Start with a water ledger, not a single efficiency number. To assess a proposed data center, obtain its annual, monthly and peak withdrawals; identify every source and destination; separate water consumed from water returned; then compare those figures with the utility’s capacity, drought plans, watershed or aquifer conditions and enforceable permits. A Water Usage Effectiveness (WUE) value can describe on-site intensity, but it cannot tell you whether a particular community has enough water or what the local ecological and financial consequences will be.
The method below is designed for residents, local officials, journalists, planners and community groups. It also shows what remains unknown when a proposal provides only a headline estimate or a company-wide sustainability statistic.

Define exactly what is being proposed
Water numbers are meaningful only when the project boundary and operating assumptions are clear. Create a one-page project record before evaluating impacts.
Record the project boundary
- Facility or campus name, operator and physical address.
- Whether the application covers one building, a multi-building campus or several phases.
- Construction start, expected operating dates and the schedule for each phase.
- Estimated IT load or capacity, in the units used by the applicant.
- Cooling design, backup systems and seasonal operating modes.
- Whether each water figure is a design forecast, a permit limit or measured operating data.
Construction water should be listed separately from routine operation. A forecast for a future phase must not be presented as if it were a meter reading from an operating building. If the proposal does not state these boundaries, say that the estimate cannot yet be independently assessed.

“How much water will the data center use?”
Request a complete water ledger from the developer or operator, the serving utility and relevant permitting agencies. Ask for the same reporting period and units for every phase.
Minimum data to request
| Ledger item | What to request | Why it matters |
|---|---|---|
| Withdrawals | Annual and monthly totals, plus maximum daily or other peak-period demand | Shows the volume taken from a source and the stress placed on pipes, wells, intakes and treatment plants. |
| Source | Public-supply connection, private well, surface-water intake, reclaimed supply or another source; include intake or well location and aquifer | Determines which watershed, aquifer, permit and competing users are relevant. |
| Water type | Fresh, saline, reclaimed or recycled water, with percentages if blended | Quality and treatment requirements differ, as do scarcity and public-health questions. |
| Consumption | Estimated volume not returned to the same source in a usable time and place | Separates a permanent or seasonal depletion from water that is discharged back. |
| Discharge and return flow | Destination, timing, treatment level and expected volume | Water leaving the site is not automatically available to the original source or community. |
| Purchased versus self-supplied water | Utility purchases, on-site withdrawals and any inter-system or interbasin transfers | Shows who controls the water and whether a transfer changes another service area’s supply. |
| Metering and reporting | Meter locations, measurement method, frequency, responsible party, quality checks and publication schedule | Allows the public to distinguish a measured result from an assumption. |
| Cooling controls | Conditions that trigger water use, seasonal settings, backup configuration and extreme-weather operation | Peak demand can occur during the same heat waves or droughts that reduce supply. |
The U.S. Geological Survey’s baseline standards identify facility and system withdrawal data by source and water type, location and time period. For industrial use, the more detailed goals include annual and monthly withdrawals, site-specific daily withdrawals, consumptive-use estimates and discharges. These are data standards for state water agencies, not a promise that every local record exists or is public. USGS water-use data standards
Keep units and time periods attached to every number
Record gallons or liters, daily or monthly averages, and maximum values in separate columns. A monthly average can conceal a short period when cooling demand is several times higher. Note whether a number applies to one building, the full campus, normal weather, a design-day heat wave or a drought restriction. Do not add figures from different phases or boundaries without explaining the calculation.
Separate withdrawal, consumption and discharge
These terms describe different points in a water cycle and cannot be substituted for one another.
- Withdrawal is water taken from a river, reservoir, aquifer, utility system or another source.
- Consumption (consumptive use) is water not returned to that source in a usable time and place. Evaporation, incorporation into products and losses in treatment can contribute to consumption.
- Discharge or return flow is water sent from the site to a sewer, treatment plant, river, infiltration system or another destination. Its volume, quality, timing and location determine whether it helps the original source.
Ask the applicant to define each term and state the accounting boundary. For example, water purchased from a utility may be counted as the data center’s withdrawal at the meter, while the utility’s own river withdrawal is recorded elsewhere. A wastewater discharge may leave the facility but return to a different sub-basin after treatment. A credible ledger shows both the facility boundary and the wider source-to-destination path.

“Where will its water come from?”
Map every source to the relevant watershed and, for groundwater, to the aquifer. A public-supply connection does not make the source irrelevant: the utility still must pump, treat and convey water, and its existing customers may share the same constraints.
Questions for the utility and resource agency
- What present firm capacity remains in the treatment plant, distribution system, wells, intakes, storage and wastewater plant?
- Is the requested service inside the utility’s adopted service area and capital-improvement plan?
- What are the seasonal limits, drought stages and emergency curtailment rules?
- Which household, industrial, agricultural and ecological commitments already have priority?
- Will the project require a new well, intake, treatment train, pipeline, storage tank, wastewater connection or interbasin transfer?
- Who pays for upgrades, and are costs allocated to the project or spread across ratepayers?
- What contingency applies if a well fails, a treatment plant reaches capacity or a drought declaration limits supply?
Put the facility’s demand beside other demands using the same period and geographic boundary. A basin can have adequate annual volume but insufficient summer, drought or peak-day capacity. Conversely, a facility with a larger annual withdrawal may pose less depletion if most water is promptly returned under an enforceable permit; that conclusion requires site-specific evidence, not a generic assumption.

“Will it affect our drinking water or water bills?”
Answering that question requires the utility’s service agreement, rate structure and capacity analysis. Request any public water-service agreement, connection-fee schedule, wholesale contract, surcharge or cost-allocation document. Determine whether the project receives a guaranteed volume, a lower-priority interruptible service or ordinary retail service.
For drinking-water risk, identify the treatment plant, wellhead or intake serving the project and nearby residents. Ask whether withdrawals change source-water levels, whether discharge enters the same watershed, and which drinking-water permits and monitoring requirements apply. A data center’s connection alone does not establish contamination or shortage; the source, discharge and operating rules do.

For bills, separate one-time infrastructure costs from recurring operations. A utility may finance new capacity through developer contributions, connection charges, rate increases or a combination. What WUE means—and what it cannot tell you
The U.S. Department of Energy expresses data-center WUE as annual site water usage in liters divided by annual IT-equipment energy in kilowatt-hours (L/kWh). Microsoft describes its version as annual liters used for humidification and cooling divided by IT kWh. WUE is an intensity measure within a stated site boundary; it is not an annual-volume forecast, basin-stress measure or complete water footprint. DOE WUE definition and Microsoft metric definition and reporting scope
Ask for the denominator and boundary
When an applicant gives a WUE value, request the underlying annual water volume, IT-energy denominator, facilities included, operating months, load and utilization assumptions, and source location. A low ratio can result from a highly efficient cooling system, a lightly loaded server fleet, a boundary that excludes off-site water or a combination of these factors. It does not show whether the source is scarce.
The Oregon Department of Energy’s Data Centers and Water Dialogue: Draft Findings (March 27, 2026) states: “WUE is a common reporting metric that is useful to understand on-site water efficiency, however WUE cannot be used to compare two or more facilities as it does not account for server efficiency, utilization, or off-site water use.” The document is a draft policy dialogue, not binding guidance. Use published figures only as scoped examples
| Reported figure | Scope and date | What it does—and does not—show |
|---|---|---|
| 0.30 L/kWh WUE | Microsoft FY24, July 1, 2023–June 30, 2024; data centers it fully owns and controls that had operated for 12 months at calculation time | A company-wide intensity result under that boundary, not a proposed site’s volume or local scarcity. |
| 0.27 L/kWh WUE | Microsoft FY25, July 1, 2024–June 30, 2025; same stated ownership, control and 12-month operating scope | Comparable only after definitions, coverage and operating conditions are aligned. |
| 87% of freshwater withdrawal from low- or medium-water-depletion/scarcity sources | Google’s company-reported global statistic for 2025 | Does not identify a proposed site’s source or prove that a local basin is low risk. |
These figures illustrate why dates, boundaries and definitions belong next to every metric. They should not be used to rank a local proposal or to replace its water ledger. Google data-center sustainability reporting

“How much water will it use during a drought or heat wave?”
Ask for a demand curve, not just an annual average. The curve should show ordinary operation, design-day heat, prolonged heat, drought restrictions and a power or water-system outage. Require the trigger temperatures or humidity conditions that activate evaporative cooling, the maximum daily flow, and the duration assumed for each event.
Then compare those peaks with the utility’s safe yield, storage, drought-stage rules and other peak users. A cooling system can have modest annual consumption but large coincident demand during the very period when irrigation is restricted and reservoirs are lowest. Require a written operating plan: which loads or cooling modes are reduced first, whether backup water is stored, and who has authority to curtail the facility.

Request the proposed cooling design and at least one credible alternative evaluated with the same IT load and weather assumptions.
| Option to evaluate | Water questions | Energy and local-condition questions |
|---|---|---|
| Evaporative or water-based cooling | Annual, monthly and peak makeup water; drift and blowdown; source quality; discharge destination | Energy savings under ordinary conditions; treatment and pumping energy; response to heat and drought. |
| Air or dry cooling | Water used for ancillary systems and cleaning | Higher electricity demand, noise or equipment-size implications; grid emissions and heat conditions. |
| Hybrid or seasonal systems | Controls that switch modes, trigger thresholds and worst-case water use | Whether switching coincides with peak electricity demand or reduces reliability. |
| Reclaimed-water cooling | Actual source, treatment, delivery, backup supply and return-flow destination | Energy and infrastructure needed to treat and convey the water; outage performance. |
Google says water cooling can be energy-efficient and that it considers local watershed conditions and alternatives such as air cooling or recycled water at higher-risk sources. That is the operator’s stated approach, not independent proof about another project. Google operating-sustainably statement
“Is reclaimed wastewater being used, and where does it go afterward?”
Reclaimed water can reduce demand for potable supplies, but it is not automatically an additional source. Ask:
Best Value
- Which treatment plant supplies it and what quality standard applies?
- Does the project displace another reclaimed-water customer or use capacity that would otherwise support river flows, irrigation or aquifer recharge?
- What pipeline, storage and pumping energy are required?
- What is the backup source when reclaimed supply is unavailable?
- After cooling, where do blowdown and wastewater go, and what treatment is required?
- Are volumes metered separately from potable water?
If the operator claims replenishment, identify the projects, basin, accounting period, credited volume, verifier and duration. Ask whether the claimed benefit is additional to legally required mitigation and whether it continues during drought. A company-wide or global replenishment total cannot establish that a particular community experiences no local impact. Google’s announcement says, “Water use shouldn’t be a ‘black box.’” That is a company statement, not a regulator’s finding. Google water-stewardship announcement
Build a public-record evidence trail
Use records that can be checked by someone other than the applicant.
- Obtain the planning or zoning application, site plan, phasing schedule and environmental review.
- Request the utility service application, water-service agreement, capacity letter, rate documents and capital-improvement analysis.
- Search state or local withdrawal permits, well registrations, surface-water intake authorizations and interbasin-transfer approvals.
- Request wastewater discharge permits, pretreatment approvals, reclaimed-water agreements and monitoring reports.
- Map the site, source, aquifer, watershed, floodplain, drought-designation layers and nearby permitted users.
- Ask who measures each flow, who receives the data, how often it is reported, who verifies it and when updates become public.
- Compare forecasts with operating records from comparable facilities only when boundaries, load and weather periods are aligned.
Preserve the original units, reporting periods and document versions. Label every figure as forecast, permitted maximum or measured history. If a record is withheld, note the agency, request date and legal basis rather than filling the gap with an estimate.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteHow to compare two proposed facilities
Use one worksheet and identical definitions for both projects. The comparison should include:
| Axis | Required comparison |
|---|---|
| Total demand | Annual, monthly and maximum daily or peak-period withdrawals for the same phase and weather assumptions. |
| Source | Water type, intake or well, aquifer or watershed, treatment and legal priority. |
| Resilience | Seasonal availability, drought restrictions, storage, backup source and curtailment plan. |
| Water balance | Withdrawal, consumption, discharge volume, quality, timing and destination. |
| Cooling and energy | Cooling technology, trigger conditions, water use and energy implications under identical IT load. |
| Infrastructure and cost | New wells, intakes, treatment, conveyance, storage, wastewater capacity and who pays. |
| Accountability | Metering, reporting frequency, independent verification and enforceable permit conditions. |
WUE may be included as a supplemental row, but never as the ranking criterion by itself. If a cell is not established, write “not stated” and identify the responsible source or permit file.
Red flags and useful follow-up
- Only a WUE number: request total liters or gallons and the IT-energy denominator.
- Annual average without peaks: request monthly, maximum-day and heat-wave scenarios.
- “Water neutral” language: demand the source, basin, timing, verifier and enforceability of each credit.
- Reclaimed water with no backup plan: ask what happens during treatment-plant outages or drought restrictions.
- One campus-wide figure: separate buildings, phases, construction and operating demand.
- No discharge destination: request the wastewater permit, treatment path and return-flow accounting.
- Unclear measurement: require meter locations, calibration, reporting frequency and responsible party.
What can be concluded—and what cannot
A defensible assessment can establish whether the proposal supplies a complete ledger, identifies its source and destination, accounts for peak conditions, and fits within documented utility and watershed constraints. It can also show which claims are forecasts, which are measured, and which are not independently verified.
Without a project location, operator, proposed source, service-area records and permits, no one can calculate this facility’s actual demand, identify applicable local approvals, estimate bill effects or conclude that the community is safe or harmed. The responsible next step is to obtain those files from the developer, water utility and state or local water-resource and permitting agencies, then test every claim against the same boundary, period and source conditions.
