or third campus in the basin change the allocation?
  • Could source contamination, wildfire, flooding or a pipeline failure interrupt treatment or delivery?
  • What climate projection and planning horizon does the provider use, and how does it compare with the Aqueduct scenario?

Aqueduct 4.0 includes future risk projections, but its model vintage and scenario must be disclosed. Use projections to test resilience, then reconcile them with current hydrology, provider planning documents and legal conditions. A map alone cannot resolve long-term reliability.

Use a documented site-comparison scorecard

Put every finalist through the same evidence checklist. Record the source, date, responsible organization, assumptions and unresolved conditions for each score. A simple red, amber and green rating can help executives see risk, but the underlying evidence must remain available to engineers, counsel and permitting teams.

Comparison axis What to establish
Dependable quantity Available annual and peak supply under ordinary and dry conditions, confirmed by the source and provider.
Seasonal and drought reliability Variation through the year, drought restrictions, climate projections and contingency supply.
Legal access Water rights, permits, municipal service commitments and applicable reporting obligations.
Delivery and infrastructure Provider capacity, required pipelines or treatment, delivery timeline and cost responsibility.
Quality and discharge Treatment requirements, pollution threats, discharge limits, temperature and wastewater capacity.
Community and basin context Existing and planned demand, stakeholder concerns and cumulative pressure on the watershed.

Define decision gates

  • Screening gate: reject or investigate basins with severe combined stress, drought and access risks.
  • Utility gate: require written capacity and delivery evidence for the exact parcel.
  • Legal gate: confirm rights, permits, service terms and reporting duties before land acquisition becomes irreversible.
  • Design gate: approve a cooling and reuse concept only after source quality, discharge and backup assumptions are validated.
  • Resilience gate: require an acceptable dry-year, outage and build-out case with identified mitigation measures.

Build the assessment package and audit trail

A defensible decision file should let a reviewer reproduce the conclusion months later. Keep the following together:

  • A parcel map, watershed boundary and source-water protection area.
  • Aqueduct version, layer names, scenario, baseline period, map date and WRI attribution.
  • Engineering demand calculations for each phase, season, cooling option and contingency case.
  • Provider letters or agreements covering quantity, quality, capacity, delivery timing and drought restrictions.
  • Water-rights, permit, service and reporting analyses prepared for the applicable jurisdiction.
  • Source-water reports, contamination screening, treatment requirements and wastewater studies.
  • A cumulative-demand analysis covering existing users and planned development.
  • A list of assumptions, unresolved questions, responsible owners and dates for revalidation.

Set a refresh schedule. Provider capacity, drought status, regulations, project load and planned development can change between site selection and commissioning. Recheck the evidence at land purchase, final design, permit submission and each major expansion.

Common mistakes and how to correct them

Using one annual stress score

Problem: an annual average hides dry-season shortages, drought restrictions or poor quality. Correction: compare stress, seasonal variability, drought, pollution, access and future projections together.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating a global map as a service commitment

Problem: a basin-scale layer does not show parcel connections, provider reserves or enforceable rights. Correction: obtain current, written source and utility evidence for the exact site.

Counting reclaimed water before it is contracted

Problem: a proposed reuse line may lack capacity, quality, permitting or drought reliability. Correction: verify the source, treatment, pipeline, agreement, backup and operating restrictions.

Comparing only average annual demand

Problem: peak cooling demand can exceed the system’s daily or hourly capability even when annual volume looks acceptable. Correction: model peak, seasonal, dry-year, construction and build-out cases.

Assuming another jurisdiction has the same rules

Problem: water-rights systems and reporting thresholds differ by state, basin and country. Correction: obtain location-specific legal advice; use Utah’s rule only as an example of why reporting must be checked.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring wastewater

Problem: sewer or discharge capacity can constrain a project after incoming water is secured. Correction: confirm discharge volume, temperature, pollutants, permits and treatment-plant headroom at the same time as supply.

A practical go/no-go test

Advance a site only when all of the following are supported by current, location-specific evidence:

  • The watershed screen does not reveal an unmitigated combination of stress, drought, variability, quality or access risk.
  • The provider confirms source, dependable quantity, peak capacity, service terms and delivery timing for the parcel.
  • Water rights, permits, service agreements and reporting duties are understood and achievable on the project schedule.
  • The selected cooling and reuse design has verified water-quality, treatment, discharge and backup assumptions.
  • The project remains serviceable under dry-year, drought-restriction, outage and planned-build-out cases.
  • Cumulative effects and stakeholder concerns have an identified mitigation or engagement plan.

There is no universal water-availability threshold that makes a data center viable. Physical basin supply, utility delivery, legal entitlement, water quality, drought reliability, project demand and cumulative impacts must be evaluated together for the specific location. The strongest site is not necessarily the one with the lowest map score; it is the one whose complete water pathway remains dependable, lawful and supportable under the conditions the facility will actually face.
